Abstract

Hutan Adat is one of the forest management schemes in the social forestry setting initiated by the government in 2016. The social forestry program is a form of forest sector management with local wisdom that includes the forest area around the community residence. The forest is managed by local community for their own welfare. The distribution of Hutan Adat in Indonesia is currently widespread, one of which is in Kerinci Regency, Jambi Province. As part of Hutan Adat that is incorporated in social forestry scheme, Hutan Adat Tigo Luhah Kemantan collaborates with the Jambi Provincial Forestry Service through the Regional Technical Implementation Unit of the Kerinci Production Forest Management Group Unit 1. However, in its management, there are factors that affect the Collaborative Governance process. So, this study aims to describe two things. First, it describes the inhibiting factors for collaboration internally. Second, it defines the inhibiting factor for collaboration from the external side. Qualitative descriptive is used as the research method of this study. This qualitative research is intended to understand the phenomenon of inhibiting the collaborative governance process in the management of Hutan Adat Tigo Luhah Kemantan, Kerinci. This research was conducted at Hutan Adat Tigo Luhah by using interview, observation, and documentation study techniques. The results showed that there were two internal factors that influenced the collaboration process, namely (1) inconsistent management of Kelompok Usaha Perhutanan Sosial (KUPS), and (2) inadequate human resources. In addition, there is also one factor that influences externally from outside the collaboration, namely market constraints.

Abstract

Smart Mobility is one of the components in the development of a smart city, related to mobility or community movement which is often associated with public transportation. Trans Padang is city transportation that is managed directly by the Padang Sejahtera Mandiri Regional Public Company. This transportation is currently carrying out an update that targets the realization of the Padang City strategic plan 2024. However, it is certainly necessary to see the public's perception of the management of transportation operations, so that the renewal is carried out according to the needs of the community as the target user of the service. This research is descriptive qualitative research which is then processed using the Manual Data Analysis Procedure method. The coding was carried out in the stages of open coding, axial coding and selective coding which were then used as memos to visualize the research data. There were obstacles felt by the community in service, such as the absence of a scheduled departure and arrival of buses, buses with loads exceeding capacity, lack of clarity on the names of bus stops, and poor interiors. This departure schedule can be overcome by implementing a smart transport system that can produce real-time information system products, which will make it easier for the public to access bus departure and arrival information. By doing this research, it is found the real problems that occur in the field can be used as a reference in updating and improving the quality of Trans Padang services.

Abstract

This study intends to determine the role of Polda Riau in efforts to eradicate the circulation of fake BPKB. This research was conducted using a qualitative approach with descriptive methods, in determining researcher informants using purposive sampling methods and techniques. Data collection techniques are carried out by interviews, observation, and documentation. In testing the validity of the data, researchers used method triangulation techniques. As for data analysis techniques using data reduction, data presentation, and conclusions. The results showed that theRiau Regional Police in an effort to eradicate the circulation of fake BPKB by means of (a) upay a preemptive by conducting socialization and education to the public about the dangers of circulating fake BPKB and the importance of checking the validity of vehicle documents before making motor vehicle buying and selling transactions. (b) preventive efforts have conducted surveillance of workshops and car dealers suspected of being involved in the circulation of fake BPKB. (c) repressive efforts have carried out investigations and investigations against the perpetrators of making fake BPKB such as by checking the same vehicle, and when checking through the database there are irregularities with the frame number, engine and type. If anyone violates, the Riau Regional Police provides strict sanctions for the perpetrators of the circulation of fake BPKB. Furthermore, f the inhibiting actors for the Riau Regional Police in carrying out efforts to eradicate the circulation of fake BPKB, namely (1) the lack of capabilities and resources owned by the Riau Regional Police; (2) lack of public awareness about the importance of knowledge related to the circulation of fake BPKB.

Abstract

Penelitian ini dilakukan untuk mengetahui seberapa efektif program pemberdayaan masyarakat yang dilakukan oleh Dinas Pemadam Kebakaran dalam pencegahan dan penanggulangan bencana kebakaran. Menurut Zaidan Nawawi (2015:189) efektivitas merubakan hubungan atara out put dengan tujuan, dimana efektivitas diukur berdasarkan seberapa jauh tingkat out put, kebijakan dan prosedur dari organisasi untuk mencapai tujuan yang telah ditetapkan. Efektivitas dapat dimengerti jika dilihat dari sejauh mana organisasi tersebut berhasil mendapatkan dan memanfaatkan sumber daya dalam usahanya mengejar tujuan organisasi. Jenis dari penelitian ini adalah menggunakan penelitian kualitatif dengan metode deskriptif. Pengambilan data dilakukan dengan observasi, wawancara dan studi dokumentasi. Untuk menguji keabsahan data menggunakan teknik triangulasi. Sedangkan, teknik analisis data yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan. Adapun hasil penelitian yang diperoleh di lapangan terkait efektivitas pemberdayaan masyarakat dalam pencegahan dan penanggunalan kebakaran berdasarkan tolak ukur indikator efektivitas yaitu: 1) kejelasan tujuan yang hendak dicapai, yang mana tujuan dari sebuah target organsasi adalah masyarakat. Akan tetapi kejelasn tujuan dari program pemberdayaan masyarakat ini belum efektif, karena masyarakat kota padang masih banyak yang tidak mengetahui adanya program ini. 2) kejelasn strategi pencapaian tujuan dari program ini sudah jelas yaitu untuk mengurangi risiko bahaya bencana kebakaran dan strategi yang dibuat damkar berjalan dengan efektif. 3) proses analisa dan perumusan kebijakan yang mantap dari program ini sudah efektif dan sesuai dengan apa yang dibutuhkan dimasyarakat yaitu terkait pencegahan dan penanggulangan kebakaran. 4) perencanaan yang matang dari program ini sudah terlihat yang mana pihak damkar melakukan perencanaan terkait wilayah rawan kebakaran untuk dilakukan peningkatan dari progress program yang mereka jalankan. 5) penyusunan program yang tepat, dari banyaknya kasus kebakaran pihak damkar diberikan kewenangan dalam mengatasinya dengan menjalan program pemberdayaan masyarakat. 6) tersedianya saran dan prasaran, dalam kegiatan pemberdayaan masyarakat saran dan prasaran sudah memadai karena alat yang digunakan selama program dilakukan tidak terlalu banyak hanya penyampaian teori terkait kebakaran, drup air, drum api, karung goni dan tabung APART. 7) pelaksanaan tugas yang efektif dan efisien, dalam melaksanakan tupoksi damkar belum efektif. hal ini berkaitan dengan ketepatan sasaran yaitu masyarakat yang masih banyak tidak tahu adanya program ini. 8) sistem pengawasan dan pengendalian yang bersifat mendidik ini masih belum efektif, hal ini berkaitan dengan progress dari program yang dijalankan karena masih banyak kebakaran yang terjadi di lingkungan masyarakat. Maka dapat disimpulkan bahawa efektivitas dari sebuah program pemberdayaan masyarakat dalam pencegahan dan penanggulangan kebakaran ini masih belum efektif karena masih ada beberapa indikator efektivitas yang masih jauh dari kata efetif. Seharusnya damkar lebih memperhatikan lagi aspek tujuan yang benar-benar ingin mereka capai tidak hanya terfokus dalam menurunkan kasus kebakaran tapi juga harus melihat ketepatan sasaran dan tujuan yang akan mereka tuju.

Abstract

This research is about the implementation of civil registration services for persons with disabilities at the Department of Population and Civil Registration of the City of Padang. It is important for Indonesian citizens to arrange civil registration documents, especially for persons with disabilities to obtain their needs and protect their rights so that social inequality does not occur. The method used in this research is descriptive method, qualitative approach. Field data collection through interviews, with observation (observation) and documentation to answer problems in research. The technique used in testing the validity of the triangulation technique is in the form of an analysis whose results are obtained by comparing several existing techniques and sources. Problems that arise in the Implementation of Civil Registration Services for Persons with Disabilities Disdukcapil Padang City, the provision of civil registration services does not yet have special service standards for persons with disabilities so that during the queuing process the service is still equated with services. to the general public. Behind the service standards that are not specifically made by the Disdukcapil City of Padang, the provision of accessibility is still not optimal, such as special queues for persons with disabilities and priority waiting chairs. Persons with disabilities who are also not used to accessing online civil registration services through the Sirancak application, as well as the lack of socialization from Disdukcapil in implementing the Sirancak website, in the implementation process the disabled community prefers to be served directly.

Abstract

AbstractThis research aims to find out what are the supporting and inhibiting factors for community participation in preserving local culture through the Bimbang Nagari festival in Nagari Tluk Kualo Inderapura. This research uses a quasi-qualitative research method with a simple research design. With data collection techniques through interviews, observation and documentation. The findings of this research indicate that the supporting factors and inhibiting factors for community participation in preserving local culture through the Bimbang Nagari Festival in Nagari Tluk Kualo Inderapura are: 1) The supporting factors for community participation in the Bimbang Nagari Festival are supported by the culture of mutual cooperation in the implementation of the Bimbang Nagari Festival by the community. Nagari Tluk Kualo Inderapura and the benefits of the Bimbang Nagari festival program for the people of Nagari Tluk Kualo Inderapura. 2) the factors inhibiting community participation in the Bimbang Nagari festival are influenced by the type of community work, where the majority of the community from Nagari Tluk Kualo Inderapura work as daily laborers and farmers. The lack of public knowledge about the importance of the Bimbang Nagari festival activities is also a factor inhibiting community participation in the Bimbang Nagari festival.

Abstract

The background to this research is that the dual role of a fisherman's wife draws attention to her children's education which is neglected so that many of the fisherman's children's educational levels are low. However, it is known that in general the education level of fishermen's children is relatively low, however, this is different from that in Air Tawar Barat Subdistrict, where in reality, of the many fishing households in Padang City, there are many fishermen's children who continue their education to tertiary institutions. In this research, researchers used a qualitative approach with descriptive methods in Air Tawar Barat Village. The data obtained was collected through an interview process and documentation study. The results of the research show that the factors that can influence the role of fishermen's wives in improving children's formal education in Air Tawar Barat sub-district are divided into two, namely supporting factors consisting of motivation, the perception of fishermen's wives who want their children to succeed, and the distance between school and home. Meanwhile, the inhibiting factors consist of lack of supervision by a fisherman's wife towards her children, the mindset of the fisherman's wife, the personality of the fisherman's children themselves, and environmental factors where the fisherman's children live.

Abstract

The background of this research arises from the awareness that the development of Green Talao Park as a tourist destination has not yet achieved optimal results, resulting in damage to facilities and infrastructure in the area. In this study, the researcher applies a qualitative approach with a descriptive method. Research participants were selected using purposive sampling techniques, which are individuals who have the relevant knowledge needed by the researcher. Data was collected through observations, interviews, and document analysis, while data validity was verified through triangulation. The data analysis process involves data reduction, testing, and conclusions. The results of this study indicate that the role of stakeholders in the development of Green Talao Park as a tourist village in Padang Pariaman Regency has not yet reached its full potential. Constraints faced include limited financial resources, damage to tourist area infrastructure, and a lack of effective coordination and management by stakeholders. In addition, the quality of human resources in the Green Talao Park area is also considered to need improvement so that the community can be more empowered to create innovative creative economic initiatives Keyword: The Role of Stakeholders, Tourist Villages, Green Talao Park Abstrak Latar belakang penelitian ini muncul dari kesadaran bahwa pengembangan Green Talao Park sebagai tujuan pariwisata belum mencapai hasil optimal, yang berakibat pada kerusakan fasilitas dan infrastruktur di area tersebut. Dalam studi ini, peneliti menerapkan pendekatan kualitatif dengan metode deskriptif. Peserta penelitian dipilih dengan menggunakan teknik purposive sampling, yaitu individu yang memiliki pengetahuan relevan yang dibutuhkan oleh peneliti. Data dikumpulkan melalui observasi, wawancara, dan analisis dokumen, sementara keabsahan data diverifikasi melalui triangulasi. Proses analisis data melibatkan reduksi data, pengujian, dan kesimpulan. Hasil penelitian ini mengindikasikan bahwa peran stakeholder dalam pengembangan desa wisata Green Talao Park di Kabupaten Padang Pariaman belum mencapai potensi penuhnya. Kendala-kendala yang dihadapi meliputi keterbatasan sumber daya keuangan, kerusakan infrastruktur di area wisata, serta kurangnya koordinasi dan manajemen yang efektif oleh pihak stakeholder. Selain itu, kualitas sumber daya manusia di daerah Green Talao Park juga dinilai masih perlu peningkatan agar masyarakat dapat lebih berdaya dalam menciptakan inovasi ekonomi kreatif Kata kunci: Peran stakeholder, Desa wisata , Green Talao Park
