Abstract

The Village Revenue and Expenditure Budget (APBDes) serves as a key component of village administration, as it guides development priorities and the provision of public services. This study examines the implementation of APBDes management in Sidamukti Village, Baros District, Serang Regency, from the perspectives of both village officials and local residents. Using a descriptive qualitative design with a case study approach, data were gathered through interviews, observations, and document analysis involving village government representatives, community leaders, youth representatives, and residents. Data were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The findings reveal that APBDes management has generally incorporated the principles of participation, transparency, and accountability. Community involvement is evident through participation in village deliberation meetings, although attendance and active engagement remain relatively limited. Transparency efforts have been carried out through public meetings, information boards, and other communication channels, yet some residents still face difficulties in understanding the information presented. In terms of accountability, financial administration and reporting have been conducted in line with applicable regulations, although public access to accountability information could be improved. Several challenges were identified, including limited public participation, inadequate understanding of APBDes management among residents, and budget limitations that require the village government to prioritize certain development programs. As a result, not all community needs can be fully accommodated. Strengthening public participation, expanding the use of information technology, and improving transparency and accountability are therefore essential to support more effective village governance.

Abstract

Food is the most basic human need and also everything derived from processed biological resources, which is intended as food and drink for humans. Food politics is a term that includes not only food policies and legislation, but also aspects of production, control, regulation, inspection, distribution, and consumption of commercially grown food. How is the Power Relationship between the State and Farmer Groups in Mata Air Village, Kupang Tengah District, Kupang Regency? Research Objective: To Analyze the Power Relationship between the State and Farmer Groups in Mata Air Village, Kupang Tengah District, Kupang Regency. This research is a field study that uses qualitative research methods with a descriptive approach. The conclusion from the results of this study is that the power relationship factor greatly influences the development of agriculture in Mata Air Village. The government has a role in regulating the distribution of subsidized fertilizers so that they are evenly distributed to each farmer group. On the other hand, the heads of farmer groups have an equally important role, namely distributing to each farmer and cultivator according to their needs, namely the ratio of the amount of fertilizer to the area of ​​rice fields cultivated. Timely distribution of fertilizers from third parties, as well as irrigation channels that are repaired through the government. Thus, when all roles are carried out well, agricultural productivity can increase, which will have a significant impact on farmers' welfare.

Abstract

The implementation of restorative justice for students involved in criminal acts of brawling has become an important legal issue in Cianjur Regency due to the increasing number of juvenile violence cases. Conventional criminal justice mechanisms that emphasize punishment are often considered ineffective in addressing the root causes of juvenile delinquency and may create long-term social stigma for students. This study aims to analyze the legal regulation of restorative justice for student brawl offenders under Law Number 20 of 2025, identify the obstacles encountered by the Cianjur Police in its implementation, and examine preventive measures undertaken to reduce student violence. The research employs a juridical-sociological method with a descriptive-analytical approach. Data were collected through literature studies, field observations, and interviews with relevant stakeholders involved in handling student brawl cases within the jurisdiction of the Cianjur Police. The findings indicate that restorative justice has a strong legal foundation under Law Number 20 of 2025, provided that formal and substantive requirements are fulfilled. The primary challenges are technical and situational in nature, particularly regarding the consistency of parties during mediation and the monitoring of post-agreement implementation. The study further finds that preventive and pre-emptive strategies involving schools, families, communities, and local government institutions contribute significantly to reducing student brawls. The study implies that strengthening inter-agency coordination and optimizing restorative justice mechanisms are essential to ensuring child protection, promoting social reintegration, and creating a more humane and equitable juvenile justice system.

Abstract

This study aims to analyze power negotiation among the government, local figures, and private actors in land management within the Lasiana Beach Tourism Area, Kupang City, using a qualitative case study approach. Data were collected through in-depth interviews, field observations, and documentation involving informants from local government, site managers, local leaders, private sector actors, and MSME participants. Data analysis followed the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing, and was guided by John Gaventa’s Power Cube theory, which consists of dimensions of forms of power, spaces of power, and levels of power. The findings show that land management in Lasiana Beach results from complex and multipolar power negotiations among three actors. The government holds formal authority through regulations and policies but is not fully dominant due to hidden and invisible power exercised by local figures and private actors. Local figures rely on social and historical legitimacy to maintain influence, while private actors use capital strength and licensing access to strengthen their position. Power spaces include closed, invited, and claimed spaces that serve as arenas of negotiation. At the level dimension, local dynamics strongly affect policy implementation. Interactions among actors occur mainly through compromise, tolerance, and interest adjustment rather than open conflict. The study concludes that Lasiana Beach management is shaped not only by formal policy but also by social relations, informal practices, and strategic actor negotiations in coastal tourism governance.
