Abstract

Regional tourism development contributes to the improvement of village economies and regional value by optimizing natural and cultural attractions through the development of tourism villages. This study aims to determine the optimal strategy for developing Tajen Tourism Village to increase Village Original Income (PADes) in Penebel Subdistrict, Tabanan Regency. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation, and analyzed using Wheelen's (2000) Strategic Management theory and Freddy Rangkuti's SWOT analysis. The results show that strategic management is implemented through the stages of environmental review, formulation, implementation, and evaluation of strategies. In its implementation, several problems were found, namely limited promotion, low community empowerment, minimal budget, and lack of accessibility and infrastructure. SWOT analysis revealed that Tajen Village has strengths and opportunities for development, especially the support from the Community-Based Tourism Group (POKDARWIS) and educational institutions in increasing community empowerment, utilizing natural potential, and optimizing social media as a means of promotion. The weaknesses and threats can be used as evaluation material for sustainable development in the future. Abstrak Pembangunan pariwisata daerah berkontribusi pada peningkatan ekonomi desa dan nilai daerah dengan optimalisasi daya tarik alam dan budaya melalui pengembangan desa wisata. Penelitian ini bertujuan untuk mengetahui strategi optimal dalam pengembangan Desa Wisata Tajen guna meningkatkan Pendapatan Asli Desa (PADes) di Kecamatan Penebel, Kabupaten Tabanan..Metode penelitian ini yaitu deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, serta dokumentasi, dan dianalisis menggunakan teori Manajemen Strategi menurut Wheelen (2000) serta analisis SWOT oleh Freddy Rangkuti. Hasil penelitian menunjukkan bahwa penerapan manajemen strategi dilakukan melalui tahap peninjauan lingkungan, formulasi, implementasi, dan evaluasi strategi. Dalam pengimplementasiannya, ditemukan beberapa permasalahan yaitu adanya keterbatasan promosi, rendahnya pemberdayaan masyarakat, minimnya anggaran, serta kurangnya aksesibilitas dan infrastruktur Analisis SWOT mengungkapkan bahwa Desa Tajen memiliki kekuatan dan peluang untuk dikembangkan, terutama adanya dukungan dari kelompok sadar wisata (POKDARWIS) maupun institusi pendidikan dalam peningkatan pemberdayaan masyarakat, pemanfaatan potensi alam serta optimalisasi media sosial sebagai sarana promosi. Adapun kelemahan dan ancaman dapat dijadikan bahan evaluasi untuk pengembangan berkelanjutan di masa depan. Abstract

During the administration of President Ram Nath Kovind, the promotion of medical tourism in India has been actively pursued by developing strategies and policies to position India as a leading global medical tourism destination, particularly in South Asia. However, India faces challenges ranging from the uneven distribution of healthcare facilities in rural areas to the increasing problem of air pollution. In fact, cities in India are ranked among the highest in global air pollution. This certainly worsens India's image as a country that provides healthcare facilities. The objective of this study is to describe the efforts made by India in building nation branding as a leading medical tourism destination in South Asia during the administration of President Ram Nath Kovind (2017–2022). The author uses two concepts to explain the efforts made by the Indian government, namely the concepts of nation branding and tourism diplomacy. The research method used is qualitative with data collection techniques in the form of library research, where data is obtained through analysis of relevant literature. The author found that the Indian government's nation branding efforts to become the leading medical tourism destination in South Asia were carried out through a series of policies, programs, and initiatives. This was done by focusing on the health sector and the environment as strategic instruments of tourism diplomacy, such as AYUSH medicine, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana program, Heal in India, and the National Clean Air Programme Abstrak Pada masa pemerintahan Presiden Ram Nath Kovind, promosi pariwisata medis India secara aktif digencarkan dengan mengembangkan strategi dan kebijakan untuk memposisikan India sebagai tujuan utama wisata medis global khususnya di kawasan Asia Selatan. Namun, terdapat tantangan yang harus dihadapi India, mulai dari permasalahan ketidak merataan fasilitas kesehatan di wilayah pedesaan hingga permasalahan polusi udara yang terus mengalami peningkatan. Bahkan, kota-kota di India tercatat menduduki peringkat tertinggi dalam pencemaran udara secara global. Hal ini tentu dapat memperburuk citra India sebagai negara penyedia fasilitas kesehatan. Adapun tujuan masalah dalam penelitian ini yaitu, mendeskripsikan upaya-upaya yang dilakukan India dalam membangun nation branding sebagai negara tujuan utama pariwisata medis di kawasan Asia Selatan pada masa pemerintahan Presiden Ram Nath Kovind (2017–2022). Penulis menggunakan dua konsep untuk menjelaskan upaya–upaya yang dilakukan pemerintah India, yaitu konsep nation branding dan diplomasi pariwisata. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data berupa studi kepustakaan (library research), data diperoleh melalui analisis literatur terkait. Penulis menemukan upaya nation branding pemerintah India untuk menjadi destinasi wisata medis utama di kawasan Asia Selatan dilakukan melalui serangkaian kebijakan, program, maupun inisiatif. Ini dilakukan dengan berfokus pada sektor kesehatan serta lingkungan sebagai instrumen diplomasi pariwisata yang strategis, seperti pengobatan AYUSH, program Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, Heal in India, serta National Clean Air Programme. In its role as Service Delivery, World Vision implements the Early Childhood Care and Development (ECCD) Program by involving all elements of society in contributing to preventive measures related to child trafficking cases. Furthermore, in carrying out its role as a Catalyst, World Vision released a study titled “Listening to The Most Vulnerable Children: Final Research 2018-2022,” which collected data on the perspectives of each element of society regarding child trafficking cases. Lastly, through Partnership, World Vision carries out its role by collaborating with the United States. Abstrak Tujuan yang ingin dicapai dalam penelitian ini adalah untuk menjelaskan terkait peran World Vision sebagai salah satu INGO yang memiliki fokus dalam mensejahterakan kehidupan anak-anak. Adapun metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan konsep peran INGO dan child trafficking. Dalam penelitian ini, ditemukan bahwa World Vision menjalankan perannya yang terbagi ke dalam tiga bagian, yakni Service Delivery, Catalyst, dan Partnership. Dalam perannya sebagai Service Delivery, World Vision melakukan Program Early Childhood Care and Development (ECCD) dengan melibatkan seluruh elemen masyarakat dalam berkontribusi melakukan tindakan preventif terkait kasus perdagangan anak. Selanjutnya, dalam menjalankan perannya sebagai Catalyst, World Vision melakukan perilisan riset “Listening to The Most Vulverable Children: Final Research 2018-2022” yang mengumpulkan data terkait sudut pandang setiap elemen masyarakat terkait kasus perdagangan anak. Terakhir, melalui Partnership, World Vision menjalankan perannya dengan melakukan kerja sama dengan Amerika Serikat. Abstract

The implementation of e-government at the local level requires strong political commitment and sufficient financial support to ensure its effectiveness. This study aims to analyze the role of political will and financial support in the successful implementation of the Electronic Document Management System (SITANJAK) in Pekanbaru City. The research method applied is qualitative with a case study approach, focusing on the analysis of policy documents, official government reports, and relevant literature on e-government. The findings indicate that political will from the local government is the primary driver in establishing regulations, strengthening governance, and fostering inter-agency coordination in SITANJAK implementation. Meanwhile, financial support plays a vital role in providing technological infrastructure, enhancing human resource capacity, and ensuring system sustainability. The synergy between political commitment and budget allocation is proven to be the key to the success of SITANJAK implementation as part of Pekanbaru’s e-government strategy. This study concludes that the sustainability of e-government programs is highly dependent on consistent political will and adequate financial support. Abstrak Implementasi e-government di tingkat daerah membutuhkan komitmen politik dan dukungan finansial yang kuat agar dapat berjalan efektif. Penelitian ini bertujuan untuk menganalisis peran political will dan dukungan finansial dalam kesuksesan penerapan Sistem Informasi Tata Naskah Elektronik (SITANJAK) di Kota Pekanbaru. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus, melalui analisis dokumen kebijakan, laporan resmi pemerintah daerah, serta literatur terkait e-government. Hasil penelitian menunjukkan bahwa political will dari pemerintah daerah menjadi faktor utama yang mendorong lahirnya regulasi, penguatan tata kelola, dan koordinasi antarinstansi dalam penerapan SITANJAK. Sementara itu, dukungan finansial berperan penting dalam penyediaan infrastruktur teknologi, peningkatan kapasitas sumber daya manusia, serta keberlangsungan operasional sistem. Abstract

The issue of Papuan segregation is a major problem for Indonesia. Various approaches have been taken, from military intervention to negotiations, but pro-secession movements such as the Free Papua Movement (OPM) and the United Liberation Movement for West Papua (ULMWP) still receive support from a number of countries in the Pacific region. This international support is considered a threat to the country's sovereignty, so it requires a careful diplomatic approach. One alternative is being pursued through the Indonesia-Pacific Parliamentary Partnership (IPPP) forum. This study aims to analyze how and what efforts the IPPP forum has made on the Papua issue through the conceptual framework of parliamentary diplomacy and narrative power. The method used is qualitative research with data collection from official websites, meeting reports, journal articles, and related news. The results of the study show that the IPPP's efforts to cooperate and use the forum as a tool for narrative management have succeeded in influencing the decisions of Pacific countries to reduce their support for the issue of Papuan segregation. These efforts have resulted in diplomatic engagement through cooperation within the IPPP forum and the successful exertion of influence through narrative, thereby achieving the Indonesian government's objectives. These findings indicate that parliamentary diplomacy through the IPPP has had a positive impact on efforts to address the Papua issue and has become an alternative solution. Abstrak Isu segregasi Papua menjadi permasalahan besar Indonesia. Mulai dari pendekatan militer hingga negosiasi telah dilakukan, namun gerakan pro segregasi seperti Organisasi Papua Merdeka (OPM) dan United Liberation Movement for West Papua (ULMWP) masih mendapatkan dukungan dari sejumlah negara di kawasan pasifik. Dukungan internasional ini dianggap sebagai ancaman kedaulatan negara, sehingga penanganannya membutuhkan pendekatan diplomasi yang hati – hati. Salah satu alternatif yang dijalankan melalui forum Indonesia-Pacific Parliamentary Partnership (IPPP). Penelitian ini bertujuan untuk menganalisis bagaimana dan apa saja upaya yang dilakukan forum IPPP dalam isu Papua melalui kerangka konsep diplomasi parlemen dan kekuatan naratif. Metode yang digunakan adalah metode penelitian kualitatif dengan pengumpulan data dari situs resmi, laporan pertemuan, artikel jurnal, dan berita terkait. Hasil penelitian menunjukkan upaya IPPP yang melaksanakan kerja sama dan penggunaan wadah forum tersebut sebagai alat manajemen narasi yang dikeluarkan berhasil memberikan pengaruh dalam keputusan negara – negara kawasan Pasifik dalam meredam dukungannya terhadap isu segregasi Papua. Upaya ini memberikan keterlibatan diplomatik melalui kerja sama dalam forum IPPP dan keberhasilan pemberian pengaruh melalui narasi sehingga tujuan pemerintahan Indonesia berhasil dicapai. Temuan ini mengindikasikan bahwa diplomasi parlemen melalui IPPP berdampak baik kepada upaya penanganan isu Papua dan menjadi alternatif penyelesaian. Abstract

This research aims to determine the relationship between the role of management as the independent variable and social solidarity among members as the dependent variable in the UKM PPS Betako Merpati Putih KOLAT of UIN Siber Syekh Nurjati Cirebon. The results of the analysis indicate a positive and significant relationship between the role of management and social solidarity among members, with a correlation coefficient of 0.501 and a significance value of 0.021 (< 0.05). These findings suggest that the more effective the management’s role in carrying out leadership, communication, coordination, and role-modeling functions, the higher the level of brotherhood solidarity among members.Based on the discussion, it can be concluded that the role of organizational management is a crucial factor in forming and strengthening social solidarity within student martial arts organizations. Effective management is able to create a harmonious organizational climate, enhance a sense of togetherness, and strengthen members’ commitment to the organization. Therefore, strengthening the quality of management is a strategic step in maintaining the sustainability and solidarity of pencak silat UKMs in the higher education environment. Abstrak Penelitian ini bertujuan untuk mengetahui hubungan antara peran kepengurusan sebagai variabel independen dan solidaritas sosial antar anggota sebagai variabel dependen pada UKM PPS Betako Merpati Putih KOLAT UIN Siber Syekh Nurjati Cirebon.Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan desain korelasional. Temuan ini menunjukkan bahwa semakin baik peran kepengurusan dalam menjalankan fungsi kepemimpinan, komunikasi, koordinasi, dan keteladanan, maka semakin tinggi pula tingkat solidaritas persaudaraan antar anggota.Berdasarkan hasil pembahasan, dapat disimpulkan bahwa peran kepengurusan merupakan faktor penting dalam membentuk dan memperkuat solidaritas sosial dalam organisasi bela diri mahasiswa. Kepengurusan yang efektif mampu menciptakan iklim organisasi yang harmonis, meningkatkan rasa kebersamaan, serta memperkuat komitmen anggota terhadap organisasi. Oleh karena itu, penguatan kualitas kepengurusan menjadi langkah strategis dalam menjaga keberlangsungan dan solidaritas UKM pencak silat di lingkungan perguruan tinggi. Abstract

This study examines public participation in digital public information services provided through the website of the Information and Documentation Management Officer (PPID) of the Communication and Informatics Office of Badung Regency using a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and document analysis and analyzed using the e-Participation framework developed by Tambouris et al. (2008), which consists of the stages of e-informing, e-consulting, e-involving, e-collaborating, and e-empowerment. The findings indicate that, at the institutional level, PPID of Badung Regency has fulfilled the stages of e-Participation through proactive public information disclosure and the provision of responsive digital service mechanisms. Nevertheless, public participation remains largely concentrated at the levels of information access and oversight and has not yet developed optimally toward collaboration and empowerment. This study concludes that the digitalization of public information services has been implemented normatively but has not fully generated substantive public participation. Strengthening digital literacy, enhancing two-way interactions, and institutionalizing sustainable feedback mechanisms are therefore essential to fostering more inclusive and accountable public participation. Abstrak Penelitian ini mengkaji partisipasi masyarakat dalam layanan informasi publik digital melalui website PPID Dinas Komunikasi dan Informatika Kabupaten Badung dengan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan kerangka e-Participation Tambouris et al. (2008). yang meliputi e-informing, e-consulting, e-involving, e-collaborating, dan e-empowerment. Hasil penelitian menunjukkan bahwa PPID Kabupaten Badung telah memenuhi tahapan e-Participation secara kelembagaan melalui penyediaan informasi publik yang proaktif dan dukungan layanan digital yang responsif. Namun, partisipasi masyarakat masih dominan pada tahap akses informasi dan pengawasan, serta belum berkembang secara optimal ke arah kolaborasi dan pemberdayaan. Penelitian ini menegaskan bahwa digitalisasi layanan informasi publik telah berjalan secara normatif, tetapi belum sepenuhnya menghasilkan partisipasi publik yang substantif. Penguatan literasi digital, intensifikasi interaksi dua arah, dan pelembagaan mekanisme umpan balik berkelanjutan menjadi prasyarat penting untuk mendorong partisipasi masyarakat yang lebih inklusif dan akuntabel. Abstract

The complaint service managed by the Badung Regency Communication and Information Service is one of the important means in bridging communication between the community and the local government. This study aims to evaluate the effectiveness of these services in absorbing the aspirations of the community, by reviewing the aspects of accessibility, speed of response, and quality of follow-up to complaints. The research uses a descriptive qualitative approach through interviews and supporting documentation of complaint services. The results of the study show that complaint services have made a significant contribution to increasing public participation, although there are still obstacles such as delays in follow-up on certain complaints and lack of coordination between relevant agencies. These findings show that the complaint service is running quite effectively, but it requires strengthening the system and increasing the capacity of officers to be able to provide more optimal services.

Abstract

The People's Business Credit Program (KUR) channeled through Regional Development Banks (BPD) serves as a strategic instrument in supporting the growth of Micro, Small, and Medium Enterprises (MSMEs) and strengthening regional economies. This study aims to analyze the extent to which the Sanur Branch Office of Bank BPD Bali contributes to MSMEs, as well as to identify the role of KUR distribution in enhancing business productivity and income. The research employs a qualitative approach, with data collection techniques including interviews, literature reviews, and document analysis. Results indicate that Bank BPD Bali Sanur Branch Office plays a significant role as a financing facilitator for MSMEs and as a bridge between government programs and local MSME needs. KUR distribution by Bank BPD Bali has proven effective in boosting MSMEs growth and development. The study affirms that optimizing the role of Bank BPD Bali in the KUR program is key to sustainably strengthening the foundation of Micro, Small, and Medium Enterprises.

Abstract

In the current digital era, social media has evolved into one of the most effective communication tools for governments in disseminating information quickly, widely, and interactively. Its utilization plays an important role not only in information delivery but also in shaping public opinion and enhancing governmental transparency. In this context, this study aims to analyze social media management strategies used as a medium for government information dissemination at the Department of Communication and Informatics of Badung Regency. The analysis focuses on three key aspects proposed by Paramitha (2011), namely planning, supervision, and optimization. This study employs a descriptive qualitative method through observation, interviews, and documentation. The findings reveal that Diskominfo Badung implements a well-structured communication strategy through language selection, visual design, audience mapping, and content classification based on public needs. Supervision is conducted through the selection of distinctive content and adjustment of information to current issues. Optimization is carried out through content evaluation prior to publication to ensure accuracy and quality. Overall, the implemented social media management strategies have contributed positively to enhancing transparency, strengthening the government’s public image, and increasing public engagement. Abstrak Di era digital saat ini, media sosial telah berkembang menjadi salah satu instrumen komunikasi pemerintah yang paling efektif dalam menjangkau masyarakat secara luas, cepat, dan interaktif. Pemanfaatannya tidak hanya berfungsi sebagai sarana penyebaran informasi, tetapi juga sebagai wadah pembentukan opini publik serta peningkatan transparansi penyelenggaraan pemerintahan. Berdasarkan konteks tersebut, penelitian ini bertujuan untuk menganalisis strategi pengelolaan media sosial sebagai sarana publikasi informasi pemerintah di Dinas Komunikasi dan Informatika Kabupaten Badung. Analisis penelitian difokuskan pada tiga aspek utama sesuai dengan teori Paramitha (2011), yaitu perencanaan, pengawasan, dan optimalisasi. Penelitian menggunakan metode kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Diskominfo Badung menerapkan strategi komunikasi yang terencana melalui penentuan gaya bahasa, penyusunan desain visual, pemetaan audiens, serta klasifikasi konten berdasarkan kebutuhan masyarakat. Pengawasan dilakukan melalui pemilihan konten pembeda dan penyesuaian informasi dengan isu-isu aktual. Optimalisasi dilaksanakan melalui evaluasi konten sebelum publikasi untuk menjamin akurasi dan kualitas informasi. Secara keseluruhan, pengelolaan media sosial yang diterapkan telah memberikan kontribusi positif terhadap peningkatan transparansi, penguatan citra pemerintah daerah, serta peningkatan keterlibatan masyarakat.
