Abstract

The concept of developing Smart Cities in Yogyakarta is different from the development of Smart Cities in other cities. The Smart City of Yogyakarta is under the big idea of Smart Culture, divided into two fields, namely Smart Education and Smart Tourism. This big concept was taken because Yogyakarta is very thick with its Culture and is known as an education city and tourism city. The idea of Smart Culture is expected to touch all aspects of the lives of the citizens of Yogyakarta that are inseparable from the six basic principles of developing Smart Cities. This study uses a quantitative approach. Data survey was conducted using a questionnaire to the civil servant in Yogyakarta City. The survey results will be analyzed using SmartPLS 3.0 software. The results of this study are divided into two components, namely Tangible and Intangible Culture. This Smart Culture's primary purpose is to make Tangible and Intangible Culture in Yogyakarta City survive and excel. Smart Culture in the city of Yogyakarta acts as an umbrella that underlies the development and other intelligent programs such as smart education and smart Culture. These two components are revealed to be critical projects that can be included in short and medium-term programs on smart education or smart tourism related to Culture. Other findings show that tangible Culture and intangible Culture have a significant influence on smart Culture development.

Abstract

Presidential Regulation Number 12 of 2021 concerning amendment the Presidential Regulation Number 16 of 2018 (Presidential Regulation 12/2021) was the government efforts for micro small-level enterprises (MSEs) and cooperatives to be involved in the public procurement of goods and services. However, it still needs to be anticipated because there are always irregularities that usually occur, namely corruption. This research aims to determine how the amendment of the public procurement regulation in the Presidential Regulation 12/2021 especially for MSEs and cooperatives, and also how to assess the Presidential Regulation 12/2021 can reduce the potential for corruption in the process of public procurement. This research uses a normative method with a comparative approach and a statutory approach. The results of this research indicate the Presidential Regulation 12/2021 are the elimination of medium-level enterprises, the government's obligation to allocate a minimum budget of 40%, and also increase the budget ceiling for MSEs and cooperatives up to IDR 15 billion. E-Procurement for MSEs and cooperatives still has the potential for corruption, but with the new policy in the form of competency certification, and if there is an increase in regulations from the National Procurement Board (LKPP) in terms of provider qualifications, procurement can produce quality and efficient products. Abstract

Radicalism on Muslims in Indonesia can be seen through 22 websites that contain content of radicalism. Those sites indicated teach violence and hatred against different groups, easily declared someone or a group as an apostate, spread the message of radical jihad and expand the sensitive issues such as ethnicity, religion, race and intergroup (SARA). This paper is library research using the descriptive analysis method to describe the thought of Khalil 'Abd al-Karim in realizing the wasathiyyah to Indonesian Muslims to prevent radicalism. Those notions are contextualist, flexible, no easy to declare someone or some group as apostate, and prioritize prosperity for all being. Every Muslim should preserve unity by holding fast to the god’s bond (religion) and not being divided into small fractions. The renewing concept of the Islamic law is expected to transform Indonesian Muslims to become moderate by applying the wasathiyyah (middle) concept. To create peace, justice, and spread attachment (rahmat an li al-'alamin) the concept wasathiyah is needed.

Abstract

This paper examines public discourse on web pages and social media as a form of digital ethnography during the COVID-19 crisis. During the "lockdown" in Indonesia, internet traffic increased, creating new habits for performance music. A total of 657 tweets, YouTube talk shows, and online news pages were analyzed using NVIVO12. The data was taken using 'Ncapture,' 'Word Frequency,' and 'Sociogram Analysis.' Each keyword was analyzed as a representation of a particular musical problem during the pandemic. The goal is to identify differences between government policies and their implementation. Online activities explore a variety of things about music during the pandemic. The conversation continued with the awareness that the musicians would be offering their peers. Collective sentiments were more stressed during the COVID-19 crisis, giving rise to social unity. The theory of cooperation between music workers is a solution that can be implemented

Abstract

Les villes intelligentes, souvent habillées d’ailleurs dans la langue des GAFA, en Smart Cties, font l’objet de travaux scientifiques très nombreux, depuis plus d’une décennie maintenant. Une abondance qui témoigne sans doute du statut dont dispose aujourd’hui cette idée à l’échelle de la planète : la ville intelligente est la dernière-née des utopies urbaines qui accompagnent de longue date le développement des sociétés. Une revue de la littérature consacrée à cet objet apparaît donc d’emblée une gageure. De manière liée, c’est aussi la diversité des disciplines académiques qui se passionnent pour la Smart City qui rend l’exercice délicat. Ces disciplines sont aussi nombreuses qu’éloignées, depuis les sciences les plus fondamentales, hautement mathématisées, en lien avec les modélisations des phénomènes urbains, jusqu’aux sciences sociales les plus descriptives, nourrie par une perspective ethnographique par exemple, en passant par les sciences économiques ou celles de l’aménagement des territoires, souvent liées à l’activité des gestionnaires. C’est dans ce contexte que nous avons considéré que la perspective des études urbaines critiques, qui revendique à la fois l’interdisciplinarité et le rapport réflexif avec le champ de l’action publique, constituait la porte d’entrée efficace pour tenter d’y voir clair dans cette jungle qu’est devenue la littérature scientifique consacrée à la Smart City.

Abstract

Right now, all countries are facing the Covid-19 outbreaks. Some analysts, including President Trump, blame the People's Republic of China (PRC, known as China) for the outbreak. The pandemic makes most of the countries fell into recession. Only China emerged from the other economies that went into recession with a positive growth rate in 2020. With 1.4 billion people, China's ability to manage Covid-19 risk is impressive. China works together with many countries, including World Health Organization (WHO), facing the pandemic. It made the genome sequence available for release and shared treatment with other countries and many parties. Since the end of May 2020, China has been offering its Covid vaccines to the rest of the world. This action is a continuation of the mask donation so that China can reverse the image, which was initially accused of being the source of the problem, now to become a helper god. The handling of the Covid-19 pandemic cannot be separated from Xi Jinping's role as President of the PRC. His role will be related to the Chinese political system. Therefore, this research will study the Chinese political system, China President's power, and the power used to handle the Covid-19 outbreaks. My study showed that the centralized government, the President's strong position, supported with good governance capital help the country successfully handle the pandemic.

Abstract

Political parties reflect a democratic state, which is believed to be a condition for modern state life. As institutions for channeling interests, political parties are used as communication with a two-way function, namely, top-down and bottom-up. If this can be carried out well, then political parties' function as political socialization, political participation, political communication, articulation of interests, aggregation of interests, and policymaking can run well to realize the expected political development. The research method used in this research is qualitative research methods. Through qualitative research, the author has created a complex picture, examined words, reviewed detailed reports from the point of view of resource persons, and conducted studies on natural situations. This study aims to determine direction of political parties' development in the Russian Republic of Tatarstan, political parties' function, and political development amid a society in this modern era. The problem in this research is that political parties in Russia tend to have their own interests, either from the central government or the state or Federation governments. In addition, there tends to be a mismatch between the central and state governments in decision making. In fact, in the context political parties can be a tool for realizing development in a country. Even though there are problems, the results showed that political parties in the Republic of Tatarstan rated quite well in carrying out their functions by the functions of political parties according to the Law of the Russian Federation and the Law of the Republic of Tatarstan concerning Political Parties. The development of political parties in the Tatarstan Republic has played a role in controlling conflicts of interest among the Republic of Tatarstan.

Abstract

The Indonesian government's policies to prevent and encounter the spread of Corona Virus Disease (COVID 19) pandemic are still considered not optimal to realize good governance, with the high number of COVID-19 spread throughout Indonesia. This research discusses the implementation of good governance in Indonesia in the COVID-19 pandemic based on eight good governance indicators. This research uses observation techniques to collect the data. The research results indicate that Indonesia is not achieving the ideal target in implementing good governance in overcoming this pandemic. This happened due to a lack of assertiveness in policymaking and a low level of public participation in policy implementation, which led to delays in COVID-19 countermeasures actions. The implementation of policies in China, New Zealand and Turkey indicates that these three countries have the authority to regulate strictly. Meanwhile, in Indonesia, the rule of law and government policies' effectiveness is still weak; delayed action from the government in responding to pandemic proves a lack of government responsiveness. The policies implemented are not based on consensus; equity in accessing public services also becomes a problem. In the end, people lose their trust in the government because they failed to provide unaccountable information. Thus, good governance in Indonesia in the COVID-19 pandemic is still difficult to implement.

Abstract

Human rights are granted by all people regardless of discriminatory differences. In this sense, human rights must be respected, guarded, and protected by individuals, broad society, and the State. Generally, human rights are outlined in several international instruments such as Universal Declaration on Human Rights (UDHR), International Covenant on Civil and Political Rights (ICCPR), and International Covenant on Economic, Social, and Cultural Rights (ICESCR) 1976. From a national perspective, Indonesia has played its roles in addressing and combating human rights violations by adopting some international provisions into the 1945 Constitution of the Republic Indonesia (Article 28) and ratifying several international instruments on human rights. Recognizing the correlation between international and national law, the study intends to examine to what extent Indonesia has adopted human rights material in international provisions into its constitution. The result of this study shows that almost all contents on human rights in article 28 of the 1945 Constitution of the Republic Indonesia are also contained in the Universal Declaration on Human Rights 1948. Several provisions on the International Covenant on Civil and Political Rights (ICCPR) and International Covenant on Economic, Social, and Cultural Rights (ICESCR) 1976 seem very similar to provided contents on the UDHR 1948. Therefore, it is undebatable that ICCPR and ICESCR also influence the inclusion of human rights contents in the 1945 Constitution on the second amendment in 2000.

Abstract

This research aims to elaborate further on Indonesia and Russia bilateral cooperation by utilizing defense relations in the Southeast Asia region. Indonesia’s defense cooperation with Russia is a strategy of sustaining foreign and defense policy instruments abroad to achieve interests and protect national sovereignty. This study uses a descriptive analysis of qualitative approach, and done through literature-based relating to the problems that arise. Additionally, journals, related documents, and websources are also used as supporting data. It employs neorealism approach in understanding bilateral defense relations. Thus, by strengthening Indonesian defense diplomacy, how Indonesia national interests is able to pursue closer defense cooperation with Russia, and how this collaborationcontributes to Indonesian defense diplomacy regionally in encountering external threat. However, through the ASEAN Defense Ministerial Meeting and the ASEAN Regional Forum, Indonesia’s defense diplomacy utilized strategy which aim to generating mutual confidence, and reducing potential threats that can arise from the external threat. Indonesia, so far, has utilized its defense diplomacy by intensifying defense cooperation with Russia to foster a sense of mutual trust and enhancement effort in national defense capabilities to anticipate any potential external security threats. Indonesia’s effort to enhance its regional power reputation for implementing foreign and defense policy at the international level, particularly at upgrading its national defense system. This research revealed that by strengthening economic cooperation and defense diplomacy, Indonesia would secure its defense cooperation with Russia and vice versa. As the most populous Muslim nation, Indonesia, 3rd world largest democraciesand significant regional power, intentionally has a strategic interest in maintaining peace and stability.
