They provide evaluation and constructive suggestions for the authors. Prior to be accepted, they considers several factors such as whether the manuscript format is in accordance with the manuscript template and writing guidelines for authors, the relevance of the article with scopes, and its contribution to the development of health economics evaluation and accounting practices as well as the health policy.

Abstract

Stroke is one of the catastrophic diseases which is the most cause of death in Indonesia. Probolinggo is the second highest prevalence city of stroke in East Java. The prevalence and mortality of stroke have increased in RSUD dr. Mohamad Saleh Probolinggo. Stroke is a high-cost and life-threatening disease, so that the propitious financial management is needed to ensure the effectiveness and efficiency of this services. Therefore, it is necessary to do a study of cost of treatment that measures the cost of stroke treatment. The purpose of this study was to describe cost of treatment of stroke patients as BPJS participants in RSUD dr. Mohamad Saleh Probolinggo. This study was partial economic evaluation that aim to describe a cost of an object without comparing with other intervention. It was carried out at RSUD dr. Mohamad Saleh Probolinggo. Sample of this study were stroke patients as BPJS participants in RSUD dr. Mohamad Saleh Probolinggo of 2018 who fulfilled the inclusion and exclusion criteria which is consisted of 40 respondents. The results show that average of direct cost is IDR. 8,278,584. Average of indirect costs is IDR. 974,383. While average of cost of treatment is IDR. 9,252,967. The recommendation is to increase the good recording of nursing actions and do corrective actions. Implementing the monitoring and evaluation to carry out the cost containment.

Abstract

The mechanism for procuring goods and services in handling emergencies is different from regular/ordinary conditions. The main difference is in the stage of the procurement implementation. Today's problems are the enormous price disparity, the increasing availability and demand, especially for personal protective equipment (PPE). The disparity has resulted in more significant expenses in hospital spending, this condition impact hospital finances. This research is an observational study. The method is qualitative with interviews and data collection. The data taken are primary data and secondary data. Informants consist of main informants and triangulation informants. The data collection instrument was an in-depth interview guide. From the research results obtained: before the COVID-19 pandemic, two methods of implementing procurement (E-Catalogue and Direct Procurement) while procurement during the pandemic used three methods (E-Catalogue, Direct Procurement and Direct Appointment). The procurement process is following the established rules. The procurement process that is carried out has complied with the procurement principles and ethics. There has been a change in the General Procurement Plan for 2020 due to the pandemic. The realization of revenue for Dr Kariadi Hospital in 2020 exceeded the predetermined target, so it can be said that the financial condition of Dr Kariadi Hospital during the COVID-19 pandemic was considered healthy. This study concludes that the procurement process in the COVID-19 pandemic condition follows the principles, ethics and regulations that have been set, as well as the financial condition of Dr Kariadi during the COVID-19 pandemic, was considered healthy.

Abstract

Hospital visit volumes decline to 50% during the COVID-19 pandemic, which has reduced hospital revenue. The burden of hospitals handling COVID-19 patients is getting higher due to the late payment of COVID-19 claims. This study aims to review COVID-19 payment regulation in hospitals, constraints of policy implementation, and hospital financial challenges in Indonesia. This is a descriptive-analytic study, data collection is carried out through literature searches from scientific journals, BPJS Kesehatan, the Ministry of Health, Hospital Associations, and scientific seminars in online mass media. BPJS Kesehatan data as of 28 January 2020 shows, number of COVID-19 claims was 433,077 and from verification result found 266,737 (61.59%) eligible claims equivalent to 17.3 trillion, 165,189 dispute claims (38.14%) at 9.7 trillion, and 1,151 claim were not suitable (0.27%). Up to December 2020, the total claim submitted was Rp. 22.9 trillion, payment delivered to the hospitals was Rp. 14.5 trillion (63,3%) and the remaining unpaid was Rp. 8.4 trillion (36,6%). The challenges on COVID-19 claims include; claim payment was not made on time, a high number of dispute claims due to perceptual differences on the claims regulation, incomplete claim documents requirement, unpreparedness of dispute instrument tools, and a limited number of verifiers from the Ministry of Health to re-verify. The decrease in cash flow resulted in hospital operational obstacles, including; inability to pay obligations to drug and medical device vendors, and also payment of salaries for health workers and hospital staff.

Abstract

The Governor of West Sumatra Province of Indonesia imposed a mandatory social distancing (PSBB) to slow down the Covid-19 outbreak from 22 April to 7 June 2020. The cons argued that PSBB was ineffective because of the impossibility to limit people’s movements. The pros, on the other hand, viewed PSBB as a training facility to increase people’s awareness about the pandemic. Our research aims at evaluating the effectiveness of PSBB by using the Kermack-McKendrick SIR pandemic model and the NLSUR non-linear least square estimation. Using daily data published by the Covid-19 task force, we found that PSBB had a positive impact on flattening the curve. Assuming that vulnerable people were around 30% of the population, PSBB has reduced the rate of spread of Covid-19 from around 2 persons to less than 1 person for every infected. We also found that the economic consequences of PSBB on commodities varied by their demand and supply characteristics. We, therefore, suggest that policy interventions related to price control and subsidy should consider these characteristics. For future research, as data more available, the effect of PSBB on broader economic variables such as poverty and growth in the province needs to be examined.

Abstract

Unwillingness to seek healthcare has been observed in citizens from many countries during the Covid-19 pandemic. Previous studies show that the changes in behavior are due to various reasons such as economic slowdown, loss of health insurance due to termination of employment, and fear of contracting the virus. This behavior may result in worsened health conditions, making a individual more susceptible to the virus. The supply side of health care is one of the things that should be considered in the discussion about access to health care in developing countries. This paper investigates access to the healthcare problem of Indonesians, discusses both the supply side and demand side by looking at the change of behavior due to the patients’ fear of getting treatment during pandemic covid-19. We will serve this purpose through a small-scale survey and offer some insights from a statistical analysis perspective as well. Based on a survey from 588 respondents from the west Indonesia region, this study observes that the respondents’ health condition shows no significant change before and during the Covid-19 pandemic era. On the other hand, the respondents’ frequency of accessing outpatient healthcare proves to be significantly decreasing during the Covid-19 pandemic era, with 23,4% of the respondents stating that they avoid utilizing outpatient healthcare as an effort to avoid the Coronavirus. The frequency of using Kartu Indonesia Sehat to access outpatient healthcare also shows a significant decrease during this pandemic era.
