Abstract

This study aims to systematically review the inclusive poverty management approach from a sustainable development perspective, emphasizing the importance of integrating social, economic, ecological, and spatial dimensions in policy design. Although various studies have highlighted the relationship between poverty, community resilience, and social inclusion, sectoral, non-participatory, and ahistorical approaches still dominate and fail to address the structural roots of inequality. This study uses a qualitative method with a Systematic Literature Review (SLR) approach, which identifies and evaluates scientific publications from the Dimensions and Scopus databases during the period 2020–2025. Selection criteria include reputable, relevant publications, available in full text, and written in Indonesian or English. The results of the review show that the effectiveness of inclusive poverty management is greatly influenced by the application of the principle of intersectionality, meaningful participation of vulnerable groups, and contextual socio-ecological resilience to global crises. This study provides a conceptual contribution to the development of a responsive, equitable, and sustainable cross-sectoral intervention model. These findings reinforce the urgency of formulating transdisciplinary policies that bridge poverty reduction, climate resilience, and local economic revitalization within the framework of achieving the Sustainable Development Goals (SDGs).

Abstract

This study aims to analyze the strategy of the West Nusa Tenggara Regional Government in realizing inclusive poverty alleviation through a qualitative approach based on the Systematic Literature Review (SLR). This study reviews scientific literature from the Dimensions and Scopus databases in the period 2015–2024, with strict selection criteria to ensure data relevance and quality. The findings show that although various studies have discussed social assistance innovation, collaborative governance, and the role of local governments, there are still gaps in the overall integration strategy. This study finds that the success of an inclusive poverty alleviation strategy is highly dependent on the synergy between policy, technology, and community participation. Data visualization through VOSviewer reveals a close relationship between institutional aspects, digitalization services, and empowerment communities in driving equitable economic transformation. The results of this study recommend strengthening regional policies based on collaborative ecosystems and placing women's and children's issues in structural development priorities. Thus, this study contributes to the formulation of a more adaptive, participatory, and sustainable poverty alleviation strategy in a region with social complexity such as NTB.

Abstract

This study aims to examine the relationship between budget politics and the effectiveness of poverty alleviation programs in Indonesia using a Systematic Literature Review (SLR) approach. Although various studies have addressed the importance of budget allocation and governance, there remains a research gap in systematically integrating the roles of political actors, regional disparities, and institutional capacity in influencing the success of social programs. This study reviews articles from the Dimensions and Scopus databases published over the last ten years (2015–2024), with rigorous selection criteria to ensure the quality and relevance of sources. The findings reveal that weak fiscal allocation, low local institutional capacity, and elitist budget politics contribute to the failure of poverty alleviation programs in many regions. Furthermore, the potential of technology and the health system as instruments for poverty reduction has not been fully realized due to budgetary gaps and unintegrated policies. This research recommends budget reforms grounded in social justice, strengthened institutional capacity, and investments in digital infrastructure and public health as prerequisites for inclusive and sustainable poverty alleviation policies. The study is expected to provide empirical insights for policymakers in designing more adaptive and transformative fiscal interventions.

Abstract

This study systematically reviews socio-economic intervention models within poverty alleviation strategies, emphasizing the integration of micro-level household approaches, contextual sensitivity, and social justice dimensions. Employing a qualitative methodology through a Systematic Literature Review (SLR), the research analyzes peer-reviewed articles published in reputable journals and indexed in Scopus and Dimensions over the past six years. Only studies explicitly addressing socio-economic intervention strategies were included based on strict eligibility criteria. The findings highlight that the effectiveness of interventions is significantly influenced by household-level configurations, spatial diversity, and the adaptive capacity of cross-sectoral integration. Uniform national interventions often fail to address locally embedded vulnerabilities. Furthermore, successful poverty alleviation requires the synergy of financial support, psychosocial protection, and community participation—particularly for vulnerable groups such as children. The results affirm the need to reformulate intervention models toward more contextualized, participatory, and justice-oriented frameworks. This review contributes to filling a critical gap in the literature by integrating technical, spatial, and normative dimensions into the design of effective and sustainable socio-economic interventions.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi, mengevaluasi, dan merumuskan strategi kebijakan publik yang efektif dalam mengatasi kemiskinan dan ketimpangan sosial di Indonesia secara simultan, terintegrasi, dan berorientasi pada pembangunan berkelanjutan. Menggunakan pendekatan kualitatif dengan metode Systematic Literature Review (SLR), studi ini menganalisis berbagai hasil penelitian yang relevan dari database Dimensions dan Scopus dalam rentang waktu 2020–2025. Kriteria inklusi mencakup artikel ilmiah bereputasi yang membahas secara eksplisit strategi kebijakan publik terkait isu kemiskinan dan ketimpangan di Indonesia. Temuan menunjukkan bahwa kebijakan yang ada masih bersifat parsial, belum terintegrasi secara lintas sektor dan wilayah, serta kurang responsif terhadap pendekatan multidimensional kemiskinan. Penelitian ini menekankan pentingnya integrasi perlindungan sosial adaptif, pemanfaatan data longitudinal, dan pembelajaran dari praktik internasional khususnya revitalisasi pedesaan di Tiongkok untuk mendukung transformasi intervensi sosial di tingkat lokal. Rekomendasi strategis yang diusulkan mencakup penguatan implementasi Undang-Undang Desa, reformasi agraria yang inklusif, serta integrasi prinsip SDGs dalam kebijakan nasional. Penelitian ini berkontribusi dalam menutup gap konseptual dan praktis mengenai efektivitas kebijakan sosial berbasis bukti dalam mengurangi kemiskinan dan ketimpangan struktural di Indonesia.
