Abstract

Regional expansion is a decentralization strategy intended to improve community welfare through accelerated public service delivery, enhanced development capacity, and more equitable access to resources. North Morowali Regency, as a newly created administrative region, demonstrates dynamic development patterns that merit examination, particularly concerning local government performance in the health, education, economic, and infrastructure sectors. This study aims to assess the extent to which regional expansion has contributed to improving community welfare in North Morowali by analyzing development achievement data presented in official government documents. The results indicate that the local government has successfully expanded access to health services through Universal Health Coverage, the construction of a Pratama Hospital, increased ratios of health workers, and free healthcare services. In the education sector, improved access, the provision of digital facilities, and free education policies have contributed to strengthening human capital. In the economic sector, the creation of 20,000 jobs, capital assistance programs for youth and women, and infrastructure development reflect progressive growth. The study concludes that, following regional expansion, North Morowali has experienced significant improvements in essential public services; however, challenges related to budget sustainability, human resource quality, and equitable development across regions still require further strengthening.

Abstract

This study analyzes the effectiveness of provincial government spending on education and health in relation to the Human Development Index (HDI) in Indonesia using a nonparametric regression approach. Cross-sectional data from 34 provinces for the year 2025, obtained from the Central Statistics Agency (BPS) and the Ministry of Finance, were utilized. The Nadaraya-Watson kernel regression method was applied to capture the nonlinear relationship between public spending and HDI without imposing a predetermined functional form, while conventional linear regression was used for comparison (R² = 0.43). The results reveal a nonlinear relationship with three distinct phases: rapid initial growth, stable growth, and a plateau indicating diminishing returns. Based on spending effectiveness, provinces were classified as high (6 provinces), medium (18 provinces), and low (10 provinces). Provinces with low performance exhibited high spending but lower-than-predicted HDI, indicating inefficiencies in governance and program implementation. These findings highlight that the success of human development is not solely determined by the size of the budget, but also by the quality of fiscal governance and implementation capacity. The study recommends evidence-based budgeting, strengthening fiscal governance, and targeted capacity-building support for low-performing provinces to enhance the effectiveness of public spending.

Abstract

Digital transformation has driven significant changes in the delivery of public services. In the era of e-government, service digitalization is aimed at creating a bureaucracy that is more transparent, efficient, and responsive. One of the most complex stages in e-government is transact, namely the phase of data exchange and electronic transactions between citizens and the government. The high sensitivity of data at this stage makes security a crucial factor. This study aims to analyze electronic transaction security strategies in e-government comprehensively. The research method used is a descriptive qualitative approach with a literature study (library research) method. The findings show that electronic transaction security in e-government is supported by the use of various technologies, including encryption, digital signatures, Public Key Infrastructure (PKI), firewalls, biometric authentication, and blockchain to ensure data confidentiality and reliability, as well as strong regulations such as the Electronic Information and Transactions Law (UU ITE) and the Personal Data Protection Law. In addition, the readiness of human resources, both from the government and the public, is also a determining factor for success, particularly in the areas of digital literacy, information security training, and a risk-aware work culture. These three aspects complement one another in building a reliable security system.
