Abstract

Digital healthcare services provided by Indonesia's Social Security Administration Agency or called BPJS have become central to enhancing access and the quality of healthcare nationwide. This study evaluates the digital services at the BPJS office in West Aceh, specifically in implementing the National Health Insurance (JKN) program in Meulaboh. Using public service dimensions such as reliability, responsiveness, assurance, empathy, and tangibility as a framework, the research aims to assess how effectively these services meet public needs. A qualitative case study approach was employed, involving interviews, observations, and document analysis to gather data. Informants were chosen through purposive sampling, and the data were analyzed using a public service model. The study reveals that while BPJS has largely succeeded in fulfilling its obligations under the JKN program in Meulaboh, the digital services offered via the Mobile JKN app still need to meet public expectations fully. Concerns remain about the app's accessibility and usability, highlighting the need for further improvements. The study concludes with recommendations for enhancing digital service delivery to meet user needs and expectations

Abstract

Employers and employees have goals for their working relationship; most times monetary reward is insufficient to earn employee’s affective commitment.  This study therefore examines the utilisation, effectiveness, and impact of Employee Assistance Programs (EAPs) on compensation, employee wellness and job satisfaction within selected organisations using Lagos State, Nigeria as case study. Using a cross-sectional survey design, data from 150 employees across various sectors were analysed. Findings revealed that there is limited awareness and utilisation of EAPs with significant variations across sectors. The study identified that EAPs are vital for mental wellness and job satisfaction in a work place, suggesting they should be integrated as indirect compensation for workers because they are preconditions for realisation of the organisational goals and good governance of the country. The research concludes that EAPs foster employees’ commitment and enhance organisational performance, recommending increased awareness and effective communication of EAP benefits

Abstract

The Social Welfare Information System-Next Generation (SIKS-NG) was introduced to modernize Indonesia’s social assistance programs by addressing issues such as data inaccuracies, delays, and inefficiencies. This study evaluates the efficiency of SIKS-NG, explores key challenges in its implementation, and offers actionable recommendations for improvement. Using qualitative methods, including secondary data analysis of official reports and academic literature, the research highlights that while SIKS-NG has improved data centralization and transparency, challenges like limited digital infrastructure, capacity gaps among administrators, and weak inter-agency coordination persist. To enhance the system’s effectiveness, targeted actions such as investing in infrastructure, building local capacity, and improving data management practices are recommended. The study concludes that with strategic improvements, SIKS-NG can better fulfill its mission of delivering equitable and timely social assistance to those in need.

Abstract

This research aims to uncover and analyze the complex conflicts of interest in artisanal mining activities in Jambi and Bangka Belitung provinces. Although mining has long been the backbone of the economy in these two regions, its rapid growth has caused various problems. Environmental damage and social conflicts involving various parties are inevitable impacts. The focus of this research is on artisanal mining areas (WPR) in both provinces. Using a qualitative-comparative method, this research will identify and analyze four main aspects: competing economic and political interests, the dynamics of conflicts of interest, the impact on community welfare, and existing mining management policies. Primary and secondary data will be collected and analyzed using the Miles and Huberman method to deeply understand the phenomenon of conflict of interest in the context of artisanal mining. The results of this research are expected to contribute to the development of better policies in sustainably managing community mining activities. The expected outputs of this research are scientific publications in reputable international journals, presentations at international conferences, and the preparation of public policies that can be a reference for relevant stakeholders.

Abstract

The paper assessed the application of the federal character policy to the management of the public bureaucracy in Nigeria.  It traces the genesis of the policy to the urgent need to ensure balanced, ethnic representation in the public service in the country. The paper posits that there are many challenges faced the operation of the policy such as statism, ethnic consciousness, and influence of party politics and political patronage. It concludes that the policy is indispensable in the Nigerian public service and it only need to be strengthened through fairness, objectivity and the use of appropriate sanctions when it is violated through omission by the body that is saddled with the role of managing the affairs of the commission. The paper utilized historical research design. Data analysis is interpretive because it describes the present situation in terms of the past events through the examination of documents, publications and people accounts of the past. Secondary data were sourced from published and unpublished sources for the research work. The paper concludes that federal character commission should be strengthened; this can be done through the provision of adequate finance and strengthening of their legal act and other enabling laws. The paper recommended among others that adequate sanctions should be applied where vagrant violations of the laid down rules and formula have been discovered in the operation of the organization in order not to give room for ethnic friction in the country.

Abstract

This study investigates the impact of governance principles (rule of law, transparency, accountability, participation, and strategic vision) on enhancing organizational performance in Riyadh's engineering sector, focusing on effectiveness, efficiency, and productivity. Using a descriptive-analytical method, data were analyzed to identify ways to improve the current situation. The sample included employees with professional management certifications, specifically from the Project Management Institute (PMI). A questionnaire with 33 items was distributed, yielding 360 valid responses analyzed using SPSS software. Results indicated a statistically significant impact (α ≤ 0.05) of governance principles on organizational performance. Specifically, 82.3% of the variation in performance could be explained by governance dimensions. Participants agreed on the importance of governance implementation in the engineering sector, with a relative weight of 78.4%, and similarly rated organizational performance at 77.8%. Among the governance principles, the rule of law ranked highest in influence, followed by transparency, strategic vision, and accountability, while participation had the least impact. The novelty of this research lies in its focus on a rarely studied sector in Saudi Arabia, using certified professionals as a sample, offering empirically grounded insights into governance-performance links. The study's practical contributions include clear recommendations for developing governance training, establishing monitoring units, and improving awareness through professional bodies to support sustainable organizational improvement.

Abstract

The paper focuses on the need to retool human capital development as a strategy to attain sustainable development goals in Nigeria. It identifies changes in technology, increasing personnel demands, and social complexity as factors necessitating the retooling of human capital development in Nigeria. It believes that it can be handled through investment in skill development through education, vocational training, people-centered policy, and management metrics, amongst others. It further observed that human capital development could instigate skills development, career development, succession plans, economic growth, and overall development in Nigeria, if adequate plans and strategies are adopted to critically pursue the human development agenda.

Abstract

The failure of successive governments to implement necessary measures to address numerous challenges facing the country has led to doubts about the capacity of the modern government system to solve Nigeria's basic problems. Therefore, this study examines the factors that contribute to the poor governance system, why successive Nigerian political leaders continue to perpetuate it, and how Yoruba's indigenous governance model can be used to address these issues. The data for this study are qualitative and sourced from secondary materials, including government official documents, official publications from international institutions and organizations, journals, newspapers, and online sources, analyzed through content analysis. The study applies Omoluabi's Integrity Theory to interpret the findings. Omoluabi embodies a well-mannered, intelligent, and dignified personality. Consequently, there is a connection between good governance and Omoluabi’s qualities, many of which are absent in successive Nigerian political leaders; they also lack problem-solving skills, leading to lax governance and its negative effects on Nigeria and its people. Yoruba indigenous governance approaches, such as the traditional judicial model of “serious oath-taking,” the prompt and appropriate sanctioning of offenders, the Yoruba checks and balances system, and security models, are essential for rebuilding Nigeria’s democratic governance foundation. The study concludes that Nigeria will not achieve a well-ordered society or good governance unless the Yoruba indigenous governance model is adopted and politicians and leaders embrace the attributes of Omoluabi.

Abstract

Establishing financial autonomy in Nigeria's local government system is a critical component of ensuring good governance for grassroots development. Despite the constitution's endorsement of local government's competence to lead grassroots development, the financial autonomy policy to enhance the competence has not been implemented. The objective of this paper is to assess the impact of local government financial autonomy policy implementation on grassroots development in Nigeria, analyze the challenges encountered during implementation and give recommendations. Interviews were conducted to gather primary data for this paper, which was then supplemented with pertinent published materials. The data were analyzed using a descriptive method. Using decentralization theory as a theoretical framework, the paper found out that financial autonomy policy is crucial to grassroots growth. This paper identified weak political structures and leadership as barriers to the implementation of local government financial autonomy policies in Nigeria, which have implications for Nigeria’s poor grassroots development. The paper concluded that local government financial autonomy policy execution is important for grassroots development and advocated that Nigeria's political systems and leadership shortcomings be addressed by constitutional revision. This paper also recommended that political leaders in Nigeria should be committed to grassroots development by ensuring that the financial autonomy policy of local governments is effectively enforced.

Abstract

This study examines e-government–based population services through the Salaman Application in Bandung and the E-Lampid Application in Surabaya using effectiveness indicators of production, efficiency, satisfaction, adaptation, and development. Using a qualitative approach with NVivo 12 Plus and data from literature and official Twitter accounts (@disdukcapilbdg and @DisdukcapilS), the results show that Salaman outperforms E-Lampid in production (31,861 vs. 18,544 applicants), efficiency (53% vs. 46%), and service development (53% vs. 46%). Service satisfaction is high in both cities, with scores of 86.4–87.95 in Bandung and 89.07 in  Surabaya. In contrast, E-Lampid shows stronger adaptation (54%) compared to Salaman (45%). However, the study is limited to two cities and relies on secondary data, so future research should expand the study area, use primary data, and include variables such as digital literacy and system quality
