Jurnal Ilmu Administrasi Publik merupakan jurnal akademik yang diterbitkan setiap dua bulan sekali sebagai wadah bagi mahasiswa, akademisi, peneliti, dan praktisi untuk mendiseminasikan hasil penelitian dan kajian ilmiah di bidang administrasi publik. Jurnal ini mengakomodasi berbagai topik yang berkaitan dengan administrasi publik, kebijakan publik, tata kelola pemerintahan, perpajakan, serta isu-isu kontemporer dalam sektor publik. Fokus Jurnal Jurnal ini berfokus pada pengembangan teori, konsep, dan praktik dalam administrasi publik yang relevan dengan dinamika pemerintahan, kebijakan publik, pelayanan publik, serta sistem perpajakan di tingkat lokal, nasional, maupun global. Abstract

Background Licensing services are mostly accessed by the public. Currently, the Capital Investment and One-Stop Services Office of DKI Jakarta has an application called JakEVO (Jakarta Evolution). However, the JakEVO application is still not widely known by DKI Jakarta residents. Another obstacle is that errors often occur when using the JakEVO application. The purpose of this study was to Analysis of the Implementation of Online-Based Licensing and Non-Licensing Public Services Through the Jakevo Application at the Investment Management Unit and One-Stop Integrated Service in Sawah Besar Sub-District - Central Jakarta. The research approach uses a qualitative approach with descriptive methods. Determination of informants in this study using purposive sampling technique or purposive sampling. Online-Based Licensing and Non-Licensing Public Services Through the Jakevo Application at the Investment Management Unit and One-Stop Integrated Service in Sawah Besar Sub-District - Central Jakarta can be said to be quite running well and in accordance with what is expected by the government and by the community. There are obstacles in terms of the use of technology, officer communication with the public, and the use of the JakEVO Application by service officers and the public in Online-Based Licensing and Non-Licensing Public Services Through the Jakevo Application at the Investment Management Unit and One-Stop Integrated Service in Sawah Besar Sub-District - Central Jakarta. As for overcoming various obstacles, including service officers providing assistance and counseling to the community, communicating either directly to service officers at the sub-district or village office to ask questions or ask for directions or directions, as well as through communication media such as in the comments column, email, telephone, whatsapp and creating bulletin boards as information media and complaint services, conducting training for officers and conducting regular discussions both with fellow officers and with leaders regarding problems that occur with the use of the JakEVO Application.

Abstract

The digital era brings serious challenges to the national character of students, especially through massive disinformation and rapid socio-cultural changes.  This article aims to analyze how national character education can be strengthened in the context of the digital era, as well as identify learning strategies that are adaptive to the dynamics of the times. Using a qualitative approach based on literature study, the author reviews the theory of national character, disinformation, and globalization of values in the context of Indonesian students. The results of the study show that a strong national character must be formed through Pancasila-based contextual education, critical digital literacy, reconstruction of national narratives, and strengthening civic engagement. These findings are expected to contribute to the design of higher education policies and practices in Indonesia that are more socially and culturally relevant.

Abstract

This study aims to analyze the implementation of waste management policy to increase community awareness in Rawasari Village of Central Jakarta. To analyze the obstacles encountered in implementing the waste management policy to increase community awareness on waste management in Rawasari Village of Central Jakarta. To analyze and find out what efforts were made to overcome the obstacles in implementing the waste management policy to increase community awareness on waste management in Rawasari Village of Central Jakarta. The study uses a qualitative approach with a descriptive analytical method. Data were collected through observation, documentation, and interviews, then triangulation method was used for analysis. The results show that the implementation of waste management policies is crucial. Active participation in waste management can increase awareness and concern for the environment. Additionally, government support and cooperation among relevant parties are also essential factors in the success of these policies.

Abstract

Residents in Kelapa Gading District, North Jakarta, face the problem of landfills because the daily volume of waste in DKI Jakarta continues to increase. In response, the government enacted Law number 18 of 2008 and Gubernatorial Regulation number 77 of 2020 concerning waste management. This research aims to analyze and evaluate the implementation of waste management policies through the waste bank program in the region. This research uses a descriptive method based on a qualitative approach with data collection techniques including observation, interviews and documentation. The informants consisted of 4 people, including the head of the Environmental Service, Chairman and members of the waste bank in Kelapa Gading District, as well as a public administration lecturer. The research results show that the implementation of the Waste Management Policy through the Waste Bank Program in Kelapa Gading District is in accordance with the regulations of Gubernatorial Regulation 77 of 2020 concerning Rukun Warga Waste Management and fulfills 4 research aspects, namely communication, resources, disposition and organizational structure. However, there are still obstacles in the communication and resource aspects that need to be improved to achieve optimal implementation. Barriers to implementing the policy include a lack of understanding of the policy, difficulties in socializing the program, limited infrastructure and adequate facilities, as well as the need to increase public awareness and face challenges in monitoring and changing policies. To overcome obstacles in implementing waste management policies through the waste bank program in Kelapa Gading District, efforts need to be made such as increasing inclusive socialization, establishing positive examples through pilot waste banks, strengthening supporting infrastructure, and carrying out good coordination and supervision.

Abstract

This research is based on the Primary Tasks and Functions of Waste Management at the neighborhood level in South Tugu Village, Koja District, North Jakarta, referring to Governor Regulation No. 77 of 2020 concerning the establishment of management facilities and infrastructure at the neighborhood level in North Jakarta. This includes managing waste at the neighborhood level and educating the community on proper Waste Management. Various issues related to Facilities and Infrastructure, Budget, and Human Resources were identified. The purpose of this study is to understand and analyze the implementation of Governor Regulation No. 77 of 2020 on Waste Management at the neighborhood level in South Tugu Village, Koja District, North Jakarta. The Waste Bank is a concept that collects dry household waste (Plastic, Paper, Cans, etc.) and converts it into cash through a system that encourages residents to participate in waste sorting and recycling. Daily household waste production is a fundamental problem. According to the Ministry of Environment and Forestry, household waste accounted for 45.9% of Indonesia's total waste production in 2021, which reached 41.38 million tons, with  26.96 million tons of that total estimated to be improperly managed. This study employs a qualitative method aimed at creating a systematic and accurate description of the facts and the relationships among the phenomena investigated by the author. The research results indicate four key indicators: Communication, Resources, Disposition, and Bureaucratic Structure. To ensure the effective implementation of Governor Regulation No. 77 of 2020 on waste management, it is necessary to create a fixed budget for facilities and infrastructure by identifying and recording the detailed needs and proposals for the required facilities and infrastructure.

Abstract

Entertainment tax is included in the type of tax that is part of regional income. Entertainment tax is taken based on ownership of entertainment venues in administrative areas that have a tax management body. The implementation of entertainment tax collection is carried out in order to increase Regional Tax revenues. This research on the effectiveness of entertainment tax collection aims to analyze Entertainment Tax collection along with obstacles and efforts to improve regional development. In this research the author used a qualitative approach and descriptive method. The results of this research show that the level of effectiveness of entertainment tax collection is seen from the target data and the realization exceeds the target with quite effective indicators. There is also an obstacle, namely the lack of awareness of tax objects in inputting original transaction data so that there is a gap in tax reporting. Even though there are these obstacles, tax collection officers take a communicative approach to resolve these obstacles so that they are completed correctly and efficiently.

Abstract

This research aims to examine the influence of taxpayer attitudes and the quality of tax services on taxpayer compliance in paying rural and urban land and building taxes in Serpong District, South Tangerang. The study involved 100 respondents, utilizing a quantitative descriptive approach with data collected through questionnaires. The findings indicate that taxpayer attitudes significantly affect compliance, accounting for 46.9% of the variance, while the quality of tax services contributes 37.7%. Overall, these factors explain 61.2% of the variance in taxpayer compliance, highlighting the importance of improving both taxpayer education and service quality to enhance compliance rates.

Abstract

Through the Integration of NIK into NPWP policy, the Directorate General of Taxes has made a new breakthrough that will implement a Single Identification Number (SIN) between NIK and NPWP. The purpose of this research is to analyse the strategy of matching NIK to NPWP in order to increase individual taxpayer compliance at the West Bekasi Primary Tax Service Office in 2023. This research method uses a qualitative descriptive method. This research uses the theory of Azhari Aziz Samudra (Barlian, Rossya and Rulandari, 2021). The results of this study showed that the West Bekasi Primary Tax Office Strategy for the existence of the NIK to NPWP Policy has been able to increase the number and compliance of taxpayers through various media, as well as the characteristics of friendly and professional extension services. But there are still obstacles that affect the NIK to NPWP Matching strategy so that the matching process has not been fully achieved. Abstract

This study aims to analyze the monitoring mechanisms, obstacles encountered, compliance levels, influencing factors, and effectiveness of monitoring imports of shipped goods by the Soekarno-Hatta Type C Main Customs and Excise Office (KPUBC). The method used is qualitative descriptive with interviews conducted with eight informants, consisting of customs officials, academics, and importers. The results of the study show that supervision is carried out using a risk management approach, a selective system, and information technology. The main constraints are limited human resources and complex procedures. Compliance among service users has improved due to system transparency and regulatory education. Factors such as the professionalism of officials, clarity of rules, and past experiences also influence compliance. The effectiveness of supervision has been proven to encourage higher compliance. This study recommends strengthening the evaluation system, improving human resources, and simplifying procedures. Abstract

This research is inspired by the lack of taxpayer compliance. Thus, many hotel taxes on boarding houses have not been registered so that it affects local tax revenue in the Grogol Petamburan area of the West Jakarta Administrative City. This research is purposed by the author to analyze the extensification of hotel tax on boarding houses in order to increase local tax revenue at the Regional Tax Collection Service Unit (UPPPD) Grogol Petamburan, West Jakarta Administrative City in 2022-2023. As well as knowing the obstacles and efforts in overcoming these obstacles in increasing the realization of hotel tax revenue on boarding houses. This research used qualitative research methods. The data used are primary data obtained from informant interviews and secondary data. Data collection techniques were conducted by interview, observation, documentation, and triangulation. The results showed that the extensification carried out had been quite effective and contributed to increasing the number of boarding house taxpayers from 234 tax objects in 2020 to 285 active tax objects in 2023. In terms of revenue, there was a significant increase, from Rp3.5 billion in 2022 to Rp4.7 billion in 2023. However, the implementation of this policy still faces obstacles such as low tax literacy among boarding house owners, outdated tax object data, and limited use of technology in the registration and reporting process. To overcome these obstacles can use method by improving coordination with the village and RT/RW, expanding direct and digital socialization, and facilitating tax services through online systems.
