Abstract

Public service innovation can be developed if there is synergy between the government, institutions as innovators, and the community. The purpose of this study was to measure the influence of community participation on the sustainability of public health service innovation programs in Makassar City. This type of quantitative research with data collection methods was carried out by distributing questionnaires and documentation, and data analysis using SPSS 21. The results of the significance test (t-test) showed that there was a probability value of 0.000 ≤ 0.05. This value can prove that community participation has a positive and significant effect on the sustainability of innovation. Simultaneous testing (F) obtained an F count of 908,705 and a probability of 0.000. Because sig 0.000 <0.05, it can be concluded that the community participation variable affects the sustainability of innovation. While the magnitude of the coefficient of determination (adjusted R2) = 0.695, meaning that the community participation variable affects the innovation sustainability variable by 69.5%, the remaining 30.5% is influenced by other variables not included in this research model.

Abstract

Investigating digital public service innovation in Indonesia is essential for improving practical applications and developing a unified theoretical understanding of digital innovation in the public sector. This research is particularly relevant in the global conversation about digital progress in both developed and developing nations. Indonesia's situation is uniquely instructive for several reasons: At the macro level, despite ambitions to become a digital economy, Indonesia faces the challenge of low internet penetration. At the meso level, governmental goals to digitize public services are hindered by unclear integration strategies within bureaucratic systems, revealing a gap between policy and execution. At the micro level, the need for digital literacy in the public sector is evident, but Indonesian civil servants currently fall short of the required standards, highlighting an urgent need for skill development. This study is crucial not only for enhancing local practices but also for contributing to a broader understanding of digital transformation in the public sector across different stages of national development. The research methodically reviews and maps digital public service innovation within the Indonesian context, employing a best practices approach and using the PRISMA flowchart for content analysis. Data was sourced from the Kemenpan-RB database on the Public Service Innovation Competition (KIPP) from 2014-2022. This database is a primary source of information on Indonesian Public Service Innovation and is noted for its reliability. The findings reveal a diverse range of strategies that balance interactivity with information delivery, internal efficiency with external engagement, and collaboration with self-reliance, providing a comprehensive view of the current state and potential future of digital public service innovation in Indonesia.

Abstract

This research seeks to prove the hypothesis regarding the performance of the Acting Governor of Aceh using the framework of Key Performance Indicators. The measurement variables for the Main Performance Indicators are Adaptability to Change, Financial Management, Infrastructure Development, Public Service, and Stakeholder Satisfaction. Since June 2022, Aceh Province has become a new chapter of leadership after the Helsinki MoU from the Military, this is in contrast to the message of the struggle, that the Military has a place in the hearts of the Acehnese people. So the presence of the military in the Aceh leadership system is interesting to study from its performance during its tenure. This research uses a quantitative descriptive method with data sources from questionnaires via Google Forms with 100 respondents, and data processing is carried out using Smart PLS software. The results of this research show an R Square value of 0.705, thus it can be concluded that 70.5% of the variation in the performance of the Acting Governor of Aceh can be explained by the independent variables in the regression model. R Square identifies quality in the form of strong/medium/weak categories. Several KPI variables that have a significant influence on the performance of the Acting Governor of Aceh are financial management, public service, and stakeholder satisfaction, with P Values ​​of 0.011, 0.020, and 0.035, with these results the performance of the Acting Governor of Aceh was successful in achieving the Main Performance Indicators. Meanwhile, the variables adaptability to change and infrastructure development with P values ​​of 0.405 and 0.343 do not have a significant effect on the performance of the Acting Governor of Aceh on the KPI Indicators.

Abstract

Unemployment is a serious challenge facing many countries around the world, including Indonesia. The government plays a crucial role in addressing this issue by implementing effective welfare-to-work (WTW) policies. This study examines the implementation of Welfare-to-Work (WTW) reform in Indonesia through an examination of the Pre-Employment Card Program (PECP) and Job-Loss Insurance (JLI) on unemployment figures. This study examines the use of digitalization in the implementation of the two programs. The study was conducted using qualitative methods with semi-structured interviews with a total of 37 participants (14 policymakers from the Ministry of Manpower and the Coordinating Ministry for Economic Affairs, 17 training providers related to the PECP and 6 participants). Secondary data was collected from previous studies with a total of 846 respondents. This study finds that digitalization can weaken jobseekers' motivation to access the full implementation of the WTW policy. The provision of helpdesks is beneficial for individuals who face difficulties in accessing digital services, especially those living in urban areas. However, digitization may not effectively support those who are geographically marginalized.

Abstract

This paper explores the application of machine learning (ML) techniques to project the future consumption of bio solar energy in Indonesia, aiming to inform and guide policy decisions in the energy sector. The transition to renewable energy sources is crucial for sustainable development, especially in emerging economies like Indonesia, which has shown a growing interest in bio solar energy. This research method uses Quantitative Research with Linear Regression and Sarima approaches. We employed several ML models, using Phyton which analyze with Multiple Linear Regression, Lasso Regression and Sarima, to analyze historical data on energy consumption, economicindicators, demographic changes, and technological advancements. Our findings indicate that machine learning models can effectively predict bio solar consumption trends, highlighting the influence of economic growth, urbanization, and technological innovation on renewable energy adoption. The models suggest an increasing trajectory in bio solar consumption, driven by policy incentives,technological advancements, and a growing awareness of environmental issues. The accuracy of ml predictions is contingent upon the availability and quality of data. Furthermore, the projections may not account for unforeseen economic or technological changes. Future research should focus on incorporating more dynamic data sources and exploring the impact of policy changes on renewable energy adoption. In conclusion, leveraging machine learning for policy projection offers a promising approach to support the growth of bio solar consumption in Indonesia. This study provides a foundation for future research and highlights the potential of ml in crafting informed, effective energy policies.
