Abstract

Quality public services play a role in increasing investment. The Investment and One-Stop Integrated Service Agency of Badung Regency has innovated in licensing services through the Mobile Licensing Service with Online Single Submission (LIMOSSIN) program, which aims to assist the public in issuing business permits. The objective of this study is to understand the Implementation of the Mobile Licensing Service with Online Single Submission (LIMOSSIN) Program in Improving Licensing Services in Badung Regency. This research uses a qualitative descriptive method with data collection techniques through interviews, documentation, and observation. Data analysis is conducted using Edward III's policy implementation theory, which consists of (1) Communication, (2) Resources, (3) Disposition, and (4) Bureaucratic Structure. The results of the study indicate that overall, the program has been effectively implemented based on the indicators used. However, there are indicators that still require improvement for the program to run more optimally. Improvements are needed in the communication indicator related to communication between village governments and the community, the resource indicator due to challenges in human resources, and the bureaucratic structure indicator related to coordination by village officials in the implementation of the program. In conclusion, the LIMOSSIN program has provided tangible benefits to the community by assisting in issuing business permits, but enhancements are still needed in several indicators to improve service quality. Abstrak Pelayanan publik yang berkualitas memiliki berperan dalam meningkatkan investasi. Dinas Penanaman Modal dan Pelayanan terpadu Satu Pintu Kabupaten Badung berinovasi dalam pelayanan perizinan melalui program Layanan Perizinan Bermobil Online Single Submission (LIMOSSIN) yang bertujuan untuk membantu masyarakat dalam menerbitkan izin usaha. Tujuan yang ingin dicapai dari penelitian ini adalah untuk memahami bagaimana Implementasi Program Layanan Perizinan Bermobil Online Single Submission (LIMOSSIN) Dalam Meningkatkan Pelayanan Perizinan Di Kabupaten Badung. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Analisis data dilakukan dengan menggunakan teori implementasi kebijakan oleh Edward III yang terdiri dari (1) Komunikasi, (2) Sumber Daya, (3) Disposisi, (4) Struktur Birokrasi. Hasil penelitian menunjukkan bahwa secara keseluruhan program ini telah berjalan efektif berdasarkan indikator yang digunakan. Namun terdapat indikator yang masih memerlukan perbaikan agar program dapat berjalan lebih optimal. Perbaikan diperlukan yaitu pada indikator komunikasi terkait komunikasi antara pemerintah desa ke masyarakat, indikator sumber daya yang masih adanya tantangan pada sumber daya manusia, dan indikator struktur birokrasi terkait koordinasi oleh perangkat desa terkait pelaksanaan program. Kesimpulannya program LIMOSSIN telah memberikan manfaat nyata bagi masyarakat dalam membantu menerbitkan izin usaha, tetapi masih diperlukan peningkatan dalam beberapa indikator untuk meningkatkan kualitas layanan. Abstract

This study investigates the power relations between the government and NGOs in dealing with the increase in cases of Violence against Women (VAW) amid the Covid-19 pandemic in Jakarta, with the focus is outlining the challenges faced by FBB as an NGO when the increase in VAW cases occurs and exploring the dynamics of the relationship that is built between NGOs and the Government which is driven by different interests from the perspective of the theory of power relations which is then supported by the theory of the power cube. This study also highlights how the practice of power is carried out based on the interests of both actors which then shows that there is a dependency between the government as an information manager and FBB as an actor fighting for the public's right to know. However, in the issue of violence against women during the pandemic, the relationship between the government and FBB appears more separate. Both work independently without any clear integration. Meanwhile, Gaventa's Power Cube perspective shows complex and multidimensional power dynamics. The government as a policy maker has a responsibility to continue to open up space for aspirations for the community and non-governmental organizations such as FBB. On the other hand, FBB needs to utilize various forms of power—both visible, hidden, and invisible—to ensure that the voices of the community, especially vulnerable groups, are heard and considered in public policy. With this approach, synergy between the government and NGOs can have a greater impact in addressing the social and humanitarian challenges faced by the community, including the issue of violence against women. Abstrak Penelitian ini menyelidiki relasi kuasa antara pemerintah dan LSM dalam menangani peningkatan kasus Kekerasan terhadap Perempuan (KtP) di tengah pandemi Covid-19 di Jakarta, dengan fokus untuk menguraikan tantangan yang dihadapi FBB sebagai LSM saat peningkatan kasus KtP terjadi dan mengeksplorasi dinamika hubungan yang terbangun di antara LSM dan Pemerintah yang didorong oleh kepentingan yang berbeda dari sudut pandang teori relasi kuasa yang kemudian didukung oleh teori kubus kekuasaan. Penelitian ini juga menyoroti bagaimana praktik kekuasaan dilakukan berdasarkan kepentingan kedua aktor yang kemudian menunjukan bahwa ada ketergantungan antara pemerintah sebagai pengelola informasi dan FBB sebagai aktor yang memperjuangkan hak masyarakat untuk mengetahui. Namun, dalam isu kekerasan terhadap perempuan selama pandemi, relasi antara pemerintah dan FBB tampak lebih terpisah. Situasi ini mencerminkan dimensi "disjuncture" dalam relasi kuasa. Sementara perspektif Kubus Kekuasaan Gaventa memperlihatkan dinamika kekuasaan yang kompleks dan multidimensi. Pemerintah sebagai pemangku kebijakan memiliki tanggung jawab untuk terus membuka ruang aspirasi bagi masyarakat dan organisasi non-pemerintah seperti FBB. Di sisi lain, FBB perlu memanfaatkan berbagai bentuk kekuasaan—baik terlihat, tersembunyi, maupun tak terlihat—untuk memastikan bahwa suara masyarakat, khususnya kelompok rentan, tetap didengar dan diperhatikan dalam kebijakan publik. Dengan pendekatan ini, sinergi antara pemerintah dan LSM dapat memberikan dampak yang lebih besar dalam mengatasi tantangan sosial dan kemanusiaan yang dihadapi masyarakat, termasuk isu kekerasan terhadap perempuan. Abstract

This study focuses on the process of Collaborative Governance in the management of entrance ticket retribution to improve the APBDes of Jatiluwih Tourism Village, Penebel District, Tabanan Regency. This study uses qualitative methods with a descriptive approach. The findings of this study indicate that the collaboration is already well underway. Of the 5 indicators, all have gone well and are also effective. These indicators are face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. Although all has gone well, the recommendations that can be given in the management of entrance ticket fees in Jatiluwih Village, which can optimize the digital system on tourist tickets, and provide training, as well as understanding the village community to be more involved in the management of advertising, because many positive impacts will be felt by the community. Penelitian ini berfokus pada proses Collaborative Governance dalam pengelolaan retribusi tiket entrance untuk meningkatkan APBDes Desa Wisata Jatiluwih, Kecamatan Penebel, Kabupaten Tabanan. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil temuan penelitian ini menunjukkan bahwa kolaborasi sudah berjalan dengan baik. Dari 5 indikator semua telah berjalan dengan baik dan juga efektif. Indikator tersebut yaitu face to face dialogue, trust building, commitment to process, shared understanding, intermediate outcome. Meski semua telah berjalan dengan baik, adapun rekomendasi yang dapat diberikan dalam pengelolaan retribusi tiket entrance di Desa Jatiluwih, yaitu dapat mengoptimalkan sistem digital pada tiket wisata, dan memberi pelatihan, serta pemahaman kepada masyarakat desa agar lebih banyak terlibat dalam pengelolaan pariwsata, karena banyak dampak positif yang akan dirasakan oleh masyarakat. Abstract

This study aims to evaluate the coaching program for female inmates at the Class IIA Women's Correctional Facility in Kerobokan using a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. The analysis applies Stufflebeam's Evaluation Theory (1993), which consists of four indicators: (1) Context Evaluation, (2) Input, (3) Process, and (4) Product. The findings indicate that the coaching program has been implemented fairly well but is not yet fully optimal. Challenges include inadequate facilities, limited budget, and a shortage of human resources. Based on these findings, recommendations for maximizing the program's effectiveness include improving infrastructure, strengthening human resource capacity, optimizing external cooperation, enhancing management systems, and increasing budget allocation. Penelitian ini bertujuan untuk mengevaluasi program pembinaan bagi narapidana perempuan di Lapas Perempuan Kelas IIA Kerobokan. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisis pada penelitian ini menggunakan teori Evaluasi oleh Stufflebeam (1993) yang terdiri dari empat indikator yaitu (1) Evaluasi Konteks, (2) Masukan, (3) Proses, dan (4) Produk. Hasil penelitian ini menunjukan bahwa program pembinaan telah berjalan cukup baik namun belum sepenuhnya optimal. Beberapa kendala yang dihadapi meliputi sarana prasarana yang kurang memadai, anggaran yang minim, dan kurangnya sumber daya manusia. Berdasarkan hasil penelitian, rekomendasi yang dapat diberikan agar pelaksanaan program pembinaan terlaksana secara maksimal yaitu adanya peningkatan infrastruktur, penguatan kapasitas sumber daya manusia, optimalisasi kerja sama dengan pihak eksternal, serta perbaikan sistem manajemen dan peningkatan alokasi anggaran. Abstract

The dynamics of actors in the policy of closing the Indonesian Christian Church (GKI) Yasmin’s place of worship in Bogor City during the period of 2006-2022. The focus of this research is to analyze the roles of key actors, the factors causing conflicts, and the policy’s impact on religious freedom in Indonesia. This research employs a qualitative approach with a case study method involving in-depth interviews, observations, and document analysis. The findings reveal that the conflict arose due to alleged administrative violations in the submission of the Building Permit (IMB), community resistance to the church’s presence, and local government policies that failed to support diversity. Other influencing factors include a lack of public education about the importance of religious tolerance and weak communication between the government, the community, and GKI Yasmin congregation. The conflict reflects majority-minority tensions exacerbated by inadequate regulations regarding the establishment of places of worship. The Supreme Court’s ruling in favor of GKI Yasmin could not be implemented due to social and political pressures at the local level. Resolving the conflict through legal means requires a dialogical approach and mediation involving all related parties. Furthermore, revising the Joint Ministerial Regulation (PBM) on the establishment of places of worship is an urgent need to prevent discrimination and ensure the protection of human rights. This study also highlights the importance of active roles played by non-governmental organizations (NGOs) and the media in addressing issues of religious freedom. This research provides a significant contribution to understanding the dynamics of actors in religious conflicts and their implications for public policy in Indonesia. Abstrak Dinamika aktor dalam kebijakan penutupan rumah ibadah Gereja Kristen Indonesia (GKI) Yasmin di Kota Bogor pada periode 2006-2022. Fokus penelitian adalah untuk menganalisis peran aktor-aktor utama, faktor penyebab konflik, dan dampak kebijakan terhadap kebebasan beragama di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa konflik ini disebabkan oleh dugaan pelanggaran administratif dalam pengajuan Izin Mendirikan Bangunan (IMB), resistensi masyarakat terhadap keberadaan gereja, dan kebijakan pemerintah daerah yang kurang mendukung keberagaman. Faktor lain yang turut memengaruhi adalah kurangnya edukasi masyarakat tentang pentingnya toleransi beragama serta lemahnya komunikasi antara pemerintah, masyarakat, dan jemaat GKI Yasmin. Konflik ini mencerminkan ketegangan mayoritas-minoritas yang diperburuk oleh lemahnya regulasi terkait pendirian rumah ibadah. Keputusan Mahkamah Agung yang mendukung GKI Yasmin tidak dapat diimplementasikan karena tekanan sosial dan politik di tingkat lokal. Penyelesaian konflik berbasis hukum memerlukan pendekatan dialogis dan mediasi yang melibatkan seluruh pihak terkait. Selain itu, revisi Peraturan Bersama Menteri (PBM) tentang pendirian rumah ibadah menjadi kebutuhan mendesak untuk mencegah diskriminasi dan memastikan perlindungan hak asasi manusia. Penelitian ini juga menyoroti pentingnya peran aktif lembaga swadaya masyarakat (LSM) dan media dalam mengawal isu-isu kebebasan beragama. Studi ini memberikan kontribusi penting dalam memahami dinamika aktor dalam konflik keagamaan serta implikasinya terhadap kebijakan publik di Indonesia. Abstract

This study aims to analyze the political strategy of the National Awakening Party (PKB) during the 2019 Legislative Election in Pandeglang Regency, focusing on the case of Irvan Nugraha’s electoral victory in Mandalawangi District. Irvan Nugraha was the only legislative candidate from Mandalawangi who succeeded in being elected as a member of the Pandeglang Regional House of Representatives (DPRD) for the 2019–2024 period, obtaining 1,685 votes. This research employed a qualitative approach using literature studies, interviews, and documentation. The data were analyzed through collection, presentation, and conclusion stages. The findings indicate that Irvan Nugraha’s political strategies included presence politics, the development of popularity and electability, network building, financial resource management, political marketing, target segmentation, and positive political imaging. The key supporting factors were strong volunteer mobilization and the influential reputation of his father and father-in-law, which enhanced his sociopolitical legitimacy. The researcher recommends maintaining public trust and relationships with religious and traditional leaders by consistently advocating for community aspirations in the governmental sphere.

Abstract

This research aims to analyze the leadership of Rizki Aulia Rahman Natakusumah in implementing the “Jalan Kabupaten Mantap Betul” (Jakamantul) program initiated by the Pandeglang Regency Government to improve the quality of regional road infrastructure. The study focuses on leadership style, implementation strategy, and the supporting and inhibiting factors affecting the program’s success. This research employs a descriptive qualitative approach with data obtained through in-depth interviews, literature review, and documentation. Informants include local government officials, program implementers, and beneficiary communities. The findings indicate that Rizki Aulia Rahman Natakusumah practices participatory and collaborative leadership, emphasizing open communication, staff empowerment, and community involvement. Such leadership strengthened institutional coordination, accelerated infrastructure implementation, and enhanced public trust in government performance. However, challenges remain, including limited budgets and field constraints that affect project completion targets. Overall, his leadership has proven effective in promoting public service innovation in infrastructure management by prioritizing transparency, collaboration, and social responsibility in responding to the needs of the Pandeglang community.
