Abstract

The Covid-19 pandemic caused major changes in health systems and policies related to public health in all countries in the world. UNODC in WDR 2020 said that as for drug markets, the impact of the pandemic is unknown and hard to predict, but various restricted activities had affected demand in the market, the price, and the quality of drugs. This study aims to see how the impacts of Covid-19 pandemic on the problem of illicit drug trafficking, the pattern, and the modus of illicit drug trafficking in Indonesia. The research method used in this research is descriptive qualitative through a library approach. Result of this research showed that the illicit drug trafficking in Indonesia can be said to be less affected by the Covid-19 pandemic.. The decline in drug trafficking in Indonesia was only seen in the first and second quarters of the Covid-19 pandemic. Then the convergence of drugs into a dangerous addictive substance is also possible in Indonesia if it is seen significantly from the significant amount of evidence confiscated by benzodiazepines and tramadol. In addition to being wary of drug trafficking which starting to return to pre-pandemic conditions and even increasing, it is also necessary to be aware of new modus of illicit drug trafficking in Indonesia through the internet and social media. Abstract

Stigmatization of narcotics abusers is strongly felt in the community. The stigma that is formed in society can have implications for the internalization of self-stigma so that it affects the tendency of repeated use. This thesis aims to identify the public stigma and self-stigma that is formed on narcotics abusers based on gender on the influence of the tendency of repeated use at the BNN Rehabilitation Center which consists of the Lido BNN Rehabilitation Center, the Baddoka Makassar BNN Rehabilitation Center and the Tanah Merah Samarinda Rehabilitation Center. . This thesis research uses a mixed method. The research sample amounted to 168 male respondents and 20 female respondents. Quantitative data were analyzed using SPSS 23. The result of this study is that stigmatization of narcotics abusers can affect the tendency of repeated use. In male gender, public stigma is greater than public stigma for women and self-stigma for men is smaller than self-stigma for women. So that there is an influence between stigmatization of narcotics abusers at the BNN Rehabilitation Center. Abstract

Recovery does not go as expected due to risk factors that are more dominant than protective factors from patient abusers so that patient abusers have a tendency to reuse, these risk and protective factors can come from within the patient, family and environment. This study uses a qualitative design that uses in-depth interviews and focus group discussions (FGD). And the purpose of this study is to analyze the risk factors and protective tendencies of drug abuser patients reuse. The results showed that the external risk factors experienced by the informants were environmental factors, namely the influence of friends who used narcotics, the availability of narcotics in the informant's environment, conflicts in the family, negative communication patterns, weak parental supervision, low social ties. While the internal risk factors of the individual include: individual physiological factors, poor individual coping, poor impulse control and personality influences. Internal protective factors include: Positive individual perceptions, motivation/desire to recover, and individual religiosity. And external individual factors obtained are the existence of family support, the existence of bonds between family members, and the community in a positive environment. Abstract

The Narcotics Rehabilitation Information System (SIRENA) belonging to the National Narcotics Agency (BNN) managed by the Deputy for Rehabilitation provides narcotics rehabilitation data needed to support decision making. Given the important role of SIRENA BNN, analysis is needed to identify and evaluate existing problems and potential future developments. This study aims to analyze in order to gain an understanding and to study more deeply the BNN SIRENA using the HOT FIT method in terms of human, organizational, technological, and net benefits components. This study uses a descriptive analytical qualitative approach with data collection techniques through in-depth interviews, observation and documentation. The informants in this study were 10 (ten) people who were users of the BNN SIRENA benefits, namely the BNN Rehabilitation Deputy, Rehabilitation Person in Charge and Operator at the BNN IPWL Clinic in the DKI Jakarta area. The results showed that from the human component, the frequency of use was adjusted to data needs, there was good training and knowledge for users, there was hope for future development, good acceptance, good perception and satisfaction from users. Abstract

Identifying the risk for early dropout of the program may help to improve the retention in treatment, thereby also having an impact on better recovery outcome (Basu et al., 2017). Drug trafficking and narcotics abuse destructed young generation who are potential in developing country, are a threat to stability of national security. This study aims to identify and understand the factors that cause client dropout from the outpatient program at Primary Clinic of BNN in West Java. The result found that dropout at Primary Clinic of BNN in West Java was influenced by the stability of social condition factor, rehabilitation history, and motivation to change. Treatment related factors in the form of consideration for the client’s needs also have an impact to drop out even not significantly. Keywords: Drop out, Rehabilitation, Outpatient Program

Abstract

The success of rehabilitation can be seen based on the length of treatment carried out by narcotics abusers. Institusi Penerima Wajib Lapor (IPWL) of the BNN DKI Jakarta area, as an outpatient rehabilitation service provider, has a fairly low treatment completion rate, namely 65% for male clients and 46% for female clients. The client's presence in rehabilitation is inseparable from the client's health behavior which is influenced by predisposing factors, enabling factors, and reinforcing factors. The existence of differences in the characteristics of drug abuse between men and women can also affect the behavior of clients. This study aims to analyze the factors that influence the behavior of clients in running an outpatient rehabilitation program. A mixed-methods approach was used in this study. The quantitative approach was carried out using a questionnaire with the method of factor analysis and multiple linear regression analysis of 79 clients who became the research sample. The qualitative approach was carried out using in-depth interviews with 9 informants consisting of clients and rehabilitation officers. The results showed that there was a significant influence between behavioral factors on client attendance. Of the 3 variables formed, family support has a significant influence on client attendance in outpatient rehabilitation services. In addition, regarding the differences in rehabilitation approaches between male and female clients, a rehabilitation program that is sensitive to women needs to be developed. The results of this study can be used by policy makers in improving the quality of outpatient rehabilitation services. Abstract

In accordance with the mandate of the Narcotics Law Number 35 of 2009, the community has the right and obligation to make efforts to prevent the eradication of narcotics abuse and illicit trafficking (P4GN) in their environment. Through this research, the researcher wants to see how the social resilience of the community in vulnerable areas, especially in Muara Bahari Village, faces the threat of narcotics crime. This research was conducted through a qualitative approach with descriptive analysis. Data were collected through observation and interviews with informants consisting of community leaders, government officials and security forces. It was found that the condition of the people in Muara Bahari Village had economic and social vulnerabilities which then triggered the emergence of narcotics crimes in the area. These conditions make the community also vulnerable to using narcotics and also being involved in the narcotics business. The condition of the social resilience of the people in Muara Bahari Village in general is still weak. Some areas in Muara Bahari Village have started to actively carry out prevention and eradication efforts independently, but some other areas are still passive. This can be seen in the dimensions of social resilience: coping capacity; adaptive capacity; and transformative capacity.
