Abstract

Bureaucracy ideally functions as a public servant that ensures order, speed, and transparency. However, bureaucracy at the local level is often perceived as slow, complicated, and unprofessional, ultimately reducing public trust and hindering prosperity. This study aims to review and identify service delivery and analyze the causal factors. The study was conducted at the Population and Civil Registration Service (Disdukcapil) of Juang City, Bireuen Regency, as a case study. Using a qualitative approach, data was collected through in-depth interviews, observation, and documentation. The results revealed crucial problems including allegations of illegal levies (pungli), delays in document issuance due to a shortage of raw materials, a non-transparent queuing system, low employee ethics and friendliness, and limited infrastructure and technology. The main contributing factors are lack of leadership supervision, low employee discipline, and an unresponsive old bureaucratic culture. Therefore, it is time for bureaucratic reform, particularly improving discipline and strengthening service ethics.

Abstract

Job satisfaction is a crucial aspect of an organization's work environment. It is related to staff responsiveness, service transparency, and accountability. Therefore, organizational management efforts should be considered in addressing this issue, including this research. So, how should organizational management efforts, which are currently experiencing hydrometeorological disasters, be taken into account in conditioning this situation, including this research being carried out. By applying quantitative methods through surveys and using a causal path model between the assumed variables, the problem can be addressed. The results showed that (1) there is a moderate causal relationship between the assumed variables, namely staff responsiveness, service transparency, and accountability, at the Juli sub-district office. This demonstrates the direct and indirect influence of these assumed factors on job satisfaction. (2) The respective effects of staff responsiveness on public satisfaction are 18.52%, service transparency 20.32%, and accountability 27.44%. (3) the contribution of staff responsiveness, service transparency, and accountability to public satisfaction is 31.6%.

Abstract

The role of the Scout Leader is part of the cycle of fostering and protecting Scout members. The quality of this role is greatly enhanced by training, motivation, and facilities for the activities they undertake. Many obstacles remain in implementing the role of Scout Leader in the Pidie Jaya Regency Scout Branch. Survey methods, quantitative associative research, and inferential statistical analysis using a path model were used. The results show: (1) training, motivation, and facilities are causally interconnected, with a strong correlation, directly and indirectly influencing the role of Scout Leader. The role of Advanced Course Instructor is influenced by training by 33.3%, by Scout Leader motivation by 22.01%, and by Activity Facilities by 34.47%. (2) Together, the elements of training, motivation, and activity facilities contribute positively by 84.1% to the role of Advanced Course Instructor in the Pidie Jaya Regency Scout Branch.
