<![CDATA[This research is motivated by the lack of quality performance of the nagari government apparatus in terms of services provided to the community due to the weak ability of the nagari apparatus in understanding their main duties and functions. Therefore, empowerment activities are needed to increase the capacity of the nagari government apparatus. The purpose of this study is to describe the form of empowerment of nagari government institutions in Nagari Kacang, Solok Regency by using the concept of dynamic governance, to identify obstacles in empowering nagari government institutions in Nagari Kacang, Solok Regency by using the concept of dynamic governance. This study uses a qualitative approach with a descriptive method, this research was carried out at the Wali Nagari Kacang Office, Solok Regency. The data collection techniques used were observation, interviews and documentation studies. The findings of the research show that the empowerment of nagari government institutions in Nagari Kacang, Solok Regency by using the concept of dynamic governance can be said to have not been successful because it is only done once a year and there are still undisciplined nagari government officials. In its implementation, there are still obstacles faced by the Office of the Wali Nagari Kacang and the Community and Nagari Empowerment Service of Solok Regency.]]>

<![CDATA[This research is motivated by the lack of capacity of the nagari government apparatus in terms of organizational learning due to the lack of capacity building activities carried out both internally and from the local district government. Therefore, an active role for the district government is needed in addressing this matter. The purpose of this study is to describe the Capacity Building Strategy in Improving the Capability of Nagari Government Apparatus in Nagari Preparation for North and South Tanjung Beringin, Pasaman Regency, to identify the inhibiting factors of Capacity Building Strategy in Improving the Capability of Nagari Government Apparatus in Nagari Preparation for North and South Tanjung Beringin, Pasaman Regency. This research was processed using a qualitative approach with a descriptive method, this research was carried out at the Office of the Wali Nagari Preparation of North and South Tanjung Beringin, Lubuk Attitude District. Data collection techniques were carried out through observation, interviews and documentation. Based on the results of research and discussion, it was found that the Capacity Building Strategy in Improving the Capability of Nagari Government Apparatus can be said to be not optimal because it is only carried out through training organized by the Pasaman Regency Community Empowerment Service with a period of once a year. In its implementation, there are still many obstacles faced by the Department of Community Empowerment and the Preparation Nagari of North and South Tanjung Beringin, Pasaman Regency.]]>

<![CDATA[This research is motivated by the lack of interest in collective services (eazy passport) during the pandemic at the TPI Padang class I immigration office, the public still lacks understanding in using the collective passport service procedure (eazy passport) and the implementation of collective passport services (eazy passport) is still ineffective. ) at the immigration office class I TPI Padang. Therefore, the Class I immigration office of TPI Padang is expected to be more aggressive in conducting socialization regarding collective service innovations (eazy passport) during the pandemic and can also evaluate the procedure for the number of passport applicants with a minimum provision of 50 applicants which is considered too burdensome for agencies wishing to participate. in this service. The purpose of this study was to describe the effectiveness of the innovation of collective passport management services (eazy passport) during the COVID-19 pandemic at the Class I immigration office of TPI Padang. <![CDATA[This research is based on the differences in the implementation of the Pilkada during the pandemic and the increasing participation of the people of Sungai Penuh city in the 2020 Pilkada compared to the public participation in the 2015 election, which increased by 3,889 people from the number of registered DPTs. Considering that Indonesia is facing a non-natural disaster, namely the COVID-19 pandemic with many regulations, policies and restrictions set by the government. This study aims to see the effect of the regional election policy during the pandemic on public participation in the elections of Sungai Penuh City. The reason for choosing the city of Sungai Penuh as the research location is because the city of Sungai Penuh is included in the 5 cities with the highest level of vulnerability according to the Bawaslu of Jambi Province. The research method used in this research is quantitative, combined with associative methods. Collecting data using a questionnaire method to respondents consisting of 156 people who were randomly assigned from 8 sub-districts in the city of Sungai Penuh. Data analysis used classical assumption test, partial test and simple linear test using SPSS Software Version 22.0. The results of this study indicate that the pilkada policy during the Covid-19 pandemic in the implementation of the 2020 elections had a significant effect on the level of participation of the people of Sungai Penuh city as much as 42.2%.]]>

<![CDATA[This research is motivated by problems that occur in the implementation of the function of the DPRD as a regional regulation maker which is considered to be still not optimally carried out, such as many DPRDs not using their initiative rights optimally, there are still many problems in the preparation of academic texts for making regional regulations, there are still disagreements between DPRD and the community and many others that the authors met related to the legislative function of the DPRD in 2018. This study aims to determine the implementation of the legislative function of the Sijunjung Regency DPRD in making the 2018 Sijunjung Regency regional regulations as well as the obstacles and efforts in implementing the legislative function. This research was conducted and processed using a qualitative descriptive approach, while the data collection techniques were carried out through interviews and documentation studies. Based on the results of research and discussion, it was found that the implementation of the legislative function of the Sijunjung Regency DPRD in making regional regulations for Sijunjung Regency in 2018 was still considered less than optimal, this was evidenced in the use of the initiative rights of the Sijunjung Regency DPRD, which was still minimal, as seen from 19 draft regional regulations, only 4 designs came from the initiative. Furthermore, there are also obstacles in the implementation of the legislative function of the DPRD which come from internal in the form of facilities and infrastructure, human resources and budgets and externally in the form of the environment around the organization and political culture. <![CDATA[This research is motivated by the problem that there are still many people with mental health disorders in Padang citywhich do not get treatment to overcome their illness and roam freely on the streets with a fairly low level of economy and education and some are not taken care of by their families. One of the ways we can help people who have mental health problems in Padang city, especially in Nanggalo District, we can see with the existence of a new idea or innovation of basic mental health public services carried out by the Nanggalo Health Center with the name Rasa Sejiwa Group with Ibu Fitri Diah as the originator and implementer.The Rasa Sejiwa Program itself was officially launched on February 13, 2017, with Kurao Pagang subdisrict as a pilot program. The Rasa Sejiwa program was created to improve medication adherence for people with mental health disorders, to provide assistance and health services for mental patients as well as socialization and counseling to the general public. The Rasa Sejiwa program in the Nanggalodistrict is expected to be able to overcome problems related to people who do not have money to go to the hospital and reduce the number of patient with mental health disorder who are neglected on the streets.]]>

<![CDATA[This research was motivated by the low participation of the job satisfaction State Civil Apparatus in Matur Distric, Agam Regency. There are stiill many problems that occur to the state civil apparatus in Matur Distric due the large number of civil servants who fell dissatisfied with their work , and so that the work they do is not optimal anymore. Therefore, the goverment of the Matur District of Agam Regency is expected to pay more attention to the level of integrity of the state civil apparatus so that the existing agencies in the Matur Distric so that the job satisfaction of the state civil apparatus can be increased and maximized. This research was carried out in several institutions such as the sub-district office, the rekigious court office and the agricultural office in the Matur Distric, Agam Regency. The data collection techniques were carried out through interviews, observations and questionnaires. Based on the results of the research and discussion it was found that integrity has a significant influence on job satisfaction of state civil servants in Matur Distric, Agam Regency. <![CDATA[An earthquake with the potential for a tsunami is a disaster that needs to be anticipated, especially the city of Padang, which is an earthquake-prone area with the potential for a tsunami. Considering the potential for this very dangerous disaster, of course it is necessary to make efforts to reduce disaster risk in order to prevent or at least anticipate the number of victims, both property and human life. Efforts to reduce disaster risk for the safety of human life, when an earthquake with a potential tsunami occurs, tsunami evacuation instructions have been installed by the Padang City Regional Disaster Management Agency, one of which is by making a blue line (Tsunami Safe Zone). The blue line (Tsunami Safe Zone) is an estimate of the area classified as safe from a potential tsunami. <![CDATA[Abstract This study aims to describe the potential development of the Van Der Capellen Market Tourism Object in Batusangkar City based on the Collaborative Governance perspective. This research is motivated by the existence of the Van Der Capellen Market as a new tourist attraction which was inaugurated in 2018. In the development of the Van Der Capellen Market, there are several parties involved, namely the local government, the GenPi organization and the community. With the involvement of various parties, this becomes a collaboration in the development of the Van Der Capellen Market tourist attraction. With the collaboration or cooperation carried out as well as support from various parties, it is hoped that the efforts to develop the Van Der Capellen Market Tourism Object can run properly. So that this tourist attraction can develop well and can be known by many people. This study uses a descriptive quasi-qualitative method. As a result, the collaboration carried out in the potential development of the Van der Capellen Market Tourism Object went well because the government and the community strongly supported the existence of the market. However, it is undeniable that in this development effort there are constraints due to budgetary funds so that the construction is not yet fully prepared. It is hoped that the government and related parties will further support the development of this market, so that this tourism object can develop well and also that people who sell tourism objects and local residents can be helped economically by this market.]]>

<![CDATA[Abstract This research is motivated by the occurrence offseveral problems in Countering Unlicensed Gold Mining (PETI) in the area of Perentak Village, Sungai Manau District, Merangin Regency which is seen in the Study parameters in Perentak Village, Sungau Manau District, Merangin Regency, which aims to determine Efforts to Improve Supervision, Work Quality and The Inhibiting Factors in Combating Unlicensed Gold Mining (PETI) in the Merangin Regency area, especially in Perentak Village. This research issa quasi-qualitative researchh. The results of the study show that the Efforts to Improve Supervision, Quality of Work and the Inhibiting Factors in Combating Unlicensed Gold Mining (PETI) in the Merangin Regency area, especially in Perentak Village and there are still many factors that hinder Efforts to Improve Supervision and Quality of Work of the Merangin Regency Government in Mining Management Unlicensed Gold (PETI). Abstrak Penelitian ini dilatar belakangi oleh terjadinya beberapa permasalahan dalam Penanggulangan Pertambangan Emas Tanpa Izin (PETI)ndiwilayah Desa Perentak Kecamatan Sungai Manau Kabupaten Merangin yang dilihat dalam parameter Studi pada Desa Perentak Kecamatan Sungau Manau Kabupaten Merangin, yang bertujuan untuk mengetahui Upaya Meningkatkan Pengawasan, Kualitas Kerja dan Faktor Penghambatnya Penanggulangan Pertambangan Emas Tanpa Izin (PETI)ndi wilayah Kabupaten Merangin khususnya di Desa Perentak. Penelitian ini merupakan penelitian kuasi-kualitatif. Hasil penelitian memperlihatkan bahwasanya belum optimalnya Upaya Meningkatkan Pengawasan, Kualitas Kerja dan Faktor Penghambatnya Penanggulangan Pertambangan Emas Tanpa Izin (PETI)ndi wilayah Kabupaten Merangin khususnya di Desa Perentak serta masih banyaknya faktor yang menghambat Upaya Meningkatkan Pengawasan Dan Kualitas Kerja Pemerintah Daerah Kabupaten Merangin Dalam Penanggulangan Pertambangan Emas Tanpa Izin (PETI).]]>
