Abstract

The implementation of South Korea's Southern Policy (NSP) has undoubtedly resulted in significant changes to the region's economic and political landscape. NSP may be viewed as a basis for Korea and a Southeast Asian nation to foster "co-prosperity and expand the scope for cooperation". This qualitative study makes use of policy document analysis as a methodology. The NSP serves as the primary source document for this research. The researchers evaluated the NSP in relation to the document's locus of education. Following that, these are examined in relation to the location and context. The locus of education analysis shows how NSP is typically moving southward in search of exchange. While education is included in certain requirements, it is viewed as restricted and insufficient in a variety of circumstances. The researchers have found other options to investigate in light of NSP's educational philosophy

Abstract

This Research will analyse and delves into one of the most notorious terrorist groups in today’s world Islamic State of West Africa commonly known as Boko Haram. Through this paper's medium, we will delve into one of the most brutal and heinous terrorist organisations that have created havoc which called as Boko Haram. Firstly, we will explore the historical origins of the Islamic state of western Africa formerly known as Boko Haram which is an affiliate of the Islamic State and also explore and understand the nature of the conflict in Africa. We will also delve into the links between the ISIS and Boko Haram and explore the modus operandi and strategies of the Islamic state in regrouping with the help of its affiliates in the new geographical territory after the fall of ISIS caliphate in Iraq and Syria in 2014. Additionally, we will provide counterterrorism strategies to prevent the rise Boko Haram in Nigeria and neighbouring countries.

Abstract

Since its first announcement in March 2020, the number of positive confirmed patients as well as patients under surveillance has increased exponentially. Recognizing the impact of Covid-19 on the poor, the government reallocated expenditure budget by increasing the amount of aid to the community. This paper focuses on social safety net policies, mainly in two programs: the Hope Family Program and the Sembako Program. Both of these aids are actually not any new programs, as they have been around since 2017, but the Covid-19 pandemic is adding to the economic burden of the household so that both of these aids are then increased in amount. Specifically, this paper focuses on two things. First, how the social safety net policy must be implemented according to the rules. Second, mapping the potential impasse that arises from the complexity of the policy itself. It is undeniable that the problem of bureaucratization always comes up more in every policy, with no exception for this social aid policy. By mapping out potential obstacles, this paper can provide a number of key solutions for resolving obstacles in the field.

Abstract

The World Health Organization (WHO) designated COVID-19 as an international pandemic of disaster. The COVID-19 prevention strategy requires the role of international governments, national governments, and also local governments. The Riau Islands is strategic closer to the neighboring countries, which will make the government more aware of the current and future disaster management, which will enable it to face the new normal phase after COVID19. This writing focused on forecasting analysis opinion (Dunn, 2018) identifying future developments. The study used for literature studies reviewed postcode-19 happening in the Riau Islands (content analysis). The researcher suggests two possible scenarios, for the first scene involving a second COVID-19 wave due to a weakness in disaster management. Then the second, new normal scenario will continue with applying policy forecasting. Researchers have also provided an alternative policy forecasting model with approach forecasting analysis: the Potential Future, Plausible Future, and Normative Future concept. This forecasting policy model is expected to be a disaster management guide by local governments in Indonesia.

Abstract

This paper discusses the case of immigration governance, responding to the Indonesian migration policy during the Covid-19 outbreak. It indicates the immigration policy in Indonesia has quickly changed every month, which becomes serious issues, for example, about overlapped authorities at borders, fragmented policy, border law enforcement disputes, and confusion about visa and residence permits policy. This paper applies the qualitative research methodology of a single case study with a theoretical framework approach. The study finds the migration policy and governance in Indonesia in the Covid-19 pandemic have incorporated the theory of governance with five propositions as described in Stoker (1998). However, the responsibility of cross-border sta- tion closure is blurred, which indicates no coordination among border agen- cies, and this may lead to blaming and scapegoating. The immigration policy at Indonesia’s borders illustrates a rigorous policymaking process but inconsistency where the policy instruments were revised and extended every month. The policy has not been designed for the situation after the Covid-19 crisis in Indonesia is declared over by the competent authority. This paper proposed the concept of integrated border management (IBM), policy formulation stages, and adoption of technology.

Abstract

It has been a long debate that politicians should not be involved in any organizations which has a primary purpose to educate civil society. Indonesia student regiment (Menwa) is an example of the organization which functions as a vessel for Indonesian students to encourage engagement in the field of national defense and tri-dharma, a responsibility to give contributions while students in university. However, for over 6 years, Menwa has been led by a politician who also becomes an active board in a political party. Considering the basic function of Menwa, ethically Menwa should be led by a professional without any political interest to keep maintaining the purity of the purpose. Despite its negative impact, there is also a positive consequence. Politician who becomes a leader in the organization can share political knowledge and value to the members to become active citizens, particularly enhance the political participation of its members. This study aims to identify a relationship between supporting politician as the leader and three aspects of psychological orientation towards politics (POTP). Result shows that members who support the leader (politician) tend to have higher scores in political efficacy (PE) and political interest (PK), two fundamental variables which are needed in democratic country than the other groups.

Abstract

This paper utilizes NVivo 12 Plus, a type of qualitative data analysis software, for qualitative document content analysis as a means of understanding informal fiscal policymaking practices, including bribery, corruption, collusion, lobbying, negotiation, and transactional politics. Use of NVivo 12 Plus for qualitative document content analysis facilitated the management, analysis, and visualization of data on informal fiscal policymaking. More specifically, qualitative content analysis of decisions of the Supreme Court of Indonesia revealed that informal fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. This paper contributes a qualitative research design that can be used to explain informal practices in fiscal policymaking and budget management.

Abstract

The productivity of the Nigeria Customs Service (NCS) has ripple effect on all the sectors of the Nigeria economy and this is because the Customs is considered a policy instrument for enforcing trade policies and enhancing growth of domestic economy through boarder protection. However, the performance of the NCS has experienced a decline in unit of transactions recorded from 2015-2019 and had frustrated the ease of business transactions in Nigeria. These challenges has been attributed to the recruitment procedure, training and development. Hence, this study examined the recruitment, training and employee productivity in the Nigeria customs service. A mixed research design was adopted with a population of 7,347 officers and men of the NCS. A sample size of 383 was computed through Krejcie and Morgan sample-size determination formula. The study adopted the stratified random sampling to select the officers and men of the NCS in Abuja and Lagos command units from three management cadres. Questionnaire and interview guide were the instrument of data collection. Response rate of 87.7% was achieved, and data were analyzed and presented through descriptive and inferential statistics. Findings revealed that recruitment and selection had significant effect on employee productivity (R2 = 0.054; β= 0.189; t= 4.385 p< 0.05); training and Development had significant effect on employee productivity (R2 = 0.100; β= 0.269; t= 6.086; p< 0.05) in the Nigeria Customs Service. This study concluded that human resources management practices had weak effect on employee productivity in the NCS. The study recommended that the leadership of the NCS to adopt strategichuman resourcemanagement practices; one thatidentify required humanresource needthroughethicalprocessandidentify areaofneedofthe human resource and tailortraining programmes in the direction to help redirecttheenergy ofitpersonnelto deliver superior-world classpublic service.

Abstract

Elections in many developing countries such as Nigeria remain complex and cannot be handled solely by the government, as a vibrant print media is part of this exercise. Unfortunately, the Nigerian electoral process cannot be said to enjoy free, fair, and credible elections. Research design for the study was descriptive research, which combined both qualitative and quantitative methods. The sample was divided into two categories of a total of eight hundred and twenty (820) questionnaire respondents and sixteen (16) key respondents and interviewees from the Federal Capital Territory (FCT), Abuja and Lagos State, being the hub of media establishments and highly cosmopolitan locations in Nigeria. The study used survey, interview, and observation methods of data collection. Quantitative analysis was done using responses elicited from structured questionnaires. Content analysis of qualitative data was carried out on the selected 10 print media publications based on national spread. Findings showed that the print media contributed to creating better perception of the nation’s electoral process by international observers (Mean = 3.9497, St.D = 2.20417), the print media embarked upon improper reportage, selective coverage and failed to report actual happenings during elections because of undue influence by politicians and proprietors media establishments, thereby misinforming the people. The study concluded that the print media is important for smooth electoral process during the period of the study (1999-2019), despite challenges such as inadequate funding, and non-adherence to professional ethics by some print media journalists. The paper recommends that the print media should be protected from undue influence by politicians and proprietors, to strengthen the electoral process in Nigeria.

Abstract

Internet plays an important role as a medium of political communication, including its power forfunding political campaigns known as crowdfunding. The success of crowdfunding inseveral countries,thenadopted by West Java volunteers to raise funding political campaigns for Ridwan Kamil and Uu Ruzhanul Ulum in 2018 Governor Election. Socialization was carried out by uploading a video on title Udunan Warga (Funding from the Residents) which caused political discussion among virtual communities on Ridwan Kamil‘s Facebook. The existence of virtual communities in discussing political fundraising campaign ideas has an important role in supporting crowdfunding success.The reason is virtual communities have a potentialto discuss shared interests and are very likely to have shared group consciousness to support crowdfunding movements.This article aims to explain how the crowdfunding mechanism carried out by West Java Volunteers and how the process symbolic convergence of netizens related to raise funding political campaign on Ridwan Kamil’s Facebook which presents shared group consciousness. This study uses a case study method and data collection techniques using online observation, interviews and documentation. The theory used was symbolic convergence which was popularized by Ernest Bormann to see the construction of shared consciousness among the netizens after seeing the video of Udunan Warga (Funding from the Residents). The results showed that (1) the crowdfunding mechanism carried out involved West Java volunteer as fundraisers, the site https://jabarjuara.id as intermediary platform and netizens as donors; (2) the process of crowdfunding symbolic convergence on Ridwan Kamil’s Facebook took place in stages ranging from basic structure, message structure, dynamic structure, communicator structure, medium structure and evaluative structure. A rhetorical vision appeared in relation to the basic message, namely “Dukung Udunan WargaDemi Jabar Juara” (support crowdfunding for West Java become champions). Then rhetorical visionsucceededin raising shared group consciousnesswhich notonly supported crowdfunding atthe discourse level but also donated their money for the campaign costs of Ridwan Kamil and Uu Ruzhanul Ulum.
