Abstract

After the fall of ISIS, the repatriation of former ISIS members to their home countries has become an important issue. The international community encourages the repatriation of ex-ISIS families, especially children who have suffered in refugee camps in Syria. Likewise, the Indonesian government is still open to repatriating orphans under the age of 10. This study aims to determine the threat of repatriation of former ISIS FTF children to Indonesia, as well as intelligence strategies in anticipating the threat. This research uses a qualitative approach based on an inductive perspective. The results show that the repatriation of ex-ISIS FTF children may pose a moderate threat. The intelligence strategy to anticipate the threat is the use of tools or methods, including regulations and resource support from various institutions, equipped with the right way to achieve the goal of minimizing or eliminating threats, with a focus on early detection and early warning.

Abstract

This research aims to analyze Indonesia's diplomatic strategy in BRICS as an effort to bridge national interests with the dynamics of global political balance. Indonesia's membership in BRICS, which officially began in January 2025, is a strategic step to strengthen the country's economic, political, and geopolitical position amid the global polarization between the US and China. Economically, BRICS opens up great opportunities for Indonesia to diversify export markets for key commodities such as CPO, coal, rubber and natural gas to non-traditional partners such as India, Russia and Brazil. In addition, Indonesia also utilizes funding from the New Development Bank (NDB) to finance national strategic projects, including infrastructure and green energy transition. However, challenges remain, especially in managing the risk of economic dependence on China which dominates two-thirds of the total BRICS GDP as well as competition with other members in similar commodity sectors. Politically, BRICS membership strengthens Indonesia's position as a “bridge” between the Global South and developed countries, while promoting more inclusive global governance reforms. This research uses a descriptive-analytical approach with qualitative methods to explore Indonesia's diplomacy strategy in BRICS, focusing on economic, political, and soft power aspects. The results show that BRICS membership provides significant benefits for Indonesia, both in terms of market access and geopolitical influence, but also requires caution in maintaining balanced relations with global powers such as the US and the European Union. This research recommends strengthening negotiation capacity across sectors, optimizing the NDB for green projects, and an ASEAN-based inclusive diplomacy strategy to manage internal BRICS tensions, such as Sino-Indian rivalry. Thus, BRICS becomes a multidimensional instrument for Indonesia to strengthen economic sovereignty, political stability, and national security amid increasingly complex global fragmentation.

Abstract

This study seeks to examine the potential risks Indonesia may face as a result of granting Permanent Stay Permits to couples in mixed marriages in North Jakarta. This issue has gained importance due to the rising number of Permanent Stay Permit applications from mixed marriage couples, with Indonesian citizens acting as sponsors. Furthermore, there are concerns that this policy could pose a threat to national security, necessitating a thorough analysis of its potential impacts. The research employs a descriptive qualitative approach, utilizing threat and vulnerability analysis theory by Hank J. Prunckun to assess the risks associated with granting Permanent Stay Permits to mixed marriage couples. To support a detailed data analysis, the study also utilizes ATLAS.ti 9 software, which enables the systematic and efficient organization, extraction, and evaluation of qualitative data. The findings indicate that the lack of data integration within the immigration system hinders comprehensive background checks on foreign nationals married to Indonesian citizens. This raises concerns, as the absence of such checks could create future security risks, particularly in light of the “selective policy” that aims to allow only foreigners who benefit Indonesia without compromising its security. Based on these results, the study recommends implementing the Prevention, Preparedness, Response, and Recovery (PPRR) strategy to enhance the safety and accuracy of the policy. The PPRR approach would help balance the facilitation of rights for mixed-marriage couples while protecting national security, allowing Indonesia to remain welcoming to beneficial foreign nationals while staying vigilant against potential threats. Therefore, intelligence plays a crucial role in addressing potential risks arising from the issuance of Permanent Stay Permits to mixed marriage couples in North Jakarta.

Abstract

The method of movement of terrorist groups continues to evolve so that dealing with them cannot be done with conventional methods, but requires support from other approaches. Geospatial intelligence (Geoint) is one of the intelligence gathering techniques that can be used to determine the distribution of terrorist groups presented in an image of a particular area equipped with risks and potential threats posed. This research aims to describe the development of the use of Geoint method in handling terrorism. The method used in this research is bibliometric with data sources from Google Scholar in the period of 2000 to 2024 and the keywords ‘geospatial intelligence, geospatial information system (GIS)’ and ‘terrorism’. The results of this study show that the trend of studies on Geoint in supporting intelligence operations in handling terrorism has increased from the beginning of 2000 to 2023. As for 2024, it is still below the achievement in 2023, but still has the opportunity to increase because this period has not ended.

Abstract

The illegal cigarette underground economy erodes state revenues, distorts the market, and threatens national economic stability through the practice of cigarette production and distribution by avoiding excise/tax levies and regulations. This study aims to analyze the threat of these illegal economic practices from an intelligence perspective. This research focuses on identifying causal factors, modes of practice, and their impact on national economic security, as well as intelligence analysis to formulate countermeasures. The research method uses descriptive qualitative through interviews, observations, and literature studies. The findings revealed five causal source factors, seven modes of practice, and three harmful impacts. Hank Prunckun and Robert Ring's threat assessment model places the underground economy practice of illegal cigarettes as a serious/high level threat. Intelligence analysis detected a potential state loss due to illegal cigarettes of Rp18.46 trillion in 2023, the level of cigarette consumption of the population that has not fallen, and a depressed legal cigarette industry, which can threaten the stability of the state budget and national development. Strengthening inter-agency collaboration and synergy, enhancing the role of customs and excise intelligence, community mobilization, and appropriate excise tariff policies are needed in an effort to confront and tackle that illegal practice.

Abstract

This study investigates the paradoxical emergence of "zero terrorist attacks" in Indonesia from 2023 to mid-2024, alongside the growing involvement of former terrorism convicts (ex-napiter) in illicit economic activities. While Indonesia’s counter-terrorism strategy has been hailed as successful in preventing violent extremism, reports indicate that numerous ex-napiter are actively engaged in illegal enterprises such as subsidized fuel smuggling, unauthorized mining, and unlicensed vehicle leasing. Utilizing a qualitative descriptive approach and drawing upon Abraham Maslow’s hierarchy of needs theory, this research explores the motivations driving these individuals from ideological militancy to economic criminality. Data were collected through document analysis and field interviews conducted in April 2025 across multiple regions. The findings reveal that unmet economic and psychosocial needs, particularly related to esteem and security, have led many former convicts to seek recognition and income through informal and illegal means. These developments raise critical concerns about the effectiveness of reintegration programs that prioritize ideological transformation over sustainable economic support. The article concludes by recommending an integrated reintegration model grounded in the fulfillment of human needs, community engagement, and localized governance reform. This framework aims to reduce recidivism, prevent radical resurgence, and ensure a lasting peace beyond the absence of physical violence.

Abstract

The excise policy on sugar-sweetened beverages (SSB), which has been regulated in Law No. 7 of 2021 concerning the Harmonization of Tax Regulations, faces significant implementation challenges, especially from the resistance of industry players. The purpose of this study is to analyze the potential threat of rejection of the excise policy on sugar-sweetened beverages (SSB) and formulate an intelligence strategy in dealing with these threats. The research was conducted using qualitative research methods with data collection techniques from in-depth interviews with relevant stakeholders, observations, and library research. The results of the study show that there is a serious threat of policy rejection, which is characterized by a systematic pattern of resistance from industry players through the construction of negative narratives, the utilization of financial capacity for policy interventions, and the momentum of post-pandemic economic vulnerability. Multinational companies with strong financial capabilities and extensive networks have the potential to intervene in the policy process through various strategic approaches. The research recommends the preparation of an integrated intelligence strategy through three dimensions: accelerating the issuance of Government Regulations, building an inclusive multistakeholder dialogue platform, and designing an accommodative transition mechanism. This strategy is formulated to prevent strategic surprises through scenario planning that formulates anticipatory and preventive measures for the implementation of the excise policy on sugar-sweetened beverages (SSB).

Using a qualitative approach, data were collected through interviews, observations, and documentation studies. The results of the study indicate that social exclusion, disparities in facilities, and lack of communication between communities are the primary triggers of conflict. This study emphasizes the importance of early detection and intelligence strategies in mitigating conflicts that can disrupt national stability. Abstract

Web3 technology echoes the paradigm of a secure, transparent, and privacy-preserving decentralized internet. Unfortunately, this digital transformation has opened up new opportunities for cybercriminals, for example online gambling bookies can utilize the Blockchain Domain Name System (BDNS) running on Web3 as a way to avoid tracking and blocking. This analysis aims to map the potential threats from misuse of BDNS technology through a two-dimensional scenario matrix approach using two main types of variables: (1) Native Web3 integration into popular browsers, and (2) Level of BDNS adoption by online gambling sites. The four scenarios produced will describe various levels of risk that require different mitigation strategies, in certain combination conditions will create the highest threat conditions where the conventional domain name blocking system is no longer effective in blocking online gambling sites. The results of this study are expected to identify weak signals from the evolution of online gambling threats, as well as become a basis for government agencies or policy makers in preparing anticipatory steps in dealing with the dynamics of digital threats in the Web3 era.

Abstract

Radicalism and terrorism pose a clear threat to Indonesia’s national security, impacting not only the political domain but also the country’s social cohesion, economic stability, and national integrity. This paper discusses intelligence strategies to counter these threats through defensive and offensive approaches. The defensive strategy involves preventive measures against the spread of radical ideologies, recruitment efforts, and the implementation of deradicalization programs. In contrast, the offensive strategy involves the disinformation efforts, the capture of key figures, and the disruption of financial resources. Drawing on Henry Prunckun’s holistic intelligence strategy model (2014), this paper highlights the importance of synergy between domestic agencies and international cooperation in safeguarding national stability. Through a comprehensive approach, intelligence strategies can serve as the front line in confronting the threat of radical terrorism.
