Abstract

This study aims to analyze the role of the Indonesian National Police Traffic Corps (Korlantas Polri) in enhancing public legal awareness of traffic regulations to support the realization of KAMSELTIBCARLANTAS (Traffic Safety, Security, Order, and Fluency). Using a descriptive quantitative approach, data were collected through semi-structured interviews with two officers from the Subdirectorate of Traffic Law Enforcement and internal observations conducted during an internship at the Korlantas headquarters. The findings indicate that educational programs such as community traffic education (Dikmas Lantas), the use of social media, and law enforcement through the ETLE (Electronic Traffic Law Enforcement) system positively influence legal awareness. However, their effectiveness is limited by low public legal literacy and budget constraints. While repressive law enforcement proves more effective in the short term, educational approaches show long-term potential in shaping lawful traffic behavior. These findings highlight the need for synergy between persuasive, digital, and repressive strategies, as well as cross-sector collaboration and strengthened public communication in the enforcement of traffic laws in Indonesia. Abstrak Penelitian ini bertujuan untuk menganalisis peran Korlantas Polri dalam meningkatkan kesadaran hukum masyarakat terhadap peraturan lalu lintas guna mendukung terwujudnya KAMSELTIBCARLANTAS (Keamanan, Keselamatan, Ketertiban, dan Kelancaran Lalu Lintas). Menggunakan pendekatan kuantitatif deskriptif, data diperoleh melalui wawancara semi-terstruktur dengan dua anggota Subdirektorat Penindakan Pelanggaran serta observasi internal selama magang di lingkungan kantor Korlantas. Hasil penelitian menunjukkan bahwa program edukasi seperti Dikmas Lantas, pemanfaatan media sosial, serta penegakan hukum melalui sistem ETLE memiliki pengaruh positif terhadap kesadaran hukum, meskipun efektivitasnya masih terbatas oleh rendahnya literasi hukum masyarakat dan keterbatasan anggaran operasional. Penegakan hukum yang bersifat represif dinilai lebih efektif dalam konteks jangka pendek, sedangkan edukasi memiliki dampak jangka panjang dalam membentuk budaya hukum berlalu lintas. Hasil penelitian ini mengindikasikan pentingnya sinergi antara pendekatan persuasif, digital, dan represif, serta perlunya kolaborasi lintas sektor dan penguatan strategi komunikasi publik dalam penegakan hukum lalu lintas di Indonesia. Abstract

This study aims to explain the shared commitment of actors in the collaborative governance process in implementing the policy of foreign tourist levy apllied in Bali Province based on the theory of Ansell & Gash. The research method adopted is a literature study using various reference sources to obtain information about the involvement of government, private, non-government, and the community in the implementation of the policy. The results show that the shared commitment among actors is still not optimal because the amount of levy revenue is very different from the number of foreign tourist arrivals. These are caused by challenges faced by the actors, such as incomplete inspection implementation, less strategic locations of payment counter, uneven dissemination of socialization results, limited availability of international payment systems, cyber threat, and concerns about the end point. Through this commitment, intermediate outcomes has been obtained in the form of levy revenue exceeding 318 billion rupiahs, which has been utilized and planned for custmary villages, subak management, temple management, and art activist performing at the 47th Bali Arts Festival (PKB) as a form of cultural and enviromental protection in Bali Province. For better results, each actors needs to improve in fulfilling their commitments.

Abstract

This research aims to analyze the implementation of the Family Hope Program (PKH) in Tabanan Regency (Case Study in Tabanan District) using Charles O. Jones' policy implementation theory, which includes indicators of organization, interpretation, and application. A qualitative research method with a descriptive approach was employed to allow for in-depth exploration of the phenomena in the field. Data collection was carried out through observation, in-depth interviews with the Secretary of the Social Affairs and Women's and Children's Empowerment Office (Dinas Sosial P3A) of Tabanan Regency, PKH facilitators in Tabanan District, and Beneficiary Families, as well as documentation studies. The research results indicate that the PKH implementing organization has a solid and responsive structure with active coordination. Interpretation regarding the program's objectives, mechanisms, and aid amounts is well understood through regular socialization and routine meetings. The application of PKH funds is appropriately utilized for nutrition and education, supported by continuous and persuasive oversight and assistance mechanisms. The study concludes that PKH's success in Tabanan is supported by systematic implementation, institutional clarity, consistent information dissemination, and active assistance. Therefore, the researchers recommend the replication of a similar model with local context adaptation and continuous improvements in aspects of facilitator capacity, village government involvement, fund disbursement access, transparency, and data integration to enhance program effectiveness. Abstrak Penelitian ini bertujuan menganalisis implementasi Program Keluarga Harapan (PKH) di Kabupaten Tabanan (Studi Kasus di Kecamatan Tabanan) menggunakan teori implementasi kebijakan Charles O. Jones, yang meliputi indikator organisasi, interpretasi, dan aplikasi. Metode penelitian kualitatif dengan pendekatan deskriptif memungkinkan ekplorasi mendalam terhadap fenomena di lapangan. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dengan Sekretaris Dinas Sosial P3A Kabupaten Tabanan, pendamping PKH Kecamatan Tabanan, dan Keluarga Penerima Manfaat, serta studi dokumentasi. Hasil temuan menunjukkan bahwa organisasi pelaksana PKH memiliki struktur yang solid dan responsif dengan koordinasi aktif. Interpretasi terkait tujuan, mekanisme, dan besaran bantuan dipahami baik melalui sosialisasi dan pertemuan rutin. Aplikasi dana PKH dimanfaatkan secara tepat untuk gizi dan pendidikan, didukung mekanisme pengawasan dan pendampingan berkelanjutan yang persuasif. Simpulan penelitian mengonfirmasi keberhasilan PKH di Tabanan ditopang implementasi sistematis, kejelasan kelembagaan, diseminasi informasi konsisten, dan pendampingan aktif. Oleh karena itu, peneliti merekomendasikan perlunya replikasi model serupa dengan adaptasi konteks lokal dan perbaikan berkelanjutan pada aspek kapasitas pendamping, pelibatan pemerintah desa, akses pencairan dana, transparansi, serta integrasi data untuk peningkatan efektivitas program. Abstract

This study aims to analyze the level of trader satisfaction with the quality of service UPTD Pasar Rakyat Gianyar and identify influential factors. The research method used is a quantitative approach by distributing questionnaires to market traders as respondents. Data analysis was conducted using descriptive statistical methods to evaluate traders' perceptions of service quality. The results showed that the factors of cleanliness, orderly arrangement of stalls, availability of facilities, and response to trader complaints are the main aspects that affect the level of satisfaction. Although in general the UPTD Pasar service is quite good, there are still some obstacles such as the existence of empty stalls, the mismatch of the location of traders with the type of merchandise, and the lack of optimization of the cleaning and security system. Therefore, it is necessary to improve market management, optimize facilities, and more effective marketing strategies to increase market attractiveness. This research is expected to be a reference for the Government of Gianyar Regency in developing policies to improve the quality of service of Gianyar People's Market. With proper improvements, this market can contribute more optimally to the regional economy and improve the welfare of traders. Abstrak Penelitian ini bertujuan untuk menganalisis tingkat kepuasan pedagang terhadap kualitas pelayanan UPTD Pasar Rakyat Gianyar serta mengidentifikasi faktor-faktor yang berpengaruh. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan penyebaran kuesioner kepada pedagang pasar sebagai responden. Analisis data dilakukan menggunakan metode statistik deskriptif untuk mengevaluasi persepsi pedagang terhadap kualitas pelayanan. Hasil penelitian menunjukkan bahwa faktor kebersihan, keteraturan penataan lapak, ketersediaan fasilitas, serta respons terhadap keluhan pedagang merupakan aspek utama yang memengaruhi tingkat kepuasan. Meskipun secara umum pelayanan UPTD Pasar sudah cukup baik, masih terdapat beberapa kendala seperti keberadaan lapak kosong, ketidaksesuaian lokasi pedagang dengan jenis dagangan, serta kurang optimalnya sistem kebersihan dan keamanan. Oleh karena itu, diperlukan peningkatan pengelolaan pasar, optimalisasi fasilitas, serta strategi pemasaran yang lebih efektif untuk meningkatkan daya tarik pasar. Penelitian ini diharapkan dapat menjadi referensi bagi Pemerintah Kabupaten Gianyar dalam mengembangkan kebijakan guna meningkatkan kualitas pelayanan Pasar Rakyat Gianyar. Dengan perbaikan yang tepat, pasar ini dapat berkontribusi lebih optimal terhadap perekonomian daerah dan meningkatkan kesejahteraan pedagang. Abstract

This paper discusses the phenomenon of political cartels as a form of collusion between party elites in Indonesia's post-reform democratic system. Political cartels refer to strategic cooperation between major parties to maintain power and access state resources, which blurs the boundaries between rulers and opposition and weakens the representative function of parties. Using Katz and Mair's theoretical approach and a contextual analysis of national political practice, this paper explores how cartelization has become institutionalized in Indonesia's multiparty presidential system. Factors such as party dependence on state funding, weak party ideology, elitist electoral regulations, and the absence of a permanent opposition have reinforced this practice. Cartelization leads to a decline in the quality of democracy, weakened accountability and increased public apathy. This paper recommends party system reform, strengthening the opposition, transparency of political funds, and revitalizing the role of civil society as steps towards a more substantive and representative democracy. Abstrak Makalah ini membahas fenomena kartel politik sebagai bentuk kolusi antarelite partai dalam sistem demokrasi Indonesia pascareformasi. Kartel politik merujuk pada kerja sama strategis antarpartai besar untuk mempertahankan kekuasaan dan mengakses sumber daya negara, yang mengaburkan batas antara penguasa dan oposisi serta melemahkan fungsi representatif partai. Dengan menggunakan pendekatan teoritis dari Katz dan Mair serta analisis kontekstual terhadap praktik politik nasional, makalah ini mengurai bagaimana kartelisasi telah melembaga dalam sistem presidensial multipartai Indonesia. Faktor-faktor seperti ketergantungan partai terhadap dana negara, lemahnya ideologi partai, regulasi pemilu yang elitis, serta absennya oposisi permanen turut memperkuat praktik ini. Kartelisasi berdampak pada menurunnya kualitas demokrasi, melemahnya akuntabilitas, dan meningkatnya apatisme publik. Makalah ini merekomendasikan reformasi sistem kepartaian, penguatan oposisi, transparansi dana politik, serta revitalisasi peran masyarakat sipil sebagai langkah menuju demokrasi yang lebih substantif dan representatif. kata kunci: kartel politik, demokrasi elektoral, kolusi elite, koalisi partai

Abstract

In the Panjer Subdistrict, service innovation has been carried out through the implementation of the GANDARI application (Self-Service and Complaints Gateway) to support the effectiveness of e-government–based public services. This study aims to examine how the GANDARI program is implemented to enhance the quality of public services. A descriptive qualitative method was employed, with data collected through observation, in-depth interviews, and documentation. Informants included the Subdistrict Head, service staff, neighborhood heads, and service-using community members. The results were analyzed using support, capacity, and value theories from Indrajit. In terms of support, the study found that there was not enough promotion or government support for the use of the GANDARI application. In terms of capacity, the main challenges were the low digital literacy of the community and the lack of guidance when using the application. From the value perspective, GANDARI has made it easier for people to access public services, but the benefits have not been evenly experienced by all members of the community. It can be concluded that GANDARI’s implementation holds great potential for realizing efficient digital public services; however, it still requires reinforcement in support mechanisms, resource‐capacity development, and equitable benefit distribution. Recommendations from this study include optimizing GANDARI’s deployment by collaborating with community leaders and the Community Empowerment Council (LPM), conducting comparative studies on similar public-service applications, and carrying out direct satisfaction surveys for ongoing evaluation and improvement. Abstrak Di Kelurahan Panjer, inovasi pelayanan dilakukan melalui penerapan aplikasi GANDARI (Gerbang Layanan dan Aduan Mandiri) untuk mendukung efektivitas layanan publik berbasis e-government. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi program GANDARI dalam meningkatkan kualitas pelayanan publik. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Informan terdiri dari Lurah, staf pelayanan, kepala lingkungan, dan masyarakat pengguna layanan. Hasil penelitian dianalisis menggunakan teori support, capacity, dan value dari Indrajit. Dari aspek support, masih ditemukan kurangnya sosialisasi dan dukungan menyeluruh dari pihak pemerintah terhadap penggunaan GANDARI. Pada aspek capacity, terbatasnya literasi digital masyarakat dan keterbatasan pendampingan menjadi kendala utama. Sementara itu, dari sisi value, aplikasi GANDARI telah memberikan manfaat dalam kemudahan akses layanan, namun belum merata dirasakan oleh seluruh lapisan masyarakat. Dapat disimpulkan bahwa implementasi GANDARI menunjukkan potensi besar dalam mewujudkan pelayanan publik digital yang efisien, namun masih memerlukan penguatan pada aspek dukungan, kapasitas sumber daya, dan penyebaran manfaat secara merata. Rekomedasi dari penelitian ini meliputi mengoptimalkan implementasi GANDARI dengan menjalin kolaborasi tokoh masyarakat dan LPM, melakukan kajian komparatif pada pelayanan publik serupa, serta mengadakan survei langsung untuk evaluasi kepuasan dan perbaikan berkelanjutan. Abstract

Indonesia has vast oceans, yet fish consumption remains low. The government is striving to increase fish consumption through the Movement to Promote Fish Consumption (GEMARIKAN) to boost fish intake and prevent stunting. This study aims to formulate a strategy for the Badung Regency Fisheries Service in implementing the Gemarikan program to prevent stunting in Badung Regency. The research method is a qualitative descriptive method, with data collected through interviews, observations, and documentation. The results were analyzed using the strategic management process theory by Hunger & Wheelen, which consists of: (1) Environmental Observation, (2) Strategy Formulation, (3) Strategy Implementation, and (4) Evaluation and Control. The findings show that the strategy of the Badung Regency Fisheries Service in implementing the Gemarikan program has been running well but has not yet fully optimized public understanding of the benefits of fish consumption. These issues were analyzed using the SWOT Matrix by Rangkuti, which includes: (1) Strengths, (2) Weaknesses, (3) Opportunities, and (4) Threats. This analysis resulted in four main strategic recommendations: (1) Utilizing existing facilities and infrastructure to maximize program socialization, (2) Organizing activities that attract public interest, such as fish-based cooking training and using social media to share educational content, (3) Leveraging available funding sources to maximize the implementation of the program, which currently occurs only once a year, (4) Developing engaging educational materials such as videos, posters, and brochures. This study recommends conducting fish-based cooking training, developing interesting educational materials, and optimal use of social media in program implementation. Abstrak Indonesia memiliki lautan yang sangat luas, namun konsumsi ikan masih rendah. Pemerintah berupaya meningkatkan konsumsi ikan melalui program Gerakan Memasyarakatkan Makan Ikan (GEMARIKAN) untuk meningkatkan konsumsi ikan dan mencegah stunting. Penelitian ini bertujuan untuk merumuskan Strategi Dinas Perikanan Kabupaten Badung dalam pelaksanaan program Gemarikan dalam pencegahan stunting di Kabupaten Badung. Metode penelitian menggunakan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian dikaji menggunakan teori proses manajemen strategi oleh Hunger & Wheelen yang terdiri dari: (1) Pengamatan Lingkungan, (2) Perumusan Strategi, (3) Implementasi Strategi, (4) Evaluasi dan Kontrol menunjukkan bahwa strategi Dinas Perikanan Kabupaten Badung dalam pelaksanaan program Gemarikan sudah berjalan dengan baik namun belum maksimal dalam pemahaman masyarakat terkait manfaat makan ikan. Permasalahan tersebut di analisis menggunakan Matriks SWOT oleh Rangkuti, meliputi: (1) Strength, (2) Weakness, (3) Opportunities, (4) Threat yang menghasilkan empat rekomendasi strategi utama: (1) Memanfaatkan sarana dan prasarana yang ada untuk memaksimalkan pelaksanaan sosialisasi program (SO), (2) Mengadakan kegiatan yang menarik minat masyarakat, seperti menggelar pelatihan memasak berbahan dasar ikan, memanfaatkan media sosial untuk membagikan konten edukatif (WO), (3) Memanfaatkan sumber dana yang ada guna memaksimalkan pelaksanaan program yang hanya sekali dalam setahun (ST). (4) Mengembangkan materi edukasi yang menarik, seperti video, poster, dan brosur (WT). Penelitian ini merekomendasikan mengadakan pelatihan memasak berbahan dasar ikan, mengembangkan materi edukasi yang menarik, dan pemanfaatan media sosial secara optimal dalam pelaksanaan program. Abstract

Intersectionality has emerged as a pivotal framework in sociology for examining how overlapping social identities, such as race, gender, and class, contribute to systemic inequalities. Despite its growing influence, there remains a lack of systematic analysis of its global scholarly impact, particularly outside Western academia. This study addresses this gap by employing bibliometric and thematic methods to map the development of intersectionality in sociological research from 2014 to 2024. Using a mixed-methods approach, we analyzed 580 Scopus-indexed documents through co-citation and bibliographic coupling in VOSviewer, identifying key intellectual clusters and geographic trends. The findings reveal a strong dominance of North American and European scholarship, with limited contributions from the Global South, highlighting disparities in knowledge production. Four major research clusters emerged, focusing on public health, methodological challenges, social reproduction, and health equity, while emerging themes include digital inequalities, climate justice, and epistemic decolonization. These results underscore the need for more inclusive methodologies that incorporate non-Western perspectives and practical applications in policy and activism. The study concludes by advocating for future research to expand intersectional analyses into critical areas such as climate justice, digital health equity, and the decolonization of knowledge, ensuring the framework remains relevant in addressing contemporary social inequalities.

Abstract

Abstract The climate crisis and social inequality represent two of the most pressing challenges of the 21st century, deeply interconnected and necessitating rigorous sociological inquiry to examine how marginalized communities disproportionately bear the brunt of environmental harm. While qualitative and case-study approaches have dominated the field, a significant gap remains in systematic bibliometric analyses to quantify research trends, influential works, and emerging discourses. This study aims to map the evolution, key themes, and gaps in environmental sociology literature from 2014 to 2024, particularly focusing on the relationship between climate change and social inequity. Employing a bibliometric methodology, we analyzed 173 Scopus-indexed documents using VOSviewer, incorporating co-citation analysis, bibliographic coupling, and keyword co-occurrence mapping. Findings reveal dominant themes such as environmental justice, socio-ecological resilience, and differential vulnerabilities, with seminal influences from Barnett (2005) on hydrology and Adger (2000) on coastal resilience. However, research on intersectional vulnerabilities—particularly gender and Indigenous adaptation strategies—remains underrepresented, alongside a geographical bias favoring Global North studies. The implications underscore the need for interdisciplinary approaches integrating traditional ecological knowledge with scientific modeling, as well as inclusive policy frameworks for just transitions. Future research priorities include examining AI’s impact on labor market disparities, human-AI collaboration in strategic sectors, and ethical governance for sustainable work. This study provides a foundational synthesis for scholars and policymakers to design evidence-based, equity-centered climate interventions, ensuring that mitigation and adaptation strategies prioritize the most vulnerable while leveraging innovation for systemic resilience.

Abstract

This study aims to analyze the impact of e-government implementation through the Online Single Submission Risk-Based Approach (OSS RBA) system on the quality of licensing services at the Bali Provincial DPMPTSP. The method used is quantitative with a simple linear regression approach, involving 100 OSS RBA user respondents. The results indicate that the implementation of OSS RBA has a positive and significant impact on the quality of licensing services, with a regression coefficient of 0.683 and a significance value of 0.00. The t-value of 7.826 exceeds the t-table value of 1.98397, indicating a statistically significant effect. The Pearson correlation test yielded a value of 0.620, indicating a fairly strong positive relationship between the two variables. The analysis of the coefficient of determination shows that 38.5% of the improvement in service quality is influenced by the implementation of OSS RBA, while the remaining 61.5% is influenced by other factors such as staff competence, regulations, and infrastructure. In conclusion, OSS RBA makes a significant contribution to improving licensing service quality. Therefore, it is recommended that the Bali DPMPTSP continue to optimize the implementation of OSS RBA and strengthen other supporting factors. Abstrak Penelitian ini bertujuan untuk menganalisis dampak penerapan e-government melalui sistem Online Single Submission Risk-Based Approach (OSS RBA) terhadap kualitas layanan perizinan di DPMPTSP Provinsi Bali. Metode yang digunakan adalah kuantitatif dengan pendekatan regresi linear sederhana, melibatkan 100 responden pengguna OSS RBA. Hasil menunjukkan bahwa penerapan OSS RBA berpengaruh positif dan signifikan terhadap kualitas layanan perizinan, dengan koefisien regresi sebesar 0,683 dan nilai signifikansi 0,00. Nilai t-hitung sebesar 7,826 melebihi t-tabel 1,98397, menandakan pengaruh yang signifikan secara statistik. Uji korelasi Pearson menghasilkan nilai 0,620, menunjukkan hubungan positif yang cukup kuat antara kedua variabel. Analisis koefisien determinasi menunjukkan bahwa 38,5% peningkatan kualitas layanan dipengaruhi oleh penerapan OSS RBA, sementara 61,5% sisanya dipengaruhi oleh faktor lain seperti kompetensi petugas, regulasi, dan infrastruktur. Kesimpulannya, OSS RBA berkontribusi nyata dalam meningkatkan kualitas layanan perizinan. Oleh karena itu, disarankan agar DPMPTSP Bali terus mengoptimalkan implementasi OSS RBA serta memperkuat faktor pendukung lainnya..
