Abstract

This paper seeks to identify and analyze the functions of social capital in community development namely through respect, exchange, mutual purpose and networks. A qualitative primary research technique in the form of case studies and questionnaires, administered on selected community heads and influential members, explore how these attributes of social capital build trust and cooperation to strengthen community management and development agenda. Aluthgama reveals that cultural commonalities, historical antecedents and emerged computer networks significantly support community-based associations and joint activities. The study also underscores the positive correlation between the official organizations and the relations-based networks, where a mix of the two is argued to be key for supporting sustained community-based practice. Further, the study highlights how appreciation for the initiation and creation of joint benefits among community members is related to technology, a topic that has been given limited attention in prior social capital scholarship. Thus, the findings of the current work bring to the scholarly discourse a more nuanced understanding of social capital regarding its relationship with community resilience and development. To policymakers and community leaders, it carries potential for improving both conventional and web/clique social capital inventory, noting that these findings have practical implications.

Abstract

In particular, this research investigates competencies of leadership in public administration as a way of understanding how public administrators are positioning themselves in the current complex governance environment. Exploring leadership themes of digital media, communities, flexibility, and professionalism, the work employs a qualitative research method and outlines leadership priorities for practice and scholarship. Qualitative data were collected from interviews with public administrators to show how they use digital resources, cooperation between organizations, and response to new issues for enhancing public services. The study concludes that these models have the potential not only of increasing the efficiency of organizations but also transparency, accountability and citizens’ participation. Also, the study shows that despite adopting these strategies, public administrators experience some barriers including, resistance to change, poor digital literacy, and limited resources. In doing so, the current study adds to existing scholarship focusing on digital and collaborative leadership in responding to the ad hoc nature of leadership scholarship in the context of public administration. The present findings offer applied suggestions to public sector organizations such that they might develop better leadership and remain effective in managing future governance issues. This study stresses the centrality of leadership innovation as a driver of change in the public sector and provides an ideal background for subsequent research on combining adaptive, ethical leadership models in various governance environments.

Abstract

This paper aims to fill the gap in the literature by studying the effects of globalization on PA and the policy-making process, with specific reference to the role of IOs, technology, TAs and other actors. This research explored the nature of global public administration through the use of multiple case studies, semi-structured interviews of policymakers and practitioners, and document review. The study also shows that transnational actors including and especially the UN and the IMF are powerful political actors that can shift national policies in developing countries by offering loans, advice, and policy prescriptions. Additionally, technology takes the central position as a driver of change making processes in PAS, e-government initiatives such as online public services increase transparency, efficiency and citizens’ participation. Furthermore, the study reveals trends and patterns of networked governance that refers to collective efforts of governments, organizations, companies, and civil society in managing multifaceted global challenges. When embodying these ideas, these observations compensate for the existing shortages in the literature by providing a systematic understanding of how different globalization presupposes governance adaptability and inclusiveness. As a result, it is argued that public administration in the conditions of the modern globalization process needs innovative leadership, diverse stakeholders’ cooperation, and focus on ethical sense in terms of uncertainty and variety of the global world. The findings of this study are important to policy makers concerned with building strong and adequate public administration for responding to the challenges arising from globalization.

Abstract

This study investigates the influence of the Personnel Management Information System (SIMPEG) on the productivity of state civil servants in Sleman Regency, Indonesia. With the increasing reliance on technology in public administration, SIMPEG serves as a crucial tool for enhancing various aspects of human resource management, including recruitment, performance evaluation, and payroll management. Utilizing a quantitative methodology, data were collected from 150 civil servants through structured questionnaires, and analyzed using descriptive statistics, correlation, and regression analysis. The results reveal a significant positive correlation between SIMPEG implementation and civil servant productivity, with administrative efficiency, job satisfaction, and employee motivation identified as key contributing factors. Notably, the findings show that administrative efficiency accounts for 61% of the variance in overall work performance, underscoring the system's impact on reducing bureaucratic delays and enhancing decision-making processes. Additionally, the study highlights the importance of addressing challenges such as resistance to change and the need for adequate training to ensure successful implementation. These insights contribute to the ongoing discourse on e-government initiatives in Indonesia and provide practical recommendations for policymakers and public administrators seeking to improve service delivery and operational effectiveness. The study emphasizes the critical role of integrated personnel management systems in modernizing public administration and enhancing civil servant productivity.

Abstract

This paper focuses on assessing the efficiency of PTSP in enabling business permit in Bandung City of Indonesia. PTSP is the government’s program that it has launched to simplify various bureaucratic procedures and increase the transparency of governance to unleash the economic potential of a country. Employing a survey questionnaire, quantitative data was obtained from 200 business owners and government officials who deal with PTSP concerning factors such as time taken to process licenses, the level of transparency and user satisfaction. The findings have revealed that PTSP has led to the cutting down of processing time, enhance the level of opacity and has received accolades by the business fraternity. However, there are also problems to face such as inadequate organizational infrastructure and reluctance for change. Consequently, the study enhances the existing literature by presenting a quantitative analysis on PTSP impact assessment in an urban context as well as presenting guidelines on how to address the emerging challenges that continue to emanate on the efficiency of the system.

Abstract

The paper also aims to examine how the characteristics of the digital age have affected the fiscal policies and economic growth and income distribution, and the political economy that underpins policymaking. With advancing technologies transforming the economy around the globe, conventional oriental ways of debtor nation treaties to solve fiscal measures’ weaknesses including the incapability to address increasing income disparity and sectoral imbalance. Thus, this work based on the qualitative research method involves the interviews of policymakers, economists, and stakeholders to identify their motives and concerns associated with fiscal outcomes. As this study establishes, digital economies may hold potential for economies to expand, these digital economies also perpetuate income disparity as shown where gig workers and sectors that are locked out of digital incentives are concerned. These shifts pose a risk to governments’ ability to fund critical expenses; however, the study calls for fiscals’ policies to embrace innovations with policies that promote fairness in resource distribution. In addition, it also highlights the position of political factors in the fiscal actions pointing that policies are made based on political beliefs and democracy interests of certain political positions. The research provides new insights to the existing literature through providing detailed knowledge of the relationship between fiscal policy, growth, and income distribution in the backdrop of digitalization. Accordingly, the need for local and revolutionary fiscal interventions that will fund the fair distribution of new-technology prosperity and promote responsible and inclusive new-economy growth are highlighted.

Abstract

One phenomenon that has for long haunted workplaces is gender inequality despite the new push for diversity and inclusion. This qualitative work looks at how gender as well as other axes of differentiation like race, class, sexual orientation, and/or disability inform, constrain or produce employees’ experiences of inequality in organizational environment. The study explores organisational factors that put up gender-based differences by focusing on structural relativity, cultural expectation, and polity The study is based on 25 participants from different sectors, focus group interviews, and documents analysis. It will be shown that although most companies have diversity and inclusion policies in effect, these may not be effectively being practiced, and/or that there is a lack of policies that respond to the realities of multiply oppressed persons. Some few of the causes of this marginalization include cultural bias particularly from male dominated organizations. Furthermore, this paper reveals that current workplace policies are still lacking especially on subject like parental leave and promotion policies that continue to perpetuate gender stereotypes at the workplace. Finally, it is imperative for future scholarship to continue the important work of Choo and Diversifying Feminisms, insisting on an intersectional approach at the policy and cultural levels for organizations committed to addressing gender inequality in the workplace. Hence, the discovery advances the existing dialogue on workplace disparities and offer the appropriate guidelines for equality approaches across a range of organizations.

Abstract

This study considers an evaluation of how policies formulated in public administration can help enhance service delivery in Afghanistan which faces numerous political, historical, and socioeconomic issues. The study employs a method known as quantitative case study to look at the adherence of the various sectors in public administration to policies affecting education, health, and municipalities. Information was collected using structured interviews, focus group discussions, document review, and observations with participants being public sector representatives and users of public services. The study also established the fact that bureaucratic constraints, corruption, lack of resources and socio-political factors hinder successful provisioning of public services. Some challenges which came up before the public and citizens included weak institutional framework and regional disparities in the access to services. In addition, the paper demonstrates how the framework of governance institutions, political stability, and service delivers interface in the context of the post-conflict country. These results add to the current body of literature on public administration in fragile and conflict-affected states by presenting a case for the need for extensive and system reform with a focus on increasing the accountable and open state, as well as enhancing local governance systems. The findings of this study provide prescriptive implications for enhancing service provision and governance efficiency in Afghanistan and analogous states after conflict.

Abstract

The subject of this research is how social media affects individuals’ close relationships with other people, with an emphasis on digital jealousy, social comparison, issues of misunderstanding between loved ones and companions, companionship, tips and tricks to minimize negative effects, etc. Because content sharing in social media and other digital platforms is part of daily life now, they strongly influence the emotional and behavioral outcomes. This research establishes the link between digital jealousy and purchase behavior to explain how social comparison on social media can create the motivation for material acquisitions as people seek to replicate what they see on social media platforms. In addition, the research explores the implications of how lack of body language in digital communication results in misunderstanding and aggression to online and offline relationships. The results speak clearly of the need for being alert with what one posts and defines the need to set up social media guidelines in order to maintain positive interactions. Telling to the views of participants, free communication and strict selection of received information by means of social networks help to minimize psychological consequences of digital jealousy and to strengthen healthy relations. As such, this research endeavors to further the current body of knowledge by focusing on specific practices which may be employed to effectively address emotional and relational risks associated with social media while gaining a better appreciation of its impact on one’s well-being and behaviors. The work presents a systematic map of the nature of interactions that people have on digital platforms and how the process should be done deliberately.

Abstract

This research aims to focus on the contribution of digital literacy in raising preferable citizen participation in e-government services, where most of the previous studies give prominence to technological factors and physical connectivity. The study endeavours to understand the impact of the extent to which these citizens understand and are capable of using the technologies on their ability to engage with e- government services. The study utilizes both survey data with interviews with citizens and public officials, which are used to supplement survey data. This research is said to establish that when the level of d-technology competencies of users improves, confidence, utilization, and the performance of e-government is boosted. In addition, the study finds that digital literacy moderates the effects of age, education, and socio-economic status on e-government use by reducing their effects. These findings stress the necessity of the digital literacy inclusion into public policy to provide equal opportunities for accessing digital authorities’ services. In this regard, the study assuming this important research gap offers a more robust framework that can enable the policymakers and the public administrators to develop more efficient and user-friendly e-government systems. The study concludes with specific recommendations on how to increase digital literacy by targeting appropriate educational interventions and involving relevant stakeholder within the digital inclusion frameworks cross-cultural communities.
