Abstract

Artificial Intelligence (AI) transformation in primary and secondary health care systems in regions presents significant potential for enhancing efficiency, accessibility, and quality of services. This study examines the strategic transformation of artificial intelligence (AI) in primary and secondary health care systems in various regions through a multidisciplinary approach that encompasses organizational values, health human resources, and regional health policies and systems. A systematic literature review method, guided by the PRISMA approach and thematic-inductive analysis, is employed to assess the impact of AI on institutional readiness, health worker capacity, and policy formulation from the district/city to provincial levels. Literature from 2018 to 2024 is analyzed using VOSviewer software to visualize the relationships between concepts and develop an integrative conceptual framework. The study’s results indicate that effective AI transformation requires strategic leadership, organizational digital maturity, and a roadmap aligned with the institution’s vision. In primary care (Puskesmas), AI contributes to improved early detection, supports clinical decisions, and automates administrative services. In secondary care (RSUD), AI facilitates medical imaging diagnosis, optimizes referral systems, and manages chronic diseases. Nevertheless, challenges such as limited digital infrastructure, a shortage of skilled human resources, and institutional resistance pose significant obstacles. Successful adoption necessitates leadership capable of managing change, fostering cross-sector collaboration, and formulating contextual policies. Regarding human resources, digital literacy and technology acceptance are crucial factors. Structured training tailored to local needs, ongoing education, and digital competency certification are essential for cultivating adaptive human resources. Meanwhile, policy interventions should ensure the provision of infrastructure, data interoperability, and sustainable financing schemes, including public-private partnerships. AI is more than just a technological tool; it serves as a strategic lever to create more equitable, efficient, and data-driven health services at the local level. A holistic and adaptive approach is essential for the success of this transformation

Abstract

The advancement of digital technology has changed various sectors of life, including how micro-entrepreneurs market their products and services. This study explores how micro-entrepreneurs in Kampung Bukit Makmur, East Kalimantan, utilize social media as a promotional tool in the digital era. This study uses a qualitative approach with a descriptive analysis method. Data were collected through interviews with micro-entrepreneurs and reinforced with references to related literature. The study results show that social media, especially WhatsApp, is the primary medium for promotion through the Status feature and community groups. Social media effectively expands market reach, reduces promotion costs, and facilitates direct interaction with consumers. However, micro-entrepreneurs still face challenges in the form of limited digital literacy, unequal internet access, and minimal skills in creating creative content. These findings provide important insights into the opportunities and obstacles micro-entrepreneurs face when using social media in rural areas. The implication is that a more targeted and contextual digital literacy mentoring and training program is needed to help them optimally adapt to the dynamics of the digital market.

Abstract

Innovation is an indicator of the quality of human resources in a region. East Kalimantan Province as one of the administrative areas intends to improve the quality of innovation and human resources is trying its best steps such as strengthening the ecosystem and real programs for regional innovation. This study aims to produce an innovation mapping in East Kalimantan using the Scopus database. The methodology used is a systematic review with qualitative content analysis. This paper analyses 37 selected articles in English on Scopus. The results of the study concluded that all articles with the keyword Innovation can be classified into 5 groups including (1) archaeology and culture, (2) biology, agriculture and environment, (3) economics and business, (4) mining and earth sciences, (5) social sciences and law. The tendency of innovation has developed into various sectors although in limited numbers. This conclusion is supported by the Vos Viewer output which produces 12 groups of words with a minimum frequency of occurrence of 3 times in the Scopus database, including language and culture, social responsibility, material waste management, organizational governance, urban area development, and so on.

Abstract

This study aims to examine the role of local green influencers in interacting and building public awareness of ecosystem conservation through ecotourism activities in East Kalimantan. The background of the study is based on the increasing threat of environmental degradation due to economic activities, so that an innovative approach based on community participation is needed to support environmental preservation and the development of sustainable tourism. Local green influencers, who actively use digital media to disseminate environmental conservation messages, are considered to have significant potential in raising public awareness and promoting environmentally friendly ecotourism practices. This research approach uses a descriptive qualitative method with in-depth interviews. Social media content analysis of green influencer accounts was also conducted to understand the message strategies and interaction patterns developed to promote conservation awareness. The results show that local green influencer communication is effective in building environmental awareness through educational narratives and active engagement with local communities. Influencers successfully create positive social change by encouraging public participation in sustainable conservation practices based on ecotourism. The credibility of the source influences how environmental messages are received and believed by the public. Factors such as the expertise, trustworthiness, and attractiveness of the communicator play a significant role in shaping public perception of environmental issues. The research results revealed that the role of local green influencer communication is an important force in creating collective awareness and supporting the development of ecotourism that is oriented towards ecosystem conservation.

Abstract

The lack of digital literacy among students leads to a lack of understanding regarding social media ethics, even though social media ethics is very important because students use social media every day, which certainly contains various kinds of hoax information. If this is not handled properly, students will be easily influenced and even spread the hoax news. Therefore, this study aims to describe the role of digital literacy in shaping the social media ethics of vocational high school students to prevent the spread of hoax news. This study is a qualitative study with a descriptive analysis approach. To collect data, observation, interviews, and documentation were used. The results of the study indicate that digital literacy plays a significant role in shaping the social media ethics of vocational high school students, especially in preventing the spread of hoax news. Student perspectives show that understanding of digital literacy is still diverse, but schools play a significant role in increasing their digital awareness and skills through various educational programs. Intensive social media use among students requires the implementation of good media ethics, such as critical attitudes, responsibility, and respect for the truth of information. The spread of hoax news is understood as a form of unethical behavior that can harm oneself and others, so effective prevention strategies are needed, such as improving information verification skills, regular counseling, and strengthening students’ character through education based on digital ethical values.

Abstract

This research aims to explore and identify the role of City Diplomacy in supporting Global Leadership. The argument of this thesis is that cities are global actors that are not only tasked with addressing local issues. The involvement of the City in its role of conducting city diplomacy is a form of city leadership to contribute in guarding global issues such as climate change. In this case, the involvement of Samarinda as a CRIC Pivot City in the UCLG ASPAC Programme is evidence of the city's leadership in international relations. This research uses qualitative methodology with data collection techniques of interviews, participant observation, document review. Data analysis techniques used qualitative data analysis techniques and process tracing. The result of this research is that the involvement of Samarinda City in the UCLG ASPAC CRIC programme is evidence of the importance of city involvement in international relations. This factor occurs due to economic, social, political, environmental, etc. considerations. In addition, the involvement of Samarinda City as a Pivot City is a form of commitment and leadership of the city in the global arena. In particular, Samarinda City has succeeded in becoming a city as place that prioritises and fights for the threat of climate change in Samarinda. This struggle is a form of effort to create a city that is worth living in. It then acts as an actor capable of collaborating with UCLG ASPAC to be directly involved in managing climate change issues. The leadership of Samarinda City is a tangible form of creating a sustainable city in accordance with SDGs point 11.

Abstract

This study investigates the function of the Standard Unit Price (SSH) in improving accountability and budgetary efficiency for human resource development within the Berau Regency Government. SSH, as a tool for regional budget control, is essential for attaining transparent and effective financial governance; nevertheless, its application in the realm of regional human resource development has been suboptimal. The study used a qualitative methodology with an explanatory case study design, incorporating 27 key informants from the Regional Financial and Asset Management Agency, the Regional Civil Service Agency, and associated OPDs. We collected data through comprehensive interviews, participatory observation, and a study of budget documents. The research findings indicate that the use of SSH markedly enhances budget accountability via cost standardization, planning transparency, and audit facilitation. SSH achieved budgetary reductions of 17.3% for competency development programs and 22.1% for education and training operations in terms of efficiency. Challenges emerged around the necessity to adapt SSH to market pricing fluctuations, restricted flexibility for particular requirements, and the capability of deploying human resources. This study advocates for the formulation of adaptive SSH policies, the fortification of information systems integration, and the augmentation of financial management officials’ capabilities to optimize the function of SSH in bolstering accountability and budgetary efficiency for regional human resource development.

Abstract

The effectiveness of training management measurements are very important to ensure that the programs’ plan meet the needs of teachers as instructors and that it can be implemented during the Teaching and Learning Process (KBM). An appropriate training management will able to develop human resources superiority by using problem-solving abilities. It must fit the conditions that ensuring the training conducted effectively and has a positive impact on the participants work performances. This study was designed to determine the influence of training management and training effectiveness organized by the East Kalimantan Human Resource Development Agency (BPSDM of East Kalimantan). The research participants were the new vocational high school teachers of east Kalimantan. Sampling was conducted using a non-probability sampling technique quota sampling. The respondents consisted of 38 SMK teachers who had participated in competency training at BPSDM East Kalimantan. Training management implemented by BPSDM East Kalimantan was examined through three aspects: accurate training methods, quality of material content, and quality of training organizers. Meanwhile, training effectiveness was reviewed from three aspects: behavioral change, quality of training materials, and competency development. Teaching creativity was measured through five aspects: evaluation ability, the ability to explain and elaborate on problems, rational thinking, flexible thinking, and fluent thinking. This study employed an associative quantitative method. Data were processed using SPSS Version 28 through the distribution of questionnaire surveys. The results show that training management (X1) and training effectiveness (X2) organized by BPSDM East Kalimantan have an 87% influence on the teaching creativity (Y) of SMK teachers.

Abstract

This study aims to assess the quality of Artificial Intelligence (AI) as a performance enhancer for Civil Servants (ASN) in East Kalimantan using the WebQual model developed. The WebQual model consists of four main aspects: ease of access, user experience, information quality, and communication integration. The research employed a quantitative descriptive approach involving 75 ASN respondents from East Kalimantan. Data were collected through a Likert scale questionnaire (1–4) comprising 48 items and analyzed using descriptive statistics and the Chi-Square test. The results indicate that, in general, AI quality is perceived as “Satisfactory” by respondents. The functional aspect (covering ease of access and user experience) obtained an average score of 3.29; the information aspect scored 3.20; and the communication and integration aspect scored 2.80. The Chi-Square analysis produced a value of 34.30, which exceeds the critical value of 12.59 at a 5% significance level. This indicates a statistically significant relationship between AI quality and ASN user satisfaction. The study concludes that high-quality AI, including ease of use, positive user experience, relevant and reliable information, and effective communication and interaction features, directly influences the improvement of satisfaction and performance among ASN in East Kalimantan. These findings support the relevance of the WebQual model in evaluating digital platforms—not only websites but also AI applications in government sectors. This study also emphasizes the importance of strengthening communication and feedback features within AI systems to optimize AI quality and ASN satisfaction.
