Abstract

Interest in public sector innovations has been growing among policy makers, practitioners, and scholars. Despite the complexity of modernisation and resource constraints, public leaders must create innovative policies to deliver better services and overcome societal challenges. This research is on public innovation which examined opportunities and challenges facing public innovation. The study was triggered by the mixed outcomes of the decentralisation policy in Indonesia. While some local governments have engaged in service, process and governance innovations, many continue to face difficulties in adopting and sustaining innovative programs. Through case studies of two governance innovations in Batang Regency (2012-2017), this research appraised the dilemma of risk governance in securing the credibility and sustainability of two innovative ideas, namely UPKP2 local ombudsman and Budget Festival. Results of the study highlighted evidence that considering the highly dynamic socio-political environment that heads of local governments face, managing risk governance is important in implementing public innovation in a meaningful and sustainable way

Abstract

This article investigates the extent to which policy transfer activities facilitated by Indonesian skilled returnees after finishing their studies in Germany can support various local actors in accelerating developmental progress in their homeland. By using the five-dimensional policy transfer (Evans, 2017), this study found that returnees strengthen the working environment by promoting exchange of knowledge, improving current work methods, and advocating for most common forms of transfer including knowledge sharing, experiences, and networks that they had while abroad. The research also found that most cases of successful policy transfer adoption were characterized by hybridization of new ideas with existing policy and institutional framework in organizations that participated in the program.

Abstract

The COVID-19 pandemic period is a challenge for leaders, which has spurred the implementation of e-leadership, especially in the public sector. This article discusses changes in public sector e- leadership practices in ASEAN countries. The research was based on a qualitative research design. Data analysis used NVivo application on secondary data from various recent scientific articles and World Bank data. The results show that the practice of e-leadership in the public sector has experienced a multiplicity of changes that have affected several aspects including organizational culture, time management, use of information technology in carrying out tasks, and meeting media. Digital literacy, transparency, and time hours indicators are important in assessing the condition of e-leadership before and during the Covid-19 pandemic. Multitasking remains a challenge during crises. Leadership ability and knowledge of leadership in digital technology is one of key factors that influence success

Abstract

This article examines the dynamics of local post-disaster tourism governance in areas on the foothills of Merapi Volcano in Yogyakarta, Indonesia, which is one of the world’s most intensively active volcanoes. In this research, the author invites the readers to discuss the success achieved in local collaboration through transforming disaster life into a profitable tourism site. They face difficult situations amid government limitations in handling this post-disaster development. Using qualitative descriptive analysis, this study offers a new local-based collaboration model, especially for the post-disaster tourism governance in developing countries. Result of the study showed that local collaboration cannot be achieved in an instant, rather involves a process that is influenced by local wisdom. This article makes positive contribution to public policy literature and is essential for policymakers at the lower level and concerned about local-based development and empowerment

Abstract

This paper aims to assess the adoption of open government principles in local government development planning. The study used constructivist research design which emphasizes using theory as guidance for analyzing the problems. Interview and document study techniques were used to collect data, while NVIVO version 12 plus was used in data processing and analysis. Research results showed that there has been a decline in community participation in development planning due to the perception that there are stark differences between contents of programs during the planning and implementation phases. Transparency in development planning is implemented in all programs at the subdistrict level, while at the district prioritized programs are deliberated in closely sessions that involve local government executives and the local legislature. As regards collaboration in development planning, results showed that pursuing and projecting own respective interests rather those of the public. Increasing open government principles in the development planning process requires intensive and regular communication and coordination among stakeholders, which makes ICT a key ingredient that should be form an integral part of the design and deployment process. This research recommends further research related to open government that should delve deeper into participation and transparency concepts as components of open government principles.

Abstract

The COVID-19 pandemic has had a significant impact on the economy, including the taxation sector. This tumultuous period for taxpayers and the Government can be a golden opportunity to transform the system and institutional governance to create a firm foundation for increasing tax compliance and by extension, tax revenue. This paper examines strategies that are necessary to face spate of changes and uncertainty caused by the COVID-19 pandemic as well as laying the framework for post COVID-19 reality that is characterized by sustainable tax compliance. The results of this study reached the conclusion that the basic concept of the relationship between the Government and taxpayers as a social contract or fiscal contract should underpin the three phases of the formulation of changes in tax policy. For changes to have long-term and sustainable impact, there is need to strike a balance between the three pillars in tax administration, namely, enforcement, facilitation, and trust.

Abstract

To increase the awareness on the role of employee engagement besides the individual analysis level and a lack of studies focused on the employee’s involvement at the level of organizational, the study aims at investigating the antecedents of COE as mediating variable to increase the organizational performance. The study was conducted for 6 months to enable a deep understanding and evaluation on organizational performance. A non-purposive sampling with purpose sampling technique deployed with multi resources respondent represented organizations method (top manager, middle managers, head department and selected employee). Data analyzed for 380 respondents with Structural Equation Modeling with AMOS 22. Statistical outputs described that the green work design, OCB Organizational Resources, and Innovative Concordance Culture highly considered as the antecedent of COE in developing the organizational performance. The findings also claimed that all hypotheses proposed are accepted. This study strengthens the relationship between the COE and HRM and Enbridge the gaps existed which is informed and extended the area of field research. In another hand, this research contributed on engagement in some ways, such as extending the study on the engagement in the level of organization and provided the solutions secondly, investigating the COE as a main mechanism of the most crucial human resources. This research also developed the antecedents of COE and also highlighted how the top management could strategically increase the performance based on the organizational resources and the leverage the collective engagement continuously pursuit the strategic organizational goals.

Abstract

This study describes the public policy making process in Yogyakarta during the COVID-19 pandemic by determining the level of consistency of the government policy in opening and closing tourist attractions and its relationship to the decision of the possession of a COVID-19 free letter. The qualitative method was used because the approach was deemed capable of identifying various perspectives and points of view of the reality related to the process of tourism policy making during the COVID-19 pandemic condition in Yogyakarta City. The results showed that policies made were plagued by lack of adequate preparation and consistency. Not all tourist destinations were closed during the pandemic to prevent the spread of COVID-19. The decision did not have strong legality because as it was based on executive orders. Consequently, weak policy framework had adverse impact on cases of COVID-19. The surge in COVID-19 cases was also as a result of disagreement among the executives on the kind of sanctions that were meted out to violators of health protocols and the ineffectiveness of sanctions given. The implementation of the COVID-19 free letter for tourists from certain zones did not guarantee that visitors were free from COVID19. Policy recommendations for inconsistent and unequivocal policy implementation are expected to be further formulated. Thus, the policy implementers could adopt a flexible approach in interpreting policies in a proper manner.

Abstract

Small and Micro Enterprises (SMEs) in Indonesia play an important role as a vital source of employment, contribute significantly to of the country’s Gross Domestic Product (GDP ) and a crucial source of economic security for the lower middle class. However, during Covid-19 pandemic, SMEs have faced serious challenges that have had adverse impact on business operations. Government policies that were aimed at controlling the spread of Covid-19, that included Large-scale Social Restrictions (PSBB) policy and social distancing rules, have had adverse impact on SME economic activities. This study analyzes social capital in the management of SMEs in Bengkulu city. The research was based on primary data and secondary data sources. Meanwhile, data analysis involved frequency distribution statistics. The empirical results showed that social capital in the management of SMEs as manifested in mutual trust, business networks, and solidarity had positive impact on SMEs management in Bengkulu city.

Abstract

The article examines the possibility and challenges of redressing graduate unemployment through parent-employer collaboration that revolves around of remuneration of pre-service em-ployment. The paper used a qualitative research design involving a review of grey literature from published articles and reports on theories and challenges of global, regional and Uganda’s youth unemployment, particularly graduate unemployment and the strategies being applied to mitigate it. Paper findings show the potential for adopting the proposal, given the benefits it is likely to generate for parents, fresh graduates, employers and the government. The proposed arrangement equips fresh graduates with practical working experience which enhanc-es job prospects; employer obtains value added from fresh graduate services at lower cost, and an opportunity to recruit the graduate as a permanent employee; the parent enjoys reduced cost incurred on spending on endless search for jobs by students. Both the government and society benefit through lower social costs due to reduced time graduates spend unemployed as well as greater contribution realized from their work. Findings make significant contribution to knowledge and practice on alleviating graduate unemployment, through parent-employer col-laboration that generates benefits for parents, fresh graduates, employers and the government
