Abstract

Penelitian ini bertujuan untuk menganalisis  peran Locus of Control sebagai pemediasi pengaruh kepemimpinan etis terhadap kinerja pegawai Badan Perencanaan Pembangunan, Penelitian dan Pengembangan Daerah Kabupaten Maluku Tengah. Penelitian ini menggunakan pendekatan kuantitatif dengan metode asosiatif dan survei dengan teknik cross section. Populasi yang digunakan dalam penelitian ini adalah seluruh pegawai pada Bapplitbangda  Kabupaten Maluku Tengah sebanyak 48 orang, sehingga jumlah sampel ditentukan secara full sampling.  Data dianalisis dengan analisis jalur.Ha sil penelitian menyimpulkan bahwa (1) kepemimpinan etis berpengaruh positif dan signifikan terhadap kinerja pegawai, (2) kepemimpinan etis berpengaruh positif dan signifikan terhadap locus of control pegawai, (3) locus of control berpengaruh positif dan signifikan terhadap kinerja pegawai, (4) Kepemimpinan etis berpengaruh positif dan signifikan terhadap kinerja melalui locus of control pegawai.Kata kunci: Locus of Control, kepemimpinan etis, kinerja

Abstract

This study aims to analyze the influence of individual competence, communication, emotional intelligence and organizational culture on employee performance. The population in this study includes all employees at the Maluku Provincial Election Commission totaling 30 people with saturated sample determination. Analysis using multiple linear regression with the help of SPSS 20.00. The results showed that individual competence, communication, emotional intelligence and organizational culture had a positive and significant effect partially and simultaneously on employee performance at the Maluku Provincial Election Commission, where individual competency variables had the most dominant influence on employee performance at KPU Maluku Province.

Abstract

The public service standards outreach program in Ohoi Faan, Kei Kecil Subdistrict, Southeast Maluku Regency, aims to improve service quality for the community in line with excellent service principles. These standards include transparency, accountability, responsiveness, fairness, and effectiveness. Transparency emphasizes the importance of the village office providing clear, accessible, and open information, such as the types of services, process flow, and the rights and responsibilities of the public. This ensures the community understands the services they receive. Accountability requires service providers to take responsibility for their actions and decisions, adhere to established procedures, prevent discrimination, and maintain integrity. Responsiveness demands that staff respond promptly and appropriately to community requests and complaints, enhancing public satisfaction by meeting their needs efficiently. Fairness ensures that all residents receive equal services without discrimination based on race, religion, gender, or social status, fostering social justice. Effectiveness and efficiency focus on optimizing resources to deliver quality services while saving time and costs for both service providers and recipients. The outreach program also encourages active community participation in evaluating services by providing constructive feedback and suggestions. Service providers are expected to respond positively to feedback to achieve continuous improvement. By understanding public service standards, village officials can deliver services more professionally and responsibly, while the community feels valued and gains greater trust in the local government. This outreach initiative strengthens the relationship between the government and the community, creating a better service environment.

Abstract

Penelitian ini menganalisis kebijakan dana desa dalam mendukung program pemberdayaan masyarakat untuk penanganan stunting di Kecamatan Amahai, Kabupaten Maluku Tengah. Stunting, yang disebabkan oleh kurangnya asupan gizi pada anak, menjadi masalah kesehatan serius yang berdampak pada pertumbuhan dan perkembangan anak. Kebijakan dana desa diarahkan untuk meningkatkan kesejahteraan masyarakat dengan cara mengalokasikan dana untuk program-program kesehatan, seperti penyuluhan gizi, pemberian makanan tambahan, dan perbaikan akses layanan kesehatan. Pendekatan partisipatif dan kerjasama lintas sektor dipandang sebagai kunci keberhasilan implementasi program ini. Evaluasi terhadap kebijakan ini menunjukkan bahwa alokasi dana desa yang tepat serta pelibatan masyarakat secara aktif mampu memberikan dampak positif dalam menurunkan angka stunting di Kecamatan Amahai. Kebijakan ini juga diharapkan dapat terus berlanjut dengan pengawasan yang transparan dan akuntabel untuk mencapai target jangka panjang dalam peningkatan kualitas hidup masyarakat.

Abstract

Sekolah Luar Biasa (SLB) Negeri Batu Merah Ambon merupakan lembaga pendidikan inklusif yang melayani siswa dengan berbagai kebutuhan khusus. Penelitian ini bertujuan untuk menganalisis pengaruh employee engagement dan organizational citizenship behavior (OCB) terhadap subjective well-being (SWB) pegawai SLB Negeri Batu Merah Ambon. Metode yang digunakan adalah pendekatan deskriptif-kuantitatif dengan tipe korelasional sebab-akibat. Penelitian ini melibatkan 24 pegawai SLB Negeri Batu Merah Ambon dengan teknik sampel jenuh. Data dikumpulkan melalui kuesioner dan studi dokumentasi. Hasil penelitian menunjukkan bahwa employee engagement berpengaruh signifikan terhadap SWB pegawai. Semakin tinggi keterlibatan pegawai dalam pekerjaan, semakin baik pula kesejahteraan subjektif yang mereka rasakan. Selain itu, OCB juga terbukti memberikan dampak positif terhadap SWB, dengan menciptakan lingkungan kerja yang lebih harmonis. Kombinasi antara employee engagement dan OCB memberikan dampak yang lebih besar terhadap SWB pegawai. Budaya organisasi yang mendukung keterlibatan pegawai dan perilaku sukarela dapat memperkuat SWB secara keseluruhan, menciptakan suasana kerja yang lebih sehat dan produktif. Penelitian ini memberikan wawasan bagi pengelolaan sumber daya manusia di institusi pendidikan khusus untuk meningkatkan kesejahteraan pegawai.

Abstract

This study aims to influence organizational characteristics, competence and disciplineon employee performance. This type of research is a descriptive and associative approach.Based on this opinion, the population in this study were all 86 of employees of Bappeda SouthBuru Regency. Determination of the number of samples is based on a sample table developedby Issac and Michael, where if a population of 86 people, then at a 5% confidence level, thenumber of samples is determined as much as 79. Data were analyzed by SEM LISREL. Theresults showed that (1) organizational characteristics had a positive and significant effect onemployee performance as seen from the path coefficient that was positive at 0.37 with a t valueof 2.25 1.96. The biggest factor load value for organizational characteristics variable isresources, (2) competence has a positive and significant effect on employee performance asseen from the path coefficient that is positive at 0.60 with a t value of 2.32 1.96. The variablesthat contribute to the formation of competency latent variables are self-concept with a factorload of 0.68, meaning that to improve employee competence, it is necessary to improve theawareness of self-concept, (3) discipline has a positive and significant effect on employeeperformance as seen from path coefficient which is positive is 0.47 with a value of t value 2.671.96. The variables that contribute to the formation of disciplinary latent variables arecompliance by 0.67, which means that employee discipline can be seen from the level ofcompliance with regulations and to superiors.

Abstract

This study aims to determine the implementation of public service policies in the Teluk Waru Sub-District Office, East Seram Regency in terms of indicators of communication, resources, disposition and bureaucratic structure. This research was designed using a qualitative approach. Informants were employees of the Teluk Waru Sub-District Head Office in East Seram District and people who had sufficient knowledge and were able to explain the actual situation about the object of research. Data analysis was carried out qualitatively. The results showed that (1) communication took place well as indicated by the behavior of employees who were friendly, polite and polite, but still constrained by the low public awareness to follow and obey the provisions, (2) employee resources were adequate in terms of quantity, but still needed improve discipline in terms of time and suitability and consistency with the stipulated provisions in completing service tasks to ensure the accountability of employee performance, (3) disposition has been carried out well which is indicated by the high awareness of all elements of leadership and employees on duties, responsibilities and authority as a public servant, (4) the structure of the bureaucracy goes well in accordance with its main duties and functions by implementing the provisions of service activities in accordance with work procedures in each field.

Abstract

This research aims to examine the effect of motivation and discipline on the performance of employees at the Center for Standardization and Industrial Services (BSPJI) Ambon. A quantitative research method was employed, with a total population of 40 employees from BSPJI Ambon. The study utilized a saturated sampling technique, meaning all members of the population were included as samples. Data analysis was conducted using multiple linear regression. The findings reveal that: (1) Motivation significantly influences employee performance at BSPJI Ambon; (2) Discipline also has a significant impact on employee performance at BSPJI Ambon; (3) Together, motivation and discipline significantly affect employee performance at BSPJI Ambon.

Abstract

This study aims to analyze the effect of Human Resource Development (HRD) and Infrastructure on Service Quality at the Cultural Heritage Preservation Office (Balai Pelestarian Kebudayaan) Region XX Maluku. The research uses a quantitative approach with multiple linear regression methods to test three hypotheses, both partially and simultaneously. The sample consisted of all employees in the institution, with a total of 93 respondents. The results of the analysis show that HRD has a significant effect on improving service quality. Similarly, adequate infrastructure also contributes significantly to the efficiency and effectiveness of services. Simultaneously, these two independent variables significantly influence service quality, as evidenced by a coefficient of determination (R²) value of 0.800. This means that 80% of the variation in service quality can be explained by HRD and infrastructure factors. The findings provide essential recommendations for policymakers to enhance HR quality through training programs and provide supportive work facilities. Moreover, the synergy between HRD and infrastructure needs to be managed in an integrated manner to achieve optimal public services. The study also recommends regular evaluations to ensure that service quality improvements are continuous and adaptive to future challenges.

Abstract

This study examines the effect of implementing an e-government system on the accessibility of public health services at the BPJS Kesehatan Ambon Branch. The research is motivated by the need to transform public services digitally, particularly in archipelagic areas like Ambon, which face geographic obstacles in service distribution. Digital platforms such as Mobile JKN, PANDAWA, and the official BPJS Kesehatan website have been developed to extend service coverage and efficiency. Using a quantitative method with a simple linear regression analysis, this study collected data from 70 respondents who actively use BPJS Kesehatan's digital services. The findings reveal that the implementation of the e-government system has a statistically significant positive impact on health service accessibility. The regression results show a determination coefficient (R²) value of 0.378, meaning 37.8% of the variation in accessibility can be explained by the implementation quality. This confirms the proposed hypothesis that improved e-government implementation enhances access to health services. The regression coefficient for e-government implementation is 0.425. These results underscore the relevance of improving digital infrastructure and educating users to optimize the use of BPJS Kesehatan's e-services, ensuring more inclusive, responsive, and efficient public health service delivery—particularly in regions where physical access remains a challenge due to geographical dispersion.
