Abstract

  Human trafficking remains a critical transnational challenge in Southeast Asia, with migrant workers in Indonesia facing heightened vulnerability to exploitation. This paper examines the role of the United Nations Office on Drugs and Crime UNODC in facilitating cooperation between Indonesia and Cambodia to counter such trafficking. The objective is to evaluate the effectiveness of UNODC’s initiatives as a multilateral facilitator in enhancing bilateral anti-trafficking efforts in the region,the study employs qualitative descriptive methods, drawing on 2022 UNODC reports, regional policy documents, and expert interviews to analyze institutional mechanisms, legal coordination, and operational support,findings indicate that UNODC has significantly contributed to law enforcement capacity-building, fostered diplomatic engagement, and promoted public awareness. Nevertheless, structural challenges—including inconsistent legal frameworks, limited cross-border coordination, and resource constraints continue to impede sustainable progress, Theoretically, the research contributes to understanding UNODC’s role in shaping multilateral governance structures against transnational crime. Practically, it provides policy recommendations to enhance cross-border cooperation and institutional resilience, the paper concludes that while UNODC plays an essential role in regional anti-trafficking efforts, long-term protection for migrant populations requires harmonized legal instruments, sustained education programs, and strengthened enforcement capacity. A more durable and collaborative framework is urgently needed to safeguard vulnerable groups across borders.

Abstract

The development of artificial intelligence (AI) technology has brought significant changes to the defense sector, particularly through the emergence of autonomous weapon systems. In this context, major countries are competing to harness the potential of AI to enhance their military capabilities, including Russia, which has shown significant progress in integrating AI into its defense policy especially amid rising geopolitical tensions. This study aims to analyze the main factors driving Russia to develop AI-based autonomous weapon systems as part of its military policy during the Russia-Ukraine conflict in the period 2022–2024. Using qualitative methods and a literature review approach, this research processes secondary data from various relevant official and academic sources, including defense reports, peer-reviewed journals, military analyses by experts, and interviews published by credible international media outlets. To better understand Russia's strategic direction, this study uses the Offense-Defense Balance (ODB) Theory, which explores how shifts in dominance between offensive and defensive capabilities affect the likelihood of conflict escalation. This theoretical framework helps explain how technological advances particularly in artificial intelligence (AI)-based weapon systems can alter the military balance and drive more aggressive strategies. Theoretically, this study contributes to the expansion of the application of ODB Theory in AI-driven warfare. Practically, it provides insights into Russia's military modernization efforts and their broader implications for global security, both in the short and long term, within an increasingly complex and unpredictable international landscape.

Abstract

This study analyzes Malaysia's immigration policy toward illegal Indonesian migrants during the 2020–2023 period. While Malaysia implemented programs such as the Recalibration Programme to manage undocumented migration, these efforts are considered ineffective due to inconsistent implementation, weak inter-agency coordination, and the absence of comprehensive protection mechanisms for migrant workers. These policy shortcomings have contributed to serious negative consequences, including widespread human rights violations and labor exploitation. The formulation of Malaysia’s immigration policies is shaped by multiple factors, including economic pressures, domestic political considerations, and bilateral relations with Indonesia. The study identifies a shift in Malaysia’s policy orientation—from repressive measures such as mass raids and deportations toward more selective legalization and cooperation-based approaches. However, structural challenges remain, particularly regarding the protection of migrants’ rights and the regulation of recruitment practices. The findings highlight the need for a more integrated and humane bilateral framework to ensure safe, legal, and dignified migration. Strengthening collaboration between both countries and relevant international organizations is essential for achieving long-term regional migration governance.

Abstract

Good governance has become an essential pillar of sustainable development, defined through principles such as transparency, accountability, participation, institutional effectiveness, and the rule of law. This narrative review aims to provide a comparative analysis of governance practices across global and local contexts, highlighting both consistencies and divergences in implementation. A systematic literature search was conducted using databases including Scopus, Web of Science, and Google Scholar, with keywords such as “good governance,” “comparative analysis,” “public administration,” and “sustainable development.” Inclusion criteria emphasized studies offering comparative perspectives and empirical or conceptual analyses. Findings indicate that while transparency and accountability foster trust and reduce corruption, public participation remains uneven, influenced by socio-cultural norms and structural inequalities. Institutional effectiveness shows significant variation, with high-performing governance systems in developed countries contrasted by inefficiencies and corruption in weaker systems. The rule of law is critical for integrity and independence, though its entrenchment remains fragile in transitional democracies. Innovations such as e-governance, corporate social responsibility, and environmental, social, and governance frameworks demonstrate potential in enhancing governance outcomes, though their success depends on supportive infrastructure and regulatory consistency. These results underscore that governance is not a static construct but a dynamic process shaped by political, economic, and cultural systems. The review highlights the urgency of strengthening governance frameworks to meet sustainable development goals. Policymakers must adopt adaptive strategies integrating participatory practices, institutional reforms, and technological innovations. Future research should address comparative gaps in developing contexts and further explore cross-sectoral approaches to governance reform.

Abstract

Citizen participation in policy-making has become a defining feature of contemporary democratic governance, yet its effectiveness varies across political, social, and technological contexts. This narrative review aims to synthesize evidence on mechanisms of citizen engagement, influencing factors, and governance outcomes. Literature searches were conducted across Scopus, Web of Science, and Google Scholar using targeted keywords such as public participation, participatory governance, and deliberative democracy. Inclusion criteria focused on empirical and conceptual studies addressing citizen engagement in policy-making, while both qualitative and quantitative designs were considered. The results show that mechanisms such as Participatory Action Research, Citizen Advisory Boards, and digital platforms facilitate transparency, accountability, and trust when effectively institutionalized. Comparative evidence from contexts including Japan, Indonesia, and Europe demonstrates that participatory models enhance policy legitimacy and responsiveness but require adaptation to local cultures and institutional capacities. However, systemic barriers—ranging from political dominance and socio-economic inequalities to digital literacy gaps—continue to hinder inclusivity and long-term sustainability. These findings emphasize the importance of embedding participatory mechanisms within institutional and legal frameworks while leveraging information and communication technologies to broaden access.This review concludes that citizen engagement is both a normative imperative and a practical strategy for improving governance. Future research should explore cross-country comparisons, develop long-term evaluation metrics, and examine how marginalized populations can be more effectively integrated. Strengthening participatory governance is crucial for advancing transparency, accountability, and democratic resilience.
