Abstract

An organization’s culture is something that created, transformed, or cared for by members of the organization. Whereas innovation can be explained as a process in which economic and social values are combined to from a science which is developed and implemented in order to increase a product, process, or new service. An innovation to an organization cannot be separated from the organization’s ability to learn. An organization’s culture needs to keep developing in order to create innovation which leads to increased performance in local government. Regency districts have developed many innovations to public service. The public service innovation that has been developed is a perfect collaboration between local governments (that tried to develop organizational cultures) and local citizens (who honor the local culture.) Positive combinations of organizational cultures and local cultures are able to create a public service innovation for sub district in Agam regency governmental area

Abstract

Publik information has become a right of every person, having in his pass legislation to make Publik disclosure of Publik information or other institution has the legal power to obtain information about the implementation of governance. This as evidence of the government's seriousness in undertaking reforms in order to provide the best service to the community, people directly involved in the execution of state administration as a control. As a provider of information, each Publik agency shall provide all information relating to the implementation of activities and budget to all parties so that its implementation will continue to minimize the things that are not desirable, such as corruption, collusion and nepotism.

Abstract

2 Bulan yang lalu bangsa Indonesia telah menyelesaikan perayaan besar seperti tahun-tahun sebelumnya, yaitu lebaran. Kenapa disebut perayaan besar ? Karena pada bulan tersebut, semua masyarakat Indonesia terfokus pada salah satu Hari Besar umat muslim di dunia yaitu Idul Fitri atau yang biasa disebut Lebaran. Berbeda dengan negara-negara muslim lainnya, di Indonesia ada salah satu kebiasaan disetiap Lebaran yaitu mudik. Mudik atau pulang kampung sudah menjadi kebiasaan turun temurun di Indonesia bagi perantau yang mencari rejeki di kota lain, baik itu perantau dari kalangan atas maupun dari kalangan menengah kebawah. Sepertinya bila tidak mudik, ada sesuatu yang kurang dari perayaan Lebaran ini, oleh karena itu sebagian besar penduduk Indonesia berbondong-bondong pulang kampung (mudik) baik itu dengan transportasi pribadi maupun dengan transportasi umum

Abstract

Institutional Development District is very urgent to improve the quality of district services as the spearhead of the public service. Institutional development district model consists of four aspects: (1) tasks and functions, (2) organizational structure, (3) governance (management districts), and (4) personnel and infrastructure resources, which is formulated based on the complexity and public service priorities held districts. The results showed that the application formulation of institutional development model district in Lubuk Basung and Ampek Angkek shows similar results for mass organizations that include tasks and functions and organizational structure with four sub sections. The model of governance (management district) and personnel and infrastructure resources tend to be different, where one-door mechanism and integrated services around the district was held in the District of Lubuk Basung, while in District Ampek Angkek with the mechanism of integrated services around the district and services online. The personnel and infrastructure resources support services in the District of Lubuk Basung is not adequate, while in Ampek Angkek.

Abstract

Early Childhood Education is an important step in creating a high quality human. Data on 2008 show that, 41% children had early childhood education. This paper presents the evaluation of early childhood education based on district and municipality in Gorontalo Province. The analysis tools are DEA-BCC-O model Solver. The results show that four districts and municipality include in efficient category which are Gorontalo Municipality, Gorontalo District, Gorontalo North District and Pohuwato District. Meanwhile, two districts are include in not efficient category which are Bone Bolango District and Boalemo District

Abstract

Efectivity of tax revenue can be an indicator of performance in Dinas Pendapatan (Dipenda) Kota Bandung. Tax revenue had called efective if the acceptance fit to the real potention. The aim of this research is to gain knowledge the efectivity of land and building tax revenue based on tax target and contribution toward local revenue in Bandung City. This research using descriptive method, using APBD Kota Bandung from 2002 to 2008 as main data source. The result show that (1) efectivity of land and building tax revenue rate from 2002 to 2008, had fluctuative condition with average of 99,07% that include in efective criteria. (2) growth rate of area income in Bandung City from 2002 to 2008 average of 15,92%. (3) contribution of land and building tax toward local revenue in average 6,15% that means bad contribution. The recomendation highlights the importance of repeating datacheck to subject dan object of land and building tax so the result can be significant and increasing local revenue to finance the government activity.

Abstract

The end of the balanced budget principle gave opportunities to local governments in Indonesia to issue bonds as a financing alternative. The issuance of bonds to provide many benefits to the region, especially in financing projects quite fundamental. the bonds also cause a variety of risks and obligations to local government as issuer (the issuer). The risk is entirely borne by local governments and not helped by the central government. Therefore, the issuance of municipal bonds must go through a fairly complicated series of stages. Local government discreetness is required here. Kinds of benefits and risks that arising in connection with the issuance of municipal bonds is the opportunity and challenge for local governments. From the beginning of this opportunity thrown, no local government dare to answer the challenge by issuing municipal bonds. This raises a question mark, when local governments are willing to answer the challenge and take advantage of it.

Abstract

The management reforms of regional governance in Indonesia had started since the enactment of Law Number 22 Year 1999 regarding Regional Governance. The policy has influenced and changed the institutionalization/institution of between Central and Regional Government. Meanwhile, the implications that appeared towards the institutionalization of the regional government, amongst others, were the occurrence of less harmonious work relations between provincial and regency/city governments. Another implication that was also very important to be further observed was the institution of District that has become one of regional apparatus organizations since the implementation of Law. District seems have no important roles and functions like they had before. The main cause of this condition was about delegation of authority. Therefore, this descriptive case study was conducted. The main purpose of study was to find out the formulation of authorities that could be delegated. Case study was conducted in the Regency Government of Sumbawa where the districts were Sumbawa, Tarano and Lapelopok district. The basic concept used to build the formula of delegation of authorities was the potency of geographical characteristics. Primary data were collected through open and closed questions, whereas the secondary ones were collected from some relevant documents. Data were analyzed by triangulation method and statistical descriptive. The paper suggested that delegation of authorities should give differently based on geographical characteristics. Therefore, every district might have different authorities depend on their potencies

Abstract

Beberapa waktu belakangan semenjak bergulirnya gelombang reformasi, otonomi daerah menjadi salah satu topik sentral yang banyak dibicarakan. Pelaksanaan otonomi daerah di Indonesia dimulai sejak pemerintah mengeluarkan UU No. 22 dan UU No. 25 tahun 1999 yang berisi tentang pelimpahan wewenang pemerintahan dari pemerintah pusat kepada pemerintah daerah dan tentang perimbangan keuangan antara pemerintah pusat dan daerah. Akan tetapi proses implementasi otonomi daerah yang sudah berjalan sejak 1 Januari 2000 ini dalam pelaksanaannya banyak menghadapi kendala-kendala, baik itu pada tataran konsepsional maupun praktek-praktek di lapangan. Oleh karena itu, guna membahas masalah ini, pada tahun 2002 diadakan workshop yang menampilkan pakar, praktisi, birokrat, dan pengamat yang selama ini menggeluti masalah otonomi daerah. Hasil dari workshop tersebut kemudian dibukukan dan diberi judul Desentralisasi dan Otonomi Daerah: Desentralisasi, Demokratisasi, dan Akuntabilitas Pemerintah Daerah
