The Covid-19 pandemic has caused major changes in almost all aspects of human life, including the implementation of public services. Government policies that implement work from home (WFH) for government agencies located in areas with a certain risk of transmission, have caused public service activities to undergo changes. public services during the Covid-19 pandemic while maintaining health protocols has become a separate issue and has led to many innovations in the field of public services. One of the public services affected during the Covid-19 pandemic is marriage services at the Office of Religious Affairs (KUA). Complaints from a number of communitiesaimed at marriage services at the KUA with suspected maladministration. This study aims to analyze marriage services at the KUA during the Covid-19 pandemic. The study was conducted using the literature study method with data sources for journal articles, government agency websites and related documents. Since the beginning of the pandemic period, the implementation of marriage services at the KUA has been regulated by three circular letters from the Director General of Islamic Community Guidance at the Ministry of Religion, taking into account developments in the condition of the community. Online marriage registration is optimized, and is demonstrated by the high rate of registration of marriage registrations during the Covid-19 pandemic.

This study aims to determine the impact of the Covid-19 Pandemic on the productivity of documents in the New Normal Era at PPDDP. This type of research is a descriptive study, with a research focused by analyzing the production of Tax Return document processing before and after the Covid-19 pandemic. The Purpose of this scientific article is to provide a new view to the State Civil Service (SCS) that the normal era is a pushing factor or triger for future organizational management innovation.The method used in this study is a qualitative approach. Data collection was carried out through direct interviews with employees in the Taxation Data and Document Processing Center. The key informants in this study were employees of the Document Collection and Receiving Section and the Recording and Data Transfer Section. This study shows that there were changes in behavior and habits at work such as lessening work days due to the Work From Office and Work From Home policies leading to a significant decrease in the productivity of Tax Return document processing. The higher number of employees and work days (as well as work hours/day) in office the higher number of processed Tax Return documents. The number of Tax Return documents processing in the new era is normal has significant decreased due to limited human resources available in office and decreasing work days.

AbstractIn connection with the work discipline of the state civil apparatus, the Government issued a regulation regarding employee discipline which contains obligations, prohibitions and sanctions for employees who violate. This regulation was made with the aim of improving the professionalism of civil servants, ensuring order, and the smooth execution of duties and accelerating decision making in the event of disciplinary violations of Civil Servants (PNS), as stipulated in Government Regulation Number 53 of 2010 concerning Civil Servant Discipline ( Civil servants). To improve discipline for the Civil Servants (PNS) of North Central Timor Regency, since 2013 the Regional Government has implemented the mandate set out in Government Regulation Number 53 of 2010. However, in its application there are still many employees who are not disciplined in their work. This research is intended to analyze and describe the implementation of Government Regulation No. 53/2010 concerning Civil Servant Discipline at the Regional Secretariat of Timor Tengah Utara Regency. This study uses descriptive qualitative methods and data analysis techniques Milles and Huberman. The results of the study show that the Civil Servants in the Regional Secretariat of North Central Timor Regency in terms of PNS discipline have not been optimal and the level of discipline of Civil Servants is still very low which is evidenced by the level of violations and the imposition of disciplinary sentences of Civil Servants year and the dominant types of violations were committed, namely moderate to serious violations. As for other problems, namely the lack of socialization related to PNS discipline at the Regional Secretariat of North Central Timor Regency based on Government Regulation number 53 of 2010, Lack of understanding of Civil Servants of existing regulations due to lack of interest in reading civil servants to applicable regulations, and lack of assertiveness and courage by the leadership. Performance measurement of a public organization has been an issue in recent years. The State Apparatus has become a pioneer in the success of development to achieve justice and welfare of society. . Negative issues regarding professionalism, especially in the quality and performance aspects of ASN, need to be responded positively by conducting an evaluation. The public generally views that the problem of ASN professionalism can be seen from the lack of integrity, low competence, slow performance, and many disciplinary violations. The Rembang Regency Regional Personnel Agency has carried out a performance appraisal with reference to the Rembang Regency Regional Personnel Agency Performance Agreement in 2019. The assessment provides an overview of the successes and failures in achieving the resulting goals and targets, then categorizing performance (positioning) according to the level of performance achievement. The results of the performance achievement show that the average performance achievement of the Rembang Regency Regional Personnel Agency in 2019 is 90.98%. Coordinate with the Central Government regarding the activities to be implemented so that they can meet the targets for implementing these activities.

This study aimed (1) to analyze the role of research results in the formulation of border management policies in North Central Timor Regency conducted by the Regional Border Management Agency of North Central Timor Regency and (2) to analyze the obstacles faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. The applied research approach was the descriptive qualitative method. This method was used to obtain data regarding the role of research results in the formulation of border management policies in North Central Timor Regency and the constraints faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. Furthermore, data were collected using an in-depth interview, observation, and documentation.The results showed that the role of research results began to get attention at the stage of problem formulation in the Regional Border Management Agency of North Central Timor Regency to identify strategic issues related to border management in North Central Timor Regency. However, the use of research results in the formulation of policies has not been maximized. It was because of as follows. (a) Although published research results are easy to access, some researchers whose research is approved by the Regional Border Management Agency of North Central Timor Regency do not submit their research reports; (b) Research that is communicated effectively in the form of advocacy is conveyed by researchers through dissemination and intensive discussions as policy recommendations; (c) The time variable is the main factor for the effectiveness of the use of research results in the formulation of border management policies by the Regional Border Management Agency of North Central Timor Regency.

In the context of poverty reduction, the Government mandates the distribution of Non-Cash Food Assistance. Non-Cash Food Aid, hereinafter abbreviated as BPNT, is a policy of the Central Government in the form of food social assistance in the form of non-cash given to Beneficiary Families (KPM) every month through electronic accounts and is only used to buy food in E-warong in collaboration with banks. In BPNT distribution management in Rembang Regency, the planning aspect begins with the data collection and validation of population data, with the aim of channeling BPNT on target. Organizing is done in coordination between the Ministry of Social Affairs, Social Services, Women's Empowerment and Family Planning District. Rembang, BNI, and e-warong agents in each district. The implementation was carried out in stages, by distributing non-cash assistance of Rp 110,000.00 per family. Supervision is carried out in coordination with BNI, because the distribution system uses electronic money. The obstacle faced is that there are still residents who are eligible for assistance, but have not been distributed by BPNT. So in the future there needs to be up to date data validation. In the future, the distribution will be more on target.

The aim of the study was to obtain a formulation of the implementation of the One-Stop Services Policy (PTSP) in the North Jakarta Administrative City, namely the implementation of Perda No. 12 of 2013, and the Implementation of Presidential Regulation No. 91 of 2017 concerning the acceleration of ease of doing business through the implementation of an information technology-based licensing system (OSS). The research method used a qualitative approach by conducting interviews with a number of informants to determine the conditions and phenomena of the implementation of PTSP policies in North Jakarta. The research involved two research members from students in the framework of thesis research. The results of the research show that implementers have understood their duties and functions, but in the smooth running of their duties, they are constrained by a lack of human resources both in quantity and quality, support for information technology equipment that is not up to date, including the availability of information technology personnel at the district and sub-district levels. Then the OSS policy according to PP No. 24/2018 has not been fully effective, because it has not been fully integrated with the existing licensing system in PM-PTSP DKI Jakarta, namely JakEVO. The main obstacle to policy implementation, namely in terms of human resources, employee status has not been transferred to functional positions so that it affects career ranks and motivation. In addition, there is no HR competency standard for services, for online system services are not implemented according to target. The solution to overcome the obstacles conceptually has not been done.

ABSTRACTThis research is intended to analyze and describe the Socio-Economic Impact of the Ikat Weaving Women's Group Empowerment Program in Letmaffo Village, Insana Tengah District, North Central Timor Regency. To answer this problem, it is supported by various theories that have relevance to the research phenomenon. This research is a qualitative study using the Milles and Huberman data analysis technique. The results of the study explain that the socio-economic impact on the weaving empowerment group also faces many obstacles, namely related to indicators of increasing household economy, this has not been going well because the economic income of group members has even decreased due to low productivity results and low prices woven fabrics in the market, another obstacle is the indicator of the development of the group's economic structure on this indicator, the goal is that this group of weaving ties must have a market place or place to market productivity results but this has not been achieved so that the village of Letmaffo weaving group still uses the long time in sales even productivity. The factors that support and hinder the socio-economic impact on the empowerment of the Letmaffo village weaving group are lack of capital, limited human resources, weak business networks, use of traditional production tools and limited market access.Key words: socio-economic impact, empowerment of the weaving group.

Communication in the policy implementation process is intended so that all stakeholders involved can understand and show attitudes and provide responses to the policy implementation process. Poor communication between the stakeholders involved will only create ineffectiveness in the policy implementation process. This study aims to analyze the communication in the policy of managing and exploiting swallow's nests in Pekanbaru. This research is a qualitative descriptive study, with data collection techniques using interviews, documentation and observation. Communication on the implementation of the business permit policy for managing and exploiting swallow's nest in Pekanbaru City is seen from the process of delivering information to policy implementers and target groups, as well as being analyzed from the aspects of the communication media used and the accuracy and clarity of the information received. The delivery of information about policies to policy implementers is quite good, but communication to the sasarang group is not optimal with communication media in the form of socialization that is not yet effective.

Various efforts in improving the quality of life of public health carried out by local governments have not been effective. The quality of health services in the islands of Selayar Regency is constrained by problems of access, the number of health workers and health facilities. This research method consists of the design of this study using qualitative designs. Data collection was carried out by the method of observation, interviews and documentation. Informants included officials and employees of the health department, health workers at the puskesmas, and the community. Data analysis consists of data reduction, data presentation and drawing conclusions. The results showed that in accordance with the three elements of the strategy dimension, namely objectives, policies, and programs, it could be categorized that the strategy to improve the quality of basic health services in the Selayar regency islands identified was strategy as a plan. Because the strategy as a plan has two basic characteristics, namely to accelerate the actions they will implement to implement programs to improve the quality of basic health services through the Regional Health System policy. And, develop consciously and full of purpose. One of them is by increasing the number of human resources for medical, non-medical and support staff. In addition to improving the quality of health facilities at the primary level (Community Health centers) and trying to maintain the availability of medicines at the health facilities. The problem that is still difficult to overcome is the accessibility of referral health services for people living in the outer islands of Selayar Regency.
