Abstract

This study aims to determine the effectiveness of the village information system (VIS) Sida Samekta in achieving public accountability in Karangwuni Village, Rongkop Sub-District, Gunungkidul Regency. This research employs a qualitative descriptive approach. Data were obtained through secondary data, observation, focused group discussion, and in-depth interviews. The finding indicates that VIS was entirely effective for achieving its purpose, presenting poverty data, supporting citizen journalism, strategic suitability in customer satisfaction, and having certain values, such as inclusiveness, public literation, ease of information access, and innovation. This research shows that the effectiveness of the information system has achieved public accountability in legal accountability, program accountability, and financial accountability. This research suggests, in order to improve VIS Sida Samekta, it needs village policy and budget support, data integration, expanded stakeholder cooperation, and local government role in implementing Sida Samekta Award.

Abstract

The participation level of the construction-work provider tender within the Ministry of Finance did not reach the target. In 2017, the expected participation index was 5, but it was only 4.5 in reality. The purpose of this study was to determine the factors that influence provider’s decision whether to submit tender or not, in the context of construction work within the Ministry of Finance. This study used a survey method with questionnaire, that previously validated using content validity technique, as the data collection instrument. This study found 10 factors that mostly influence providers whether to submit tender or not, in the context of construction work within the Ministry of Finance, i.e.: the labor/equipment availability, documents completeness, tender requirements compliance, accessibility to project site/location, hazard/security level, construction method, project location, tax liability, project site/site condition, and tender duration. It suggested that if the Ministry of Finance wishes to improve its participation index in the construction work auction, it is necessary to pay more attention to these factors when planning, preparing, and implementing procurement process.

Abstract

There was a bureaucratic problem in implementing public traditional market relocation program in Sekayu, Musi Banyuasin Regency. This problem could be explained through Bureaucratic Specialization concept perspective. Hence, this research examined bureaucratic practice, including the cause and challenge of Bureaucratic Specialization using this market relocation case as the background based on bureaucratic performance analysis. Qualitative approach with descriptive method was used in this research. Data was collected through observation and depth interview method. The result was although Bureaucratic Specialization had not achieved its optimum point, it had already caused bureaucracy performance breakdown. It was indicated by negative symptoms such as slow inefficient convoluted bureaucracy and unclear task division. The research suggested that Musi Banyuasin Regency Government should make a clear distinction among its office’s tasks and responsibilities and support its implementation.

Abstract

The public service quality in The Investment and One Stop Service (TIOSS) Office of Bandung Barat Regency was not optimal. The public participation and discretion were the crucial factors to improve the quality of the public service. Hence, this research examined the influence of the public participation and discretion factors to improve the public service quality in TIOSS Office of Bandung Barat Regency. This research used the mixed method. Quantitative method was reflected through survei technique data collection which then was analyzed through Structural Equation Model and Partial Least Square. While qualitative method was reflected through Focus Group Discussion technique. The results were, first, public participation and the discretion had a positive and significant impact to the public service quality. Second, the public participation variable partially had a greater effect than the discretion variable to improve the quality of the public service. The research suggested that TIOSS Office of Bandung Barat Regency should undertake synergic, comprehensive, and continuous of public participation and discretion practices in order to improve public service quality.

Abstract

Wabah COVID-19 menyebabkan dunia semakin dalam masuk pada era VUCA. VUCA merupakan singkatan dari volatile, uncertainty, complex dan ambigous. Istilah ini menggambarkan kondisi dunia hari ini yang semakin cepat berubah, bergejolak, tidak pasti, kompleks dan tidak jelas. Istilah VUCA pertama kali digunakan pada dunia militer pada periode 1990-an. Namun, istilah tersebut kemudian diadopsi pada sektor bisnis dan manajemen secara umum (Lawrence, 2013). Abstract

Competency dictionary and job standard for Indonesian civil servant has been exposed in The Decree of Ministry of Administrative and Bureaucratic Reform Number 38 Year of 2017. This decree gives ample explanation on managerial and social-cultural competencies, including the exact lists of competency titles and the application toward each job level. On the other hand, the similar treatment does not applied toward technical competency, only general guidance included. Since all ministries and non-ministerial government institutions must develop technical competency dictionary and job standard for their own governmental affairs, thus the need of the guidance is heightened. This study aims for creating practical guidance in developing technical competency dictionary along with the example. Qualitative approach with case study was used in this study. Moreover, data was gathered through literature examination, focus group discussion, and workshop. As the result, there are three steps in developing technical competency dictionary, ie: (1) identifying technical competency title using organization main duties and function cascading technique; (2) deciding technical competency levels using Taxonomy Bloom theory; and (3) writing down compatible behaviour indicators using guidance matrix. In addition, example provided for every step in order to ease the guidance practicality. Hopefully, this practical guidance could help human resource practitioner in developing technical competency dictionary, especially in Indonesian civil servant context. Furthermore, this article will add different perspective toward competency studies.

Abstract

Dalam kurun beberapa waktu, The Organisation for Economic Co-operation and Development (OECD) melakukan studi asesmen terhadap kinerja murid berusia 15 tahun dalam matematika, ilmu pengetahuan, dan pemahaman membaca. Studi yang dimulai pada tahun 2000 tersebut dinamai The Programme for International Student Assessment (PISA). Hasil PISA berwujud dalam pemeringkatan performa negara anggota OECD dan non-anggota OECD. Negara yang berada pada peringkat tertinggi merepresentasikan performa dan pemahaman murid yang cukup komprehensif pada bidang mata pelajaran yang diukur. Pada 2018, Indonesia berada pada peringkat 74 dari 79 negara yang diukur. Artinya, siswa Indonesia yang menjadi sampel dalam studi tersebut kurang dapat memahami matematika, sains dan materi bacaan yang diujikan. Ini menjadi sebuah pekerjaan rumah besar bagi pemerintah untuk segera memperbaiki kondisi tersebut. Namun, apakah PISA merupakan ukuran yang cukup komprehensif untuk mengukur kinerja pemerintah sebenarnya? Pembuat kebijakan sering mengutip hasil pemeringkatan PISA tersebut sebagai alat politis dan bahan penyusunan kebijakan.
