Abstract

This study investigates the direct and indirect impacts of work-life balance and career development on employee performance at the Semarang Tengah Primary Tax Service Office (KPP Pratama Semarang Tengah), utilizing job satisfaction as a mediating variable. An explanatory quantitative design was applied. Data were gathered via a five-point Likert-scale questionnaire administered to all 78 employees using a census technique. The analysis was executed using Partial Least Squares-Structural Equation Modeling (PLS-SEM) via SmartPLS 3.2.9. Findings reveal that while work-life balance does not significantly impact performance directly, both career development and job satisfaction positively and significantly enhance employee performance. Additionally, work-life balance and career development significantly boost job satisfaction, with career development being the most influential factor. Job satisfaction serves as a full mediator for the relationship between work-life balance and performance, and as a partial mediator for the link between career development and performance. These results align with Social Exchange Theory, suggesting that organizational support translates into improved performance only when it fosters employee job satisfaction first.

Abstract

This study analyzes the organizational communication strategy of the Heram District Government in improving public service quality in Jayapura City and identifies supporting and inhibiting factors affecting communication effectiveness. The study employed a descriptive qualitative approach with a field case-study orientation. Data were obtained through in-depth interviews, direct observation, and documentation. Four informants were involved: the Head of Heram District, the Head of the General Services Section, a public-service staff member, and a community service user. Data validity was examined through source triangulation, while analysis involved data reduction, data presentation, and conclusion verification. The findings were interpreted using the Planning, Organizing, Actuating, and Controlling (P.O.A.C.) framework. The planning function existed through annual service planning, but communication objectives, target audiences, standardized messages, media choices, and communication performance indicators were not formally documented. Organizing was supported by a clear formal structure, yet communication flows remained strongly dependent on leadership directives, without a specific communication SOP. Actuating relied mainly on face-to-face interaction, which supported interpersonal closeness but created repeated explanations and inconsistent information. Controlling was the weakest function because communication evaluation, complaint documentation, and communication performance indicators were not systematically available. Supporting factors included social closeness, friendly staff, contextual experience, meetings, WhatsApp communication, and information boards. Inhibiting factors included limited human resources, incomplete information media, non-standardized messages, weak documentation, and limited evaluation. The study concludes that more systematic, documented, and integrated organizational communication is needed to support consistent, efficient, and responsive public services.

Abstract

General elections in Indonesia often face a crisis of public trust that requires the KPU to strengthen its legal and cultural legitimacy. Using a qualitative approach and Norman Fairclough's Critical Discourse Analysis method, this study aims to uncover the hidden meaning and ideological representation behind the lyrics of "Mars KPU". The results of the analysis show that this march is not just a ceremonial anthem, but a discursive text that is full of ideology and institutional power. In the micro dimension (text), diction and imperative sentences construct an authoritative, idealistic, and filial image of the KPU, while the pattern of overwording of moral vocabulary (fair, honest, clean) dampens the collective anxiety of the community. In the meso dimension (discourse practice), this march functions double as an indoctrination of the internal integrity of the KPU as well as a massively distributed public participatory persuasion. In the macro (sociocultural) dimension, this discourse responds to the need of contemporary political history for a clean democracy to legitimize state power. In addition, the discourse acts as an instrument of cultural hegemony and the state's ideological apparatus in shaping the Indonesian national community. This research proves that institutional march functions strategically as a discursive instrument in the formation of institutional identity.

Abstract

The development of public communication in the digital era encourages government institutions, including the National Police of the Republic of Indonesia, to implement adaptive, participatory, and collaborative communication strategies in building relationships with the community. One form of implementation is realized through the "Jaga Jakarta" Program initiated by the Metro Jaya Police as a preventive effort in building public security and order through internal and external synergy. This study aims to analyze the communication strategy of the Public Relations of the Metro Jaya Police in the implementation of the "Jaga Jakarta" Program through internal and external synergies as an effort to build public order. The research uses a qualitative approach with case study methods and constructivism paradigms. Data is collected through in-depth interviews, observations, and documentation, then analyzed using data reduction techniques, data presentation, and conclusion drawing from the Miles and Huberman model, with validity testing through triangulation of sources and techniques. The results of the study show that the Public Relations of the Metro Jaya Police implements a communication strategy that includes audience analysis, message preparation, method determination, and selection of communication media supported by internal coordination and collaboration with various stakeholders. This strategy has been proven to be able to increase public participation, strengthen cross-sector synergy, build public trust, strengthen preventive approaches, and support the creation of public order in a sustainable manner. This research contributes to the development of government communication studies and public relations in the public sector through a collaborative communication model in the implementation of community participation-based security programs.

Abstract

The development of information and communication technology has changed the way agricultural information is delivered to farmers. Digital media provides opportunities to accelerate information dissemination, expand the reach of agricultural extension services, and improve interaction among farmers, extension workers, and agribusiness actors. This study aims to analyze the effectiveness of digital media as a communication medium for agribusiness and agricultural extension in South Kalimantan and to identify supporting and inhibiting factors in its utilization. This study employed a qualitative approach using a narrative literature review. The data sources consisted of research journal articles published within the last ten years, with particular attention to studies conducted in South Kalimantan and other relevant studies concerning agricultural extension digitalization in Indonesia. The analysis was conducted through identification, classification, comparison, and synthesis of research findings. The review indicates that digital media has been utilized as a channel for agricultural information dissemination, particularly through WhatsApp, YouTube, Facebook, extension websites, and agricultural applications. In South Kalimantan, WhatsApp utilization among farmers in tidal swamp areas of Barito Kuala was categorized as high, while YouTube utilization was moderate and Facebook and Instagram utilization was low. A study in Banjarbaru found that the attitude of women farmer group members toward agricultural extension activities in the digitalization era was categorized as high. Nevertheless, digital media effectiveness is influenced by digital literacy, internet connectivity, user characteristics, information quality, extension workers' competencies, and institutional support. Therefore, agricultural extension digitalization should integrate digital media with face-to-face communication according to farmers' characteristics.

Abstract

Indonesia's criminal law reform reached a monumental milestone through the shift from a colonial penal paradigm toward a modern, restorative, and human rights oriented national legal framework. However, this systemic transformation exposes a profound normative friction with jus militare, where institutional integrity and operational readiness depend on a rigid disciplinary structure. The enactment of the New Criminal Code (Law No. 1/2023) significantly transforms general penal policy, urgently necessitating a structural and conceptual harmonization with the Military Criminal Code (Kitab Undang-Undang Hukum Pidana Militer or KUHPM). This research aims to analyze the challenges of harmonizing the KUHPM with the New Criminal Code, examine the dichotomy between general and military penal systems, and evaluate its implications for military discipline. Employing normative legal research with statutory and conceptual approaches, the study reveals that the penal dichotomy creates legal fragmentation, particularly regarding the integration of novel penal sanctions, such as community service and supervision orders into the strict hierarchy of military justice. Furthermore, inconsistencies in general penal principles risk blurring the boundaries between purely military offenses and internal disciplinary infractions. Future harmonization policies must reconcile modern criminal law philosophy with the lex specialis doctrine and command hierarchy, ensuring human rights protections without compromising military discipline and operational readiness.

Abstract

Abstract Budget performance indicators were initiated by the Ministry of Finance. The first indicator related to budget effectiveness is the Budget Execution Performance Indicator (IKPA), which uses budget absorption as one indicator. Meanwhile, the Ministry of Finance also implements a second indicator to measure efficiency through the Budget Performance Evaluation Instrument (EKA). Each central government work unit is assessed using these two schemes. The effectiveness indicator expects the highest budget absorption, while the efficiency indicator expects budget savings. This study used secondary data in the form of budget performance recapitulations using both IKPA and EKA. Research aims: This study aims to examine the implementation of budget performance indicators within a work unit. Budget performance indicators were initiated by the Ministry of Finance. Design/Methodology/Approach: Data analysis used a correlation test for qualitative data. Research findings: Data analysis used a correlation test for qualitative data. The analysis results showed a correlation between the two indicators of -0.503 (significant), indicating that these two indicators are inverse, indicating potential disruption for the work unit in determining priority indicators. Theoretical Contribution/Originality: This research contributes to contingency theory, particularly regarding instrument conflict. It quantitatively demonstrates that two performance indicators issued by the same authority can negate each other if not synchronized. Successfully achieving compliance with the IKPA creates a negative contingency for the achievement of the EKA indicator. Practitioners/Policy Implications: Two budget performance indicators issued by the same authority can negate each other, causing operational confusion in the work unit that implements them. Research Limitations/Implications: This study is a single case study of Work Unit X. Without a comparison unit, the findings cannot necessarily be generalized to other work units with different organizational structures or budget scales.

Abstract

Local governments in Indonesia are required to adopt the Regional Government Information System (SIPD), yet little is known about how it is used across organisational units. This qualitative case study of Bitung City Government integrates the Technology Acceptance Model and Institutional Theory, drawing on interviews with twelve informants from the Regional Finance and Asset Agency, the Health Office, and the Inspectorate, supplemented by passive observation. Adoption is layered: SIPD is integrated in budgeting and treasury administration but fragmented in accounting, asset management, and reporting, where companion applications, sectoral systems, and manual work fill the gaps. The central argument is that formal adoption is not the same as substantive use. Regulative pressure ensures formal use across all units in the core financial management modules, whereas perceived usefulness, ease of learning, and feature maturity help explain the depth of use and workarounds, and substantive competence contributes to the perceived accuracy of accounting data. Digital controls improve standardisation but do not by themselves improve substantive accounting quality. The study proposes a Layered Adoption Model with nine tentative propositions. The sustainability of mandatory adoption after coercive pressure is removed remains unresolved.

Abstract

Micro, Small, and Medium Enterprises face critical challenges in digital adaptation and product innovation despite their vital role in sustaining local economies. This study aims to develop an integrative model for home-based enterprise development by examining the interplay among technology, local wisdom, product uniqueness, academic collaboration, government support, entrepreneurial capability, and product innovation. Utilizing a quantitative survey design, data from home-based enterprise owners were analyzed using Partial Least Squares Structural Equation Modeling combined with Necessary Condition Analysis to evaluate causal pathways and minimum operational thresholds. The findings indicate that technology adoption, entrepreneurial capability, and continuous product innovation significantly drive business expansion. Moreover, integrating local cultural identity creates crucial product differentiation, while academic and governmental support fundamentally strengthen the innovation ecosystem. Ultimately, sustainable enterprise growth requires a holistic approach that simultaneously leverages internal capabilities and external institutional support to secure long-term competitive advantage.
