Abstract

Strategy is essentially a careful plan for an activity to achieve a target or goal, strategy cannot be separated from the goal to be achieved without clear goals, strategy will create new problems, therefore strategy can be formulated after understanding the goal. This research aims to determine the DLHK Communication Strategy in overcoming pollution in Karawang Regency. The research method used by researchers is a descriptive research method with a qualitative approach with data collection techniques by means of observation, interviews and literature study. Meanwhile, the theory for analyzing the object of this research is the communication strategy theory put forward by Hafied Cangara consisting of research, planning, implementation, evaluation and reporting. The results of the research that has been carried out show that the communication strategy of the Karawang Regency Environment and Hygiene Service in dealing with pollution in the five dimensions of the communication strategy stage has succeeded in implementing an effective communication strategy by increasing awareness of the public and entrepreneurs to protect the surrounding environment so that air pollution does not occur.

Abstract

One of the most populous places, Bekasi City, yet struggles with traffic. In urban centers, congestion often occurs at regular times, especially during commuting times, weekends, and holidays. Congestion has many negative effects.The present study employs a descriptive qualitative methodology to investigate the contextual factors of the issue and evaluate the Transportation Agency's approaches to mitigating traffic congestion in Bekasi City.Interview, observation, and documentation are the three main components of the information collection method. The study shows that the strategy of the Transportation Agency to address traffic congestion in Bekasi City has not been successful. This is shown by the Transportation Agency's Organizational Strategy which aims to encourage Dishub field officers to crack down or punish traffic violators, but it does not happen. Programs such as the Road Equipment Program, Traffic Management and Engineering Program, and Parking Facility Control Program are considered successful based on the approach applied by the government. However, these strategies faced several problems. One of them is the disproportionate growth of vehicles compared to the construction of new roads, which still causes congestion. According to the supporting strategies, the work quality of field officers should be improved as there is still a shortage of officers in some locations. Keywords: policy, strategy, traffic jams

Abstract

Research objective: to make people obedient and obedient in traffic.  Seeing that traffic styles on the road are becoming more complex daily, as well as rampant violations, drivers who obey only when there are traffic officers have influenced the presence of the Electronic Traffic Law Enforcement (ETLE) policy. Serang City, as the central government in Banten Province, became the first city/district to implement ETLE, specifically in Jalan Veteran Serang City, in April 2021. As the years go by, ETLE in the jurisdiction of the Banten Regional Police continues to increase. The addition of ETLE location points in Serang City is becoming increasingly massive, so implementing the ETLE policy faces many challenges. This research was designed using qualitative methods based on the Policy Implementation theory by Merilee S. Grindle. The ETLE policy is a step taken by the government to create traffic discipline and order to minimize violations that occur on the highway. The research results stated that the implementation of the ETLE policy in Serang City was considered successful as measured by the quality of the implementation process, which was in accordance with what was stipulated and the achievement of policy objectives by what was targeted.  This research also shows that the implementation of ETLE has had a significant positive impact on society. The community has a habitual pattern of obeying traffic and transparent law enforcement.

Abstract

State house is one form of compensation in the form of facilities provided to officials or civil servants as a place of residence in supporting the performance of their duties. residential place in supporting the implementation of their duties. In conducting security in the detention house, it is 24-hour security is required. Employees are required to always be ready to attend office, assist and overcome disturbances to security and order. The existence of this state house is expected to be one of the solutions to support security and disturbances in detention. security and disturbances in detention centers. However, it is necessary to know the extent to which the existence of a state house provides benefits in supporting the efficient implementation of tasks and increase employee motivation. The purpose of this research is to see the effect of the relationship between the existence of a state house on the efficiency implementation of tasks and work motivation at the Balige Class IIB State Detention Center North Sumatra. The method used in this research is quantitative quantitative research method. Data collection techniques are observation and questionnaires. The results of this study indicate that there is a relationship between the existence of a state house and the efficiency of task implementation. with the efficiency of task implementation is significant in the same direction with a moderate relationship, while the relationship with employee motivation is moderate. moderate relationship, while the relationship with employee work motivation is unidirectional with a strong relationship. In conclusion, the existence of a state house can significantly can significantly support the efficiency of task implementation and increase motivation of employees at the Balige Class IIB State Detention Center.

Abstract

The development in Pringsewu District is currently being monitored at a rapid pace, with the function of rice field land being reactivated as a growing land. The increasing population and growing needs of the community present a significant threat to the continued existence of productive rice fields. Pringsewu District is an urban area where the majority of existing land has the potential to be transformed into agricultural land. This phenomenon presents an intriguing case study for examining the implementation of regional regulations in Pringsewu Regency, specifically Regulation Number 6 of 2015 regarding the sustainable protection of food farming land. The research method employs a descriptive qualitative approach, utilizing data collection techniques such as interviews, observations, and documentation. The implementation of Regional Regulation No. 6 of 2015 regarding the protection of sustainable food farming land has not been effectively carried out. This is due to a lack of public awareness concerning the significance of sustainable food agricultural land. Despite the challenges inherent in implementing Local Regulation No. 6 of 2015 on sustainable food farm protection, the Pringsewu district government has consistently endeavored to ensure that the development of Pringsewu regency is guided by Local Regulation No. 6 of 2015 on sustainable food agricultural land protection. This approach is designed to facilitate a harmonious relationship between development and the environment. Keywords: food farming, implementation, regulation, sustainable.

Abstract

This article examines the complex intersection between Indonesia’s political landscape and its efforts to combat human trafficking, focusing on integrating digital technologies. Human trafficking remains a critical and persistent issue in Indonesia, exacerbated by systemic challenges such as corruption, weak law enforcement, and socio-economic vulnerabilities. Adopting a qualitative research approach, this study combines policy analysis and case studies to evaluate the effectiveness of current anti-trafficking strategies. Findings reveal that digital tools, including artificial intelligence, big data analytics, and blockchain technology, hold significant potential for enhancing victim identification, streamlining case management, and improving inter-agency coordination. Public-private partnerships emerge as vital in driving technological innovation and fostering community engagement. However, the study also identifies major obstacles, including unequal digital infrastructure between urban and rural areas, cybersecurity risks, and the limited digital capacity of law enforcement agencies. Given the urgency of addressing human trafficking as a national and regional concern, the article advocates for Indonesia to take a leadership role in Southeast Asia by advancing comprehensive, tech-driven strategies that align with international human rights frameworks. This approach strengthens Indonesia’s anti-trafficking architecture and provides a scalable model for other nations confronting similar challenges. By illuminating the interplay between politics, technology, and human rights, this research contributes to the evolving discourse on trafficking prevention. It offers actionable insights for policymakers, civil society, and international stakeholders working to combat this global crime.

Abstract

Adopting e-government in local administration has become a strategic global response to enhance public service efficiency, transparency, and accessibility, particularly in developing countries. This study investigates the implementation of e-government in village governance, using Campurejo Village, Indonesia, as a case study. Employing a qualitative research design, data were collected through in-depth interviews with 18 informants, direct observation, and document analysis. The findings reveal that e-government adoption has improved administrative efficiency and service delivery. However, critical challenges remain, including inadequate digital infrastructure, limited internet access, and low digital literacy; only 44% of village officials possess sufficient IT skills. Moreover, limited public access to village data hinders transparency and civic participation. Campurejo Village has achieved “Independent Village” status despite these constraints, as reflected by a Village Development Index (IDM) score of 0.821. It demonstrates the transformative potential of digital governance in rural areas when supported by strong local leadership and adaptive policy strategies. This study contributes to the growing discourse on digital transformation in public administration by providing empirical insights into grassroots-level governance in decentralized settings. It highlights the importance of capacity-building, policy innovation, and cross-sector collaboration in overcoming local barriers to digital adoption. The findings offer valuable lessons for other rural communities and developing regions aiming to implement e-government systems to support inclusive and sustainable governance.

Abstract

One of the persistent challenges in safeguarding democratic elections across many countries is the widespread practice of money politics, which primarily targets voters and undermines the core principles of democratic participation. While voter education is widely recognized as a crucial tool for promoting democratic integrity, existing literature offers limited analysis of its effectiveness in addressing money politics. This study seeks to fill that gap by examining the challenges faced in implementing voter education programs, focusing on their role in combating money politics. Adopting a mixed-methods approach, this research combines a systematic literature review, drawing exclusively from peer-reviewed domestic and international journals, with fieldwork conducted during Indonesia’s 2024 simultaneous elections in two regencies. Despite reports of rising money politics in the 2024 elections, various voter education initiatives were also deployed. However, the persistence of vote buying suggests these efforts have had a limited impact. Based on interview data and document analysis, the study identifies four primary obstacles to effective voter education: limited outreach and accessibility, inadequate and unengaging educational materials, a shortage of qualified facilitators, and a lack of contextual relevance for the target audience. These findings underscore an urgent need to redesign voter education strategies to be more inclusive, participatory, and tailored to local contexts. This research contributes to the growing discourse on electoral integrity by offering actionable insights for policymakers, electoral bodies, and civil society organizations working to strengthen democracy through informed and empowered voter participation.

Abstract

Artificial intelligence (AI) is reshaping labor productivity by enhancing production efficiency, transforming work patterns, and redefining labor market dynamics. However, the full potential of AI remains constrained by varying adoption rates and a persistent mismatch between technological advancements and workforce skill levels. Consequently, many regions have yet to realize substantial productivity gains. This study investigates the impact of AI on the productivity of high, medium, and low-skilled workers in four municipal provinces in China from 2000 to 2020. Employing Ordinary Least Squares (OLS) regression on a 21-year panel dataset, the research examines how three proxies of AI adoption, patents, research investments, and infrastructure development affect labor productivity across different skill tiers. The findings reveal significant heterogeneity: AI patents and research investments disproportionately benefit high-skilled workers. At the same time, infrastructure-based AI development is crucial to enhancing productivity for medium- and low-skilled workers. These results underscore the importance of skill-aligned AI strategies to ensure inclusive productivity growth. This study makes an urgent contribution to the discourse on digital transformation and labor market adaptation by offering evidence-based insights for policymakers. It emphasizes the need for coordinated efforts among research institutions, industries, and local governments to promote continuous learning and upskilling. Such collaboration is vital to equip the workforce with capabilities that align with emerging AI technologies, enhancing resilience, competitiveness, and adaptability in rapid technological change.

Abstract

This study investigates user perceptions of Digital Human Resource Management through the MySAPK application in Karanganyar, Indonesia, using the Unified Model of Electronic Government Adoption (UMEGA). UMEGA includes seven key variables: performance expectancy, effort expectancy, social influence, facilitating conditions, perceived risk, user attitude, and behavioral intention. The study adopts a quantitative, associative research approach, employing a survey method with a structured questionnaire for data collection. The sample consists of 124 civil servants (ASN) in Karanganyar Regency who actively use the MySAPK application. Data were analyzed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) via SmartPLS 3.0. The results reveal that effort expectancy, social influence, and user attitudes significantly influence ASN perceptions and behavioral intentions toward MySAPK. In contrast, performance expectancy, facilitating conditions, and perceived risk do not significantly affect users’ behavioral intentions. Furthermore, user attitude is a mediating variable, successfully transmitting the influence of social influence and effort expectancy on behavioral intention. This study contributes to the growing literature on digital government adoption by offering empirical evidence from a local Indonesian context, highlighting the behavioral dynamics influencing civil servant engagement with digital HRM tools. The findings underscore the urgency for public sector organizations to provide reliable digital infrastructure and foster positive user attitudes and supportive environments to enhance adoption. Policymakers and system developers are advised to focus on usability, social reinforcement, and user engagement strategies to ensure the successful and sustainable implementation of digital HRM systems like MySAPK.
