Journal of Indonesian Health Policy and Administration is a journal that presents scientific articles mainly in the field of health policy, programs, and administration. This journal is intended to disseminate research from students, lecturers, or researchers in general who are concerned about improving health efforts through program evaluation and preparing policy recommendations. The articles or manuscripts contained in the Journal of Indonesian Health Policy and Administration include the realm of research, case studies, or conceptual, and limited to literature review. It is an online open-access, blindly peer-reviewed journal that is published every 4 (four) months or 3 (three) times a year, usually in January, May, and September. This journal is published by the Department of Health Administration and Policy, Faculty of Public Health, University Indonesia . Journal of Indonesian Health Policy and Administration is also supported by the Indonesian Public Health Association / Ikatan Ahli Kesehatan Masyarakat Indonesia (IAKMI).

Abstract

Pembatasan Sosial Berskala Besar (PSBB) is a policy needed by Bogor City's people to prevent the spread of COVID-19. In its implementation, Bogor City conducted 5-stage of PSBB. This policy provides an overview to stakeholders regarding evaluation, Analysis of strengths, weaknesses, opportunities, and threats, as well as recommendations for PSBB policies in Bogor City. This study uses a Rapid Analysis approach with Media Content Analysis on various policies made by its Government regarding PSBB published from April 13 - June 25, 2020. Data analysis uses a policy triangle and a SWOT model. Policy actors issued 18 health, socio-economy, education, transportation, employment, and religion regulations. At the same time, the content consists of guidelines for implementing PSBB in various sectors such as public places/facilities, educational institutions, workplaces, health facilities, places of worship, transportation facilities, markets/shopping centers, punishment for PSBB violations, as well as content regarding the extension of the PSBB itself. The response of the Bogor City Government to the COVID-19 pandemic was excellent and fast. However, many violations have occurred in the implementation even though there has been punishment. Lack of policy control, low community compliance, and lack of infrastructure can interfere with the implementation of PSBB. There is a need for the cooperation of all parties so that PSBB can run effectively. Abstract

The National Health Insurance (JKN) is one manifestation of the National Social Security System program which aims to provide benefits for health care and protection. This study uses secondary data from the 2017 National Socio-Economic Survey (Susenas) which aims to prove that JKN ownership has an influence on outpatient visits. The research respondents were all people who were registered as JKN participants in the Maluku and Papua Islands regions as many as 77.307 people. This study uses the econometric approach with the Logit regression model. The results showed that JKN was positively associated with outpatient visits, with coefficients of PBI (0,713) and Non PBI (0,807). The results also showed that age had a positive effect on outpatient visits with a coeficent value (0,406), gender had a positive effect on outpatient visits with a coefficient (0,146), employment status negatively affected outpatient visits with a coefficient value (-0,198) likewise the health status has a positive effect on outpatient visits with a coefficient (3,914). JKN ownership has an important role for the community in fulfilling the utilization of health facilities when suffering from health complaints, one of which is the use of outpatient visits.

Abstract

Completing the basic immunization and implementing Universal Child Immunization (UCI) are the objectives for the Immunization Program according to the Ministry of Health of Republic Indonesia Strategic Planning. In 2017, Kapuas district achieved 66,6% of the Completed Basic Immunization target and 32,2% of the Universal Child Immunization (UCI) target. There is still a 26,4% gap and a 62,8% gap, respectively, from the 95% target of Strategic Plan Ministry of Health 2015-2019. This study aims to discuss the performance of policy implementation of Completed Basic Immunization (CBI) and Universal Child Immunization (UCI) in 2018 at Kapuas Regency, using qualitative research with case study design at 6 Puskesmas in Kapuas Regency. The total informants in this research are 34 informants. The study showed that the performance of policy implementation regarding indicator achievement of CBI and UCI of Kapuas Regency in 2018 have not been optimal. So, policy improvement is needed to increase CBI and UCI achievement of Kapuas Regency next year

Abstract

This study aims to analyze the conduct implementation of the increasing male contraception policy in Bandung Barat Regency. The study is using qualitative methods with case studies approachment. Qualitative data were gained from 16 informants which consist of implementor group as program managers, and partnership and community group as the targeted group. This study was conducted at three locations: district of Cililin, Batu Jajar, and Parongpong. The study shows that the decision process to decide PPM as the standard and goals of the family planning program has been understood by all of its administrators and resources available for this program has been considered as sufficient in terms of quantity but yet still lack in quality. Furthermore, communication and coordination processes among administrators and associates are shown to be in accordance with the operational procedures, hence, influencing characteristics of the family planning programs. It is found that religion consideration makes the residents refuse male contraception. Family planning programs are considered as women's business for some certain people. Fortunately, the existence of a spirit of militancy, high loyalty and disposition/attitude possessed by the management officers towards this male family planning program has a major influence on the success of the program. Moreover, the study shows that politicians have demonstrated strong support for the family planning program. This supports take places through budgeting and politician's active participation in the male contraceptive programs

Abstract

Clinical governance is a structured organizational framework to improve the quality and safety of patients in the hospital which made by the NHS into seven pillars and adjusted to RI Law No. 44 of 2009. The evaluation results from the quality and patient safety team of Koja Public Regional Hospital in 2018, showed that there is Fall Patient incidents (6 events), KTD and KNC (13 events) which is not following the 0 % of the target from Patient Safety Goals by the Ministry of Health. The study was conducted to analyze patient safety governance for hospitalized patients at the Koja Public Regional Hospital in 2019 based on 4 of the Clinical Governance theories, which are clinical leadership, clinical audit, clinical effectiveness (guidelines); and education, training, and development of conservation profession. This study is using in-depth interview methods through the Purposive Sampling method and also reviewing documents conducted from May to June 2019. The results of the study found that the implementation of Clinical Leadership in Koja Public Hospital was running quite well but not yet optimal because the leadership system, which used the Line Organization to help to faster the decision-making process, is still weak in monitoring. From the Clinical Pathway (CP) evaluation, The medical audit was done well, but the monitoring and evaluation aspects are not yet optimal. The evaluation of clinical effectiveness showed that the compliance to fill the CP form was not optimal because of the lack of CP benefit socialization. Training and courses were done pretty well but have not been evaluated yet. The management team recommends monitoring, collaborating with the medical committee to evaluate the CP usage, providing training related to CP procurement to increase understanding, and also providing necessary training and its evaluation

Abstract

A favorable work environment will influence the quality of work life, would create quality human resources, and support the improvements in the quality of services. To discover the correlation betweem the quality of work life and the employees’ performance at Ogan Ilir District General Hospital, a study was performed in March-April 2018. The study was a cross sectional quantitative study on 315 civil servants and voluntary staff at the hospital. Univariate, bivariate, and multivariate analysis was performed using the chi-square and the double regression prediction/determinant model. We discovered that the quality of the work life at the hospital was lacking, particularly for pride in their place of work, employee involvement/participation, and the facilities provided to the employees. It was also discovered that of the 315 employees, 164 (51.1%) employees had low performance index and there was a significant correlation between the employee involvement/participation and the facilities provided to the employees with their performance. Therefore, the three components that was correlated strongly with employee performance was employee involvement/participation [Odds Ratio (OR): 2.190, Confidence Interval (CI): 95%, P <0.001], facilities provided (OR: 2.670; CI 95%, p < 0.000), and work safety (OR: 0.972, CI 95%, p = 0.911).

Abstract

Stroke to this day is still a disease that causes a high disability. In the future, it will require a prohibitive cost so that it has an impact on the socio-economic consequences for patients and their families. The price is prohibitive so that the impact on socioeconomic implications for patients and their families. Because of that, the purpose of the study is to estimate the cause of the cost that causes an economic burden from a stroke. The method that is used is a content analysis by doing a further literature review from various sources, from journal to textbook from a national level to international. Literature studies show that direct medical cost, which is rehabilitation, and nursing care cost is identified as the leading contributor to the high price of economic burden from a stroke. High costs incurred cause family to experience catastrophic financial disaster; it even impacts to drop welfare level. Social preventive action is needed to reduce the high prevalence of stroke to reduce the cost, to protect every household from financial disaster from a stroke.

Abstract

Coordination in a hospital is a necessary process needed to reach the organization’s goals. One of the processes that need coordination among cross-functional units is the essential drug procurement. The essential drug in Karsa Husada Batu Public Hospital (RSU Karsa Husada Batu) was often out of stock condition in some specific kinds of drugs. The average of the essential drug out of stock between the year of 2017 until the first semester of 2018 reached 33,73%. This number was far from the ideal standard of 0% out of stock condition. This research was aimed to recommend better coordination of essential drug management. The study used quantitative research and the data is collected using a questionnaire. The population in this research was all hospital staff who participate in essential drug procurement in RSU Karsa Husada Batu. There were 29 samples as the respondents in this research, which used purposive sampling, and the data collection took place in January until February 2019. The data is analyzed based on distribution analysis. Some communication aspects that has reached good results are intensity (69,00%), timing (65,50 %), accuracy (79,30%), and problem-solving (69,00%). However, mutual respect (58,60%), knowledge sharing (58,62%), and goal coordination (65,52%) had not reached the targeted result. Mutual respect and goal coordination should be the focus of hospital management to reach the goal of essential drug availability

Abstract

This research discusses the Strategic Plan for the Development of the RS Bersalin Grha Mutiara in 2019-2023, using the theory of Strategic Planning to observe and evaluate external environmental opportunities and threats as well as the internal strengths and weaknesses of the hospital, to determine the right strategic plan. This study is a qualitative research using primary data, in-depth interviews with informants, observation and decision making with CDMG (Consensus Decision Making Group), and secondary data obtained from the BPS (Central Bureau of Statistics), Dinas Kesehatan Subang (District Health Office) Profile, Profile and Financial Report of RS Bersalin Grha Mutiara. From this study, the position of RS Bersalin Grha Mutiara, according to IE Matrix, is in Cell V (Hold and Maintain) and SWOT Matrix in Quadrant II (Internal Fixed It Quadrant). The matching stage resulted in a Product Development strategy, which, through the QSPM matrix, determine that the chosen strategy would be the development of HCU / NICU / PICU. This plan then elaborated in the implementation plan using the Balanced Scorecard.

Abstract

To provide security to their patients, healthcare providers use a system for patient safety which includes risk reporting and analysis of incidents, identification and management of risks, and the ability to learn about events that have occurred. According to the 2017 patient safety data at Prof. Dr. Soerojo Psychiatric Hospital, 7% of patient safety incidents at the hospital required a Root Cause Analysis. To aid the process, an online information system is necessary. This research was qualitative research that used the waterfall method for the information syntax. This involved planning, analysis, design, implementation, and system. From there, the data was then evaluated based on its accessibility, completeness, accuracy, and speed. The qualitative data was gathered through questionnaires, in-depth interviews, and unstructured interviews with selected informants. 26 informants were involved in this research, this included the reporters, the Patient Safety (KPRS) Team, and the hospital management board. Results of the would then produce recommendations on how to handle the problems found. Based on the data gathered, we discovered that after the application of the information system, the hospital experienced a 53.8% increase in patient safety.
