Abstract

School financial management is crucial for maximizing the quality of education. The success of school administration is determined by effective, efficient, transparent, and accountable fund management. The purpose of this study was to examine how financial management is implemented at SMPN 15 Mataram, with a particular emphasis on improving the efficiency of school expenditures. This research was conducted using a qualitative descriptive approach, and data were collected through observation, interviews, and documentation. The results indicate that SMPN 15 Mataram implements systematic financial management, from planning, implementation, monitoring, and accountability. Transparency and accountability are implemented through the involvement of various parties in the preparation of the School Work Plan (RKAS) and transparent financial reporting. However, problems remain, such as delayed disbursement of School Operational Assistance (BOS) funds and limited human resources for digital financial management. Overall, financial management at SMPN 15 Mataram is considered effective and capable of improving the quality of education.

Abstract

The rapid advancement of digital technology has brought significant changes to the field of education, including in Indonesia. The ongoing transformation of education aims to create a more interactive, efficient, and relevant learning system that aligns with the demands of the modern era. SMPN 15 Mataram has emerged as one of the schools pioneering the implementation of a digital school concept as a concrete step toward educational modernization. This study aims to describe the process of educational transformation through the adoption of digital school practices at SMPN 15 Mataram and to analyze their impact on the teaching and learning process. The research employs a qualitative descriptive method, with data collected through observation, interviews, and documentation. The findings reveal that the integration of digital systems—such as online learning platforms, interactive media, and technology-based administration—has enhanced learning effectiveness and increased student engagement in classroom activities. Nevertheless, several challenges remain, including limited infrastructure and varying levels of digital literacy that require continuous improvement. This transformation is expected to serve as a sustainable model of educational innovation in the digital era.

Abstract

The use of public assets as collateral in modern financingcreates an urgent need for a perfection mechanism that canguarantee legal certainty for creditors, the state, and third parties. In thecontext of financial market globalisation, countries are required to ensure that everysecurity interest granted on public assets has a transparent status, isverifiable, and is able to enforce the principle of priority. A comparative study betweenIndonesia, Singapore, and Austria shows substantial differencesin the registration regime, public notification mechanism, priority position, and constitutional restrictions related to the use of public assets as collateral. This article analyses the perfection mechanisms applicable ineach jurisdiction, covering the stages of registration, publicnotice, possession, and control mechanisms. The analysis shows that Indonesia still faces serious problemsin the form of legal fragmentation, the absence of a centralised registry, andunclear restrictions on the non-alienation of public assets. Meanwhile, Singaporehas developed an integrated system based on notice filing through ACRA, whichis oriented towards efficiency and transparency, while Austriaemphasises creditor protection through the Registerpfandrecht system, whichcombines the requirements of authentic deeds and formal public registration. This study recommends the establishment of a centralised security registration agency, reform of constitutional restrictions on public assets, andharmonisation of national perfection mechanisms with international practicesto support strategic government financing.
