Abstract

Terdapat asumsi bahwa kebijakan-kebijakan yang telah diimplementasikan pemerintah terkait masalah Pedagang Kaki Lima (PKL) selama ini cenderung koersiv, bahkan mengarah pada konflik kpentingan antara PKL dan Pemerintah Daerah. Sebagai target group kebijakan, PKL dalam banyak kasus, juga diasumsikan tidak memiliki posisi tawar-menawar yang seimbang dengan Pemerintah Daerah. Namun, dalam tulisan ini penulis mencoba menyoroti phenomenon tersebut dari perspektif sosial-politik yang lebih mendasar. Penelitian dilakukan menggunakan metode case study dan depth interview, yang dilakukan terhadap 30 PKL (Pasar Senen, Jakarta), 13 PKL (Pasar Gedebage, Bandung) dan tujuh lainnya di Pasar Cipadu (Tangerang). Perrmasalahan real berdasarkan sudut pandang PKL itu sendiri terhadap kebijakan-kebijakan yang telah terimplementasi, dijadikan sebagai pijakan kajian, khususnya untuk memberikan nilai-nilai baru yang lebih berkelanjutn terhadap keberadaan mereka. Penulis menemukan aspek-aspek marketing yang berhubungan dengan perilaku konsumen dari pedagang-pedagang tersebut adalah relativ signifikan untuk diikutsertakan ke dalam perkembangan pembuatan kebijakan publik.Kata Kunci: pedagang kaki lima, kebijakan, pemerintah daerah

Abstract

Metropolitan cities with population of more than two million people and various activities i.e. economy, social, culture, education, and tourism, will automatically attract satellite cities. Impact of certain activities, poor land use, and limited infrastructure development physically leads to the increase of travel necessities which then causes traffic congestion almost during the whole day. One of the aspects needed to create a sustainable metropolitan city is good public transportation. The case study is carried out in Bandung. Based on existing conditions found in Bandung's public transportation, with paratransit as common public transportation and a limited number of mass rapid transit, therefore proposed alternative solutions could be as follow: the availability of city regulation, effort to reduce traffic congestion, orderly operation of paratransit, fixed route of medium and large bus operation, adherence of road users to traffic regulation, and good land use management, that involve all stakeholders.

Abstract

The meaning and understanding of democracy along the histories of Indonesian government give specific meaning for the development of democracy in Indonesia. There are a lot of democracy paradox or democracy irony that happened in the orde lama era, orde baru era and reformasi era. The process and the development of democracy, finally face to face with the interest of power in the contexts of political trap that is true undemocratic. General election 2004 and Directly Regional Head Election 2005 are being momentum in the implementation of democratic governance, also challenge for political actors and community to raise cultural and structural democracy. By the way, Indonesian democracy still left some questions, that is, whether we prepare and capable to develop democracy without any irony or paradox.Kata kunci : paradox demokrasi, pilkada, membangun demokrasi

Abstract

Decentralization refers to a commonly accepted meanings of reversing the concentration of administration at a single center and conferring powers of local government. Therefore, it is regarded as a political phenomenon capturing delegation of power to lower level of government. The main objective of decentralization is to create the most efficient and accountable form of government possible. Three forms of decentralization are recognised, deconsentration, delegation and devolution. The claims of this article, first of all, is to advocate social accounts at explainning the level of community welfare across communities. Having discussed theoretical as well as empirical accounts on the relationship between decentralization policy and community welfare, it is concluded that such relationship is inconclusive and ambigue. The case of Special Autonomy of Papua demonstrate an extreme case of paradoxical decentralization policy aimed to foster welfare for local people in particular the welfare of indigenoeous Papuans.Despite the fact of inclusive results and ambiguity, it also reveals that many studies strongly indicated that dicentralization policy predict improvement of community welfare at least through four mechanism, such as fiscal capacity, administrative capacity, institutional design of policies and the role of local political leadership. Given that all, this article finally comes to five recommendations. Firstly, tohave a closer and serious attention on social accounts that works at mediating any technical organization including decentralization policy. Secondly, to take rigorous measures on local community welfare both objective as well as subjective measures. Thirdly, to articulate the need for rigorous measure on performance of local government using both an official local government performance measurement system such as EKPPD, EDOB and EKPOD as well as an internationally accepted measures such as ISO, CAF and the like. Fourtly, to continue applying community development strategy as well as enforcing greater roles of Civil Society Organizations (CSOs). Finally, to recommend the need for more systematic research agenda and rigorous assesment on both theoretical ground type of research as well as applied policy type of research that employs both quantitative and qualitative approach as well as comparative study and case study in order to make decentralization works for improving welfare across communities.Keywords: decentralization, social accounts, community welfare, stuctural mediation, Papua.

Abstract

Based on assumption that is politics and administration does not differents, this paper will be analyzed interrelation between politics and bureaucracy. This is a classical themes in public administration. But, after Indonesian government carrying out decentralization policy under UU No. 22 Tahun 1999, it is very interesting to elaborate this themes. Why? Because of decentralization policy have several impact to local political process. For example, legislative institution have more power than before. In this case, we can say that - in the hypothetic manner - legislative institution (as a real manifestation of politics) tend to donimated decision making process. For bureaucracy, it is not a good news. Under New Order regime, bureaucracy institution was very stronger than legislative institution. According to this change, this paper will be examined what it's the meaning of this change, especially when we search for the better understanding on politic-bureaucracy nexus. This paper will be focuse on three questions: (1) what is the implication of these change to bureaucratic reform of local government; what is the imperative process for bureaucratic government reform; (2) deal with to justice values, how to carrying out these reform?

Abstract

Kebijakan publik merupakan seperangkat keputusan–keputusan yang saling berkaitan yang diambil oleh aktor-aktor publik dan diarahkan pada tujuan tertentu serta sekaligus digunakan sebagai alat untuk mencapai tujuan tersebut. Salah satu cara untuk memahami proses formulasi pembuatan kebijakan adalah dengan memahami karateristik dari regime politik dan sistem politik yang ada. Atau dengan kata lain setiap kebijakan publik selayaknya memperhatikan karateristik sistem politik dan keterkaitannya dengan masyarakatnya. Untuk menjamin keberhasilan implementasi kebijakan, sebuah kebijakan public seoptimal mungkin mengakomodasi berbagai kepentingan stakeholdernya.Dalam kasus formulasi kebijakan kenaikan tarif listrik telepon dan BBM dapat kita telaah bagaimana dinamika kompetisi berbagai aktor politik (policy stakeholder) yang memperjuangkan kepentingannya. Sesuai dengan karateristik regime politik dan sistem politiknya, ada kecenderungan bahwa supra struktur politik regime politik yang berkuasa selalu memenangkan kompetisi kepentingan politiknya dengan mengabaikan impact dan effect kebijakan terhadap masyarakatnya.Dari kasus ini kita mendapat pelajaran bagaimana seharusnya kebijakan publik (baik substansi maupun proses politiknya) lebih berpihak kepada kepentingan masyarakat.

Abstract

Autonomy and fiscal decentralization have an impact to local governments in creating and improving their autonomy to increase their revenue. In many cases, many regional by-laws connected with local tax and local retribution have potential proble to the investment in local territories. Hundreds of regional by-laws have trouble in any way. To deal with this problem, the central government makes a new rule of fiscal autonomy to optimize local revenue. Autonomy doesn't mean being free to do, tho think and to make a rule, but how to increase local capacity without making any problems to their district.Keywords: fiscal autonomy, problematic regional by-laws, new rule of policy

Abstract

Various development strategies have been applied to alleviate poverty. However, poverty remains a critical problem in Indonesia. Due to this problem, the most popular strategy is empowerment. This strategy not only aims at distributing aids to poor people but also tries to make them independently able to get out of the poverty trap. Empowerment based development strategy considered to be able to resolve the root of poverty.

Abstract

This article discusses the political reform in Indonesia which is less produce desirable changes. The case of local elections in Jambi and Takalar Province showed the form of political patronage in bureaucracy so that politics at the local level does not successfully educate and finalize the consolidation of democracy in Indonesia. This a article claims that the situation is nothing more tha the continuation of what so called political legacy of an earlier era. This immaturity caused by the pull of economic interests that drive the political patronage. As a result, political reform in Indonesia is difficult to fertilize a substantial democracy due to the emerging as poisoned democracy.

Abstract

Although there were controversies over the implementation of transmigration program, the program are still in need either for national or local interest. Social-environment context which always changes have demanded reinventions toward the program and the institutionalization of transmigration. The betterment of the program and institutonalization by applying regional approach and administrative democratization is become necessary. Therefore the support for nation building will be strengthened as well developing partnership mechanism in program management that will result in the attainment of the program goal.Kata Kunci : transmigrasi, mobilitas penduduk, kelembagaan, demokratisasi administrasi
