Abstract

The Kartu Indonesia Pintar (KIP) program has emerged as a key initiative by the Indonesian government to enhance higher education access for low-income communities. This study focuses on assessing how effective the KIP scholarship program is in helping students from economically disadvantaged backgrounds in East Kalimantan. A qualitative research method involving interviews with scholarship recipients was utilized to uncover both the advantages and challenges they encounter. The findings indicated that while the KIP scholarship motivates students to achieve academically, there are concerns regarding the accuracy of recipient targeting and the sufficiency of financial aid. Although KIP recipients emphasized the importance of this support, it often falls short of meeting their living and educational expenses, particularly for those from other regions. To improve the program, this study recommends enhancing transparency in the selection process, adjusting financial aid to better fit local needs, and conducting regular evaluations to ensure the KIP scholarship remains effective. These proposed enhancements aim to increase the program’s benefits, promote equal access to higher education, and bolster the quality of human resources in Indonesia.

Abstract

This study analyzes public opinion regarding the State Civil Apparatus (ASN) budget reduction policy in the Prabowo administration. This study uses a qualitative content analysis method by examining comments on the YouTube video “ASN Will Suffer If Many Budgets Are Cut in the Prabowo Administration” using NVivo 12 Pro software. The results of the study show that the majority of comments have negative sentiments. The main concerns include ASN welfare, economic stability, and the decline in the quality of public services. The public also demands transparency and fairness in policies, pushing for budget reduction not only to ASN but also high-ranking officials and the DPR. This study confirms that social media, especially YouTube, plays a role as an advocacy space that shapes public perception of fiscal policy. Therefore, a more transparent, data-based, and participatory crisis management strategy is needed to reduce public resistance to controversial policies.

Abstract

Developed countries in the world currently rely heavily on the competence of their human resources, especially state civil servants. Their progress occurred because the bureaucratic implementers, namely their civil servants, have a professional public service orientation. Unfortunately, human resources in Indonesian civil servants still need a lot of improvement, including in East Kalimantan. In fact, human resources are an integral element in an organization or institution. Institutions will not be able to develop without first developing human resources. Likewise in the context of local government, where services to local communities will not be effective and optimal without improving their human resources, in this case state civil servants. Even though the steps to develop human resources in the East Kalimantan Provincial Government have been taken, it is suspected that the results have not been optimal. Strategic human resource management is needed so that the development of the competence of the East Kalimantan Provincial Government’s state civil servants can provide excellent service to the people of East Kalimantan. For this reason, this article will provide a proposal to the East Kalimantan Provincial Government to develop the competence of its state civil servants through strategic resource management. The development of the research method used is qualitative descriptive through the search for library sources.

Abstract

Artificial Intelligence (AI) transformation in primary and secondary health care systems in regions presents significant potential for enhancing efficiency, accessibility, and quality of services. This study examines the strategic transformation of artificial intelligence (AI) in primary and secondary health care systems in various regions through a multidisciplinary approach that encompasses organizational values, health human resources, and regional health policies and systems. A systematic literature review method, guided by the PRISMA approach and thematic-inductive analysis, is employed to assess the impact of AI on institutional readiness, health worker capacity, and policy formulation from the district/city to provincial levels. Literature from 2018 to 2024 is analyzed using VOSviewer software to visualize the relationships between concepts and develop an integrative conceptual framework. The study’s results indicate that effective AI transformation requires strategic leadership, organizational digital maturity, and a roadmap aligned with the institution’s vision. In primary care (Puskesmas), AI contributes to improved early detection, supports clinical decisions, and automates administrative services. In secondary care (RSUD), AI facilitates medical imaging diagnosis, optimizes referral systems, and manages chronic diseases. Nevertheless, challenges such as limited digital infrastructure, a shortage of skilled human resources, and institutional resistance pose significant obstacles. Successful adoption necessitates leadership capable of managing change, fostering cross-sector collaboration, and formulating contextual policies. Regarding human resources, digital literacy and technology acceptance are crucial factors. Structured training tailored to local needs, ongoing education, and digital competency certification are essential for cultivating adaptive human resources. Meanwhile, policy interventions should ensure the provision of infrastructure, data interoperability, and sustainable financing schemes, including public-private partnerships. AI is more than just a technological tool; it serves as a strategic lever to create more equitable, efficient, and data-driven health services at the local level. A holistic and adaptive approach is essential for the success of this transformation

Abstract

The advancement of digital technology has changed various sectors of life, including how micro-entrepreneurs market their products and services. This study explores how micro-entrepreneurs in Kampung Bukit Makmur, East Kalimantan, utilize social media as a promotional tool in the digital era. This study uses a qualitative approach with a descriptive analysis method. Data were collected through interviews with micro-entrepreneurs and reinforced with references to related literature. The study results show that social media, especially WhatsApp, is the primary medium for promotion through the Status feature and community groups. Social media effectively expands market reach, reduces promotion costs, and facilitates direct interaction with consumers. However, micro-entrepreneurs still face challenges in the form of limited digital literacy, unequal internet access, and minimal skills in creating creative content. These findings provide important insights into the opportunities and obstacles micro-entrepreneurs face when using social media in rural areas. The implication is that a more targeted and contextual digital literacy mentoring and training program is needed to help them optimally adapt to the dynamics of the digital market.

Abstract

Innovation is an indicator of the quality of human resources in a region. East Kalimantan Province as one of the administrative areas intends to improve the quality of innovation and human resources is trying its best steps such as strengthening the ecosystem and real programs for regional innovation. This study aims to produce an innovation mapping in East Kalimantan using the Scopus database. The methodology used is a systematic review with qualitative content analysis. This paper analyses 37 selected articles in English on Scopus. The results of the study concluded that all articles with the keyword Innovation can be classified into 5 groups including (1) archaeology and culture, (2) biology, agriculture and environment, (3) economics and business, (4) mining and earth sciences, (5) social sciences and law. The tendency of innovation has developed into various sectors although in limited numbers. This conclusion is supported by the Vos Viewer output which produces 12 groups of words with a minimum frequency of occurrence of 3 times in the Scopus database, including language and culture, social responsibility, material waste management, organizational governance, urban area development, and so on.
