Abstract

Background The consumption of meat in Aceh Province is among the highest in Indonesia. However, this condition is not supported by cows farming practices, which are still managed traditionally. The cow fattening and breeding programs are strategic efforts to improve the economic welfare of rural communities, including in Aceh Province. Additionally, the Acehnese community possesses local knowledge and practices known as 'MAWAH,' which can be utilized as a system to enhance economic welfare in the livestock sector. Mawah is a traditional practice that involves cooperation between capital owners and local farmers, allowing for the fair and sustainable distribution of profits. PT Pertamina Hulu Energi (PHE) - NSO has integrated these elements into its Corporate Social Responsibility (CSR) program named SAPIKU. This study aims to analyze the sustainability and conditions of the SAPIKU Program. Methods The approach used in this research is a qualitative approach with methods of observation and literature review. The qualitative data analysis involves identifying patterns and factors that influence the success of the program. Results The results show that the active participation of the community, village government, and the company are key factors in the program's success. Conclusions The SAPIKU program should apply sustainable and innovative approaches, such as livestock technology and efficient management, to improve economic and environmental impacts. This strategy will support farmers' welfare and meet long-term beef demand.

Abstract

Background Tourism management has developed into one of the largest industries for economic growth in Indonesia. This research focuses on optimizing the management of marine tourism potential in Simeulue Regency, especially on Alaek Sektare beach in Lantik Village. The study aims to find out how to optimize the management of marine tourism potential as well as obstacles in optimizing the management of marine tourism potential in Simeulue Regency. Methods The method used is a qualitative method with a descriptive approach, and the determination of informants in the research is carried out by purposive sampling techniques, namely the Tourism Office, Inaugural Village Apparatus, Business Managers, Business Actors, and the community. Observation, interviews, and documentation were collected data techniques in the study, then the data was analyzed in three stages, namely reduction, display, and conclusion verification. Results The results of this study show that efforts to optimize the management of marine tourism potential in Simeulue Regency are carried out with a management process that involves planning, organizing, mobilizing, and supervising/controlling. Conclusions The study concludes that the implementation of the management of beach tourism potential in Simeulue Regency by the Tourism Office and the Lantik Village Government has gone well. Optimizing the management of Alaek Sektare beach tourism has not achieved maximum results. This is due to several factors that hinder the optimization of management in terms of low quality of human resources, limited budget, imbalance between the construction of tourism facilities, and other factors, namely the reorientation of budget distribution priorities

Abstract

Background : Active involvement in the information, communication, and technology revolution has led many central and local government agencies to develop public services through communication and information technology, known as e-government. This research is to examine the implementation of one form of e- government, namely the MyCeisa application at the Customs and Excise Supervision and Service Office Type C Meulaboh Customs. This study also discusses the challenges and support in its implementation as well as suggestions for solving all the challenges faced. Methods: This study uses a qualitative method with a descriptive approach. In collecting data, the author uses the method of observation, interviews, documentation and audio documents and data analysis techniques using the methods of reduction, presentation and drawing conclusions. Results The results of the study indicate that the implementation of the MyCeisa application has been carried out well as evidenced by the fulfillment of all indicators of successful policy implementation based on the theory of successful policy implementation of Edward III. The challenges faced in its implementation are the MyCeisa application server which is sometimes down and the internet network is also disrupted during a power outage. Meanwhile, support during the implementation of the MyCeisa application includes competent and quality human resources, an easy MyCeisa application work system and facility assistance and support from related agencies. Conclusions The implementation of the MyCeisa application has been successful, supported by competent and high-quality human resources, a user-friendly system, and assistance from related agencies.

Abstract

Background Salted fish processing business is one of the main livelihoods of the people in West Aceh Regency, especially in Meulaboh City. Based on data from the Aceh Cooperatives and SMEs Service, there are 5,332 MSME actors in West Aceh Regency, with one of the fairly developed business sectors being salted fish processing. However, the development of UMKM strategies in this sector still needs to be improved in order to compete and develop more optimally. Methods This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The informants in this study were five UMKM actors in salted fish processing in Meulaboh City. Data analysis was carried out using qualitative data analysis techniques. Results The results of the study indicate that the strategy of MSMEs in processing salted fish as souvenirs in Meulaboh City is still not optimal. In terms of processing technology, MSMEs still rely on human labor without the use of modern technology. However, in marketing strategies, MSMEs have utilized social media such as Facebook and Instagram, although their use has not been maximized. The innovation strategies implemented include the use of special drying equipment based on the natural convection system and packaging salted fish in plastic containers tied with rubber or plastic ropes to prevent contamination by dust and flies. Meanwhile, in the operational strategy, MSMEs strive to maintain product cleanliness and quality by choosing fresh fish as the main raw material. Conclusions Thus, although there are several digital innovation and marketing efforts, the strategy of salted fish processing MSMEs in Meulaboh City needs to be improved, especially in the application of processing technology and development of marketing strategies in order to increase competitiveness and business sustainability.

Abstract

Background In general, waste is the residual product from the production process of materials that do not yet have economic or practical value in manufacturing or use. This study discusses the impacts caused by waste, including positive, negative, conscious, and unconscious effects. The purpose of this study is to examine the types of impacts generated and to determine the levels of pollutants present in palm oil waste. Methods This research uses a qualitative approach, with data collected through documentation, observation, and interviews. The data were analyzed using descriptive and analytical methods with an inductive reasoning approach, based on information from ten sources, including the head of PT Socfindo, factory employees, and residents of Arongan Village who assessed the environmental impact of palm oil waste. Results There are several benefits from the positive impact of waste management, including its potential to be processed into fertilizer, and because the resulting waste pollutant does not have a polluting effect on the environment. This is due to the pH, BOD, COD, and TSS of the resulting fatty oil still being low and not exceeding quality standards. Conclusions Based on the data obtained, the authors conclude that the characteristics of the waste produced by the palm oil mill owned by PT Socfindo in Arongan Village are good and appropriate. As for the realized impacts, one of them is the odor generated and the holding pond's barrier that has not met usage standards. PT Socfindo has drafted a plan for constructing pool barriers, but the process has not yet been implemented.

Abstract

Background This study examines the political participation of deaf persons with disabilities in Tasikmalaya City during the 2024 Local Election. It aims to understand their forms of participation, levels of involvement, and the barriers they face through the Gerkatin organization as a platform for collective action and advocacy. Methods The research used a qualitative case study approach. This research uses primary data derived from interviews collected directly by researchers or parties requiring data through field collection techniques. Secondary data is obtained from previous research or other sources such as books, journals, and other references related to the research topic. Data validation applied source and technical triangulation. Results The findings show that most Gerkatin members participated through conventional forms, such as voting and limited political discussions. However, their participation was constrained by communication barriers and a lack of disability-friendly political spaces. Despite these challenges, Gerkatin has played a significant role in motivating its members to exercise their voting rights and providing a collective space for self-empowerment. Conclusions Deaf persons with disabilities in Tasikmalaya have participated in 2024 local elections but remain at the observer level of political engagement. Greater accessibility and inclusive political education are needed to enhance their meaningful participation.

Abstract

Background Social conflict in the Gampong Teungoh Iboh community, West Labuhan Haji District, South Aceh Regency occurs due to differences of opinion, misunderstandings, and interests between individuals and other community groups. The aim of this research is to find out the role of gampong officials in managing social conflict and to find out the obstacles faced by gampong officials in resolving social conflicts in Gampong Teungoh Iboh, West Labuhan Haji District, South Aceh Regency. The theories used in this research are conflict theory from Ralf Dahrendrorf and Miftah Thoha's role theory, namely to analyze social conflict problems in the Gampong Teungoh Iboh community. Methods This research uses a qualitative method with a descriptive approach and data collection techniques through observation, interviews and documentation. Results Based on the results of this research, it shows that gampong officials have not played a full role as mediators in resolving disputes in the community, so that gampong officials cannot realize the community's wishes to achieve peace with the disputing parties. Conclusions The obstacles faced by gampong officials in resolving disputes between the two conflicting parties, one of them did not attend the settlement hearing from the gampong officials. So this social conflict cannot be resolved until now.

Abstract

Background The digitalization of public services has become one of the most important aspects of modernizing government administration, with the main goal of increasing the efficiency, transparency, and accessibility of services to the public. Methods This research uses a descriptive qualitative method with a case study approach, involving interviews with relevant parties at the village level, such as government officials and local residents. Results The research results show that digitalization provides convenience in terms of time efficiency, queue reduction, and ease of access to information through an integrated system. However, this study also identifies a number of constraints that are still faced, such as limited access to technology in some segments of society, low levels of digital literacy, and a lack of training and understanding of how to use existing digital systems. Conclusions The digitalization of public services in the creation of population identities in Padurenan Village has had a positive impact on improving the efficiency of public services. The implementation of the Digital Population Identity (IKD) system allows citizens to verify their identity quickly and easily without needing to carry a physical ID card. Therefore, the successful implementation of digitalization depends not only on technological development but also on strengthening digital education for the public and improving supporting infrastructure.

Abstract

Background This study aims to analyze the effectiveness of the implementation of illegal gold mining control policies (PETI) in West Aceh Regency using Van Meter and Van Horn's (1975) policy implementation theory. Although there is a legal basis through West Aceh Qanun Number 1 of 2013 concerning Spatial Planning, practices in the field show weak enforcement and supervision of illegal mining activities. Methods This study uses a qualitative method with a case study approach through interviews, field observations, and policy document analysis. Results The results of the study show that policy implementation is still symbolic and lacks clear operational direction. Weak cross-sector coordination, limited human resources and budgets, and a permissive attitude among policy implementers are the main obstacles to law enforcement. Furthermore, the local government’s economic dependence on illegal mining revenues creates a policy dilemma between economic growth and environmental conservation. This condition reflects structural weaknesses in governance and institutional accountability. Conclusions These findings confirm that the effectiveness of policy implementation in West Aceh is low because it does not yet meet the principles of consistency, coordination, and accountability. This study recommends reformulating evidence-based policies, increasing local resource capacity, and strengthening participatory monitoring systems to achieve sustainable environmental governance.

Abstract

Background: Waste management has become one of the most pressing environmental challenges in West Aceh Regency, where population growth and consumption patterns continue to increase waste generation. Integrating community-based sustainable waste management into circular economy policies represents a strategic approach to balance environmental protection, economic growth, and social well-being. The Triple Bottom Line (TBL) framework—focusing on the interconnection between profit, people, and planet—offers a comprehensive lens to evaluate sustainability outcomes at the local level. This study aims to analyze how community-based waste management initiatives contribute to the implementation of circular economy principles in West Aceh Regency. Methods: The research adopts a qualitative approach with an in-depth case study design. Data were collected through field observations, semi-structured interviews, and document analysis. Thematic analysis was employed to identify key patterns, enabling factors, and challenges in the integration process between community initiatives and local circular economy policies. Results: The findings indicate that community participation—manifested through waste banks, organic waste processing, and recycling-based microenterprises—has generated multiple benefits, including additional household income, increased environmental awareness, and a reduction in domestic waste volume by up to 30% per month. Despite these achievements, several constraints persist, particularly in terms of infrastructure limitations, weak law enforcement, and inconsistent public engagement. Conclusions: Strengthening sustainable waste management in West Aceh requires a more holistic policy framework that empowers communities through continuous education, institutional support, and multi-stakeholder collaboration. Integrating the TBL approach into local governance not only enhances environmental and social outcomes but also advances the realization of the Sustainable Development Goals (SDGs) at the regional level.
