Abstract

Health services play an important role in people's lives and are the basic right of every individual. Equal and quality access to health services is crucial for people's welfare. This study aims to analyze the effectiveness of public service innovation in achieving 100% UHC in Semarang City, with a focus on PANGERAN DIPONEGORO’s inspirational contribution, in order to provide insight regarding the implementation of the health insurance program and its impact on UHC. The method used in this research is qualitative using the Double Diamond approach with primary data collection through documentation and innovation supporting literature studies and secondary data collection through literature studies and Focus Group Discussions. The results of the study show that the "PANGERAN DIPONEGORO" innovation succeeded in having a significant positive impact in achieving Universal Health Coverage (UHC) in Semarang City. There has been an increase in community participation, accessibility and quality of health services, as well as a competitive advantage that is rarely possessed by other agencies. There have been many studies using public service objects. However, little has been discussed about the contribution and innovation of public services, especially those that focus on the health sector

Abstract

The government in running the government bureaucracy is required to implement information disclosure. Public information disclosure is implemented by using websites and social media. Including the Probolinggo City Government using Instagram social media in disseminating information. This is interesting to study in order to understand the model of use and evaluation monitoring on the @probolinggoimpressive social media account by the Probolinggo City Government. The research applied a descriptive qualitative method with a case study approach in Probolinggo City in using social media. Primary data collection by interviewing competent sources; observation on the @probolinggoimpressive account; and documentation related to the research subject. The results of the study explain the concept of using Instagram @probolinggoimpressive social media in public information disclosure by the Probolinggo City Government with the concept of posting photos on the Instagram feed, publishing videos on the Instagram feed, and there are posts in the form of detailed and complete narratives, as well as posting data and information on Instagram stories, and using the live streaming feature on Instagram accounts. The concept of information disclosure is not only conveying information, but there is interaction with the public and institutions or officialdom through post comments and direct messenger. As well as tagging and sharing post features. While monitoring the evaluation of the use of Instagram social media @probolinggoimpressive in public information disclosure by the Probolinggo City Government can be seen in the monitoring and evaluation indicators on the @probolinggoimpressive account, including the Probolinggo City Government using facilities and infrastructure, information quality, type of information, organizational commitment, innovation and strategy, and digitalization

Abstract

In the 2020 regional elections, North Maluku had a female regional head for the first time, namely in the Sula Islands Regency. This research seeks to explore the involvement of women as contestants in the regional elections in North Maluku as regional head candidates. Qualitative research methods were used in this research with a case study approach. Data was collected by documentation, namely by looking at the distribution of news reports by local media and supported by other documents such as documents from the KPU and the Constitutional Court. The data set was analyzed using NVivo 12 plus, to see the dominant tendencies and to draw conclusions. The research results show that North Maluku has only had four women run as regional head candidates after being expanded in 1999 and then implementing direct regional elections for the first time in 2005 until the 2020 regional elections. The three main factors behind these candidates' participation are kinship politics, political experience, and political dynasty. Of the four candidates, only Fifian could emerge as elected regional head, and Fifian could utilize his accumulated capital to convert it into victory. The accumulation of modalities, such as social capital, political capital, economic capital, cultural capital, and symbolic capital, mostly comes from the base of the political dynasty built by the Mus family.

Abstract

Taxes serve as the primary revenue source for governments, with the Transfer of Land and Building Rights Acquisition Tax (BPHTB) being a significant contributor. BPHTB is levied on transactions related to the transfer of land and building rights. While the central government initially managed this tax, the implementation of regional autonomy has shifted the responsibility for Transfer of Land and Building Rights Acquisition Tax management to local governments. This research aims to investigate the fundamental concept of local taxes in the context of regional autonomy and the role of local governments in collecting Transfer of Land and Building Rights Acquisition Tax, all within the framework of regional autonomy principles. The research methodology relies heavily on a literature review (library research) using secondary data sources, particularly legal regulations. The analysis follows interpretative principles and employs the hermeneutic method. The research findings indicate that, under the framework of regional autonomy, regions have specific rights, including the authority to impose local taxes and levies. As per the Regional Tax and Regional Levy Law, two tax types, Land and Building Tax (PBB), and Transfer of Land and Building Rights Acquisition Tax (BPHTB), previously managed by the central government, have now been transferred to local governments.

Abstract

Waste is an environmental issue that always remains a major concern, especially in urban areas, including the city of Jambi. Data from the Jambi City Environmental Agency shows that the amount of waste generated per day in Jambi City is 423.45 tons, with the second-highest estimated waste generation located in the Paal Merah District, amounting to 75 tons per day. The highest estimated waste generation is in the Eka Jaya Sub-district, amounting to 22 tons per day. The Jambi City Environmental Agency, PT. PLN UPDK Jambi, and the community in the Eka Jaya Sub-district, Paal Merah District, then collaborated to implement a waste management program at the TPS3R KSM Makmur Jaya. The purpose of this research is to examine how the process of collaborative governance in the waste management program at TPS3R KSM Makmur Jaya, Paal Merah District, is conducted. This research uses a descriptive qualitative research method. Data collection techniques are conducted through interviews, observations, and documentation. The results of this research indicate that collaborative governance in waste management at TPS3R KSM Makmur Jaya is already underway and shows positive achievements in the waste management development process. This can be seen with the presence of processed waste products in the form of compost. However, there are challenges in achieving optimal self-reliance in managing TPS3R. This becomes a barrier to running the program efficiently.

Abstract

This study aims to find out (1) The Role of Lurahs in Fostering Community Empowerment Institutions in the Titian Antui Village Office in Pinggir Bengkalis District, (2) The inhibiting factor of the role of the Lurah in fostering community empowerment institutions in the Titian Antui Village Office in Pinggir Bengkalis District. This research method is descriptive research with a qualitative approach. This descriptive qualitative research is a study that aims to describe. Researchers use source triangulation to check the validity of research data. Data analysis in research II uses three components consisting of data reduction, data presentation, and drawing conclusions. Kelurahan Titian Antui, Pinggir District, Bengkalis Regency, social norms/status have been applied, individuals as organizations in society, individuals in social society. (2) The inhibiting factor of the role of the Lurah in fostering community empowerment institutions in the Titian Antui Village Office in Pinggir Bengkalis District is that it has not been coordinated with the sub -district head and vertical agency in its work area

Abstract

 As an institution responsible for government affairs in the field of personnel, the Ciamis Regency Personnel and Human Resources Development Agency realizes the importance of digitalization in services. Therefore, the Ciamis Regency Personnel and Human Resources Development Agency has launched several digital service innovations for employees in the Ciamis Regency work environment. This research uses a qualitative descriptive approach, collecting data through observation, interviews and documentation. This research aims to describe various digital service innovations available at the Civil Service and Human Resources Development Agency of Ciamis Regency. Digital services at the Civil Service and Human Resources Development Agency of Ciamis Regency are running effectively, even though Si-Bangpeci is currently in the maintenance phase due to integration with the provincial central agency. Focus on digital service innovation supports Good Governance. Collaboration between the Ciamis Regency Government and the Personnel and Human Resources Development Agency has produced digital service innovations that increase the efficiency of personnel services, but implementation and integrity challenges still need to be overcome to ensure optimal service provision.

Abstract

The Government of Kediri District through the Office of Community Empowerment and Village Administration created the Village Profile and Administration Management Information System (SIMPADE). The existence of the SIMPADE application is expected to help the performance of the village government in the service of making population certificates. This research is a descriptive research with a qualitative approach. The focus of this research is to determine the impact of the application of SIMPADE as a form of village cooperation with the implementing elements of village government affairs in Merjoyo Village, Purwoasri District, Kediri Regency. Data collection techniques through semi-structured interviews, direct observation, and documentation review. Data analysis techniques consist of data reduction, data presentation and conclusion drawing. The results of this study indicate that the impact of the SIMPADE application on the provision and dissemination of service information is quite good because it provides options and has the potential for further development even though there are some obstacles regarding the operation of the application in the field.

Abstract

Elite interest in energy policy reform has often been neglected in analysing subsidy removal policy on fossil fuel in Nigeria, which is the reason for this study. The study explained the reasons for the fossil fuel subsidy removal policy in Nigeria, identified the reasons for protests against fossil fuel subsidy removal policy in the country, and analysed the reasons for acceptance of protested fossil fuel subsidy removal policy in the country. Information for the study was obtained through a systematic review of 13 purposively selected peer-reviewed published journal articles between 1996 and 2023. Subsidy removal policy has been influenced by internal and external factors in Nigeria. Protests recorded against the policy have been noted to result from exploitation from the government and multinational oil companies, an increase in the poverty rate, an increase in the crime rate, a failed private investment quest, and a contradiction to the constitutional provisions on the welfare of the citizens. The acceptance of the policy is informed by the need to have sustainable access to fossil fuel, the capability of the government to provide services locally and nationally within the country, and the involvement of the labour unions in the negotiation on fuel subsidy removal. The study concluded that elite interest sustains subsidies removal policy on fossil fuel in the country

Abstract

This paper aims to find out the root causes of the implementation of Permendikbudristek Number 30 of 2021 using boundary analysis, forecasting, and policy recommendations for these problems using the May Method. Sexual violence is still high in the Higher Education Environment. Therefore, the Ministry of Research and Technology issued Permendikbudristek Regulation Number 30 of 2021 concerning Prevention and Handling of Sexual Violence (PPKS) in the Higher Education Environment. However, in its implementation, various problems have arisen. So it is necessary to study more deeply the formal problems of the implementation for the improvement of the PPKS policy in the future. The method used is qualitative with an online interview system and secondary data collection. Based on the scoring (number of problems) and further review, the formal problem of implementing Permendikbudristek Number 30 of 2020 is that there are different value perspectives on this regulation by Higher Education Institutions (university) or Higher Education leaders. At the forecasting stage, it was found that the ambiguity of the diction of the rules in Permendikbudristek could cause ongoing resistance from some university leaders and certain NGOs/community groups. Policy recommendations are made using the May method with limited manipulation for resistant university, moderate manipulation for neutral/orderly university, and extensive manipulation for university  supporting the implementation of Permendikbudristek through policy variables: University leadership, Task Force establishment, Task Force human resource assistance, and Task Force funding.
