Abstract

This research aims to analyze in depth the process of digital government transformation through the implementation of Regional Government Transaction Electrification (ETPD) based on the Quick Response Code Indonesian Standard (QRIS) to optimize Land and Building Tax revenue in Jambi City. This research uses a qualitative case study approach. The data collection techniques for this research are interviews and documentation. The findings of this study explain that the digital transformation of Land and Building Tax (PBB) payments through the implementation of QRIS at the BPPRD of Jambi City is part of the implementation of the Regional Government Transaction Electrification Policy (ETPD), driven by national regulations and the local government's commitment to supporting cashless transactions. The digital transformation of land and building tax (PBB) payments in Jambi City is still at the stage of digitalization, which means the utilization of technology to support existing processes, and has not yet reached the stage of digital transformation characterized by comprehensive structural, cultural, and behavioral changes. Therefore, the digital transformation underway can be characterized as a partial, gradual transformation, which requires strengthening socialization strategies, improving the community's digital literacy, and optimizing incentive policies to achieve digitization goals more effectively.

Abstract

This research aims to analyze the use of Instagram @dlhkotajambi as a campaign medium in waste management in Jambi City. This research uses qualitative methods. The data sources in this study consist of primary and secondary data. Primary data were obtained through in-depth interviews with informants directly involved in managing the social media of the Jambi City Environmental Agency (DLH), as well as through observations of the content uploaded on the Instagram account @dlhkotajambi. Meanwhile, secondary data were obtained from official DLH Jambi City documents, legislation related to waste management, and scientific literature, including books and journals. The findings of this study show that the use of Instagram @dlhkotajambi as a medium for waste management campaigns has been ongoing and demonstrates the commitment of the Jambi City Environmental Agency (DLH) to implementing digital-based public communication. However, the strategy being implemented is still oriented toward information delivery and has not yet fully developed participatory and persuasive approaches that can significantly drive changes in community behavior. Therefore, it is necessary to optimize digital communication strategies through increased interactivity, strengthening community-based collaboration, developing applicable educational content, and innovating in more creative and engaging content packaging.

Abstract

The patterns of interactions and relationships that exist within any local government administration usually have a significant effect on such local governments. This paper examined the nature of relationships and causes of conflict between the executive and legislative arms of the local government. A structured questionnaire was used to obtain data from 90 respondents drawn from the executive and legislative members of Ndokwa West local government council in Delta State. Simple percentages and tables were used to analyze the data collected. The study concluded that local communities gain more from a cordial relationship between the executive and legislative arms and also tend to suffer if there is a frosty and acrimonious relationship between the legislative and executive arms of government. This paper also recommended that the separation of powers principle should be encouraged, along with checks and balances. Good communication skills should also be encouraged to avert executive-legislative conflict.

Abstract

This study examines the policymaking process in Bangladesh through Paul Cairney’s policy cycle model, which includes agenda setting, policy formulation, legitimation, implementation, evaluation, and policy maintenance, change, or termination. Based exclusively on secondary data, the study explores the extent to which this model explains policymaking practices in Bangladesh while also identifying its limitations in capturing the country’s complex political and administrative realities. In particular, it highlights challenges such as fragmented governance structures and the presence of multiple centres of authority that extend beyond the explanatory capacity of the traditional policy cycle model. The study suggests pathways for improving transparency, participation, and effectiveness in policymaking. It also underscores the need to integrate alternative theoretical perspectives to better understand the dynamic and non-linear nature of policymaking processes. Finally, the study acknowledges limitations related to secondary data usage and the evolving political context, offering directions for future research

Abstract

This research aims to explain adaptive governance in developing the capacity of the city government related to the relocation of street vendors (PKL) arrangement in the Talang Banjar market, Jambi City. The method used is qualitative with a case study approach. The results showed that the Jambi City Government, in solving the problem of relocation of street vendors arrangements in the Talang Banjar market, had not implemented adaptive governance optimally.  On the indicators of polycentric and multi-layered institutions, it was found that the Jambi city government had formed an integrated team. Still, it had not run optimally, so the settlement had not occurred. Furthermore, the indicators of collaboration and participation are still not optimal among fellow institutions because there are still egocentric institutions in collaboration. Meanwhile, in the indicators of self-organization and networking, the government has formed a merchant association to organize the market. However, the organization is no longer active, and its members are decreasing. Meanwhile, on the indicators of learning and innovation in structuring street vendors, the Jambi City government has conducted program evaluations, but there has been no sustainable innovation for the problem of relocating street vendors in the Talang Banjar market in Jambi City. This research enriches the literature on adaptive governance by demonstrating that the success of implementation is not only determined by the existence of institutional structures such as integrated teams or trade associations, but also by the effectiveness of functions and interactions among the actors within them
