Abstract

The Aceh Special Autonomy Fund (Otsus), granted after the 2005 Helsinki Agreement, was intended to accelerate development, reduce inequality, and strengthen regional governance. However, two decades of implementation reveal a paradox: despite large fiscal transfers, improvements in welfare remain limited. This study aims to analyze the dynamics of stakeholders in the management of the Aceh Otsus Fund using Mendelow’s Matrix (1991). The research relies on secondary data from policy documents, reports, and academic studies to map actors’ levels of power and interest. The findings indicate that the Aceh Provincial Government and the Aceh Regional Parliament hold both high power and interest, placing them in the Key Players quadrant. Nevertheless, weak coordination between these actors has resulted in policy–implementation gaps. Meanwhile, the Central Government and the Supreme Audit Board act mainly as supervisors, exercising significant power but with limited direct interest in implementation, which reduces local effectiveness. Civil society groups and vulnerable communities remain marginalized due to the dominance of political elites and bureaucrats. The study concludes that strengthening transparency, enhancing community participation, and improving communication among stakeholders are critical for better fund management. Future research should adopt mixed-method approaches and conduct comparative studies with other autonomy regions to enrich analysis and policy recommendations.

Abstract

This study aims to analyze the effectiveness of the Pick Up the Ball program through the PECEL DESA innovation in Rokan Hulu Regency and to assess its impact on increasing ownership of population administration documents. The research employed a qualitative descriptive method, with data collected through interviews and documentation. Data analysis followed the stages of data reduction, data presentation, and drawing conclusions. The results show that the PECEL DESA program in Rokan Koto Ruang Village, Rokan Hulu Regency, has been effective in improving population administration services. Effectiveness is assessed using Riant Nugroho’s principles of accuracy: program, implementation, and target. In terms of program accuracy, PECEL DESA facilitated access for residents living far from the regency capital by simplifying the process of obtaining documents and reducing service time. Regarding implementation, the program was carried out in line with established Standard Operating Procedures (SOPs). In terms of target accuracy, the number of electronic ID card (e-KTP) holders increased significantly, reaching 98.12% of the village population. The study concludes that the PECEL DESA program is an effective innovation in strengthening village-level population administration services and can serve as a model for similar initiatives in other regions.

Abstract

This study aims to describe the Implementation of the Child Identity Card (KIA) Program at the Population and Civil Registration Office of Bukittinggi City. KIA is implemented based on the Regulation of the Minister of Home Affairs Number 2 of 2016 concerning Child Identity Cards. In the implementation, there are stakeholders involved, namely schools, LPKA Class II Payakumbuh in Tanjung Pati, and Bukittinggi City Hospital. This study was analyzed using the implementation theory according to Donald Van Meter and Carl Van Horn. The research method used is descriptive qualitative, with data collection techniques through interviews and documentation. Then the data validity technique uses source triangulation. The results of the study indicate that the Implementation of the Child Identity Card (KIA) Program at the Population and Civil Registration Office of Bukittinggi City has not run optimally. As the indicator of justice in the effort to pick up the ball to school has not been carried out evenly in Bukittinggi City, human resources in terms of quantity are inadequate, there is still a lack of budget, and the existence of facilities that are in a damaged condition, less supportive social conditions, and constraints on economic conditions.
