Abstract

This article examines the impact of the implementation of the Family Hope Program (PKH) in improving the welfare of the people of Mayasari Village, South Pamona District, Poso Regency. This study uses descriptive qualitative types and approaches. Data collection techniques are carried out through observation, interviews, and documentation. The results of this study show that the implementation of PKH in Mayasari Village, South Pamona District has an impact on the beneficiary communities in the fields of education, health, and social welfare. This PKH can reduce the burden of poor household expenses, especially helping with education and health costs, but has not been able to improve the welfare of beneficiaries. Because PKH beneficiary families are highly dependent on the assistance provided, the family's welfare has not improved. On the other hand, this program has an impact on the community outside the program, namely social jealousy The implementation of PKH in Mayasari Village also encounters several problems, namely the uneven distribution of aid because there are still many poor families who have not received assistance and the use of PKH assistance outside the education and health components as well as the lack of commitment of the recipient community in the health sector who are lazy to check their health and immunize their toddlers,  and there are some PKH beneficiary children who are lazy to go to school The continuity of this program requires a more comprehensive approach, including knowledge of financial management and the development of financial independence. In addition, community participation in government programs must also be increased so that a sense of ownership and collective responsibility to improve the standard of living is created.

Abstract

Poverty remains a significant challenge in Indonesia, including in Bantul Regency, despite a decline in national poverty rates as of March 2023. This study evaluates the role of LAZISMU Bantul in addressing poverty through educational and economic empowerment programs. Employing a descriptive qualitative approach, data were collected via direct observations, in-depth interviews with key participants, and document analysis. The research framework integrates theories of poverty alleviation, community empowerment, and program evaluation, focusing on monitoring and impact assessment to understand program effectiveness.The findings highlight that programs such as Mentari and Sang Surya scholarships effectively reduce educational costs for underprivileged families and improve beneficiaries' academic performance. Economic empowerment initiatives, including support for UMKM (Micro, Small, and Medium Enterprises) and training programs like "Beda Warung," have increased income and self-reliance among participants. Despite these successes, challenges persist, particularly in ensuring the sustainability of supported businesses, due to inconsistent guidance and limited operational resources.This study concludes that LAZISMU Bantul’s integrated approach—combining financial management, marketing strategies, and beneficiary engagement—significantly contributes to poverty alleviation. To ensure lasting impacts, the study recommends enhancing volunteer capacities, improving monitoring systems, and boosting community participation. These measures are essential to sustaining the programs' positive outcomes and amplifying their influence on poverty reduction efforts in the region.

Abstract

This study examines the implementation of the 4% parliamentary threshold in Indonesia’s electoral system and its implications for proportionality and political representation. The Constitutional Court’s ruling on this regulation has sparked debates, as it is considered to contradict the principles of popular sovereignty, electoral fairness, and legal certainty. This research aims to evaluate the extent to which the parliamentary threshold aligns with democratic principles and contributes to the effectiveness of the party system. Employing a qualitative descriptive method, this study relies on legal provisions, official documents, and academic literature related to electoral laws and proportional representation.The findings indicate that, while the parliamentary threshold aims to streamline the party system, it often results in wasted votes, undermining the proportional nature of elections. Smaller or emerging parties are disproportionately affected, limiting their ability to represent their constituents effectively. This exclusion diminishes political inclusivity and restricts voter choices. Therefore, revising the parliamentary threshold is essential to balancing party system efficiency with fair political representation. Adjustments to the threshold would help reduce wasted votes, enhance electoral integrity, and strengthen public trust in the democratic process. A more inclusive electoral framework is necessary to uphold fairness and ensure that all political voices are adequately represented in Indonesia’s democracy.

Abstract

This paper attempts to analyze the impact of Anti-Deforestation Laws, specifically the European Union Zero Deforestation Regulation (EUDR), on smallholder oil palm farmers in Indonesia through the lens of Axel Honneth’s recognition theory. This paper aims to understand how the policy creates structural injustice and ignores the realities of smallholder farmers’ lives. The method used is critical discourse analysis, which highlights how the language and ideology in this policy shape global perceptions of sustainability. The results show that the policies contained in the EUDR function as tools for environmental conservation and reproduce a global power hierarchy that benefits developed countries. Thus, the bargaining position of smallholder oil palm farmers in Indonesia is being worsened, social exclusion is being created, and a global power hierarchy is being reproduced. This paper concludes that the Indonesian Government can formulate inclusive and responsive policies to farmers’ needs. The policy recommendations include providing access to land legality, training programs, and dialogue between the Government and farmers so that the injustices generated by the EUDR can be minimized, creating a more equitable and sustainable agricultural system in Indonesia.

Abstract

The purpose of this study is to identify the implementation of a democratic leadership style by the principal of SMK Muhammadiyah Majalaya in enhancing teacher performance. Principal leadership plays a vital role in shaping a supportive environment for professional development, characterized by the ability to inspire, provide individual attention, and empower teachers to reach their potential. This research employed a qualitative approach using data collection techniques including participatory observation, in-depth interviews, and literature review. The findings reveal that the democratic leadership style adopted by the principal has significantly contributed to improved teacher performance, evident through their active involvement in school decision-making processes. Key characteristics of this leadership style include respect for individuals, granting rights and opportunities, promoting active participation, accommodating diversity, fostering collaboration, providing feedback and evaluation, openness to ideas and change, and supporting continuous professional growth. These practices have fostered a harmonious work environment, increased teacher motivation, and enhanced professional competence. In conclusion, the democratic leadership style not only strengthens internal school dynamics but also supports the realization of the institutional vision of SMK Muhammadiyah Majalaya by improving the quality of education and contributing positively to student learning outcomes.

Abstract

This research investigates the level of community trust in village heads within the contexts of 6-year and 8-year terms in Indonesia. Employing a qualitative approach, the study focuses on leadership theory and trust as its analytical framework. Research methods include in-depth interviews with village community members and participatory observation to gather deep, contextual data. Findings reveal significant differences in perceptions and trust towards village heads between the 6-year and 8-year terms. Extended terms provide greater opportunities for village heads to build stronger relationships, increase community participation, and plan long-term village development. Conversely, shorter terms place pressure on village heads to perform quickly and effectively. The implications of this research underscore the importance of leadership continuity, policy transparency, and community participation in fostering sustained trust at the village level.

Abstract

The General Election (Pemilu) is an important element in the democratic system that requires the neutrality of village heads to ensure the continuation of free and fair elections. This study aims to analyze the role of the Election Supervisory Agency (Bawaslu) of Boyolali Regency in overseeing and addressing violations of the neutrality of village heads in the 2024 Election. The approach used is normative legal research, which analyzes related regulations and the authority of Bawaslu in carrying out its supervisory duties. The research findings indicate that Bawaslu of Boyolali Regency plays a crucial role in overseeing village heads but faces various obstacles. The difficulty of gathering evidence, limited human resources, and political pressure at the local level are the main challenges in the supervision and enforcement process. In addition, the weak sanctions imposed on village heads who violate neutrality further undermine the effectiveness of supervision. This study recommends improved coordination between Bawaslu and relevant agencies, as well as the use of technology to strengthen oversight. More intensive socialization of the neutrality rules for village heads is also necessary to increase awareness and compliance with the applicable regulations. It is hoped that with these measures, the supervision of village head neutrality can be more effective, ensuring that the 2024 Election can take place transparently and democratically.

Abstract

This research discusses the neutrality of Civil Servants (ASN) in the 2024 General Election (Pemilu) and Regional Election (Pilkada) in Boyolali Regency. Elections are one of the main instruments in a democratic system, allowing the public to determine the leaders and policy directions that the government will take. Elections are a means of popular sovereignty conducted directly, publicly, freely, secretly, honestly, and fairly in the Unitary State of the Republic of Indonesia based on Pancasila and the 1945 Constitution. To realize the ideals of Indonesia as stated in the preamble of the 1945 Constitution, which declares that Indonesia needs professional ASN employees, meaning they must be free from political intervention, free from corruption, collusion, and nepotism, and able to provide appropriate public services. The type of research used is normative juridical, which involves examining laws and regulations, legal theories, and jurisprudence related to the issues discussed. This is used as the main approach to explore the law based on legal regulations, by studying and analyzing legal theories, concepts, and principles. Normative research is a process of finding legal rules, legal principles, and legal doctrines to address legal issues. In this case, this approach is used and connected to the problem being researched. The research results show that the principle of ASN neutrality has been regulated through several laws, including Law Number 5 of 2014 concerning Civil Apparatus, but in practice, neutrality is not observed by all ASN in Boyolali Regency. This has resulted in significant impacts on the stability of the government and public services. If the neutrality of ASN in elections and regional elections is implemented, it would strengthen the foundation of a healthy democracy and give the public confidence that every vote carries equal weight in the process of forming a government. There is a need for improvements and strict supervision by the Election Supervisory Board (Bawaslu) of Boyolali Regency during the evaluation of the 2024 elections and regional elections, hoping that oversight of neutrality and the imposition of firm sanctions on ASN who violate neutrality can be more optimal, ensuring that the elections can proceed transparently, honestly, and democratically in the following elections and regional elections.

Abstract

This study aims to assess the effectiveness of the Elderly Care and Affection Program in improving healthcare services at the Suak Ribee Village Health Center, Johan Pahlawan District, West Aceh Regency. The program is designed to enhance the well-being of the elderly through early disease detection, health education, and regular monitoring of physical conditions. Employing a descriptive qualitative method, the study involved primary informants including health center personnel and elderly participants. Data were collected through direct observation, in-depth interviews, and documentation, and analyzed systematically through data reduction, data presentation, and conclusion drawing. The findings indicate that the program is effective in providing relevant education, conducting routine health monitoring, and facilitating early identification of health issues. Socialization efforts, including counseling and home visits, have increased elderly awareness of healthy lifestyles and strengthened psychosocial support. The active involvement of families and healthcare workers has also improved interpersonal relationships and reduced social isolation among the elderly. However, challenges persist, particularly in reaching those residing in remote areas with limited service access. Strategic improvements, such as flexible visitation schedules and increased monitoring intensity, are necessary to enhance service coverage. Overall, the program significantly contributes to the physical and psychosocial well-being of the elderly, with broader positive impacts on families and the community.

Abstract

This research explores the policy advocacy role of the Jambi City Social Service in alleviating poverty through the Family Hope Program (Program Keluarga Harapan/PKH). The study aims to examine how the Social Service implements and impacts poverty alleviation efforts via PKH, particularly in targeting pre-prosperous families. Using a qualitative method, data were collected through observations, interviews, and documentation. The findings indicate that the Jambi City Social Service plays a strategic role in conducting validation and selection of PKH recipients based on poverty criteria defined by the Central Statistics Agency, focusing on housing conditions and family income. In Jelutung District, the validation team inspects whether potential recipients live in non-owned residences with minimal housing standards—such as dirt floors and tin roofs—and have household incomes under one million rupiah. Supporting evidence, including photographs, is gathered to justify eligibility. Post-validation, data are submitted to the Ministry of Social Affairs, which performs a final verification. From 50 validated families, only about 30 were approved, highlighting the strict filtering process. This study concludes that effective policy advocacy and strict validation mechanisms are essential for accurate targeting and successful implementation of PKH as a poverty alleviation strategy.
