Abstract

Clarity on sharia assessment criteria in Indonesia is important to build public confidence in the rapidly growing Islamic finance industry. While the challenge of the complexity of Islamic financial instruments exists, the development of shariah-compliant criteria is necessary. This clarity is not only vital for financial institutions and industry players but also has a direct impact on investor and consumer confidence. This research uses the literature method with a normative approach. Data is obtained from primary and secondary sources, then processed and analyzed descriptively and qualitatively. The literature study method is used to study and review various documents and literature related to Islamic economics and sharia. The conclusion of this research highlights that the clarity of sharia criteria in the Islamic financial sector requires a holistic approach. In-depth consultations between Islamic jurists and the establishment of a specialized institution involving scholars, academics, and practitioners of Islamic economics are considered essential to ensuring that the assessment criteria reflect Islamic values. The IMAN concept, which encompasses Islamic values such as worship, muamalah, amanah, and ihsan, is considered to improve the performance assessment of Islamic banks by considering both financial and non-financial aspects. The focus on integrity, justice, and social responsibility in muamalah is expected to change the paradigm of Islamic bank performance assessment into a holistic evaluation that reflects Islamic values. The IMAN concept is not only a performance assessment tool but also a clarification of sharia criteria in Islamic finance.

Abstract

Purpose – As the most Moslem populous country, Indonesia has a great potential in waqf assets and fund. The House of the Representatives has regulated Waqf Act No. 41/2004 as of 27 October 2004 to support the development of waqf in the country. Indonesia Waqf Board (abbreviated as BWI) was established by the President of the Republic of Indonesia as the implementation of this Act. The role is to become coordinating institution of existing nazhir (waqf managers) in managing and supervising waqf assets and fund. This paper aims to evaluate waqf management conducted by BWI. The paper also identifies the issues of waqf management in Indonesia by using SWOT (strengths, weaknesses, opportunities, and threats) analysis. Design/Methodology/Approach – The study employs both primary and secondary sources. The primary data is through the interview with the Vice Chairman of BWI, while secondary sources are through published regulation and reports, journal papers, and articles. Findings – Since its establishment, BWI has faced several strengths, weaknesses, opportunities, and weaknesses. The strengths include an independent status of BWI and good cooperation with other interrelated institutions. With regard to its weakness, the dualism between BWI and Waqf Directorate of Ministry of Religious Affair has been becoming further internal challenge for the Board. Moreover, lack of integration between BWI and other waqf institutions has also hampered BWI to achieve its objectives. The opportunities are the high Moslem population in Indonesia and great potential of waqf cash and land. On the other hand, the threats comprise lack of awareness and knowledge of the Moslem in Indonesia. Besides, the biggest threat occurs on the capacity of waqf managers (nazhir). Meanwhile, waqf land status, change in waqf land location, and controversy of cash waqf are considered as the other threats. Originality/value – This study is expected to provide the current condition in waqf management and its lesson learnt for the development of waqf in Indonesia, specifically, as well as in other countries, generally.

Abstract

This study aims to determine the role of Islamic economic publications in the development of research on financial system stability through mapping research results. This research was conducted on journal articles indexed by dimensions.ai from 2017 to 2021. The analysis was carried out by bibliometrics using the R Biblioshiny software. The results show that in general the development of journals that publish the theme of financial system stability is dominated by non-Islamic economic journals. There is only one journal that is most relevant to the theme of financial system stability in the field of Islamic economics and is in the top 20, namely "Journal of Islamic Monetary Economics and Finance". Likewise, only one journal that has a major impact on the field of Islamic economics is the "International Journal of Islamic and Middle Eastern Finance and Management". The most relevant writers on the theme of financial system stability are Li J, Wang Y, Zhang J, and Zhang Z. But the most productive is Li J and the one with the biggest impact is Chen Y. Then the country with the most citations is Hong Kong followed by the USA and India. Research with this theme is predicted to increase again in the years to come and is related to the impact of the COVID-19 pandemic. Meanwhile, the relationship with the Islamic economy has not been detected by the system.

Abstract

Abstract

The market is a place where sellers and buyers meet, where sellers and buyers interact with goods and services in the market. Sellers and buyers are not influenced by the market because it is a perfectly competitive market. The Islamic market mechanism is a market that existed at the time of the Prophet and the Islamic market here is more concerned with ethics and morals in bermuamalah. The market mechanism is without government intervention unless there are things that the government really needs, such as price hikes, the government will come down directly to overcome this. One of the figures of economic thought who discusses the market mechanism is Ibn Taymiyyah and Ibn Khaldun. The market mechanism according to Ibn Taymiyyah is that the price in the market is influenced by demand and supply. The government is fair to all people and thinks about market players so that it does not only think about the buyers of goods but also the sellers so that it is balanced. Meanwhile, according to Ibn Khaldun, there are four factors which, according to Ibn Khaldun, can influence the process of the market mechanism, namely price theory, value theory, work specialization and the state.

Abstract

One of the main indicators determining the success of zakat development is zakat distribution programs. Zakat must be disbursed according to the shariah principles. The existence of standardized fiqh of asnaf that becomes zakat recipients is extremely important. However, this fiqh of asnaf may differ from one country to another. This paper attempts to elaborate the concept of fiqh of asnaf in the distribution of zakat in Indonesia, by taking a case study of the highest government zakat institution, i.e. The National Board of Zakat of Indonesia (BadanAmil Zakat Nasional, abbreviated as BAZNAS).  Standardization of asnaf criteria has been done by the Advisory Council of BAZNAS, which has the authority to issue verdict related to collection and distribution of zakat. This paper finds that there are 11 articles in the Decision Letter of BAZNASAdvisory Council, which become guidelines in determining standard of zakat practices. For example, poverty line standard, which is used to define the poor and the needy, equals USD 2/capita/day. This standard is double than the standard of government poverty line. New concept has also been introduced, i.e. zakat muqayyadah. However, various important issues, such as definition of garimin and muallaf, need to be resolved immediately for future betterment.  JEL Classification: D64, Z12, Z18
