Abstract

The circulation of imported second-hand clothing has become a persistent challenge in many developing cities, including Medan City, Indonesia, due to its implications for public health, environmental sustainability, and the competitiveness of local small and medium enterprises. This study aims to analyze the strategy of the Office of Cooperatives, Small and Medium Enterprises, Industry, and Trade of Medan City in implementing the policy on the prohibition of imported second-hand clothing, with a particular focus on community economic empowerment. The research employs a qualitative descriptive approach, utilizing in-depth interviews, direct observations, and document analysis to capture institutional practices and stakeholder experiences. Data were analyzed using the strategic framework developed by Geoff Mulgan, encompassing purposes, directions, and actions. The findings indicate that although the policy objectives emphasize the protection and empowerment of local enterprises, the implementation faces significant challenges. These include weak data-based planning, limited coordination and communication among internal units and external stakeholders, and fragmented empowerment programs that are not aligned with the actual needs of affected traders. Training activities are often conducted without adequate follow-up support, such as access to capital, business mentoring, or market facilitation, resulting in limited long-term impact. The study concludes that the effectiveness of the strategy remains constrained by structural and managerial weaknesses. This research highlights the need for an integrated, participatory, and sustainable empowerment approach that combines capacity building, financial access, and institutional collaboration to support local economic resilience and sustainable urban development.

Abstract

The development of large-scale infrastructure, such as toll roads, is expected to stimulate regional economic growth; however, it may also generate unintended negative impacts on local Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze the role of local government in supporting the sustainability of lemang MSMEs in Tebing Tinggi City following the operation of the Trans Sumatra Toll Road. A descriptive qualitative research design was employed, using in-depth interviews with government officials and lemang MSME owners, supported by observation and document analysis. Data were analyzed through an interactive qualitative approach involving data reduction, data display, and conclusion drawing, with government performance examined through an organizational behavior perspective encompassing motivation, leadership, communication, organizational culture, and decision-making. The results indicate that the operation of the Trans Sumatra Toll Road has significantly reduced customer access and daily turnover of lemang MSMEs, with average income declining by up to 50 percent. Although the local government has implemented several support measures, including administrative facilitation and limited promotional activities, these interventions have not been sufficient to ensure MSME sustainability. The findings reveal weaknesses in adaptive leadership, effective communication, flexible decision-making, and innovation-oriented organizational culture within the responsible government agency. This study concludes that strengthening organizational behavior dimensions within local government institutions is essential to mitigate the negative impacts of infrastructure development and to enhance the sustainability of traditional MSMEs. The findings provide practical insights for policymakers in designing more adaptive and inclusive MSME development strategies amid structural economic changes.

Abstract

This study examines the social and religious roles of Rumah Singgah Tuan Kadi as a faith-based shelter serving the Muslim community in Pekanbaru, Riau Province. Shelter homes (rumah singgah) function as important social institutions that provide assistance for individuals facing social, economic, and spiritual challenges, particularly travelers and marginalized groups. This research employs a qualitative descriptive approach to explore how Islamic values are integrated into the shelter’s social services and religious activities. Data were collected through participatory observation, in-depth interviews with administrators, beneficiaries, and community members, as well as document analysis conducted from November to December 2025. Data analysis followed the interactive model of Miles and Huberman, supported by source and method triangulation to ensure validity. The findings reveal that Rumah Singgah Tuan Kadi plays a significant social role by providing temporary accommodation, distributing social aid, and facilitating educational and community-based activities. In terms of religious function, the shelter offers regular religious studies, spiritual guidance, Qur’anic education, and moral development programs, particularly for children and adolescents. The community perceives the shelter positively due to its contribution to social welfare, spiritual growth, and community cohesion. Despite limitations in facilities, human resources, and funding, Rumah Singgah Tuan Kadi remains committed to fulfilling its socio-religious mission and strengthening social solidarity in an urban Islamic context.

Abstract

This study examines the quality of health services at RSUD Dr. Pirngadi Medan within the framework of the implementation of Medan City Regulation Number 4 of 2012 concerning the City Health System. Using the SERVQUAL model tangibles, reliability, responsiveness, assurance, and empathy this research adopts a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving hospital management, health personnel, and patients. The findings indicate that service quality has not yet reached an optimal level. Constraints in physical facilities, long waiting times, limited responsiveness, and suboptimal communication remain key issues. Although the regulation has been implemented formally, its effectiveness is hindered by managerial limitations, human resource constraints, and inadequate infrastructure. Strengthening hospital management, improving staff competencies, and enhancing supervision are necessary to improve service quality and policy implementation outcomes

Abstract

Islamic finance has emerged as one of the fastest-growing segments of the global financial industry, driven by ethical investment principles, risk-sharing mechanisms, and regulatory developments in many countries. Despite this global growth, the development of Islamic banking in the Philippines has been relatively slow compared with other Southeast Asian countries. This study aims to examine the regulatory and institutional challenges affecting the development of Islamic finance in the Philippines, focusing on the experience of the Al-Amanah Islamic Investment Bank of the Philippines. The study employs a qualitative descriptive approach using document analysis of legal frameworks, institutional reports, and relevant academic literature related to Islamic banking regulation in the Philippines. The findings indicate that the slow development of Islamic finance in the Philippines is influenced by several factors, including limited regulatory frameworks in the past, lack of institutional capacity and expertise in Islamic finance, taxation issues, and low public awareness regarding Islamic banking services. Although the enactment of Republic Act No. 11439 (Islamic Banking Act of 2019) represents a significant milestone in providing a legal framework for Islamic banking operations, challenges remain in terms of regulatory implementation, institutional readiness, and market development. The study concludes that strengthening regulatory capacity, improving public awareness, and developing institutional expertise are essential to support the sustainable growth of Islamic banking in the Philippines. A limitation of this study is that it relies primarily on secondary data and policy documents..

Abstract

The pedestrian path program is one of the Medan City Government's efforts, through the Highways Division of the SDABMBK Office, to provide safe, comfortable, and user- friendly road infrastructure for all users, including people with disabilities. This study aims to launch the pedestrian path program on street Dr. Mansyur, Medan, This study employed a qualitative descriptive approach, with data collection techniques including in-depth interviews, field observations, and documentation. This study also using the CIPP (Context, Input, Process, Product) evaluation model. The results indicate that, in terms of context indicators, the program has achieved its intended target but has not yet optimally addressed pedestrian needs. In terms of input indicators, human and institutional resources are adequate, but budget allocation is suboptimal. In terms of process indicators, implementation has been ineffective due to a lack of coordination between programs and a lack of ongoing maintenance. In terms of product indicators, the sidewalks constructed do not meet minimum pedestrian infrastructure service standards, in terms of function, safety, and aesthetics. Based on these findings, it is recommended that the Medan City Government establish comprehensive sidewalk rehabilitation priorities, establish a cross-regional coordination team, and implement regular evaluations of pedestrian infrastructure conditions

Abstract

Clean water access is a fundamental need that significantly affects public health and quality of life, making Perumda Tirta Benteng Tangerang City responsible for providing reliable water services. This study evaluates the clean water service improvement policy by examining effectiveness, supporting and inhibiting factors, and public satisfaction. A descriptive qualitative approach was employed using interviews, observation, and documentation. The findings indicate that policy effectiveness remains suboptimal due to aging infrastructure, limited technical human resources, and weak inter-agency coordination. Digital complaint services support improvements, yet technical distribution issues remain dominant barriers. Public satisfaction varies across service areas. This study recommends accelerating pipe network rejuvenation, strengthening technical capacity, improving transparency, and enhancing inter-agency collaboration.

Abstract

This research examines the implementation of the Independent Curriculum policy in enhancing in-depth learning at SMPN 12 Singkawang. A qualitative descriptive approach was employed, with data collected through observations, in-depth interviews, and documentation. The findings indicate that the implementation has achieved a high level of effectiveness. Teacher readiness and institutional support are relatively strong, yet challenges such as administrative workload and limited school facilities persist. Internal facilitators are ineffective due to time constraints. The study concludes that while the implementation of the Independent Curriculum is positive, it requires a simplified administrative structure and technical support from an internal facilitator team to realize in-depth learning across all subjects.

Abstract

This study aims to evaluate the implementation of the electronic ID card (KTP-el) service innovation through the Peta Cinta program (Pelayanan Tuntas Cetak KTP-el di Kecamatan / Complete Sub-district E-KTP Printing Service) in Sumbersari District, Jember Regency. Developed by the Jember Regency Government through the Dispendukcapil (Department of Population and Civil Registration), this program serves as a public service innovation designed to expand access to e-KTP printing at the sub-district level. This research focuses on assessing the alignment between Standard Operating Procedures (SOPs) and actual field operations, as well as identifying various technical and administrative constraints affecting public service effectiveness. Utilizing a qualitative research method with a descriptive approach, this study draws on secondary data sources, including official Dispendukcapil documents, Government Institution Performance Accountability Reports (LAKIP), Central Bureau of Statistics (BPS) data, scientific journals, news articles, and regulations related to population administration. Data was gathered through documentation and literature studies, and subsequently analyzed using qualitative descriptive analysis techniques. The findings indicate that the Peta Cinta program is a progressive public service innovation capable of bringing e-KTP printing services closer to the community by expanding service points across sub-districts. This innovation supports the digital transformation of public services through integration with the J-SIP application and IT-based service concepts. Nevertheless, the program's effective implementation still faces several field challenges. The primary obstacles identified include logistical limitations such as ink, ribbons, and e-KTP blanks, internet network disruptions, printer malfunctions, and uneven technical capabilities among sub-district personnel regarding equipment maintenance.

Abstract

Digital transformation in Human Resource (HR) management within government institutions is a strategic mandate under Indonesia’s electronic-based governance and digital transformation policies. This study aims to analyze the readiness of Civil Servants (ASN) at the Magelang Regency Health Office in implementing the e-performance BKN application as part of national digital policy implementation. This research employs a descriptive qualitative approach using in-depth interviews, literature review, and observation for data collection. The findings reveal that digital transformation has improved transparency in performance evaluation and enhanced reporting discipline. However, ASN readiness still faces significant challenges, particularly disparities in digital literacy. Senior employees experience difficulties in operating the application’s technical features, while heavy public service workloads limit effective system utilization. In addition, inadequate infrastructure, such as unstable internet connectivity and slow server performance during peak reporting hours, further hinders implementation. As a result, the system is often used merely for administrative purposes rather than as a comprehensive performance management tool. Despite these obstacles, the e-performance BKN application has contributed to greater transparency and accountability in employee performance assessment in accordance with national regulations. The study concludes that successful digital transformation requires not only regulatory compliance but also reliable infrastructure, stable network systems, and continuous, adaptive digital literacy training for all employees.
