Welcome to the Perkembangan Kajian Sosial or PERKASA Journal. This is an alternative journal for writers with a big vision of supporting the exchange of useful global information on a local scale, reducing access to knowledge from the ivory tower of higher education, bridging knowledge gaps, especially those related to the latest social science studies. Therefore, we hope that the results of research and studies in this journal can be enjoyed free of charge by the general public, not limited to academics or educators, researchers, state officials and social activists. Perkembangan Kajian Sosial or PERKASA Journal is a peer-reviewed scientific journal dedicated to promoting research results and theoretical and empirical reviews related to social sciences in Indonesia, Asia and internationally. This journal welcomes valuable articles in two languages, namely Indonesian and English. All manuscripts will go through an eligibility selection process by the editor and review by reviewers who are competent in their field, before being published on the journal page. Authors who wish to submit their manuscripts must comply with the writing guidelines. Writing guidelines can be read and downloaded on this page. This journal is published twice a year in April and October. The editor awaits the author best articles.

Abstract

This research aims to measure the impact of PT. XYZ towards employment and the economy of working families in North Konawe Regency. The research method used is qualitative using primary and secondary data. Data was obtained from the Central Bureau of Statistics and Company Data, with data collection techniques including observation, interviews and documentation. The research results show that the existence of PT. XYZ in Lasolo District, North Konawe Regency absorbs 35 workers from the local area and 15 workers from outside the area. Even though the number of employees is only 50 people, this company's contribution to employment reaches 0.10% of the total workforce in North Konawe. However, the role of PT. XYZ supports the economy of working families quite significantly, with an average contribution reaching 91.39% of family income. This shows that even though the number of workers absorbed is relatively small, the economic impact is quite large for the families of the workers involved.

Abstract

This research aims to answer the basic problems faced by Radio Republik Indonesia (RRI) Tolitoli in increasing the productivity and quality of broadcasting facilities and infrastructure. Using a qualitative approach and descriptive research methods, this research was conducted at the Republic of Indonesia Radio Public Broadcasting Institute (LPP RRI) Tolitoli over a three-month period. Primary data was obtained through direct observation and in-depth interviews with six informants selected purposively. The research results show that RRI Tolitoli faces a number of challenges in increasing productivity and broadcast quality, especially related to poor infrastructure conditions. Through analysis of productivity and quality variables, research findings highlight the need for improvements in technical and managerial aspects. Although RRI Tolitoli has demonstrated a strong commitment to providing quality broadcasting services, there is still room for significant improvement in terms of technical infrastructure and resource management. The recommendations resulting from this research can become the basis for continuous improvement efforts in public broadcasting in Indonesia, with the main aim of meeting public demands for broadcasting that is informative, high quality and has a positive impact.

Abstract

The aim of this research is to find out and describe the performance of village-owned enterprises (BUMD) in Tanggetada Village, Tanggetada District, Kolaka Regency. Type of qualitative descriptive research. The research location is Tanggetada Village. The informants in this research consisted of the Tanggetada Village Head, village secretary, village treasurer, Chair of the Village Consultative Body (BPD), hamlet head, as well as the director, secretary, and treasurer of the Tanggetada Village-Owned Enterprise (Bumdes), including the Tanggetada Village community. Types and sources of data are primary data and secondary data. Based on the results of research regarding the performance of Bumdes on efficiency indicators, in terms of providing information to the public, it has not been implemented well. Bumdes and the village government are not thorough in conducting outreach to the community, so the Bumdes program is not yet fully known to the community. In terms of effectiveness, there is still a lack of public interest in purchasing Bumdes program businesses, coupled with business production, which has decreased due to limited capital. In the aspect of justice, community involvement in implementing the Bumdes program is still limited, as can be seen from the decline in sales production, coupled with sales prices that are quite different compared to other places. Meanwhile, in terms of responsiveness, the management of income from the Bumdes program to the village government is generally unknown to the community, and also the development of Bumdes' businesses has not been able to run well.

Abstract

This study aims to find out the role of the Tourism Office in Developing Ompo Nature Tourism in Soppeng Regency. This study uses a descriptive qualitative approach. Data collection was carried out using observation techniques, interviews, and documentation. The data obtained from the results of this study were processed using interactive model analysis, namely data reduction, data presentation, and drawing conclusions. The results of the study show that the role of the Paratourism Office in Developing Ompo Nature Tourism in Soppeng Regency has not been maximized. This is based on the existence of 3 role indicators, namely Motivator, Facilitator, and Dynamizer. These three indicators cannot be said to have not gone well. The Tourism Office has not carried out its role well as a motivator because of the lack of employee activity in carrying out its duties and functions as well as the lack of encouragement or even pressure that can move employees for how tourism in Soppeng district can progress and develop with the characteristics and uniqueness of different natural tourism. The role of the Tourism Office, which has not carried out its role properly as a facilitator, is seen from the facilities provided is inadequate. The dynamator has not done its role well, judging from the lack of significant development carried out by the Tourism Office to attract tourists to visit the ompo natural tourism.

Abstract

This study examines the pivotal role of digital leadership in driving government transformation. By leveraging advanced data analytics, governments can formulate more predictive policies and anticipate future challenges. Digital services enhance efficiency, accessibility, and transparency, fostering trust in government institutions. However, successful digital transformation hinges on effective leadership. Digital leaders possess the skills to navigate complex digital environments, cultivate digital mindsets, and identify opportunities. This research explores the competencies required for digital leadership, including data analytics, strategic thinking, and the ability to inspire and motivate teams. Furthermore, it investigates the impact of digital leadership on policy adoption, service delivery, and organizational culture. Through a comprehensive literature review, this study contributes to the understanding of how digital leadership can accelerate government modernization and improve public service delivery.
