Abstract

This study examines the transformation of contemporary cost management paradigms within the context of an increasingly dynamic and digitalized business environment, where cost management is no longer limited to operational control but evolves into a strategic tool for value creation and sustainable competitive advantage. The purpose of this research is to analyze how cost management has shifted toward strategic and value-based approaches and to integrate various contemporary perspectives into a comprehensive conceptual framework. This study employs a qualitative approach using a Systematic Literature Review (SLR) method by analyzing peer-reviewed articles published between 2021 and 2026 from reputable databases, following PRISMA guidelines to ensure validity and transparency. The findings indicate a significant transition from traditional costing to strategic cost management, supported by digital transformation that enhances real-time data processing, accuracy, and decision-making quality. Additionally, the evolution of Activity-Based Costing (ABC) and the adoption of value-based cost management approaches contribute to improved efficiency, identification of value-added activities, and strengthened organizational performance. In conclusion, contemporary cost management has become a strategic, technology-driven, and value-oriented system that plays a crucial role in enhancing competitiveness and ensuring long-term organizational sustainability.

Abstract

This study examines the implementation of the Triple Helix model, which facilitates collaboration among academia, industry, and government, in advancing sustainable tourism and promoting peace at Mount Bromo, Indonesia. The swift expansion of tourism in this region has generated economic advantages while underscoring the necessity for strategic, sustainable governance to reconcile development with environmental and social equilibrium. The study investigates governance challenges and the roles of various stakeholders in tourism development, highlighting the necessity for integrated management practices to enhance local community engagement, innovation, and economic advancement. This study employs descriptive qualitative methods to achieve three primary objectives: enhancing partnerships for tourism governance, creating tourism clusters, and promoting innovation in tourism management. Research indicates that although the Triple Helix model effectively aligns stakeholder initiatives, enhanced integration, especially in education and community involvement, is necessary to realize the model's potential fully. This research enhances the tourism governance literature by illustrating how the Triple Helix model can facilitate sustainable tourism, stimulate economic development, and cultivate peaceful, inclusive societies.

Abstract

The Myanmar military coup on February 1, 2021, has tested ASEAN's core principles like never before. The long-standing non-interference policy, central to the “ASEAN Way,” has been challenged for its effectiveness in addressing Myanmar's political and humanitarian crises. This article explores how the crisis prompted a reinterpretation of the non-interference norm through debates among ASEAN leaders. Using a constructivist lens and the norm contestation framework, it analyzes official ASEAN documents, the 2021 Five-Point Consensus, and statements from member states. Early results suggest that the non-interference norm has evolved from a strict stance to a more conditional approach. The decision to exclude the Myanmar junta from top ASEAN meetings demonstrates a member-driven shift toward greater normative flexibility, which is unusual in the region’s history. Overall, this situation highlights a moment of norm contestation that prompts a modest reorganization of Southeast Asian regional governance.

Abstract

This study aims to analyze the application of the Communicative Language Teaching (CLT) method in improving the speaking skills (maharatul kalam) of students at the Amal Jama'i Cikembar Sukabumi Islamic Boarding School. The study used a qualitative approach with a narrative-descriptive method. Data were obtained through observation, interviews, documentation, and triangulation, then analyzed using the Miles and Huberman model. The results showed that the application of CLT was carried out systematically through the planning, implementation, and evaluation stages of learning oriented towards real communication. Learning took place interactively with dialogue, discussion, and role-play techniques, and placed students as active subjects, while the teacher acted as a facilitator and motivator, and used the language of instruction using Arabic. The result was a significant increase in students' speaking skills, vocabulary mastery, and self-confidence. Supporting factors included a conducive language environment and language habituation programs, while obstacles included differences in students' abilities, limited time, and learning media. Overall, CLT proved effective in improving maharatul kalam and the affective aspects of students in learning Arabic.

Abstract

This study aims to analyze the influence of HR Business Partners, Talent Mobility, and Employee Engagement on employee performance with organizational culture as a mediating variable at Awal Bros Hospital, Pekanbaru. This study uses a quantitative approach with a survey method by distributing questionnaires to 145 respondents who are employees from various work units. The data analysis techniques used are multiple regression and mediation test. The results show that HR Business Partners, Talent Mobility, and Employee Engagement have a positive and significant effect on employee performance. In addition, these three variables also have a significant effect on organizational culture. Organizational culture is proven to have the strongest influence on employee performance and acts as a partial mediating variable in the relationship between HR Business Partners, Talent Mobility, and Employee Engagement on employee performance. These findings indicate that human resource management practices not only directly affect performance but also through the internalization of organizational values. Theoretically, this study strengthens the relevance of Social Exchange Theory, Job Demands–Resources Model, and Resource-Based View in explaining the relationship between HR management practices, psychological factors, and employee performance. Practically, the results of this study provide implications for organizations to strengthen the role of HR Business Partners, improve talent mobility programs, encourage employee engagement, and consistently internalize organizational culture as a strategy to improve employee performance.

Abstract

This study is grounded in the increasing importance of effective policy implementation in government procurement, particularly in the context of digital transformation and regulatory reform under LKPP Regulation Number 4 of 2021. The research aims to analyze the influence of communication, resources, and bureaucratic structure on the effectiveness of business actor development in the procurement of goods and services (PBJ) within the Bandung City Government. A quantitative approach with a descriptive-verifiable survey method was employed, involving 37 respondents consisting of procurement officials and civil servants. Data were collected through structured questionnaires and analyzed using correlation and multiple linear regression techniques with SPSS. The findings reveal that communication, resources, and bureaucratic structure each have a positive and significant effect, both partially and simultaneously, on the effectiveness of business actor development. Effective communication enhances understanding and participation, adequate resources strengthen implementation capacity, and a well-structured bureaucracy improves coordination and accountability. The study concludes that the integration of these three factors is essential to achieving optimal policy outcomes, especially in a digital governance environment. This research contributes theoretically by reinforcing and extending policy implementation models in the context of digital public administration, and practically by providing strategic recommendations for improving procurement governance and business actor empowerment.

Abstract

This study aims to analyze lecturer career development with organizational commitment as a mediating variable. This study was conducted on lecturers at the Open University (UT). Data as of 2023, the number of lecturers at the Open University was 708 lecturers, with a breakdown of 430 lecturers assigned to the Central UT and 278 lecturers assigned to regional units (UT Daerah) (UT Personnel, 2023). In 2023, UT registered 525,419 students. Because UT students are spread throughout Indonesia in Regional UTs, lecturers are also placed in Regional UTs to assist in the implementation of education at Regional UTs. The implementation of education at UT also involves external parties as tutors. The role of lecturers at UT is slightly different from other conventional universities. Lecturers at UT, especially Lecturers at Regional UTs, participate more in administrative activities for distance learning. This results in a reduced academic atmosphere for lecturers. The problem faced by lecturers at UT is the less than optimal career development. This can be seen from the lecturer's rank and their activities and productivity. The functional position ratio of lecturers at UT is dominated by Lecturers (52.12%), followed by Assistant Experts (22.74%). Furthermore, lecturer activity and productivity at UT remain low, particularly those related to the Tri Dharma (Three Pillars of Higher Education), particularly those related to research and community service. In 2021, the number of funded research output articles was 246, with 60 community service outputs, and 80 independent research articles. These numbers are lower than the number of lecturers. This low career development can be caused by organizational support, work motivation, job satisfaction, and organizational commitment for lecturers. This study uses primary data. Research on the determinants of lecturer careers at Universitas Terbuka is important because lecturer careers are one of the factors influencing lecturer activity and productivity in implementing the Tri Dharma of Higher Education, which ultimately contributes to the institution.

Abstract

Health and nutrition of early childhood are fundamental pillars supporting physical growth, cognitive development, and long-term child well-being. This study aims to comprehensively evaluate the implementation of health and nutrition programs for early childhood at Puskesmas Tajuncu, Donri-Donri District, Soppeng Regency, South Sulawesi, and identify current issues emerging in field implementation. The study employed a qualitative descriptive approach with data collection through in-depth interviews with the Head of Nutrition at Puskesmas Tajuncu, field observation, and documentation of child growth data from Posyandu Kemiri 1 as source triangulation. Data were analyzed using interactive analysis techniques involving data reduction, data presentation, and conclusion drawing. Results show that health and nutrition programs have been routinely implemented through monthly Posyandu activities and early detection of growth and development at PAUD/TK. Programs implemented include anthropometric monitoring (weight, height, head circumference, upper arm circumference), local supplementary food provision for 90 days, vitamin distribution, immunization, and parental nutrition counseling. Posyandu Kemiri 1 data over three months (January-March 2026) showed gradual improvement in all growth indicators. However, current issues identified include: only 50% of children achieved standard weight gain per month; 96 children with stunting and 12 with undernourishment; and inconsistent child attendance at Posyandu. Determinant factors include parenting patterns, socioeconomic conditions, and environmental sanitation. Community participation rate of 80% constitutes significant social capital. This study concludes that strengthening multisectoral collaboration among Puskesmas, Posyandu, PAUD, families, and local government is the key strategy for sustainably optimizing early childhood health and nutrition.

Abstract

Early childhood is a critical and sensitive golden period for meeting nutritional needs. Balanced nutrition during this phase serves as the primary foundation for optimal physical growth, cognitive development, intelligence, and long-term health. This study aims to analyze the application of balanced nutrition principles in early childhood, identify factors influencing nutritional status, and describe nutritional status development of young children at Posyandu Mattirowali E, Aka-Akae Village, Watang Sidenreng District, Sidenreng Rappang Regency (Sidrap). The research employed a descriptive design with a mixed-method approach (qualitative and quantitative). Data were collected through participant observation, semi-structured in-depth interviews with 7 parents and 2 Posyandu cadres, and anthropometric measurements (weight, height, and head circumference). Data were analyzed using Z-scores based on WHO growth standards for TB/U, BB/U, and BB/TB indicators. Results revealed that all 7 children born in 2023 (100%) fell under the short or very short category based on TB/U. The BB/U indicator showed 57.2% had low or very low weight, while 85.7% showed good nutritional status based on BB/TB. Weight growth trend data for 16 children born in 2024 showed 83.3% gained weight in May 2026, indicating nutritional improvement. Key factors affecting children's nutritional status include maternal knowledge of balanced nutrition, feeding practices, family socioeconomic conditions, access to nutritious food, and infection frequency. Sustained nutrition education through Posyandu and cross-sector support are critical to achieving optimal early childhood growth and health.

Abstract

Early childhood health and nutrition are the primary foundations for developing quality human resources, directly determining children's cognitive, physical, socio-emotional development capacity, and future productivity. This study aims to analyze the multidimensional determinants of early childhood health and nutrition, identify the current nutritional status and influencing factors, and examine the implementation and effectiveness of the Holistic Integrative Early Childhood Education (PAUD Holistik Integratif) approach in improving children's health and nutrition at Posyandu Apel, Pising Village, Donri-Donri District, Soppeng Regency. The research employed a qualitative descriptive approach adopting evidence-based integrative review principles, combining field data with comprehensive scientific literature analysis. Data were collected through participant observation, semi-structured in-depth interviews, and documentation during Posyandu activities, with thematic analysis involving source triangulation to ensure validity. Results show that most children have normal nutritional status based on BB/U and BB/TB indicators, but cases of undernutrition and stunting requiring serious attention were still found. Five key determinants identified include: (1) individual factors (low birth weight history and disease history); (2) family factors (parental nutrition knowledge and socioeconomic conditions); (3) environmental factors (sanitation and clean water access); (4) behavioral factors (dietary patterns and clean healthy behavior); and (5) service access factors (Posyandu participation and PAUD involvement). The Holistic Integrative PAUD approach proved relevant in integrating health, nutrition, education, and parenting services, but still faces challenges in cross-sector coordination, resource limitations, and uneven community participation. The study concludes that strengthening multisectoral synergy among families, Posyandu, PAUD institutions, and village government is the key strategy for stunting prevention and sustainable optimization of early childhood development.
