Abstract

The aims of this research are (1) to find out what the Marine Tourism Development Strategy is in Taluak Village, Pariaman City, (2) to identify obstacles and efforts in developing marine tourism in Taluak Village, Pariaman City. This type of research is descriptive qualitative using the 6A main component theory of tourism development and SWOT analysis techniques. The research was conducted in Taluak Village, Pariaman City, the objects of which were the beaches in Taluak Village, namely Kata Beach, Ma'ruf Amin Beach and Karan Beach. The results of this research show that marine tourism in Taluak Village is managed by two different parties, namely the Pariaman City Government manages Kata Beach and the Taluak Village Government manages Ma'ruf Amin Beach and Karan Beach. Kata Beach, which is managed by the city government, has shown all the main components of tourism development, but Ma'ruf Amin Beach and Karan Beach, which are managed by the village government, have not shown all the main components of tourism development.

Abstract

This research aims to describe the implementation of Padang Panjang Mayor Regulation Number 37 of 2018 concerning Procedures for Management and Empowerment of the Central Market in Padang Panjang City. This research is motivated by the existence of regulations regarding the management of wholesale markets which were previously traditional markets with the aim of creating representative markets as a means of driving the regional economy. In this research, researchers used descriptive methods with a qualitative approach. To collect research data through observation, interviews and documentation studies. Testing the validity of the research data obtained using method triangulation and source triangulation techniques. In this research, problems were found regarding the management and empowerment of the central market of Padang Panjang City, where the mayor's regulations were still not fully complied with by traders selling, and there were even traders selling outside the applicable provisions and contracts. to this regulation. This problem will have an impact on the convenience of the buying and selling process between traders and potential buyers and will not properly organize the placement of traders which must be in accordance with the commodity/zoning. Research on procedures for managing and empowering the central market in Padang Panjang City adapts to the scope of procedures for managing and empowering the central market in Padang Panjang City which includes: 1) terms and procedures for placing traders, 2) rights and obligations of traders, 3) cooperation central market management, 4) control and evaluation, and 5) central market empowerment.

Abstract

This research aims to determine the development of Tourism Villages in Guaranteeing Sustainable Tourism in Kubu Gadang Village, Padang Panjang City. This research was conducted using a qualitative approach with a descriptive method, in determining informants the researcher used a purposive sampling method. Data collection techniques are carried out using interviews, observation and documentation. In testing the validity of the data, researchers used source triangulation and method triangulation. Meanwhile, data analysis techniques use data reduction techniques, data presentation, and drawing conclusions/verification. From the research results, it can be seen that the Kubu Gadang tourist village has carried out tourism development through several components such as tourist attractions, accessibility, amenities and additional services. Sustainable tourism in the Kubu Gadang tourist village, seen from an economic aspect, plays a very good role in improving the economy of the local community; the environmental aspect has the potential for rice fields with mountain views to create opportunities for tourism activities; and the social aspect makes social relations strong, maintains culture through tour packages related to the customs found in the Kubu Gadang tourist village. However, in the process of developing the Kubu Gadang tourist village in ensuring sustainable tourism, there are obstacles, namely internal obstacles, namely (a) not all of the human resources or tourist village managers have passion in their respective fields; (b) the Kubu Gadang tourist village facilities are inadequate and the maintenance of the facilities has not been maintained; (c) the budget for developing the Kubu Gadang tourist village is inadequate. Meanwhile, external constraints are (a) environmental conditions around the Kubu Gadang tourist village, Padang Panjang City; (b) there is no regulation. Efforts that can be made to overcome obstacles to the development of the Kubu Gadang Tourism Village, Padang Panjang City in ensuring sustainable tourism are (a) involving managers of the Kubu Gadang tourist village who do not have passion in their field and have not mastered their work and main duties and functions through training; (b) the management of the Kubu Gadang tourist village openly accepts anyone who wants to join as a tourist village activist; (c) establishing a sharia tourism cooperative and selling tour packages to meet the budget for developing the Kubu Gadang tourist village; (d) conducting outreach regarding the importance of maintaining cleanliness to the people of Kubu Gadang and tourists; (e) carry out tree planting programs and reduce the use of plastic.

Abstract

This research is motivated by the natural tourist park tourist attraction which is located on the Sicincin-Bukittinggi highway, precisely in the Anai Valley, where the location of this tourist attraction is included in a natural conservation area. This research aims to design a planning for handling permits for the construction of the Mega Mendung Natural Tourism Park in Nagari Singgalang, Tanah Datar Regency. This research focuses on analyzing licensing regulations, mapping licensing procedures, and preparing recommendations to simplify and speed up the licensing process for developing Nature Tourism Parks. The research methodology involved data collection, regulatory analysis, interviews, and field surveys. The results of this research show that the government is taking a middle path to resolve licensing issues in the form of managing natural conservation areas in accordance with existing regulations, while the entrepreneurs themselves will later follow government decisions in the future considering that this tourist attraction has been operating for quite a long time and without an official permit.

Abstract

This study aims to analyze the level of trader satisfaction with the governance of Lubuk Buaya Market. The background of this research is since Lubuk Buaya Market was only revitalized last year. However, it is known that in general the level of trader satisfaction is still relatively low, because the revitalization is still uneven and there are still shortcomings. Therefore, the satisfaction of traders must be considered by the manager so that traders feel comfortable in Lubuk Buaya Market. In this study, researchers used a quantitative approach with a descriptive method in Lubuk Buaya Market. The data obtained were collected through the process of questionnaire distribution, observation and documentation studies. The results showed that governance from the manager is very influential on trader satisfaction.

Abstract

This research was motivated by a number of problems faced by the Prevention and Community Empowerment Division (P2M) of The National Narcotics Boards of Solok Regency (BNNK) in carrying out their work programs. Even though there was an increase in the nominal value of the organization's budget (AD/ART), the allocation for P2M activities actually decreased. Likewise, the numbers of both instructors and activity implementers are insufficient.This has an impact on decreasing P2M activities while at the same time the distribution and use of drugs is increasingly widespread in this area. This research aims to find out what organizational capacity the P2M Division of BNNK Solok has in carrying out its work program. This study employs a qualitative method with a descriptive approach. Research informants were selected using purposive sampling techniques. The types of data collected are primary and secondary data. By referring to the Organizational Capacity Theory proposed by Horton, namely: human resources; infrastructure, technology and financial resources; strategic leadership; program and process management; networks of cooperation and relationships with other parties, it is found that only the strategic leadership dimension is adequate. Meanwhile, other dimensions: human resources; infrastructure, technology, and financial resources; process dimensions and process management; and the collaborative networks and relationships with other parties are inadequate to support the P2M Program at BNNK Solok.

Abstract

Youth is synonymous with the icon as the 'driving force of the nation.' This is not without reason since the proclamation of the Indonesian nation on August 17, 1945. The younger generation has dominated much of the history of struggle against colonialism that sought to control Indonesia, especially through youth organizations. In this study, the author uses a descriptive approach used to convey in detail the secondary and primary data obtained related to the Role of Youth Community Organizations (OKP) ophilbas in the Micro, Small, and Medium Enterprises (MSME) program in the Batang Kabung Ganting Subdistrict of Padang City. The data obtained will be analyzed using the triangulation source technique. The identification of the Role and inhibiting factors of OKP ophilbas in MSMEs in the Batang Kabung Ganting Subdistrict of Padang City through education and training, economic development and OKP funds, awareness, and participation in utilizing existing potential for further development is through training, skills, and increasing insights organized by several related parties. In the business implementation, the capital holders are entitled to use the funds for entrepreneurial purposes. The assistance provided is only monitoring the allocation of funds, encouragement, and motivation for young people. The inhibiting factors of the role of OKP ophilbas in the MSME program are the suboptimal role of OKP, unsuccessful programs, lack of funding, lack of awareness in participation, and weather factors.

Abstract

This research investigates the Evaluation of the Kotaku Program Policy in Preventing and Improving the Quality of Slum Settlements and Slum Housing in Central Pariaman District, Pariaman City. The research was motivated by the sub-optimal implementation of the Kotaku program and the condition of the drainage channels which were not maintained, as seen by the large amount of rubbish, water not flowing, and damaged channel stones. The research method uses a qualitative approach with descriptive methods and purposive sampling techniques. The results of the research show that the condition of the road, which was originally intended for pedestrians but is often used by motorbikes, has caused problems of damage and poor maintenance on the roads around the river. The drainage is also not well maintained, due to lack of supervision, and there is still a lot of rubbish in it, causing an unpleasant odor. The problem of full trash bins and lack of supervision from the Kotaku team illustrates the need to improve the effectiveness of this program. Better collaboration between the Kotaku team, local government and communities is needed to create a cleaner and healthier environment. Thus, improving infrastructure and stricter supervision are the keys to increasing the success of the Kotaku Program in improving the conditions of slum settlements and the surrounding environment.

Abstract

Penelitian ini menjelaskan bagaimana pariwisata pada acara pesta Hoyak Tabuik dikembangkan berdasarkan kearifan lokal di Kota Pariaman. Dalam penelitian ini, digunakan pendekatan Teori Pengembangan Pariwisata dengan Pendekatan Berbasis Kearifan Lokal menurut Sastrayuda dengan metode deskriptif kualitatif. Untuk memperoleh data, peneliti melakukan wawancara dan dokumentasi dengan teknik purposive sampling untuk memilih informan. Validitas data dipastikan melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa pendekatan pengembangan pariwisata berbasis kearifan lokal menurut teori Sastrayuda dapat diterapkan pada pengembangan Pesta Hoyak Tabuik Berbasis Kearifan Lokal di Kota Pariaman. Dalam tahapan perencanaannya, terdapat musyawarah yang dilakukan antara Pemerintah Kota Pariaman dan para tokoh seperti Kerapatan Adat Nagari, niniak mamak, Bundo Kanduang, dan LKAAM. Sedangkan, komunitas sanggar dan tuo tabuik berperan langsung dalam pelaksanaannya. Pendekatan yang diterapkan memperhatikan potensi dan karakteristik produk budaya yang tersedia, yang tercermin dalam upacara tabuik yang dilaksanakan dengan nilai-nilai lokal yang terkandung di dalamnya. Namun, terdapat penurunan nilai kesakralan karena perayaan kini tidak lagi diadakan pada tanggal Muharam dan diubah mengikuti jadwal hari libur. Pendekatan pemberdayaan masyarakat tercermin melalui pemanfaatan sumber daya lokal untuk kerajinan dan produk olahan makanan, serta meningkatkan fasilitas pariwisata seperti penginapan yang memadai.
