Abstract

The persistently low quality of public services in Indonesia remains a critical issue, as highlighted by 2024 Indonesian Ombudsman data showing a high volume of public complaints, primarily concerning bureaucratic personnel behavior lacking public orientation and integrity. This study examines the influence of public service motivation and integrity on employee performance, with job satisfaction as a mediating variable, focusing on the Population and Civil Registration Office (Disdukcapil) in West Pasaman Regency. Adopting a quantitative, associative approach, the study surveyed 58 respondents selected via simple random sampling from a total population of 61 employees. Data were collected using a structured questionnaire based on a 5-point Likert scale and analyzed through path analysis. The findings indicate that both public service motivation and integrity significantly positively impact employee performance, directly and indirectly, through job satisfaction. Integrity emerged as the most influential factor affecting performance (β = 0.934; R² = 0.873), followed by job satisfaction (β = 0.925; R² = 0.856) and public service motivation (β = 0.891; R² = 0.795). This study underscores the urgent need for human resource development strategies emphasizing integrity and public service motivation while fostering a supportive work environment to enhance job satisfaction. By identifying key behavioral drivers of employee performance in local government institutions, the research contributes to the broader discourse on bureaucratic reform. It offers actionable insights for improving public service delivery in Indonesia.

Abstract

Under regional autonomy, transparent and high-quality financial reporting, including robust disclosure,  is essential for Indonesian local governments. Despite improved audit ratings, Papua Province still struggles with financial report quality and full disclosure, as indicated by recurring audit findings. This study investigates the influence of human resource (HR) competence, internal control systems, government accounting standards, and information technology on the quality of financial reports within the Papua Provincial Government. In addition, it explores the moderating role of demographic factors (specifically age and education) in the relationship between HR competence and information technology with financial reporting quality. Data were collected through a structured questionnaire distributed to 210 employees across various local government work units in Papua Province. The analysis was conducted using Structural Equation Modeling with Partial Least Squares (SEM-PLS). The findings reveal that HR competence, government accounting standards, and the use of information technology significantly enhance the quality of financial reports. Conversely, the internal control system does not exhibit a significant effect. Furthermore, age and education significantly moderate the relationship between information technology and financial report quality but do not significantly moderate the relationship between HR competence and financial report quality. These results underscore the importance of technological adaptation and tailored human resource strategies in improving public sector financial transparency.

Abstract

Stunting is a chronic nutritional disorder resulting from prolonged inadequate nutrient intake, leading to impaired physical growth, delayed cognitive and motor development, and increased risk of metabolic disorders in children. Addressing stunting is a public health priority in Indonesia, particularly in rural areas where food security and health services are often limited. This study aims to describe and analyze the implementation of the Supplementary Feeding Program (SFP) for stunted toddlers in Lalukoen Village. Using a qualitative research method with a descriptive approach, data were collected through interviews, observations, and documentation. The findings reveal that the SFP implementation in Lalukoen Village has been largely ineffective. Key challenges include minimal parental involvement during socialization, as nutritionists did not adequately engage or educate families.Additionally, the low participation of community health cadres, misalignment between the food and the children’s nutritional needs, limited program budgets, and the absence of food processing infrastructure provided by the village government further constrained program effectiveness. This study highlights the urgent need to improve community-based nutrition interventions through inclusive engagement strategies, particularly by actively involving parents in early program planning and implementation stages. Furthermore, strengthening logistical and infrastructure support, especially for food preparation and distribution, is essential to improving outcomes. The research contributes to the discourse on local public health governance by offering practical recommendations for enhancing the effectiveness of stunting prevention programs in rural settings, with broader implications for policy and program design in similar contexts.

Abstract

This study investigates the sustainability of Village-Owned Enterprises (VOEs) in Sumedang Regency, West Java, Indonesia, focusing on the roles played by central government agencies, village administrations, and VOE directors. Employing a qualitative case study approach, the research draws on in-depth interviews, document analysis, field observations, and focus group discussions to explore stakeholder influence on the implementation and longevity of VOE programs. The findings reveal that while government policies and funding schemes provide foundational support for VOE development, their sustainability is frequently compromised by inconsistent program implementation, political interference, underqualified management, and business models that do not align with local socio-economic contexts. In contrast, VOEs demonstrate greater resilience and long-term viability when managed by professional directors and supported through continuous institutional engagement. Given the urgent need to revitalize rural economies and reduce dependency on state aid, the study recommends targeted interventions such as salary subsidies for VOE directors and establishing Integrated VOE Units (VOETs) to enhance operational capacity and governance structures. This research contributes to the broader discourse on rural development and local economic empowerment by identifying critical gaps and practical solutions for strengthening VOE sustainability. The findings offer valuable insights for policymakers, local governments, and development practitioners aiming to foster inclusive and durable rural enterprise ecosystems in Indonesia and similar contexts.
