Abstract

This study aims to analyze the strategy for instilling anti-corruption values in students at the Malahayati Maritime Polytechnic and identify factors that influence the effectiveness of its implementation. Anti-corruption education is an important part of shaping students' character as future leaders with integrity, particularly in the transportation and shipping sectors, which have a high risk of fraud. This study uses a qualitative approach with a case study method. Data collection techniques were carried out through in-depth interviews, observation, and documentation with lecturers, cadets, and institutional management. Data analysis was conducted descriptively with a thematic approach. The results show that the strategy for instilling anti-corruption values is implemented through integration into the curriculum, habituation in campus life, lecturer role models, and extracurricular activities that support character building. The process of internalizing values takes place through cognitive, affective, and psychomotor stages that gradually shape student behavior that upholds honesty, discipline, responsibility, and compliance with regulations. However, several obstacles are encountered, including a suboptimal evaluation system, variations in students' levels of understanding, and external environmental influences. This study concludes that the success of anti-corruption education is largely determined by the synergy between the curriculum, academic culture, and role models within the educational environment. Therefore, strengthening policies, increasing the capacity of lecturers, and developing a comprehensive evaluation system are necessary to create a sustainable culture of integrity within higher education.
