Abstract

This study examines the impact of decentralization on governance and political accountability in Madagascar, where reforms aim to bring government closer to citizens and enhance service delivery, participation, and accountability. Despite these intentions, concerns persist about the practical effectiveness of decentralization at the local level. Employing a qualitative approach, the study draws on in-depth interviews with 40 participants, comprising 20 citizens from various regions and 20 political actors, including mayors, parliamentary assistants, and local officials. These perspectives reveal that decentralization has improved physical access to government structures and opened limited avenues for citizen engagement. However, its implementation remains weak and uneven. Key challenges include limited financial and technical resources, low administrative capacity, and ineffective accountability mechanisms. In many instances, responsibilities have been devolved without adequate support, leading to frustration among both citizens and local authorities. The findings suggest that meaningful decentralization requires not only the transfer of authority but also robust institutional frameworks, sustained capacity-building, and inclusive governance practices. By highlighting the lived realities of both citizens and officials, this study provides practical insights for policymakers and development partners seeking to enhance the effectiveness of local governance and strengthen democratic accountability in Madagascar.

Abstract

This study aims to determine how employee performance is in improving public services at the Woyla Barat District Office, West Aceh Regency, and to identify supporting and inhibiting factors for this performance. The research method used is qualitative with a descriptive research type. Informants were selected using purposive sampling techniques based on certain criteria that are relevant to the study. Data collection was carried out through in-depth interviews, direct observation, and documentation to obtain a comprehensive picture of employee performance and the factors that influence it. The results of the study indicate that employee performance in providing public services is quite good, seen from indicators of service quality, quantity of work, punctuality, work effectiveness, independence, and employee commitment which show positive results. The main supporting factors for employee performance are the attitude of serving the community in a friendly and sincere manner according to conscience and the availability of adequate facilities and infrastructure so that the service process runs smoothly. However, there are obstacles that affect performance, namely internal factors in the form of lack of employee discipline and external factors such as incomplete data brought by the community and the impatient attitude of the community when receiving services. In conclusion, the performance of employees at the Woyla Barat District Office is quite good, but improvements need to be made, especially in increasing employee discipline and public patience so that public services can be more optimal and satisfy the community as a whole.

Abstract

The implementation of the population administration data processing system at the Loka Jaya Village Office is an essential part of efforts to improve the efficiency and accuracy of population data management at the village level. This system aims to streamline the process of recording, updating, and managing population data needed for various public services, including social assistance, education, and healthcare programs. This study analyzes the implementation of the system at the Loka Jaya Village Office, focusing on its effectiveness, the challenges faced, and its impact on public service delivery. The research method employed is a descriptive qualitative approach, with data collection through interviews, observations, and documentation. The results show that although the population administration data processing system has had a positive impact on time efficiency and data error reduction, several challenges remain, particularly related to the limited human resources and existing technological infrastructure. Additionally, further training for staff is needed to maximize the potential of the system. Overall, the implementation of this system has made a significant contribution to improving the quality of public services in Loka Jaya Village.

Abstract

This study aims to determine the description of the abilities of male and female non-Muslim students during their education at Teuku Umar University, which is a Special Autonomous Region with a focus on implementing Islamic Sharia. The research method used is qualitative with 38 informants, consisting of 2 non Muslim students, 1 Muslim student who is a peer of the non-Muslim informant selected by purposive sampling, and 35 Muslim students selected by random sampling. The results of the study showed that there were no significant obstacles in the interaction and adaptation of non-Muslim students to the learning environment, although initially there was a feeling of discomfort, especially for non-Muslim female students when dealing with Muslim female students who wore headscarves or hijab. Islamic Sharia courses can be replaced with a certificate from the religious leader of the student concerned. The experience of culture shock experienced by non-Muslim students is considered a valuable experience. However, the limited understanding and views of each other's religion, culture, and customs require non-Muslim students to be more careful in mingling. This is sometimes considered by Muslim students as a form of self-exclusion and arrogance. Access to education is not limited; all students, both Muslim and non-Muslim, have the same rights. Regarding culture, there are differences that are felt as natural, despite protective efforts from Muslim student groups that sometimes seem discriminatory.In conclusion, despite religious and cultural differences, non-Muslim students are able to adapt well to the environment of Teuku Umar University which is based on Islamic Sharia, with equal rights and access, but it is necessary to increase interfaith understanding to reduce misunderstandings and exclusive attitudes.

Abstract

This study examines the phenomenon of citizen participation through digital media and its implications for accountability and regional policy formulation in Lampung Province. Starting from the rapid penetration of the internet and the digitalization of regional government services, this study explores the opportunities and challenges of e-participation to expand transparency, responsiveness, and the quality of regional governance. Using literature study methods and secondary data analysis, this study answers questions about the urgency of digital participation, theoretical foundations related to e-governance and digital democracy, an overview of the phenomenon of digital participation of Lampung citizens, and policy recommendations for strengthening regional accountability. The results of the study show that digital participation in Lampung has grown significantly, as seen from the example of the virality of citizen criticism regarding infrastructure that triggered responses from regional and central governments. Digital participation also has a positive impact on increasing transparency and the quality of regional policies. However, challenges related to digital literacy, technological gaps, and bureaucratic resistance still need to be anticipated so that digital civic engagement can grow inclusively and have a real impact on regional government.

Abstract

The creative economy sector is the focus of economic growth in Probolinggo Regency, but there is no connectivity and equality with each other. Therefore, the role of the government must be maximized. The objectives of this study are (1) to emphasize the role of government in the development of the creative economy in Probolinggo Regency, (2) to investigate the factors that encourage and inhibit the development of the creative economy in Probolinggo Regency, and (3) to determine how local governments handle problems related to the development of the creative economy. Descriptive qualitative methods with quantitative data analysis were used in this study. The results of the analysis show that the government's function as (1) regulator, (2) catalyst, facilitator, and supporter, and (3) city supervisor is running well. In addition, the government's function as (4) consumer, investor, and even entrepreneur must be improved. Among the factors that encourage the development of the creative economy are the increase in the creative and digital sectors, the availability of the Probolinggo Regency Creative Economy Ecosystem Forum, the increase in domestic products, and the demographic bonus of the population. On the other hand, factors that hinder the development of the creative economy are the lack of facilities and start-up coaching, the less than optimal management of the Probolinggo Regency Creative Economy Ecosystem Forum, and the difficulty of getting creative products on the market. In Probolinggo Regency, the implementation of the creative economy is running quite well. However, improvements are needed to optimize the creative economy.

Abstract

Many studies on poverty have been conducted using a development approach, which has evolved to include typologies of poverty (structural and cultural poverty), factors causing poverty, and government policies to combat it. One of the current focuses is the feminization of poverty, given that women are a large social entity but are structurally vulnerable. This article explores the relationship between local government policies and women's poverty, particularly the implementation of Islamic Sharia law in Aceh as a local policy. While Sharia policies are nominally intended to provide protection and security for women, in practice, these policies have not been fully gender-responsive. Research findings indicate that poor women in Aceh face double pressures due to economic poverty and social restrictions based on conservative interpretations of Sharia law and a strong patriarchal culture. Through a qualitative approach and feminist political economy analysis, this article concludes that local policies that do not integrate a gender perspective actually exacerbate the feminization of poverty. Therefore, participatory and inclusive Islamic gender justice-based policies are needed to create effective protection and empowerment for poor women in Aceh.

Abstract

This study aims to analyse and explain the effectiveness of the Farmer Welfare Improvement Programme in Sidomulyo Barat Village, Tuah Madani District, Pekanbaru City. This study uses a descriptive research type with a qualitative approach. The informants in this study include the Head of the Agriculture and Fisheries Department of Pekanbaru City, the Head of the Agriculture Division and Extension Officer, the Coordinator of the Agricultural Extension Office (BPP) Tampan, the Field Agricultural Extension Officer (PPL) Tampan, and members of the Baskara Jati Farmers' Group. Data was collected through observation, interviews, and documentation. The data analysis technique used was to assess and conclude that the effectiveness of the Farmer Welfare Improvement Programme in Sidomulyo Barat Village, Tuah Madani District, Pekanbaru City, has not been maximised, as farmers perceive the Farmer Welfare Programme as not yet providing sufficient benefits through various activities that can realise and support farmer welfare. There are still limitations regarding land availability, as much of it has been converted for other uses, and some members have not yet been involved in training.

Abstract

This study aims to evaluate the effectiveness of the PUPM Scholarship Program in enhancing educational access for students at Muhammadiyah Islamic Boarding Schools (Pesantren). Employing a qualitative research design, data were collected through in-depth interviews with scholarship recipients, program administrators, and key stakeholders. The findings reveal that the program significantly alleviates financial barriers, allowing students—particularly those from low-income backgrounds—to pursue education without the burden of tuition and related costs. Additionally, the program provides academic support, including tutoring and language enrichment in Arabic and English, which enhances students’ learning experiences and self-confidence. Beyond academics, the scholarship fosters personal development by encouraging leadership and community service, aligning with Muhammadiyah’s core values. However, challenges remain, including limited awareness among potential applicants, initial communication gaps, and concerns over long-term financial sustainability. Participants emphasized the need for improved outreach and donor engagement to ensure the program’s growth and inclusivity. Overall, the PUPM Scholarship Program demonstrates strong potential in transforming the educational landscape of Muhammadiyah Pesantren. By addressing its existing challenges, the program can continue to empower underprivileged students, promote social responsibility, and contribute to a more equitable education system aligned with the vision of Muhammadiyah.

Abstract

This study aims to analyse the role of the Sabang Merah Award Programme in Sanggau Regency in optimising the contribution of Corporate Social Responsibility (CSR) to regional development, particularly in increasing company participation, directing CSR fund allocation, and creating synergy between the private sector and the government. The method used is a literature review with a descriptive-qualitative approach, collecting and analysing data from government reports, scientific journals, and related articles. The research findings indicate that this award has successfully increased corporate engagement and the amount of CSR funding support. This success is driven by the implementation of a transparent evaluation mechanism aligned with regional development priorities. However, the study also identified challenges that need to be addressed, including programme sustainability, strengthening CSR assessment indicators, and the need for long-term impact evaluation. Overall, the Sabang Merah Award has proven to be an effective policy instrument and an innovative model with the potential to be adopted by other regions to maximise CSR contributions towards sustainable development.
