Abstract

Background This study aims to analyze the inequality of power relations in the conflict of burning chicken farms in Padarincang from the perspective of the power cube. The background of environmental problems due to chicken farming activities and advocacy that was not responded to by various government agencies created an accumulation of frustration that encouraged extreme acts of burning chicken farms. Methods This research uses John Gaventa's Power Cube theory and uses qualitative research methods with John Creswell's hermeneutic phenomenology approach. Results The results of the research found that the hierarchical structure of the corporation shows the connectedness of local to global actors. This conflict illustrates the transformation of closed spaces into open spaces through community struggles and various forms of power from visible power in the form of company licenses, arrests and demonstrations.   Conclusions Hidden power in the form of lobbying and chicken hotel narratives, the issue of arresting mothers, hoax news to invisible power in the form of internalization of the community over the developing narrative and ideology of economic development. The complex inequality of power relations between the community and PT STS creates marginalization, injustice, legal disparities that continue to envelop the community in fear.

Abstract

Background This study examines the perceptions of the Raijua Island community regarding the challenges of sustainable development in a small and remote island context, focusing on community participation and local wisdom as socio-cultural capital. Methods This study used a qualitative case study approach to understand the Raijua Island community's perceptions and practices regarding sustainable development. Data were collected through in-depth interviews, focus group discussions, and participatory observation. These data were then analyzed using thematic analysis with inductive coding and categorization. The validity of the findings was ensured through source and method triangulation, as well as member checking. Results The findings suggest that the inhabitants of Raijua Island interpret sustainable development as a means to address fundamental needs, including access to essential resources such as clean water, electricity, and infrastructure, while maintaining adherence to traditional values and ecological equilibrium. Local wisdom, encompassing traditional agricultural calendars, seasonal marine harvesting regulations, and lontar palm management, functions as an adaptive mechanism in response to limited natural resources and climate change. Conclusion Community participation, particularly through customary deliberations, plays a crucial role in sustaining social and environmental harmony. These findings underscore the necessity of locally grounded and participatory sustainable development in small islands, ensuring alignment with the cultural and ecological context of the community.

Abstract

Background The quality of service at the Community Health Center plays an important role in increasing patient satisfaction and the health status of the community. This study aims to analyze the factors that influence service quality at the Anggeraja Community Health Center Method The research used a descriptive qualitative approach with informants consisting of the head of the community health center, healthcare workers, administrative staff, and patients. Data collection techniques include in-depth interviews, direct observation, and document studies. Result The research results indicate that service quality is influenced by driving factors such as the competence of healthcare workers, service management, staff attitudes and communication, as well as facilities and infrastructure. Factors that hinder progress include government support, budget allocation, and supporting facilities. Some of the obstacles found include a shortage of healthcare workers, high workload, limited facilities, long operational service standards, and suboptimal cross-program coordination. Conclusion This research confirms that the combination of inhibiting and driving factors is crucial in determining service quality. Quality improvement efforts can be achieved through stunting prevention training, optimization of facilities and infrastructure, use of a manual queuing system, improved management, and consistent government support. This finding is expected to serve as a basis for recommendations to improve the quality of service at Anggeraja Health Center and other health centers.

Abstract

Background This study examines the imbalance between emergency response funding and long-term recovery financing following the 2024 eruption of Mount Lewotobi Laki-Laki in East Flores. The research aims to determine whether the global pattern, marked by rapid and substantial funding during the response phase and a sharp decline during recovery, also appears in this local context. Methods A qualitative approach was employed by combining a systematic review of disaster-financing literature in Asia with empirical data from East Flores. Data were collected through document analysis, official reports, and in-depth interviews with humanitarian practitioners and local authorities. Thematic coding was used to analyze patterns in funding flows, institutional constraints, and community experiences. Results Findings reveal a structural gap between response and recovery funding. Support during the emergency phase was abundant, while recovery efforts faced limited and inconsistent financial resources. This shortfall contributed to delays in permanent housing, unclear relocation processes, disrupted education services, loss of livelihoods, and heightened social and psychological stress among affected communities. Conclusions The study highlights the need for long-term recovery funding schemes, stronger coordination mechanisms, and greater community involvement in recovery planning. These insights underscore the importance of improving disaster-recovery governance in low-fiscal island regions such as Eastern Indonesia.

Abstract

Background The rapid evolution of digital technology has generated new legal challenges that remain insufficiently addressed within Indonesia’s positive law. This regulatory lag creates normative gaps, making judicial legal discovery increasingly essential in resolving disputes related to digital innovation. This study aims to examine how judges interpret and apply the law when confronting cases involving electronic transactions, artificial intelligence, data protection, and digital assets. Methods Using a normative juridical method, the research analyzes relevant literature, legal doctrines, and court decisions to identify patterns of judicial reasoning in situations where statutory provisions are unclear or absent. Results The findings reveal that traditional interpretive techniques are often inadequate to address the complexity and technical nature of digital phenomena. Judges frequently struggle to align existing norms with emerging technologies, and limited technological literacy among legal actors contributes to inconsistent rulings and heightened legal uncertainty. Conclusion The study concludes that Indonesia requires more adaptive judicial methodologies and timely regulatory reforms to ensure legal certainty, fairness, and utility in the digital era. A progressive interpretive approach is vital to prevent the legal system.

Abstract

Background This study investigates the role of 'lapau' as a mechanism for social accountability in the budget planning of the Salayo Nagari government. Set within the framework of village autonomy as defined by Law Number 6 of 2014, the research addresses the disparity between formal, procedural accountability and the substantive community practices that exist in reality. Methods Through qualitative methodology involving interviews, observations and document analysis, the study identifies 'Lapau' as a critical informal public sphere. The presence of government officials within the 'Lapau' reduces social distance and encourages continuous dialogue, which contributes to greater public trust and responsiveness. Results The findings suggest that this social arena facilitates transparency, direct discourse and rapid problem solving, thereby overcoming the limitations of rigid formal procedures.  Instead of replacing the formal accountability mechanisms, the 'Lapau' works with the institutional arrangements that already exist by embedding accountability practices within social and cultural relations. Conclusions Ultimately, the 'Lapau' strengthens the Nagari government's legitimacy and fosters a deeper emotional bond with the community, ensuring a sustainable response to citizen aspirations.

Abstract

Background Stunting remains a multidimensional public health problem in Indonesia, including in Medan. It is influenced by factors such as nutrition, sanitation, parenting, food security, and the effectiveness of public policy governance. To date, stunting management has tended to be sectoral, top-down, and has not optimally utilized the potential of digital technology, particularly social media, as a tool for communication, education, and public participation. Methods This research uses a qualitative approach with a case study design in Medan City.   Results Social media functions as an adaptive communication space that accelerates the flow of information, strengthens family nutritional literacy, and opens up two-way feedback between the government and the public. Social media-based adaptive governance practices are characterized by increased policy flexibility, strengthened cross-sector coordination, and growing digital community participation in stunting prevention. Furthermore, this study found that the successful use of social media is largely determined by actor capacity, public trust, and the sustainability of institutional learning. Adaptive Governance based social media is a relevant, innovative, and contextual approach to accelerating stunting reduction in Medan City. Social media has been proven to function not only as a means of disseminating health information but also as an adaptive communication space that enables two- way interaction, continuous policy learning, and strengthened community participation in stunting prevention programs. Conclusions Stunting management in the digital era can no longer be understood solely as a technical health issue, but rather as an adaptive governance process based on learning, collaboration, and two-way communication. In this context, social media serves as a strategic medium that strengthens policy sensitivity to social realities while shortening the gap between policy formulation and implementation.

Abstract

Background This research focuses on examining strategis to preserve and develop cultural tourism in Bulungan Regency, North Kalimantan. The study places cultural heritage as an important element that strengthens regional identity and supports sustainable tourism. Through this research, the author identifies strategic issues, reviews internal and external conditions, and explains how stakeholders participate in cultural tourism development at the local level. Methods The researcher conducted the study using a qualitative method by gathering data through interviews, observations, and documentation. The analysis follows the stages of strategic planning, which include identifying strategic issues, analyzing internal and external environments using the SWOT approach, and assessing the roles of relevant stakeholders. These analytical steps serve as the basis for formulating strategies that support cultural preservation and tourism development. Results The findings show that cultural tourism in Bulungan Regency has strong cultural values and active community involvement, but still faces limitations such as weak infrastructure and low institutional support. The study also identifies opportunities from the growing interest in cultural tourism and government support, along with threats from modernization Stakeholder analysis indicates that government agencies, cultural communities, and tourism actors hold important roes in carrying out cultural preservation efforts. Conclusions This study provides strategic directions to reinforce cultural tourism development by emphasizing collaboration, institutional strengthening, and sustainable cultural management.

Abstract

Background Telecommunication accessibility is a key driver of inclusive development, particularly in Indonesia’s 3T (Disadvantaged, Frontier, and Outermost) regions, where geographical isolation and infrastructure limitations constrain economic opportunities. To reduce the digital divide, the Indonesian government has prioritized national programs such as the Palapa Ring and the deployment of Base Transceiver Stations (BTSs). This study examines how these initiatives influence telecommunication accessibility and local economic dynamics in East Nusa Tenggara (NTT). Methods This study employed a qualitative case study approach. Data were collected through in-depth interviews with local government officials, telecommunication providers, community leaders, and end users, complemented by field observations and document analysis. The data were analyzed thematically to identify access conditions, structural challenges, and local economic responses to telecommunication development. Results The findings indicate that expanding fiber-optic networks and BTS infrastructure has improved basic connectivity and reduced isolation in several 3T areas. Improved access supports micro, small, and medium enterprise activities, enhances access to digital education, and enables emerging digital-based livelihoods. However, benefits remain uneven due to persistent last-mile connectivity gaps, unstable network quality, low digital literacy, and limited affordability. Conclusions Telecommunication infrastructure development in 3T regions is necessary but insufficient for inclusive local economic growth. Integrating infrastructure expansion with digital literacy programs, affordability support, and targeted last-mile interventions is essential to maximize socio-economic benefits.

Abstract

Background Bureaucratic reform in Indonesia positions the merit system as a fundamental principle in the management of the State Civil Apparatus (ASN) in order to achieve a professional, neutral, and service-oriented bureaucracy. However, its implementation at the local level continues to face substantial challenges, particularly due to political intervention and relational bias. This study aims to examine the distortion of the merit system in civil servant transfers in Timor Tengah Selatan Regency, East Nusa Tenggara Province, and to identify the dominant forms of relational bias and their implications for bureaucratic performance and public service delivery. Methods This study adopts a qualitative approach using a case study design. Six informants were purposively selected, comprising civil servants who had experienced job transfers as well as individuals with in-depth knowledge of local bureaucratic and political dynamics. Data were collected through in-depth interviews, non-participant observation, and document analysis, and were analyzed using data reduction, data display, and conclusion-drawing techniques supported by triangulation. Results The findings reveal that civil servant transfers in Timor Tengah Selatan Regency are not fully based on considerations of competence and performance, but are strongly influenced by post-election political interests, personal proximity, kinship ties, and patronage. The role of the Position and Rank Consideration Board (Baperjakat) tends to be largely administrative and has not functioned effectively as an objective decision-making mechanism. Non-merit-based transfers have adversely affected civil servant motivation, weakened professional work culture, and potentially diminished the quality of public services. Conclusions This study concludes that the failure to implement the merit system is not merely attributable to regulatory weaknesses, but primarily to the lack of political will to uphold civil servant neutrality and professionalism. Accordingly, strengthening oversight mechanisms, enforcing strict sanctions, and transforming local political culture are essential to ensure the effective implementation of bureaucratic reform at the regional level.
