Abstract

Serdang Bedagai Regency is one of the areas famous for its tourism, both beach tourism and unique conservation tourism and has become one of the trendy places for tourist visits, namely Rahmat Zoo & Park. However, there are still some weaknesses that are a problem in its development, namely the lack of unique animals such as elephant tigers lions and other unique animals and cleanliness in attractions that still need to be maintained and the promotion of this attraction is also still not optimal and reaches all circles, especially parents. This study aims to determine the promotional strategy in the development of the Rahmat Zoo & Park tourist attraction in Serdang Bedagai Regency. This research uses a qualitative descriptive approach with data collection techniques, namely interviews, observation and documentation. The indicators used are promotional strategies in the development of tourist attractions according to David (2015) there are 4 (four), namely strengths, weaknesses opportunities and threats. The results of this study show that Rahmat Zoo & Park has great potential with various attractions and attractive facilities as well as support from the local government. However, there are several challenges that need to be overcome, such as the lack of step animal collections, not optimal cleanliness, and promotions that have not reached all circles of society, especially parents.

Abstract

This thesis examines the role of social services in the rehabilitation of homeless individuals and beggars in Pekanbaru City. The research aims to explore how the Social Service addresses the increasingly prevalent social issues related to homelessness and begging, which involve not only residents but also individuals from other regions, such as Payakumbuh and Jakarta. The methodology employed in this study is qualitative, utilizing data collection through interviews and direct observations of the individuals involved. The findings indicate that social services play a crucial role in providing social rehabilitation and programs aimed at improving the quality of life for people experiencing homelessness and those who beg. These programs include education, skills training, and psychological support designed to reintegrate them into society. Furthermore, this research emphasizes the importance of collaboration between the government and the community in creating a supportive environment for rehabilitation. In conclusion, this thesis highlights the need for effective interventions from social services to address the challenges faced by homeless individuals and beggars, while also promoting ongoing efforts to enhance their welfare in Pekanbaru.

Abstract

Employee performance plays a crucial role in shaping an organization's productivity and success. It is one of the essential components that determine an organization's success and efficiency. Studies show that job satisfaction, organizational commitment, and the drive to work meaningfully affect improvements in employee performance outcomes. This research aims to theoretically analyze the relationship between the three variables and employee performance. To achieve this goal, this study will use a literature review method. The method employed is a descriptive qualitative approach, and data collection involves a literature review of various academic sources, including books, national and international journals, and relevant scientific articles. Findings from the research reveal that occupational motivation is the primary driving force behind productive behavior, and job satisfaction is associated with positive feelings towards work. Additionally, organizational commitment demonstrates loyalty and emotional attachment to the company. All three are crucial in determining employee performance, particularly in terms of output standards, volume produced, and task efficiency. By employing the right psychological and managerial approaches, these findings are expected to provide a basis for developing plans to enhance employee performance.

Abstract

This aims to evaluate the Autonomous Region in Muslim Mindanao's (ARMM) performance in fulfilling its mandated functions, specifically in addressing the difficulties and problems that the region faced from 1991 to 2015, including poverty, political instability, a lack of peace and order, and inadequate provision of basic social services. Utilizing secondary data and a qualitative research methodology, the study assessed the ARMM's performance and responses to regional challenges. Additionally, it seeks to examine the actions of the ARMM since it was given the authority to rule the Muslim community in the Southern part of the Philippines. The findings suggest that hunger and poverty remain significant issues in the region. The former ARMM has consistently ranked lowest in terms of the availability of fundamental social services, although other parts of the Philippines continue to experience economic growth. The ARMM government's successful programs and interventions did not address the most critical issue facing the community: access to high-quality education. These findings suggest that even in fundamental areas, such as the rigorous execution of programs aimed at reducing poverty and the delivery of social services like access to clean water, sanitary facilities, and medical care, the ARMM as a whole was unable to fulfill its mandated duties. Additionally, a significant issue is the community's widespread culture of silence, even though crime remains prevalent in the area.

Abstract

Many people still believe that the use of SIBISA in population document services is not functioning optimally. The community remains reluctant to use the complaint facility due to limited understanding of technology and the lack of comprehensive socialization. As a result, many citizens are unaware that complaints can be submitted online. In addition, weak supervision of incoming complaints contributes to low public trust in the responsiveness of the system. Some people also hesitate to report service-related issues because they fear potential consequences and assume that complaint resolution will take a long time. This study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation. The data were analyzed qualitatively using Papadomichelaki’s (2012) e-GovQual framework, which includes four indicators of electronic government service quality: efficiency, reliability, trust, and citizen support. The findings show that the Online-Based Electronic Identity Card (KTP-E) Complaint Service at the Medan City Population and Civil Registration Office has not been fully realized. Interviews indicate that service employees generally prioritize community needs; however, the high volume of services compared to the available workforce makes consistent prioritization difficult. Moreover, the lack of intensive socialization regarding the online complaint service has caused continuous reliance on manual services. To address this issue, broader outreach through social media, websites, and public announcements at the Medan City Population and Civil Registration Office is needed. Improved socialization will help citizens understand how to use the online complaint system properly and gradually reduce dependence on conventional service methods.

Abstract

Sipolha Horison Village, located in Pematang Sidamanik District, Simalungun Regency, has been designated by the local government as a priority for regional development and tourism along Lake Toba’s shores. Despite this designation, the village continues to face significant challenges in harnessing its regional potential due to limited governmental intervention, particularly at the Local Government level, which serves as the principal administrative actor. This study aims to examine the role of the Local government in developing the regional potential of Sipolha Horizon Village. Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and verified through source and technique triangulation. The findings reveal that the government’s role as regulator is reflected in infrastructure improvements and tourism revitalization efforts; however, the absence of supporting policies undermines its effectiveness. As a catalyst, the government remains insufficient, as evidenced by community dissatisfaction with administrative services and access to information. In its facilitator role, the government has introduced business loan assistance and engaged in private-sector collaborations for farmer group training; however, these measures are still insufficient to support community and regional needs fully. The study concludes that enhancing institutional capacity, establishing stronger regulatory frameworks, and increasing community engagement are crucial to advancing the sustainable development and competitiveness of Sipolha Horizon Village.

Abstract

In Bangladesh, population aging is a significant issue because the number of older persons is increasing rapidly, following a decline in fertility and improvements in life expectancy. This qualitative exploratory study aimed to examine the antecedents of how older adults end up in nursing homes and their emotional/psychosocial experiences within these facilities. In this sense, the study identified several key themes based on personal interviews with residents of a government-registered nursing home in the Kushtia district of Bangladesh (n = 15). Thematic analysis indicated that the abuse and neglect by family members, in particular, adult children and daughters-in-law, are significant causes of institutionalization, accompanied by financial crisis, declining health, and absence of available caregivers. The changing demographics, characterized by decreasing fertility rates and the migration of young generations to new cities, have eroded traditional family support systems. Although the nursing home offers protection and some basic needs, most of the people who live there still suffer emotionally, feel lonely, and are dying to see and embrace their families. The Attachment Theory by Bowlby helps explain why the loss of primary caregivers leads older people to seek a safe place in institutions. The results emphasize the need to tighten laws, social security systems, and community-based geriatric interventions to support families in providing dignified care for the aging population in Bangladesh. Mental health services can be incorporated in nursing homes, further benefiting the health of older people who are institutionalized.

Abstract

The Systematic Land Registration Program (PTSL) is a government initiative aimed at providing legal certainty regarding land ownership for the public. However, in Pekanbaru City, community participation in this program remains relatively low. This research aims to identify the factors that influence both the success and hindrances of community participation in the implementation of the PTSL program at the Pekanbaru Land Office. This study employs a descriptive qualitative method with a field research approach. Data were collected through interviews, observation, and documentation. Informants consisted of land office staff and community members who had participated in or were currently participating in the PTSL program. Data analysis was conducted in three stages: data reduction, data display, and conclusion drawing. The results of the study indicate that community participation is influenced by effective two-way communication, ease of access to information and services, direct involvement in the measurement process, and community-based outreach. However, several obstacles were also identified, including a lack of adequate socialization, financial constraints, the absence of landowners during verification, and suboptimal coordination at the neighborhood level. Therefore, improving communication strategies, ensuring transparency in procedures and costs, and strengthening the role of local community leaders are essential to increasing the effectiveness of the PTSL program.

Abstract

This study examines how barangay officials in the Philippines use ayuda, or material assistance, as a strategy to encourage citizen engagement in local governance. Using a descriptive qualitative approach, individual interviews were conducted with 28 barangay officials across Bukidnon province. Thematic analysis revealed three findings: (1) ayuda is an effective short-term motivator for participation, particularly in economically vulnerable communities, (2) officials are concerned about dependency and transactional forms of engagement, and (3) strategies such as attendance-based distribution, raffles, and food provision are commonly employed to sustain turnout. While these approaches increase citizen presence, they do not guarantee long-term and meaningful participation. This is one of the first studies to explore the perspectives of barangay officials, the implementers of ayuda, highlighting how they operationalize aid as a governance tool. The findings raise critical questions about sustainability and ethics in incentive-driven participation and recommend integrating civic education and participatory mechanisms beyond material rewards. These insights can inform policy design that balances immediate social protection with inclusive and empowered local governance.

Abstract

The United States is one of the countries that immigrants move to. The economic, political, and social aspects are one of the reasons why the migration process occurs. Although the arrival of immigrants has become part of the development of the United States, the large number of immigrants entering has caused problems so that the Travel Ban policy was formed to protect the interests of its citizens from immigrant threats. Using a descriptive qualitative approach, this research aims to describe how Donald Trump's perception in making the Travel Ban policy. Through the decision-making theory of the rational actor model, the results show that the views on immigrants and the political environment influence Donald Trump as a main actor in his decision-making process. Thus, through the calculation of profit and loss, making the Travel Ban policy is considered a rational and profitable choice for his country.
