Abstract

AbstrakAbstrak. Kebebasan masyarakat dalam memperoleh informasi telah diatur oleh negara yang terdapat pada peraturan pemerintah No 61 Tahun 2009 tentang keterbukaan informasi. Mengenai hak dan tanggung jawab serta kewajiban masyarakat dan penyelenggaraan negara telah diatur secara berimbang. Tujuan penelitian ini adalah untuk mengetahui efektifitas SP4N LAPOR, faktor pendukung dan penghambat penggunaan SP4N LAPOR( Layanan Aspirasi dan Pengaduan Online Rakyat) di kalangan masyarakat dan Pemerintah Kabupaten Aceh Barat. Karya tulis ini merupakan hasil analisis pada Program Magang Mahasiswa yang dilaksanakan selama satu semester (6 bulan), dimulai bulan Februari hingga Agustus 2021. Metode yang digunakan adalah survei sebagai studi deskriptif (pendekatan kualitatif). Lokasi magang dilaksanakan pada Dinas Komunikasi, Informatika dan Persandian Kabupaten Aceh Barat (Diskominsa). Hasil penelitian menunjukkan bahwa SP4N LAPOR  dapat memberikan edukasi dan menjadikan masyarakat yang terbuka dan kritis. Melalui media online dan berperan sebagai sarana informasi dalam manyampaikan berita-berita pembangunan daerah secara faktual, terbuka dan terpercaya.               Kata kunci:, Keterbukaan Informasi Publik,  SP4N LAPOR,  Layanan Publik

Abstract

Media communication is a basic right of the community in accessing information, by applying the principle of transparency and accountability in the implementation of government. The role of local media as a means of information and communication in development can contribute to setting the public agenda, capturing independent aspirations from various news and providing accurate, reliable information and in a series of regional development implementations. This scientific work is the result of an analysis of the Student Internship Program which is carried out for one semester (6 months) starting in February-August 2021. The method used is the survey method as a descriptive study (qualitative approach). The location of the internship is carried out at the West Aceh Regency Communication, Information and Encryption Service (Diskominsa). The results of the study show that the media can provide education and create an open and critical society. Through online media and tabloid media, it acts as a means of information in conveying news of regional development in a factual, open and reliable manner.

Abstract

Menurut Undang-Undang Republik Indonesia Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik, bahwa setiap Badan Publik wajib memiliki Pejabat Pengelola Informasi dan Dokumentasi (PPID). Dalam konteks implementasi Undang-Undang Nomor 14 Tahun 2008, pentingnya peran Pejabat Pengelola Informasi dan Dokumentasi (PPID) dalam memberikan pelayanan dan pemberian informasi, maka dalam penelitian ini penulis ingin memahami peran dan fungsinya agar berjalan sesuai dengan peraturan, khususnya pelaksanaan keterbukaan informasi Pemerintah Kabupaten Simeulue yang dikelola oleh PPID. Penelitian ini menggunakan metode deskriptif kualitatif yang dapat digunakan apabila ingin melihat dan mengungkapkan suatu keadaan maupun suatu objek. Penelitian dilakukan pada Dinas Komunikasi, Informatika dan Persandian Kabupaten Simeulue khususnya Pejabat Pengelola Informasi dan Dokumentasi (PPID) . Hasil penelitian ini menjelasakan bahwa Dinas Komunikasi, Informatika dan Persandian Kabupaten Simeulue merupakan koordinator Informasi dibawah tanggung jawab Kepala Dinasnya yang juga merupakan PPID Utama. Sedangkan Organisasi Perangkat Daerah (OPD) sebagai PPID Pembantu. PPID sudah menjalankan perannya dalam melayani kebutuhan publik secara langsung atau tatap muka dan juga secara online untuk mengimplementasikan Keterbukaan Informasi Publik. Cara ini dilakukan untuk memudahkan masyarakat Simeulue untuk memperoleh informasi yang dibutuhkan. Kendala yang dihadapi PPID adalah masih ada Organisasi Perangkat Daerah (OPD) yang belum menyediakan infromasi yang sesuai dengan prinsip PPID yang disebabkan oleh Sumber Daya Manusia (SDM) yang pengetahuan terhadap pengelolaan informasi secara online belum optimal sehingga belum bekerja dengan baik. Upaya yang dilakukan untuk mengatasinya adalah dengan terus melakukan sosialisasi dan pelatihan penguasaan dari sistem aplikasi yang disediakan.

Abstract

The Ethnic in Jambo Papan Village, Kluet Tengah District, South Aceh is a combination of Aneuk Jamee culture and Kluet culture. No wonder there is a mixing of the two cultures in society, one of which is in the wedding procession that occurs in a mixed marriage of the two Ethnics. This is the background of the problem in this research. The purpose of this study was to find out the meaning contained in the wedding customs in Jambo Papan Village, Central Kluet, South Aceh. The research method used is descriptive qualitative research, with data collection techniques of observation, interviews and documentation. The results showed that there were only four traditions that interfered with Kluet culture in Jambo Papan Village, namely: the meubobo tradition, ridi was berngi or bathing baluluk, night bainai or berngi meukacar and the tradition of murih rice. This is because the residents of Jambo Papan Village have the concept of "where the earth is stepped on, there the sky is upheld". So not all traditions undergo a process of assimilation or mixing of cultures. The values contained in the marriage custom in Jambo Papan Village, Kluet Tengah District, South Aceh Regency, namely the value of da'wah, religion and social.Keywords: Acculturation, Kluet Ethnic, Aneuk Jamee Ethnic, and Marriage Customs.

Abstract

In this study, the researcher examines the communication strategy carried out by the Public Relations of the Nagan Raya Regional Secretariat in maximizing website-based public services and what factors support and hinder in carrying out services with an online system. In this study, the researcher applied a qualitative research method with a descriptive approach and the determination of informants through purposive sampling with data collection techniques through direct observation to the field, interviews, and documentation. The results of the research conducted by researchers indicate that, the main strategy carried out by the Public Relations of the Nagan Raya Regional Secretariat in providing information to the public is to utilize information technology effectively, namely through the website of the local government of nagan raya kab.go.id which is managed by the Public Relations of the Regional Secretariat by forming an Information and Documentation Management Officer (PPID) SKPD, then Public Relations continue to maintain good relations with the public and the mass media, so that it becomes a strategy to support the Public Relations Secretariat in providing information to the public. In this case, the inhibiting factor, both in providing and accessing online-based services, is inadequate network disruption. While the supporting factors, the Nagan Raya district government agencies and other parties continue to provide support and encouragement to create excellent service using an online system. It is believed that the existence of online-based services can make it easier for the public to access various information within the government. We can see various regional information and we can access it quickly through this link.Keywords: Communication Strategy, Information System, Service.

Abstract

Sikula Geutanyoe is a forum or place for reporting when cases of violence and sexual harassment occur against women in Nagan Raya District. The purpose of this research is to describe the role of Sikula Geutanyoe in socializing the prevention of violence and sexual harassment in Nagan Raya district. The theory used is Radical Feminist theory because it is in accordance with the research objective, namely to fight for women's rights from acts of sexual violence. The type of research used is descriptive qualitative research. Data collection techniques used in- depth interviews with selected research informants, namely members of Sikula Geutanyoe. The focus of the research is the role and inhibiting factors of Sikula Geutanyoe members in promoting the prevention of violence and sexual harassment against women in Nagan Raya Regency. The results of the study show that Sikula Geutanyoe's role in preventing violence and sexual harassment against women can be seen from the socialization provided to the community regarding sex education. If a victim reports a case of sexual violence to Sikula Geutanyoe, Sikula Geutanyoe's role is to protect the victim in handling the case, to help provide a sense of security, to assist the victim in resolving the case legally and to provide psychological assistance. The occurrence of cases of violence and sexual harassment in Nagan Raya Regency is caused by the large number of women who still lack understanding regarding sex education, do not know how to prevent cases of sexual violence and harassment, and lack of public awareness to report cases of violence and sexual harassment against women. in Nagan Raya Regency.Keywords: Role, Socialization, Violence and Sexual Destruction

Abstract

Komunikasi interpersonal dalam keluarga adalah interaksi antara anggota keluarga untuk berbagi hal dan makna yang berbeda dalam keluarga. Tujuan penelitian ini untuk mengetahui dan menganalisis Pengalaman Komunikasi Interpersonal Remaja Broken Home. Latar belakang yang telah dipaparkan, maka peneliti menemukan masalah dari penelitian ini yaitu Bagaimana Motif Pengalaman Komunikasi Interpersonal Remaja Broken Home, Bagaimana Pengalaman Komunikasi Interpersonal Remaja Broken Home, dan  Bagaimana Makna Pengalaman Komunikasi Interpersonal Remaja Broken Home. Metode penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan Teori Fenomenologi  menurut Alfred Schutz dan Edmund Husserl. Hasil penelitian ini yaitu  menemukan adanya motif pengalaman komunikasi interpersonal yang menjadikan remaja menjadi broken home karena kurang perhatian. Seorang remaja broken home akan dapat berdamai serta menerima situasi yang sudah menjadi takdirnya tentunya itu semua butuh waktu dan dukungan yang tepat. Proses ini mungkin membutuhkan waktu yang berbeda dari setiap individunya , tetapi dengan adanya dukungan emosional, terapi, dan kesempatan untuk memperoleh pemahaman tentang diri sendiri dan pengalaman masa lalu.
