Abstract

Decentralization has received broader support as a reform in governance to increase local government performance and better service delivery. This paper examines the effects of political, administrative and fiscal decentralization on local governance and public service provision in Indonesia. Data was collected through a cross-sectional quantitative survey method from 200 LG officials and 500 citizens in different municipalities and districts. The study used stratified random sampling in order to increase chances of getting both residents of the urban and the rural areas. This paper employed structured questionnaires and the official record review to collect data on governance efficiency, resource allocation, accountability for services, and citizens’ satisfaction levels of services in the education sector, health sector, and the infrastructure sector. The findings suggest that political decentralization has the highest positive correlation with governance quality in other domains, including transparency, accountability and citizens’ involvement. Administrative decentralization enhances service delivery efficiency most apparent in urban areas but fiscal decentralization has a moderate impact, reduced fiscal authority is an indication that decentralization should be encouraged to foster efficiency in resource allocation. However, issues of equitable distribution of governance quality and service outcomes across the country is a challenge with rural regions lagging behind the urban regions. This research fills the literature gap by examining and comparing the specific effects of the multiple types of decentralization on governance and service delivery in a developing country setting. The study points to the need for policy target based on the situation to enable decentralisation policy to deliver social equity in various regions.

Abstract

This study examines the role of public administration in improving access, quality, and equity in education systems. Education is a fundamental tool for socio-economic development, yet disparities persist globally, particularly among marginalized groups. The research focuses on the effectiveness of public policies and administrative strategies in addressing these challenges. Through a mixed-methods approach, the study analyzed data collected via a structured questionnaire, assessing the impact of policy decentralization, performance-based funding, and inclusive educational initiatives on educational outcomes. The findings reveal that decentralizing educational governance and promoting community involvement significantly improve access and quality, while performance-based funding enhances accountability and efficiency in educational institutions. Additionally, targeted interventions for marginalized groups, such as gender-sensitive policies and support for children with disabilities, contribute to greater equity. The results highlight that public administration is essential in shaping education systems that are responsive to the needs of diverse learners. This research fills a gap in the literature by offering a comparative analysis of effective public administration practices in education, particularly in developing countries. The study provides actionable recommendations for policymakers and educators to strengthen education systems through strategic governance.

Abstract

It is crucial in the area of public administration since the decision, in question, influences the public’s confidence, the administration, as well as the general welfare. This paper discusses ethics training with an intent of providing insights into the effectiveness of this measure in ethical decision making among public administrators, not ignoring the aspect of ethical education in raising awareness, and sharpening the skills of practical ethical decision making among the employees. Employing a purely qualitative approach, data were captured using purposively chosen participants who had undergone through ethics training programmes in their administrations. Analysis by themes indicated that ethics training helped the participants to reason ethically and identify solutions to ethical issues. Nevertheless, the research also found some barriers: resistance to change, regarding training in ethics as unnecessary, and lack of resources in enterprises. Equally as important, organizational culture was identified as a major factor influencing the success of the ethics training which proved that the organisational culture when supportive with leadership had a great contribution to the effectiveness of the training but when hierarchical bureaucratic it acted as a barrier. In this research, gaps concerning the context which shapes the effects and the practical application of ethics training in public administration are discussed. It also emphasise the relevance of integrating organisational practices by ethical principles and, therefore, the development of a socially responsible culture that may guarantee sustained ethical implementation and practices. The research results offer practical implications for policies to augment the ethics training programs within and across organizations.

Abstract

This research thus adopts a qualitative design to analyses how public administration influences cultural policy, and its implications for the growth and viability of creative industries. Bureaucracy appears to be central in the formulation, monitoring/assessment, and coordination of cultural policies across the supporting sectors including film, music, and the new media. Employing a qualitative research approach involving interviews with policy makers, public administrators, representatives from cultural industries, analyses of available policy documents and an ethnographic approach to cultural events, the study identified important policy issues regarding policy formulation, funding sources and policies and cultural regulation. These papers suggest that sound cultural policies unlock potential for innovation and sustainability in creative economy sectors, in terms of appropriate facilities, funds, and legal framework. Nevertheless, obstacles such as limited access to resources, inadequate performance of the administrative system, and dispersed control over the process compromise the execution of these strategies. The research enriches the knowledge base by identifying the potentially missing or underexplored aspects of PA’s impact on the creative industries’ growth and proposing strategies for improvement. In conclusion, the present study enforces a necessity to develop a balanced and easily comprehensible vision of the function and potential approaches on the part of the public administration to maintain the long-term stability and further development of the creative industries as a significant factor for economic growth and cultural diversification.

Abstract

This paper analyses the significance of public administration in the process of renewable energy policies adoption and in the practical problematics around implementation of the strategic goals and detected discrepancies between them. Given the growing global quest for the use of renewable energy sources, the efficient deliverables of renewable energy policies are crucial to addressing environmental, economic, and energy security problems. The current study establishes that there are several administrative challenges that hamper the probability of achieving renewable energy objectives; including lack of resources, political hurdles and weak local capacity. Employing a qualitative research method, the work aims at comparing countries’ overall pledges of renewable energy with the actual practices within local governments to unravel how public administrators manage such disparities. As such, the study is clear on policy relevance: better correspondence of their requirements to domestic capabilities of governance and prediction of potential deficiencies, as well as a constant practice of policy shares with various stakeholders. The work compares the results with global trends and case studies of similar countries/regions and contributes to the evaluation of factors that drive REFs in developing countries with a least administrative power. Based on the findings from this research, the following policy implications are discussed, in terms of their relevance to policymakers: Greater attention should be paid to reinforcing institutional support, increasing the intensity of cooperation between different levels of government, and developing capacities for the effective implementation of renewable energy policies at regional and local level.

Abstract

This study examines the influence of bureaucratic structures on public policy outcomes, focusing on key elements such as hierarchical structure, division of labor, formal rules, and impersonal relationships. Using a quantitative approach, data were collected from public sector employees and analyzed to determine how these structural elements contribute to the effectiveness of public policies. The results show that hierarchical structure has a positive correlation with policy outcomes, as it facilitates clearer lines of authority and coordination. The division of labor, while enhancing specialization and expertise, also presents challenges in inter-departmental collaboration, especially for complex policy issues. Formal rules and procedures were found to significantly influence policy outcomes, although their rigid application can lead to bureaucratic red tape that slows down decision-making processes. Additionally, impersonal relationships within bureaucratic organizations, while ensuring neutrality, can hinder effective collaboration with external stakeholders. The findings highlight the ongoing relevance of bureaucratic principles in modern governance while also underscoring the challenges posed by rigid structures and the need for adaptability, especially in the context of digital transformation and global governance. This study contributes to the literature on public administration by providing empirical evidence of how bureaucratic structures shape policy outcomes in contemporary settings.

Abstract

The research aims to understand how young people in Barru Regency Indonesia support environmental consciousness through qualitative methods. The research investigates youth-led environmental initiatives by conducting in-depth interviews with participants alongside conducting focus groups and performing participant observation. Youth residents of Barru take part in different environmental advocacy practices which include waste disposal management and public awareness campaigns together with tree plantation activities. Youth leaders implement local knowledge and community-based methods to combat environmental problems while building their strategies from the ground up. Youth in their efforts encounter multiple obstacles including minimal resources together with insufficient backing from local officials and reluctance from older members of the population. Although faced by numerous barriers their community work successfully promotes environmental understanding alongside behavior alteration within the community. The study demonstrates how young people's environmental activism plays a vital role but requires expanded backing from authorities and community members to maintain such actions. The findings from this research add important knowledge about the effectiveness of youth environmental activism in rural areas of Indonesia through their contributions to scholarly literature.

Abstract

This study explores the role of public administration in managing social welfare programs for vulnerable groups in Enrekang Regency, South Sulawesi. Using a qualitative approach, it examines the implementation processes, administrative strategies, challenges, and effectiveness of these programs in a rural context. The research draws on in-depth interviews with local government officials, program coordinators, community leaders, and beneficiaries to gain comprehensive insights into the complexities of managing social welfare initiatives. Findings reveal that collaborative efforts between local governments, NGOs, and community leaders have been instrumental in addressing logistical challenges and resource limitations. Administrative strategies, such as prioritizing urgent needs and enhancing staff training, have improved service delivery. However, financial constraints and geographical isolation remain significant barriers to achieving program efficiency and effectiveness. The study highlights the importance of transparency in financial management, with annual audits and public updates enhancing trust and accountability. Beneficiaries reported varying levels of success, with some noting improved access to basic services, while others faced challenges due to remoteness and administrative inefficiencies. This research contributes to addressing the gap in the literature on rural social welfare program management by providing insights specific to a non-urban setting. It emphasizes the need for tailored strategies to overcome unique challenges in rural administration and provides policy recommendations to enhance program effectiveness. The findings have broader implications for improving social welfare initiatives in similar rural contexts.

Abstract

The analysis investigates how local political parties affect electoral results in Makassar City through evaluations of their strategies together with voter response patterns and social community processes. Through a qualitative method researchers conducted semi-structured interviews combined with focus group sessions and document evaluation to understand the voter-party interactions and local strategy development and community network use in Makassar City. Local parties operating in Makassar depend on direct contact with citizens together with connections to local leadership groups for establishing contact and voter participation. Electoral choices of voter’s stem from concrete needs including improvements in infrastructure and local service delivery instead of national political perspectives. Local political campaigns have shown a need for ethnic-specific approaches which create campaign messaging that targets particular cultural and ethnic groups. Local political parties practice strategic autonomy to create custom-made political strategies which adapt to specific local socio-political conditions apart from national political parties. The study fills knowledge gaps within Indonesian political research by documenting how local actors evolve their political tactics which influences election results. This study explains significant information to those who study local politics including policymakers’ analysts and academic researchers of electoral dynamics.

Abstract

The paper investigates the social consequences of coastal resource depletion through studies on economic troubles and adaptation methods alongside changes within fishing communities of Bantaeng located in South Sulawesi. The investigation focuses on how diminishing fish stocks limits fishermen’s economic viability alongside affected traditional knowledge transfer and impacts fishing community solidarity. Resource depletion exhibits very powerful negative effects on income yet the community now seeks additional sources of revenue by embracing seaweed production and small-farm cultivation. Social interactions in the community have shown both signs of detachment and strengthening because individuals work to obtain resources while others start working together on collective projects. Gender conceptions have undergone transformations according to this study since women now generate economic benefits rather than men do. The research demonstrates how young people leave rural areas for urban destinations because coastal fishing shows declining opportunities which will worsen traditional fishing in the future. The research findings contribute to advancing small-scale fisheries discourse because they concentrate on sociological aspects of adaptation and advise that place-based community-level strategies should serve as main pillars for fisheries policy. This study demonstrates that the social aspect must be integrated for long-term sustainability in coastal resource management to benefit communities.
