Abstract

This study aims to determine how the outcomes (ejects) of development policy in the field of food security sector of Food Crops in West lava Province. This study used a qualitative approach to data collection techniques through desk research and qualitative descriptive data analysis. The results showedthat the impact of development policies in food security in West lava Province consisb of the first , the physical ejjicts : decreased utilization of agricultural land (paddy) and utilization of agricultural infrastructure, npecially the activities of Land and Water ( PM ). Second, thesocio-economic impact : (1 ) increasing agricultural production togroupcrops, fruits, ornamental and medicinal plants while for rioe and vegetables tend to go up and down, ( 2 ) decrease in the percentage ofresidents who work in the agricultural sector (2008-2011 ) and then increased again in 2012, (3) increasing theincomeoffizrmers ingeneral, (4) the low priority the achievement of food security in West lava province when compared with the national average. Based on this, the policy recommendations of the implementation of development policies in food security policy is to continue to support the achievement of optimal results and reformulate other policies that have not been optimized as an increase in agricultural land management programs and agricultural infrastructure, agricultural human resource development programs , and social welfare programs fizrmers.

Abstract

Badan Perencanaan Pembangunan Nasional (Bappenas) memproyeksikan bahwa jumlah penduduk Indonesia pada tahun 2035 mendatang berjumlah 305,6 juta jiwa. Iumlah ini meningkat 28,6 persen dari tahun 2010 yang sebesar 237,6 juta jiwa. Bonus demografi tersebut dapat menjadi kekuatan di masa depan dengan meningkatnya jumlah penduduk usia produktif, namun bonus demografi tersebut dapat membuahkan permasasalahan-permasalahan jika tidak dapat dikelola dengan baik. Dalam konteks pembangunan daerah, bonus demografi akan membawa sejumlah konsekuensi yakni meningkatnya kebutuhan akan pangan, pekerjaan, pendidikan yang lebih merata dan berkualitas serta urbanisasi yang juga akan berdampak pada lingkungan dan kondisi sosial ekonomi masyarakat

Abstract

lncreased regional competitiveness can be done through a process of carq'ul planning. The planning process is done through an analysis can outline the potential of supporting the competitiveness of the region into the region in the implementation ofdevelopment. One technique that can be used to determine the potential ofan area is to use the method ofKlassen. With this method for mapping potential of West lava Province is concluded that the Province of West lava has an advantage in Sector Trade, Hotels and Restaurants. Sector Potential in West lava Province is Agriculture and Processing Industry Sector. Meanwhile, Growing Sector in West lava Province is Sector Electricity, Gas and Water Supply, Sector Building (Construction), Transport and Communiaztion Sector, Financial Sector Real Estate and Services Company, as well as the servicls sector. Retarded sector that currently exists is the Mining and Quarrying sector.

Abstract

This research described about intergovernmental cooperation between West lava Province, and Region/Municipalities in Bandung Raya Metropolitan Area. The subject cooperation is waste final processing. The aims of this research are to describe about authority sharing; organization structure; management; and budget from intergovernmental cooperation practice. This Research used qualitative approach and descriptive method. Interview Technique was used to collect primary data. And purposive technique was used to choose the right informan for this research. Furthermore, this research used qualitative dacriptive technique to analyse data. The result showed that West lava Province roleas Regional Final Disposal Site (TPPAS Sarimukti) provider and Region/Municipalities in Bandung Raya Metropolitan Area role as user that final disposal site. Waste from Region/Municipalities in Bandung Raya Metropolitan Area are proassed in that final disposal site. West lava Province facilitated UPTD Balai Pengelolaan Sampah Regional (BPSR) establishment to manage that Final Disposal Site. Meanwhile, Sarimukti Final Disposal Site budget derived fiom sharing between West lava Province, and Region/Municipalities in Bandung Raya Metropolitan Area. So far, waste final processing cooperation eflfictively run and really help Region and Municipalities in Bandung Raya Metropolitan Area in processing their waste.

Abstract

Kerap kali, peneliti mengalami tantangan tatkala melakukan riset terkait kebijakan publik. Mekanisme penelitian yang berbelit dan responden birokrat yang terkesan enggan memberikan keterangan adalah tantangan yang sering dijumpai dalam penclaahan dan evaluasi kebijakan pcmerintah terlebih jika permasalahan yang ditelifi tergolong sensitif. lsu sensitif seperti transparansi anggaran publik adalah isu dengan tantangan pengumpulan data yang berat. Metode pengumpulan data terkait transparansi penganggaran pemerintah diungkap Edy Barlianto, jumalis Harian Bisnis Indonesia, dalam buku yang bertajuk Menelisik Anggnnm Publik. Buku yang terbit pada 2012 ini dijabarkan dcngan alur yang runut, renyah dan gaya reportase investigasi selama kurun waktu penulis bertugas sebagai wartawan yakni dari tahun 1993 hingga 2008. Metode dan trik yang dilakukan penulis dapat diadopsi kc dalam pengumpulan data untuk penelitian mendalam terkait isu penganggaran pemerintah.

Abstract

The aim of this research is to analyze the influence controlling towards policy implementation building ooniruction permission (Case studyofRegency Deli Serdang). Thetheory ofoontrolling tested out by the writerbyRobbins and Coulter (2006) wich consists of three dimension namely (1). standars, (2). measurements and comparison (3) action. The theory performance tested out by the writer by Iones (1994:166) dimension (1). organization (2). interpretation (3). aflication. 'D1ese three dimension were applied by the to analysis policy implementation building amtruction permission in Regency Deliserdang. To inden tify the three influenceof dimension, a survey approach was conducted through a proportional sample of 130 head of household (informants). The data were analyzed by using Path Analysis, in the program SPSS. The value was found out eadi dimensions as follows; (a). influence standars ( X) to policy implementation building contruction permission (Y) is 26.53% (low category), influense measurements and comparison (X) topolicy implementation building contruction permission (Y) is 16.19% (low category), influense action (X) topolicy implementation building contruction permission (Y) is 33.86% (medium category). Theefiizct ( X,,X,,X,) to Y is 76.58% (strong category, and the residu is 23.42% influenced theother dissimilar factor (epsilon).

Abstract

Forecast about the prospects of equitable economic development in ASEAN seems to be slow to materialize. lnequality in economic and governance atmosphere are dominant obstacles. However, the last two decades, countries with highest GDPper-aapita in ASEAN did a lot of reforms in the field of Government. This research was conducted to understand patterns, influencing factors, priority programmes and the implications of bureaucracy reform in those countries. This metasyntesis method from previous research concludes that pattem of bureaucratic reform and implications on those ASEAN countries are difierent according to the intervention of the Government in the public services and the economy. Strong leadership, a clear reform vision, as well as a strong internal and external support are the four factors that afifict bureaucratic reform in those five ASEAN countries.

Abstract

For a long time, development is solely measured by the rate of economic growth. Measuring the success of development by simply referring to economic growth contains many flaws because it ignores the fairness of income distribution which resulted in a large gap between the rich and the poor. Various adverseefiects of growth-orienteddevelopmenthave prompted the emergence ofnew thinking to rectify the definition of development. The new thinking led to the expansion ofa definition of human-centered development, as defined in the oonoept of human rights-based development. In the perspective of human rights, development defined as "human-centered, participatory, and special attention to the vulnerable groups and environment“. Economicgrowth is still needed, but the development process should also ensure equitable distribution, enhancement of human capabilities, and intended to expand the human choices. Currently, the eflbrts to promote a human rights approach in development process are no more than just new concepts on paper rather than implementation. Therefore, there must be a joint eflbrt and commitment to fundamentally change the development paradigm. This MPSEI study in human rights perspective is an qfirt to ask jbr a commihnent from state oflicials to integrate human rights-based approach to Indonesia development. This ejjbrt shall be done continuesly to promote human rightsas a main development perspective, as well as theend and the means ofdevelopment.
