Abstract

This article aims to analyze the rural conflict on Rempang Island from the perspective of government communication and political ecology. Rempang Island, whose territory is rich in natural resources, is the center of tension between indigenous communities and parties interested in using land areas and natural resources. So, the political ecology approach is used to explore the impact of the agrarian conflict on Rempang Island on the indigenous communities, political forces, and the environment affected by the conflict. The occurrence of agrarian conflict in Rempang is also related to poor government communication, causing problems for indigenous communities. This research method is qualitative research using library research, data collected through research journals, online media such as news portals on websites and Twitter that are relevant to this research. The research results show that the agrarian conflict between indigenous communities on Rempang Island has had a significant impact on environmental conditions, indigenous communities and socio-political conditions in the Rempang ecological area. Moreover, communication from the government that is less than transparent results in miscommunication with indigenous communities. By understanding agrarian conflict from the perspective of government communication and political ecology, this research contributes to formulating more just and sustainable policy recommendations. Conflict resolution steps must involve the participation of indigenous communities, recognition of traditional rights, and the development of policies that pay attention to communication, ecology, and social justice.

Abstract

In the context of food in state detention centers or correctional institutions, it is regulated based on Law Number 22 of 2022 concerning Corrections regarding Corrections. The health and nutrition of prisoners must be considered in detail by technical implementers in food violations because in Article 9 letter d of Law Number 22 of 2022 concerning Corrections it is stated that prisoners have the right to receive adequate health and food services in accordance with nutritional needs, this must of course be carried out in accordance with the instructions and orders of the law. In this case, the Ministry of Law and Human Rights together with the Ministry of Health are reviewing further the fulfillment of the recommended RDA (Nutritional Adequacy Rate) according to age groups and nutritional requirements as well as for inmates with special needs. The problem raised in this article is how to fulfill prisoners' rights to receive adequate food in accordance with nutritional needs based on Law Number 22 of 2022 concerning Corrections? And, what are the legal consequences if prisoners' rights to receive adequate food according to nutritional needs are not fulfilled based on Law Number 22 of 2022 concerning Corrections? This type of research is empirical legal research. The data source comes from primary data. The results of this research are, First: Fulfillment of prisoners' rights to receive adequate food in accordance with nutritional needs based on Law Number 22 of 2022 concerning Corrections is stated in Article 9 letter d which confirms that prisoners have the right to receive adequate health services and food in accordance with nutritional needs. , this must of course be carried out in accordance with the instructions and orders of the law. Second, the legal consequences if prisoners do not fulfill their right to receive adequate food in accordance with their nutritional needs can be divided into administrative sanctions in the form of a written warning to employees/officials of the Pekanbaru Class II A Penitentiary who are negligent in fulfilling prisoners' rights to receive adequate and nutritious food, temporary dismissal to Employees/Officials of the Pekanbaru Class II A Penitentiary who are negligent in fulfilling prisoners' rights to receive adequate and nutritious food, and intensive supervision by the Indonesian Ministry of Law and Human Rights. As well as the consequences of criminal law, namely law enforcement of Article 2 paragraph (1) of Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, if it is proven that there has been a deliberate budget cut by Class II A Pekanbaru Correctional Employees/Officials in fulfilling the prisoners' right to receive adequate food and nutritious.

Abstract

This research purposes to analize the Communication Strategy through Brand Image at Batik House as a Batik Educational Tourism of Sidomulyo”. Sidomulyo tourist village is an educational tourist attraction which has several interesting educational tourist destinations, including Sidomulyo batik tourism. Behind these advantages, all Sidomulyo tourist villages have quite significant problems ranging from internal and external problems. In this research, the researcher aims to find out what brand image strategy is carried out by the management of Sidomulyo tourist village in promoting it as an educational tourism village in Jember. The research method used is a qualitative descriptive research method. The data collection technique was carried out in several stages, namely interviews, observation, surveys and documentation. The data analysis technique is carried out through the stages of data reduction, data presentation, and drawing conclusions. It is hoped that the results of this research will be that the management of Sidomulyo tourist village has implemented an appropriate brand image strategy. As a result, this will create a brand image for Sidomulyo tourist village as an educational tourism village in Jember, East Java. Moreover, there are several appropriate criteria for the four stages of brand image strategy that have been proposed by the Cutlip and Center theory, namely, defining the problem (situation analysis), planning and programming (strategy), taking action, communicating and evaluating the program.

Abstract

This study aims to analyze the Development of the State Civil Apparatus (ASN) from the perspective of spiritual values. ASN development is a strategic component in improving government effectiveness and the quality of public services. Traditional technical-based methods are no longer sufficient to meet the needs of human resource management in the difficult contemporary era. This study looks at the ASN development model from the perspective of spiritual values. This model combines elements of ethics, spirituality, and professionalism in the formation of ASN's character and performance. The implementation of spiritual values in the development of ASN in Situbondo Regency using a qualitative descriptive approach. This method uses ordinary religious activities, such as the recitation of prayers and Khataman Al-Qur'an, as a means to build character and work ethics. The results of the study show that incorporating spiritual values into the ASN development program is very helpful in the formation of ASN who not only have technical skills but also honest and caring people. In addition, this research reveals that spiritual-based leadership plays an important role in encouraging ASN involvement, creating a harmonious work environment, and increasing productivity. The development of spirituality-based ASN also supports the achievement of transparent, accountable, and effective governance. Thus, spiritual values can be a strategic foundation to realize professional and character civil servant as well as support the sustainable transformation of public services.

Abstract

This research examines The Government's Policy Support toward the resistance and local wisdom of fishermen on the North Coast of Java. The phenomenon of fishermen's attitudes on the North Coast of Java in facing structural injustice uses an ethnographic approach. The research was conducted over six months in three different locations to explore four key attitudes summarized in local concepts: received (accept with resignation) the policy, gave up (give in) to the impact of the policy, switch (avoid/shift) from the impact of the policy, and angry (against) policies that are not pro-fishermen. Through participatory observation and in-depth interviews with 45 fishermen. The results of the study indicate that the impartial of government policies towards the resistance and local wisdom of fishermen on the North Coast of Java gives rise to injustices faced by fishermen originating from three main factors: impartial government policies, competition with industrial vessels, and exploitative marketing systems. The pattern of fishermen's attitudes moves dynamically from accept to angry, influenced by socio-economic conditions, education levels, and collective experiences. This study contributes to the understanding of everyday resistance in the context of Indonesian coastal communities and provides recommendations for fisheries policy reforms that are more equitable and pro-small-scale fishermen.
